� Public schools hire 240,000 new teachers annually,90 percent of whom get initial training in higher edteacher prep.

In 2010, the National Research Council identified threekey factors for high-quality teacher prep:
� Select academically capable candidates
� Make sure they have in-depth knowledge of thesubjects they will teach
� Provide them with useful, hands-on techniques tofacilitate learning.
I ts time to make sure all teacher preparation programs follow these principles.

NCTQs review:Shining a spotlight on teacher prep
� Examining evidence from both undergraduate andgraduate teacher prep programs , including elementary,secondary and special education routes into classroom
� Assessing program design against a comprehensive set of standards.
� Partnering with U .S. News & World Report to publish the
review in late 2012.

Examining the nuts andbolts of teacher prep
To assess teacher prep program quality, NCTQs field-testedmethodology looks at:
� Admissions standards
� Syllabi and course descriptions, course catalogs� Required textbooks
� Policy manuals on student teaching
� Data on outcomes of students taught by teacher prep grads
I n just the initial step, NCTQ spends approximately 40 hoursexamining some 60 documents for each program.

� Selectivity of the admissions process coupled withrecruitment of talented minority candidates.
� Preparation in teaching children how to read.

� Opportunities for teachers to practice what they learn.

1. Identify the best of teacher prep
� Highlight programs worthy of emulation by their peers
� Persuade aspiring teachers to attend great programs and
school districts to hire from them
2. Provide concrete recommendations on how programscan improve.
3. Encourage state authorities to sanction and close the worstprograms.
