    Taiwan officially the Republic of China (ROC), is a unitary sovereign state located in East AsiOriginally based in mainland China, the Republic of China currently governs the island ofTaiwan (known in the past as Formosa), which forms over 99% of its current territory, as well asPenghu, Kinmen, Matsu and other minor islands. Neighboring states include the People'sRepublic of China (PRC) to the west, Japan to the east and northeast, and the Philippines to the

    south. Taipei is the capital city and also the economic and cultural centre of the country.

    The Republic of China, established in mainland China in 1912, governed most of mainlandChina prior to the outbreak of the civil war, then received Taiwan and associated islands fromthe Surrender of Japan at the end of World War II in late 1945. However, the ROC lost itsmainland territory in the Chinese Civil War to Communist forces who founded the PRC on thatterritory in 1949, and the ROC relocated its government to the island of Taiwan, whichcomposes most of its current territory. The ROC government officially claims to represent all of"China" (in a definition including Taiwan) via its constitution, but, in practice, has ceased toactively pursue this stance since 1992. Meanwhile, the PRC, simply known as "China", alsoofficially asserts to be the sole legal representation of China, and actively claims that both

    mainland China and Taiwan should be under its sovereignty, denying the status of the existingRepublic of China as a sovereign state.

    The ROC is a multi-party democracy that has a presidential system and universal suffrage. It experienced

    rapid economic growth, industrialization, and democratization on Taiwan during the latter half of the

    20th century. Despite its controversial political status, Taiwan is an industrialized advanced economy. It

    is one of the Four Asian Tigers and a member of the WTO and APEC. The 19th-largest economy in the

    worldits advanced technology industry plays a key role in the global economy. Taiwan is ranked highly in

    terms of freedom of the press, health care public education, economic freedom, and human

    development

    Names

    The official name of the state is "Republic of China"; it has also been known under variousnames throughout its existence. Shortly after the ROC's establishment in 1912, while it was stilllocated on the Asian mainland, the government used the abbreviation "China" ("Zhonggu") torefer to itself, for instance during the Olympic Games or at the United Nations. During the 1950sand 1960s, it was common to refer to it as "Nationalist China" to differentiate it from"Communist China" (or "Red China"). The ROC also called itself "Free China" in an attempt to

    portray the PRC as an illegitimate government. At the UN, it was present under the name"China" until it lost its seat to the People's Republic of China in 1971. Since then, the name"China" has been commonly used internationally to refer only to the People's Republic of China,except in countries that diplomatically recognize the Republic of China and thus refer to theROC as "China". Over subsequent decades, the Republic of China has become commonly knownas "Taiwan", due to the fact that Taiwan, the island, composes most of its territory. It is alsooften informally referred to as the "State of Taiwan", in particular in countries where the ROC isnot officially recognized. The Republic of China participates in most international forums and

    organizations under the name "Chinese Taipei" due to diplomatic pressure from the PRC. Forinstance, it is the name under which it has competed at the Olympic Games since 1979, and itsname as an observer at the World Health Organization. Additionally, the PRC refers to Taiwanas "Taiwan, China" in pursuit of its claim that it is under the sovereignty of the PRC.

    The Republic of China was formally established on 1 January 1912 on mainland China followingthe Xinhai Revolution which itself began with the Wuchang Uprising on 10 October 1911, andreplaced the Qing Dynasty and ended over two thousand years of imperial rule in China. It is theoldest surviving republic in East Asia. The Republic of China on mainland China went throughperiods of warlordism, Japanese invasion, and civil war between the Kuomintang-led CentralGovernment and the Communists. From its founding until 1949 it was based in mainland China.Central authority waxed and waned in response to warlordism (191528), Japanese invasion(193745), and the Chinese Civil War (192749), with central authority strongest during theNanjing Decade (192737) when most of China came under the control of the Kuomintang(KMT). At the end of World War II in 1945, the Empire of Japan surrendered control of Taiwan

    and its island groups to the Allied Forces, and Taiwan was placed under Republic of China'sadministrative control. The legitimacy of this transfer is disputed and is another aspect of thedisputed political status of Taiwan.

    The communist takeover of mainland China in the Chinese Civil War in 1949 and later Hainan,Tachen and other outlying islands in the early 1950s left the ruling Kuomintang (KMT) withcontrol over only Taiwan, Penghu, Kinme, Matsu, and other minor islands. With the 1949 loss ofmainland China in the civil war, the ROC government fled to Taiwan and the KMT declaredTaipei the provisional capital The Communist Party of China took over all of mainland Chinaand founded the People's Republic of China in Beijing, leading to two rival governmentsclaiming to be the sole legitimate government of "China". However, until the 1970s the ROC

    was still recognized by many countries and the United Nations as the sole legitimate governmentof "China", which included both mainland China and Taiwan. The ROC had been a foundingmember of the United Nations and one of the five permanent members of the Security Counciluntil 1971, when China's representation was replaced by the PRC via UN General AssemblyResolution 2758. Since then, ROC has struggled with limited formal diplomatic relations and isunable to use its official name widely, and is forced to be identified as "Taiwan" or "ChineseTaipei" in most international contexts.

