How Community Solar Works

opportunity to receive power from a solar project within their community, without

the complexity of installing modules on their own property.

BACKGROUND: In December 2016, Illinois enacted the Future Energy Jobs Act (FEJA) which, among other things, implemented a revised

Renewable Portfolio Standard with a Community Solar carve-out. In September 2017, the Long Term Renewable Resource Procurement Plan

(“LTRRPP”) established the Community Solar program and bill credit incentive. The IL Commerce Commission issued an order confirming LTRRPP

in April 2018. The program officially opened in April of 2019, when projects were selected as part of the IL Adjustable Block Lottery Process.

Illinois Community Solar Overview

CUSTOMER ELIGIBILITY

• Subscriber must be in same utility service territory

as project

• Subscriber can take up to 40% of a single project,

but can subscribe to an unlimited # of projects

• Customer can subscribe up to 100% of total kWh

usage

The IL CS bill credit value is based off of the subscriber’s energy supply rate.

If the customer takes electric supply from their utility (Ameren/ComEd), the

credit value is based on energy supply rate in their utility tariff. If the

customer uses an Alternative Retail Electric Supplier (ARES), then the bill

credit value can fluctuate as the supply contract is renegotiated. Ultimately,

the supply rate will tied to the hourly Locational Marginal Price (LMP).
