Dear Prospective Vendors:

Your company is invited to participate in this Request for Proposal (RFP) for an

international organization that has the experience and capabilities to supply, install, and

provide Internet Services through Very Small Aperture Terminal (VSAT) systems to its field

offices located in West, East, and Central Africa. Catholic Relief Services – USCCB (CRS) is

requesting proposals from Vendors to evaluate experiences with similar clients, creative

ideas, and strategic and tactical approaches to delivering and maintaining Internet Services.

As the Procurement professional responsible for facilitating this process, the rules of

engagement are for you to contact me via e-mail at [email protected], with CC to

[email protected].

CRS will accept questions through 12 p.m. ET. on October 28, 2020. Interested Bidders

should submit their questions to the email addresses above. CRS will provide answers to all

relevant questions by email to all participating companies or organizations.

Complete proposals packets are due by 4 p.m. ET, November 13, 2020.

Please refrain from communicating with other staff of CRS in regard to this RFP. Any

communication outside of this process may result in disqualification. Please follow the

SECTION 1. SCOPE OF WORK (SOW)

This RFP and the submission of a proposal do not create any obligation upon CRS to buy

goods or services from Vendor, or to enter any negotiations or binding legal relationships

with any vendor.

SCOPE OF WORK/SERVICE

The scope of work for this proposal is divided into three stages.

Stage I: VSAT network design

Stage II: Re commissioning and/ or Re pointing of VSATs

State III: Provide Internet service and support

Vendors must submit proposals for all three stages, which clearly distinguish level of effort

and cost between Stages. In the event the vendor fails to quote for either of the stages, the

proposal will be rejected. For safety reasons, requests for site visits at this time must be

deemed absolutely necessary by the vendor and CRS.

STAGE I: VSAT NETWORK DESIGN

The vendor is to propose design for the entire VSAT network that spans teleport and remote

VSAT terminal setups.

1.1 DESIGN

VSAT network design must include equipment list; topology diagrams; and VNO, field office

and other equipment specifications and configurations, and must meet requirements stated

in “VSAT Network Technical Requirements,” “Bandwidth Requirements,” and other sections

of this RFP.

1.2 APPROVAL

VSAT network design must be approved by CRS engineers before implementation

STAGE II: RECOMMISSIONING, REPOINTING OF VSAT TERMINALS

The vendor is to recommission on the same satellite where necessary or draw up a plan for

repointing to other satellites they deem fit to supply the service as stipulated above. CRS

will assist when possible to secure discounts from vendors especially iDirect.

All sites have an already existing Prodelin 2.4M terminal. Service provider must incorporate

the Prodelin 2.4M terminal equipment into their design with minimum alterations as

changes have cost implications. Offices Upstream/ Downstream Bandwidth for details on

Modem and BUC installed in each office, including the office coordinates.

2.1 INSTALLATION

Installations on the sites should be done strictly according to OEM equipment manufacturer

recommendations/standards

2.2 CONFIGURATION

Terminals must meet the requirements outlined in the document. However, configurations

of the various terminals on the sites will be left to the vendor since this is influenced by the

proposed design. Configuration at all locations should be complete within 30 days from the

effective date of contract.

2.3 TIME SCHEDULE

Supply and installation: All required locations within 30 days from effective date of

contract.

STAGE III: PROVIDE INTERNET SERVICE AND SUPPORT

3.1 INTERNET SERVICE

CRS expects the availability for the VSAT links specified in this proposal to be 99.5% when

these conditions are satisfied on site:

i. Stable Power supply to the VSAT terminals at all times

ii. A properly earthed facility where the VSAT is installed to ensure protection

from power surges or lightening

iii. Specific Lightening protection for the VSAT

3.1.1 Supplier will provide the technical design and specifications to ensure the

above three conditions are satisfied on each site.

3.1.2 CRS prefers dedicated channels for its sites instead of shared channels.

3.2 SUPPORT

Customer contact center must be reachable by phone, IM and email. The call center should

have direct escalation to senior engineers in the Network Operations Centre (NOC) who will

work to restore faults and problems within the agreed time defined by service levels. The

Vendor contact center will field and begin the resolution process for customer service

requests, and will also provide CRS with a proactive outage notification service, alerting it to

service outages.

