States Benefiting from CoreCivic Leased Prisons and Full-risk Maintenance Services

State of California• Began leasing 2,300-bed California City Correctional Facility in

2013 to address court mandates related to overcrowding.

• Enhanced the facility with additional medical and administrative space as well as camera upgrades far quicker than the State's typical procurement process.

• A planned replacement of 34 roof top HVAC units only took one day using a helicopter compared to the traditional installation using a crane that would require at least seven days and major disruption to facility operations.

State of Oklahoma• Began leasing 2,400 bed North Fork Correctional Facility in 2016

to address prison overcrowding and to consolidate older, inefficient facilities into a modern correctional facility.

• CoreCivic assumes all responsibility for repairs and maintenance for the facility, creating budget certainty for the Department.

• On May 16th, the facility suffered significant hail damage. CoreCivic immediately mobilized a team and repairs were completed at CoreCivic's expense.

Team's combined experience and scale ensures the most cost effective project for the State. Disciplined and thorough design process foresees potential issues limiting change orders and delays, which are the main reasons government projects typically cost more than private sector projects.

CoreCivic has spent the past two years securing private placement financing (similar to the financing utilized by private developers building and leasing assets to the federal government – like federal courthouses). Offers competitive rates that give the State credit for its strong credit rating - in the same way as a bond.

CoreCivic maintains more than 18 million square feet of assets – more than 16.5 million square feet is correctional. As the correctional industry's leader in maintenance and capital expenditures, CoreCivic bears the risk of preventative and catastrophic maintenance for the life of the lease. Strict lease terms, with maintenance provisions, ensure the State has a well-maintained, long-life asset at the end of the lease –55 years of useful life at the endof term.

The lease payments do not start until the day the facility is ready to accept inmates. Lease rate is locked in upon signing lease thus shifting all risk for cost increases to CoreCivic. This helps to ensure the budget neutral position for the State.
