Project overview
• The project: “Capacity Development for the Clean Development Mechanism (CDM) in Viet Nam” that was supported by the Government of the Netherlands. The UNEP launched the Project in 2002.
• The RISOE Center of the UNEP (URC) in Denmark is implementing agency of the UNEP Project.
• Regional Project Center located at the Asia Institute Technology (AIT), Thailand, is responsible for coordinating and managing project implementation in the region.
Project overview
• Three countries in Asia selected to participate in the project are Viet Nam, the Philippines and Cambodia
• International Cooperation Department, Ministry of Natural Resources and Environment is a Executing Agency to coordinate and carry out the project in Viet Nam
• Duration of the project in phase 2: 2003-2005
Project overview• Main objectives:
– Develop knowledge and disseminate information, guideline to raise awareness on the CDM as well as opportunities, benefits from CDM activities.
– Develop capacity for institutional set up and relevant officers.– Formulate legal framework to facilitate CDM activities in Viet
Nam– Develop capacity for identifying, designing potential CDM
projects in Viet Nam– Design eligible CDM project cycle– Exchange experiences and lessons leant on CDM
implementation with other countries in region and in the world
Project overview
• Main activities:– Organize meetings, workshops, forums, training courses
on CDM– Collect information, compile and publish materials
regarding the CDM for raising public awareness– Investigate, analysis, study greenhouse gas emission
sources, method of baseline formulation and criteria to estimate the CDM project
– Establish CDM National Authority with responsibility for assessment, validating and managing CDM projects
– Formulate legal framework to facilitate CDM activities – Develop eligible CDM project pipeline
Project overview
• The project results:– Operation of CNA with better capacity to manage
and coordinate related activities in CDM project cycle
– Establishment of appropriate legal framework in accordance with implementation of CDM projects in Viet Nam
– Create a pipeline of CDM eligible projects that are attractive for foreign and domestic investors.

• Outline and contents of the project Work Plan (in period 2003 – 2005) were discussed and approved at the National workshop on Capacity Development for the CDM, held in Ha Noi, 27-28 November 2002.