3.2.1 All problems must be logged into a web based Help Desk system that should

keep track of all past and current problems and problems resolution state.

3.2.2 CRS must have direct view only access to all equipment and VNO capabilities

on the vendor’s network to be able to do its own monitoring as well as

configuration changes on the channels CRS terminals will be running on.

3.2.3 It is preferred that the vendor controls the NOC Hosts the services directly.

4.1 GENERAL

CRS expects vendor to be recognized partners of equipment supplied for this project and

therefore be in the position to pass on manufacturers’ warranties to CRS on equipment

supplied.

4.1.1 Vendor will be responsible for optimized performance tuning of the network

to meet the levels outlined in this document.

4.1.2 Vendor is responsible for monitoring the network status at all times even if

CRS has access to VNO capabilities.

4.1.3 CRS will expect a minimum of 24-hour notice on outages for maintenance on

the hub or client site.

4.1.4 Vendor must hold a Virtual Network Operator license.

4.1.5 Vendor is expected to quote hardware needed per site FOB plus estimated

shipping charges via air freight.

4.1.6 Vendor will have to submit sales tax registration number(s), upon request,

without which vendor will not be contracted.

4.1.7 This RFP is not a legal document. This RFP and any associated

correspondence or discussions do not bind CRS to award contract(s) for all or

part of the project.

4.1.8 CRS reserves the right to accept or reject in part or full any or all proposals

without assigning any reason whatsoever.

4.1.9 CRS is not bound to accept the lowest priced proposal and may reject any

proposal or any part of the proposal without assigning any reason thereof.

vendors that will manage and provide Internet service and corporate WAN to CRS locations

worldwide by a very small aperture terminal satellite system, or VSAT.

Presently CRS has a VNO made up of iDirect VSAT terminals in all the under listed sites

pointing to NSS10 in some areas and T10 in others. CRS seeks to contract a single VSAT

provider for services to the existing infrastructure as well as additional sites as and when

CRS deems fit. The vendor selected through this RFP will be expected to manage services as

outlined within this document.

1. BACKGROUND

pointing to NSS10 in some areas and T10 in others. CRS seeks to contract a single VSAT

provider for services to the existing infrastructure as well as additional sites as and when

CRS deems fit. The vendor selected through this RFP will be expected to manage services as

outlined within this document.

2. PROJECT PROFILE, CURRENT CONTEXT, AND REQUIREMENTS

2.1 PROJECT PROFILE

This Request for Proposals is for the management and support services of Internet Service

by VSAT to CRS offices located in Africa. CRS offices are under the oversight of three (3)

regional offices.

For this project, each regional office will manage project implementation for the countries

under its purview. Regional offices and their oversight countries included in this project are

listed in Section 3.3 below.

2.2 EXISTING EQUIPMENT & CURRENT GROUND CONDITIONS

2.2.1 All of the field offices referenced below are presently equipped with idirect vsats

utilizing c-band (or ku band where c band is not available) technology.

2.2.2 All of the offices are equipped with VSAT terminals. It is assumed the Eb/No is

technically of an acceptable level, and that the pick and pol has been done properly.

Vendors should feel free to include a quotation for those field office visits they

deem necessary for general diagnosis or change of satellite.

2.2.3 All offices are using a cross polarization and have no additional parts for migration

to a different polarization.

3. BANDWIDTH REQUIREMENTS

3.1 Vendor must provide bandwidth that is 100% physically separated from other

clients and is for the exclusive use of the field offices.

3.2 CRS will provide vendor with a 60 days’ notice for adding or removing offices from

the network or changing service levels or bandwidth requirements.

4. VSAT NETWORK TECHNICAL REQUIREMENTS

4.1 CRS prefers the winning supplier own its own earth station/hub facilities.

4.2 Supplier must implement private subnets as specified in Appendix F (Office

Subnets) with ability to route packets across offices within the private address

space.

