India’s current automobile mix is pre-dominantly dependent on petrol and die-sel with a ~97% market share of the au-tomobile registrations in 2019, followed by CNG with a mere ~2% share. Out of

the 2.15 crore of the total vehicle registrations in fY 2019, mere 0.7% was electric-driven.

This is likely to change. first, the Govern-

ment plans to convert 30% of India’s entire fleet to eVs by 2030. Second, with decreasing prices of Li-ion battery, EVs will become affordable even without subsidy. Third, the price of ICes is expected to increase due to BS-VI and eV prices are likely to converge and will gain mo-mentum. fourth, 22 of the world’s 30 worst cit-ies for air pollution are in India, driving people

to move towards a cleaner mode of transport. So, giv-en the above factors, the scenario is likely to move gradually towards adop-tion of automobiles us-ing cleaner fuel – Natural Gas Vehicles (NGVs) and electric Vehicles (eVs).

However, the rate of adoption of eVs is depen-dent on certain important factors – policy and reg-ulatory framework, OeM preparedness, end-user economics, development of charging infrastruc-ture/battery swapping and technology landscape.

Policy and regulatory framework: There is strong policy push through subsi-

dies and incentives for purchase of electric ve-hicles. fAMe-I scheme acted as an initial de-mand driver for eV adoption. fAMe-II scheme is building on the initial traction by offering a slew of demand incentives.

In addition, different incentives and benefits are being provided by the States for promotion of eVs. States are focusing on electrifying the public transportation fleet by replacing older fleet as well as meeting incremental demand.

Commercial fleet operators such as Uber, Ola, Blusmart, Meru Cabs, Zoomcar etc. have already pioneered the adoption of eVs in select geogra-phies and are likely to expand to Tier-II cities.

oem Preparedness: There are existing and upcoming models in

electric three and four wheelers segment pro-viding options across price and range to cus-tomers. New eV models across vehicle seg-ments are coming up to facilitate the transition into electric. The cost economics of an electric three-wheeler is very favourable, whereas it has not yet reached cost parity in case of four wheelers.

There is preference of electric three-wheel-ers providing a range of 100+ kms within a price range of rs 1.5 lakhs. The upfront costs of three-wheelers have already reached the current cost of ICe/CNG vehicles. with major players such as Bajaj and Piaggio entering this segment, prices are further likely to reduce. There is also a clear white space for an af-fordable electric four-wheeler model providing a range of 200+ kms. There are only few eV models in four-wheeler segment currently in the market, limiting the purchase of eVs by person-al buyers. However, more eVs are coming up in four-wheeler category across prices ranging from rs 6 lakhs to 25 lakhs with the posibility of giving buyers varied options.

end-user economics: Different type of EVs (electric bikes, e-rick-

shaws, auto-rickshaws, cars, buses, etc.) will meet varying needs of the end customer. Based on the varying level of usage, The Total Cost of Ownership (TCO) was computed to compare the cost economics across different fuel-types.

In three-wheelers, average TCO of electric auto rickshaws is lowest mainly due to lower fuel expenses, and upfront cost spread over very high usage (5.84 lakh kms).

In private four-wheelers, the average TCO of a private eV with subsidy and without subsi-dy is 6.2% and 15.8% higher than a diesel car, while for a commercial eV, average TCO with or without subsidy is lesser than a diesel vehi-cle due to very low per km running cost. Also, average TCO of CNG is least of all comparable models mainly due to cheaper fuel, better mile-age and low cost of retro-fitment.

Charging Infrastructure: Three types of charging infrastructure is

needed – captive chargers (for residential areas and office spaces), public chargers (commercial areas) and privately-owned battery swapping stations (inter-city transport and long haulage).

The power ministry issued Guidelines for Public Charging Infrastructure, October 2019.

The Ministry of Housing and Urban Affairs has amended the Model Building Bye-Laws ask-ing States to include 20% of the parking space component for eV charging infrastructure. Also, charging infrastructure is being gradually developed to support the eV ecosystem. Com-panies are inviting proposals for eV charging stations across cities.

Technology landscape: Among the four major types of battery tech-

Indian roads by 2025 and 2030, the demand for automobiles across vehicles segments was forecast, followed by an analysis of the impact of the factors discussed above on eV adoption. States were grouped into Tier I, II and III states on the basis of GSDP per capita and demand for various automobile segments was assessed given various factors affecting the growth of the automotive sector. It was concluded that Tier II and Tier III states will likely drive the demand for most of the automotive segments.

The vehicles categories across which NGVs and EVs overlap have been identified, as it will drive the impact of adoption of eVs on sales of CNG/ LNG.

