NBS’s Attitude towards the Use of Big Data in Official Statistics

Data is the foundation for statistical departments. Statisticians should embrace big

data with an open attitude, actively promote the deep integration between big data and

modern statistics, striving to play a leading role in the development and utilization of

big data.

Construction background

The National Bureau of Statistics of China (hereinafter referred to as “NBS”) also attaches great

importance to the cooperation with international official statistics, and has established a long-term

cooperation mechanism with the the United Nations Department of Economic and Social Affairs

(hereinafter referred to as the “United Nations/DESA”) , especially in the use of big data for official

statistics and the 2030 sustainable development goals.

In October 2014, NBS and the United Nations/DESA held the first International Conference on Big Data

and Official Statistics in Beijing, which advanced the early work of the Global Working Group on Big Data

in Official Statistics.

In 2017, the United Nations Statistics Division commissioned the National Statistics Office of the United

Kingdom to build the United Nations Global Platform (hereinafter referred to as “UNGP”). In early 2019,

in order to expand the work on the UNGP and promote the application of official statistical big data, the

NBS and United Nations/DESA continued to cooperate on the capacity development of China and other

developing countries in the world, and jointly built the UNGP. On June 3, 2019, the two sides signed a letter

of intent in Shanghai, China.

Since then, the regional hub in china has officially entered the construction stage.

Construction goal

With the goal of promoting the 2030 agenda for sustainable development, the

regional hub in China will provide services for the global statistical community to

work together, build a modern statistical system, and enhance the governance

capacity of the government. By sharing knowledge, data and methods, and using

advanced technologies of big data, the regional hub in China will build a globally

recognized statistical large number with the characteristics of knowledge

dissemination, technology leadership and capacity innovation According to the

application center.

data, applications and services on the UN

Global Platform within the global GWG

community.

• Leverage enabling technologies towards the

implementation of the federated network

approach to assist countries in monitoring

and reporting on the official statistics and

SDGs within reliable, secure and scalable

platforms.

• Establish links with appropriate research

institutes, think tanks and the GWG network

of Task Teams to advance the critical role of

Big Data in global development.

• Convene international technical seminars,

symposia and fora to develop specific

innovation projects on selected topics in

collaboration with partner countries to trial

new concepts and methods in the use of Big

Data for official statistics and SDGs,

including in the disaggregation of data by

geographic location – integrating geography

and statistics.