4.3 Access to Internet should be provided using Internet gateway(s) at teleport(s) with

One-to-Many NAT for each office separately (separate single public IP address for

each offices).

4.4 State what firewall setup at teleport(s) and upstream packet filter at VSAT modems

must be implemented as per configuration specified in Appendix G (Firewall

settings).

4.5 The vendor must implement concurrent TCP connections limit per office and

enable separation so potential Internet traffic anomalies generated by one office do

not affect other offices.

4.6 Group Quality of Service (GQoS) must be configured as specified in Appendix D

(Downstream Application Groups) and Appendix E (Upstream Application Groups).

4.7 The vendor must implement content filtering, application blocking and malware

protection solution as specified in Appendix H. All internet traffic must be routed

through this setup.

4.8 The vendor must provide access to CRS-appointed network administrators to

monitor bandwidth utilization per location and combine usage of all offices. CRS

will use this access to confirm that bandwidth provided corresponds with

contracted requirements. This provision does not discharge vendor from its

responsibility to provide support to field office terminals and VSAT networks.

4.9 The vendor must be a VNO with the ability to enable configuration in this Technical

Requirements section with management from a single NOC.

4.10 The vendor must possess its own NMS Servers and Protocol Processors.

4.11 The vendor must provide flexibility to increase or decrease bandwidth amounts

quarterly.

4.12 The vendor must try to minimize the number of satellites for the entire service

area.

4.13 All pricing should be for duplex (not simplex).

4.14 CRS IT staff on site will be the first point of support should a problem arise.

4.14.1 The vendor is expected to design a training program and to train these staff so that

they are able to provide that first level of support as well as to be able to liaise with

the NOC should the problem require escalated support.

4.14.2 Cost associated with this training should be enclosed.

5. NATIONAL DEFENSE AUTHORIZATION ACT

Provider must comply with the recently enacted John S. McCain National Defense

Authorization Act (NDAA), specifically section 889. Early interpretation of this regulation in

our sector states that contractors and/or implementing partners with the US Government

shall not procure equipment/services from Huawei or ZTE (or any of their known

subsidiaries), or procure services from providers that utilize equipment/services from

Huawei or ZTE (or any of their known subsidiaries) in the delivery of their services.

6. TERMS OF THE CONTRACT

6.1 This engagement will be documented in a business contract for an initial period of

one (1) year with the potential for two additional renewal periods.

6.2 The anticipated contract shall commence on March 1, 2021, with the option for

renewal under the same terms and conditions. Annually CRS and Service Provider

will review the contract to ensure that CRS is receiving optimal pricing against

industry standards.

6.3 For the avoidance of doubt, under no circumstances will the contract renew

automatically.

6.4 The Effective Date of the contract shall be mutually agreed upon by the parties and

stipulated in the contract recitals.

6.5 Annex E and Attachment 1 are hereby incorporated into this RFP and any resulting

contract. The Service Provider is required to adhere to the clauses in Attachment 1.

7. CANCELLATION

7.1 Cancellation for Convenience: Catholic Relief Services reserves the right to cancel

the contract without reason provided that the Service Provider is given at least

thirty (30) days written notice of its intent to cancel. This provision should not be

understood as waiving the right of CRS to terminate the contract for cause, but is

supplementary to that provision.

7.2 Cancellation for Insolvency: Catholic Relief Services reserves the right to cancel the

contract at any time by giving written notice to the Service Provider, without

compensation to the Service Provider, if the Service Provider becomes bankrupt or

otherwise insolvent provided and unable to fulfill the terms of the contract

awarded to Service Provider.

8. PRICE ADJUSTMENTS

Prices shall be firm for the initial term of the contract. Upon renewal, the Service Provider

may request an adjustment in the contract price. Any increase will not take effect until

formal approval is received from CRS and Service Provider notified accordingly. In the

event of extreme increases in price, CRS reserves the right to terminate this contract in its

entirety upon thirty (30) days written notice to Service Provider.