In the 1980s and 1990s the government peacefully transitioned to a democratic

    In 1911, after over two thousand years of imperial rule, a republic was established in China andthe monarchy overthrown by a group of revolutionaries. The Qing Dynasty, having justexperienced a century of instability, suffered from both internal rebellion and foreignimperialism.The Neo-Confucian principles that had, to that time, sustained the dynastic systemwere now called into question. Its support of the Boxers in a failed uprising against the world'smajor powers was its final mistake. The Qing forces were defeated and China was forced to give

    a huge indemnity to the foreign powers; an equivalent to 67 million to be paid over 39 years.Disconnected from the population and unable to face the challenges of modern China, the Qinggovernment was in its final throes. Only the lack of an alternative regime in sight was prolongingits existence until 1912

    The establishment of Republican China developed out of the Wuchang Uprising against the Qingon 10 October 1911. That date is now celebrated annually as the ROC's national day, also knownas the "Double Ten Day". On 29 December 1911, Sun Yat-Sen was elected president by theNanking assembly representing seventeen provinces. On 1 January 1912, he was officiallyinaugurated and pledged "to overthrow the despotic Manchu government, consolidate theRepublic of China and plan for the welfare of the people".

    Sun however lacked the military support to overthrow the Qing Dynasty. Realizing this, hehanded over the presidency to Yuan Shikai, the imperial general, who then forced the lastemperor Puyi to abdicate. Yuan Shikai was officially elected president in 1913.Yuan ruled bymilitary power and ignored the republican institutions established by his predecessor, threateningto execute Senate members that would disagree with his decisions. He soon dissolved the rulingKuomintang party and banned "secret organizations" (which implicitly included the KMT), andignored the provisional constitution. An attempt at a democratic election in 1911 ended up with

    the assassination of the elected candidate by a man recruited by Yuan. Ultimately, Yuan Shikaideclared himself Emperor of China in 1915. The new ruler of China tried to increasecentralization by abolishing the provincial system; however this move angered the gentry alongwith the province governors, usually military men. Many provinces declared independence andbecame warlord states. Increasingly unpopular and deserted by his supporters, Yuan Shikai gave

    up on becoming Emperor in 1916 and died of natural causes shortly after.

    Thus devoid of a strong, unified government, China thrust into another period of warlordism.Sun Yat-sen, forced into exile, returned to Guangdong province in the south with the help ofwarlords in 1917 and 1922, and set up successive rival governments; he re-established the KMTin October 1919. Sun's dream was to unify China by launching an expedition to the north. Hehowever lacked military support and funding to make it a reality. The Peiyang government inPeiping (previously known as Peking, now Beijing) struggled to hold on to power. An open andwide-ranging debate evolved regarding how China should confront the West. In 1919, a studentprotest against the weak response of China to the Treaty of Versailles, considered unfair byChinese intellectuals, led to the May Fourth movement. These demonstrations were aimed at

    spreading Western influence to replace Chinese culture. It is also in this intellectual climate thatthe influence of Marxism spread and became more popular. It eventually led to the founding ofthe Communist Party of China in 1920

    IT is the area of managing technology and spans a wide variety of areas that include computer

    software, information systems, computer hardware, programming languages but are not limitedto things such as processes, and data constructs. In short, anything that renders data, informationor perceived knowledge in any visual format whatsoever, via any multimedia distributionmechanism, is considered part of the IT domain. IT provides businesses with four sets of coreservices to help execute the business strategy: business process automation, providinginformation, connecting with customers, and productivity tools.

    IT professionals perform a variety of functions (IT Disciplines/Competencies) that ranges frominstalling applications to designing complex computer networks and information databases. Afew of the duties that IT professionals perform may include data management, networking,engineering computer hardware, database and software design, as well as management and

    administration of entire systems. Information technology is starting to spread further than theconventional personal computer and network technologies, and more into integrations of othertechnologies such as the use of cell phones, televisions, automobiles, and more, which isincreasing the demand for such jobs.

    In the recent past, the Accreditation Board for Engineering and Technology and the Associationfor Computing Machinery have collaborated to form accreditation and curriculum standards fordegrees in Information Technology as a distinct field of study as compared to Computer Scienceand Information Systems today. SIGITE (Special Interest Group for IT Education) is the ACMworking group for defining these standards. The Worldwide IT services revenue totaled $763billion in 2009
