Cyber-Warfare and Cyber-Terrorism

Leon Panetta, Secretary of Defense, former Director of the CIA:“The reality is that there is the cyber capability to basically bring down our power grid to create ... to paralyze our financial system in this country to virtually paralyze our country. And I think we have to be prepared not only to defend against that kind of attack but if necessary we are going to have to be prepared to be able to be aggressive when it comes to cyber efforts as well”

The Solution

Ways to mitigate the Cyber-Warfare threatThe best solution would be to create an International Cyber-Security Agency (ICSA), which would act as an independent global platform for international cooperation and treaties on non-usage of Cyber-Weapons, and cyber-security regulation for critical infrastructures. ICSA should also investigate incidents and combat Cyber-Terrorism.

ICSA will not eliminate Cyber-Weapons completely, but it will improve the current situation a lot. The most vulnerable parties (i.e. developed countries with high Internet usage) will benefit from the existence of ICSA most, and should be the first ones to support it.