Where CRS is able to obtain less expensive pricing from Equipment Manufacturer or

Bandwidth supplier directly vendor should be willing to accept and incorporate this offer

into their Design.

9. CONDITIONS AND PLACE OF PERFORMANCE

9.1 In the event that site surveys are deemed necessary they should be identified and

costs associated with them should be included in the proposal.

9.2 Local government relationship and prior experience CRS will as much as possible

facilitate the relationship between local government relationships. Vendor

relationships with local government will be a plus.

9.3 Site Surveys - In the event that site surveys are deemed necessary they should be

identified and costs associated with them should be included in the Financial

Proposal.

9.4 Training requirements should take into account various bandwidth options.

10. LAWS AND REGULATIONS

10.1 Vendors will be obligated to comply with all applicable federal, state, and local laws

and regulations, including certification of compliance with the United States

PATRIOT Act and Anti-Terrorism laws.

10.2 Vendors must be allowed to conduct business in the Country and State of Business

Registration.

10.3 The registration and tax clearance documentation should be provided in the

proposal.

SECTION 2. BID PROCESS AND EVALUATION CRITERIA

1. QUESTIONS AND ANSWERS

CRS will accept questions submitted through email for further clarification of the RFP

Document and to ensure that there is a clear and concise understanding of the

requirements. All questions should be submitted to the sole point of contact for this RFP:

Questions must be received by October 27, 2020.

2. AWARD PROCESS

A. METHOD OF EVALUATION

Each bid will be evaluated by a CRS Bid Committee. The award will go to the company that

provides the services at a cost that are in the best interest of CRS.

The CRS Bid Committee endeavors to select the Supplier who offers the most beneficial

combination of qualifications, services, and cost and meets the requirements of the RFP

document. Only proposals judged to be responsive to the submission requirements set

forth in this RFP will be evaluated.

For the purposes of evaluation, each proposal must be submitted in two (2) parts. Part I

consists of the Technical Proposal. Part II consists of the Financial Proposal. The Technical

Proposal will be evaluated strictly on its merits.

After completion of the Technical and Financial Evaluations, a composite score will be

assigned to each proposal with the Technical score weighted at 50 points and Cost score

weighted at 50 points.

SECTION 3. PROPOSAL DETAILS

1. COMPLETE PROPOSAL

To be considered responsive, a complete proposal addressing the specifications of this RFP

is required. Each proposal should be prepared simply and economically, providing a straight

forward, concise description of the Bidder’s ability to meet the requirements of the RFP. A

complete proposal will contain separate Technical and Financial offerings.

The following information must be included in all proposals. Bidders must respond to all

Annex sections of the RFP.

i. Statement/Scope of Work – Bidder must provide a proposal that

demonstrates their ability to complete the work requested in this RFP

document. Proposals should address requirements outlined in the Statement

of Work.

ii. Proposal Response Form (Annex A).

iii. Financial Proposal (Annex B).

iv. Reply to Bidder Questionnaire (Annex C).

v. Detailed Company Information (Annex D).

vi. Terms and Conditions (Annex E and Attachment I).

vii. Vetting Requirements (Annex F).

2. ADDITIONAL DOCUMENTATION

i. Copies of corporate registration and tax clearance documents should be attached to the proposal.

3. SUBMITTING BIDS AND PROPOSALS

A. SEALED BID RECEIPT

Once a bid is submitted, it cannot be modified. Proposals that are received after the specified

due date and time cannot be considered unless (a) all other bids received on time do not

meet specifications, or (b) no other bids are received.

All proposals and accompanying documentation will become the property of the CRS and

will not be returned. The content of each proposal will be held in strict confidence during

the bid evaluation process, and no details of any proposal will be discussed outside the

evaluation process. The successful bidder's proposal and a copy of the specification will be

made part of the contract. Therefore, an official authorized to commit the company to a

contract must sign Annex A.

B. VALIDITY PERIOD

Proposals must remain valid for a period of three (3) calendar months following

submission. If the proposal is withdrawn during the Validity Period the vendor should

notify CRS by emailing [email protected].
