ThefieldofComparativeEducationislooselydefinedastheanalysisofglobaleducationalsystems,
aswellastheprocessoflending,borrowing,andsharingofwhatandhowonelearns,thereby
influencingthecreationanddevelopmentofeachnationseducationalsystemsand
policies.That'stheclassicobjectiveview.
Subjectively,afieldseeminglyobscureandacademichasturnedintoaheatedglobalconversation,
apoliticalfootball,aglobaldevelopmentagenda,aneconomicyardstick,andaculturaltrophy.
Onethingforsure,it'scomplicated-mademorecomplexbyhundredsofvariables,deeply
nuancedculturalreferences,andpowerrelationships.
Asdeepascuriosityitself,ideasabouteducationwereshapedbypressingneeds(survival),context,
andculture,thentraveledquicklyviacampfiretales,Biblicalstories,oraltraditionalwisdom,SilkRoadnarratives,Bedouinscrolls,andmissionaryjournals.Theyappearon14thcenturyplatesof

hamperingtheeffortsofnationalandforeignadministratorsaliketoreconstructandrevitalize
educationsystems.
Inshort,thefieldofemergencyeducationisenormousandcomplex.Institutions,worldwide,must
copewithnewintra-orinternationalthugs,humantrafficking,dwindlingresources,youth-targeted
paramilitaryrecruitmentcampaigns,war,andacapricioussusceptibilitytotheravagesofclimate
change.Fragilestatescannotmaintaintheirschoolsandprotecteducation.Therefugeepopulation,
worldwide,isgrowingalongsideayouthbulge.Teachers,students,andschoolsareoftenunableto
establishnormalcy,nolessparticipateinaninformationage.
Inseveralcases,well-intentionedNGOs,well-resourcedindividuals,andglobalagencies
attemptingtofillthegapsendupabsolvinggovernmentsfromtheresponsibilityoftakingcareof
theirownpeople.
Evennaturaldisasterscanbenationaldisasters(floodsmadeworsebypoliciesthatallowfor
clear-cuttingaforest,unreinforcedschoolbuildingsthatkillteachersandstudentsinan
earthquake).Andthoughtheyrepresenttheclearestconnectiontoahealthyfuture,thevoiceof
teachersisrarelyheard.
Butthereshope,andworkingacrossborderscanmakeadifference.Globalteachernetworks,freeOpenEducationalResources(OER),andbothpublic-privateandglobal-localpartnershipshave
addressedinsurmountablechallengeseffectivelyandcreatively.
Inthismoduleoneducationinemergencies,wewillfocusontheworkoftheInteragencyNetwork
forEducationinEmergencies(INEE)becausetheyareresponsibleforestablishingthestandards
thatgoverncoordinationsupportforprevention,planning,andglobalaid.Today,whenan
emergencybreaksout,INEEhasmadeitmandatoryforeducatorstobepartoffirst-responder
teams.Thatsincredible,really.
Wewillonlytouchthesurfaceinafieldthatreachesintoeveryaspectofdevelopment:human
rights,policy,water...alonglistofissuesforwhichthevoiceofteachersiscentral.Theyknowwho