There are four vehicle segments with over-lap between NGVs and eVs – intra-city buses, three-wheelers, taxis (commercial four-wheel-ers) and cars (personal four-wheelers). Analysis for each of these vehicle segments was con-ducted for two scenarios – realistic and Opti-mistic Scenarios.

l Three-wheeler category will lead the adoption of eVs in India, followed by intra-city buses. Taxi aggregators are gradually adopting eVs, but limited charging infrastructure is restricting their reach. Private cars will take some time for adoption, once it is economical for the personal buyers.

l The penetration of eVs in the automobile mix is forecasted to be ~2% in buses, ~14% in three-wheelers, 2.5% in taxis and ~0.2% in cars by 2030 in the case of realistic scenario. In the optimistic scenario, the share of eVs is expected to be ~2.5% in buses, ~16% in three-wheelers, ~7.5% in taxis and ~0.5% in cars by 2030. These numbers conclude that although the adoption of eVs will increase, the total automobile growth is also high and the share of eVs in the automobile mix will still be lower.

l Comparing the state of adoption of eVs and CNGs, it seems there will be no major replacement of NGVs by eVs. CNG will remain as one of the major fuels in the automobile segment till 2030. with the increasing infra-structure for enablement of CNG, more users are likely to adopt it. LNG will take its own pace for growth into commercialization and will not be affected by EV adoption since there are no overlaps in vehicle segments between these two fuel categories.

sales of CnG, e-vehicles soar as petrol prices catch fire: The CNG vehicle sales in last three months (December 2020-february 2021) jumped up by 375 per cent while sale of electric vehicles increased by around 30 per cent, which indicates motorists now prefer CNG and electric vehicles to those run on petrol. According to the statistics obtained from the state transport department, 610 CNG vehicles were registered in December 2020 in Maharashtra. The number went up to 2,288 in february. Similarly, 1,102 electric vehicles were registered in December 2020, and in February the figure rose to 1,429. The sale of petrol vehicles, on the other hand, has fallen from 2,10,715 in December to 1,49,820 in february, a decline of nearly 29 per cent. The sale of CNG-cum-petrol vehicles has also increased from 6,415 in December 2020 to 7,412 in february.

aG&P inks mou with Government of Tamil nadu: Atlantic, Gulf & Pacific Company (AG&P), the global downstream gas and LNG logistics company, and the Government of Tamil Nadu have signed an MoU for the development of CGD networks to supply natural gas across six districts of Tamil Nadu under brand name AG&P Pratham. AG&P will invest rs 2,700 crore over the next eight years in districts of Kanchipuram, Chengalpattu, Vellore, ranipet, Thirupathur and ramanathapuram. The company also announced the opening of Tamil Nadu’s first-ever Natural Gas Mother Station, in ramanathapuram.

all industrial units in delhi operating on cleaner fuels: All operational industrial units in the national capital of Delhi have switched over to cleaner fuels, according to the Delhi Pollution Control Committee. The Commission had earlier asked the DPCC to identify the industries using unapproved fuels and take stringent penal action in case of non-compliance. As many as 1,644 industrial units, spread across 50 industrial areas, were identified to switch over to Piped Natural Gas (PNG). Of this, 13 shut down operations, two are non-operational and two shifted to electricity. Of the remaining industrial units, 1,607 switched over to PNG by January 31. 20 industrial units have been using LPG.

Confidence petroleum bags contract for setting up CnG-mru:Confidence Petroleum India has bagged a contract for setting-up CNG MRUs from Aavantika Gas, a JV of GAIL and HPCL, in Indore, Gwalior & Ujjain on build & operate basis. By implementation of CNG MRU concept, customers can avail CNG fuel at their doorstep without waiting at fueling stations. earlier, CPIL was awarded the first CNG MRU work in the country by MNGL, Pune.

CGd to get rs 5,000 crore in six southern districts of Bengal: Bengal Gas Company Ltd, a joint venture between GAIL and state PSU Greater Calcutta Gas Supply Corporation Ltd, will plough rs 5,000 crore over the next five years into a city gas distribution network in six southern districts of Bengal, including Kolkata. GAIL, which holds a 74% stake in the JV, will arrange rs 1,500 crore equity, while about rs 500 crore

would be brought in by the Bengal government entity. The rest would be financed by debt which has already been tied up.

Biotechnology company to set up biogas plant in uP:Industrial biotechnology company Praj Industries has bagged an order from HPCL for setting up a compressed biogas (CBG) project at Badaun in Uttar Pradesh. The project has a potential to save up to 15,000 tonne of CO2 emissions per year and will be completed and commissioned within 12 months. The project with a capacity to process 35,000 tonnes of rice straw as feedstock to generate 5,250 tonnes of CBG annually will also generate 23,000 tonnes high-quality solid bio-manure and 3,50,000 tonnes of liquid bio-manure for ferti-irrigation.

Sources said the gas was bought at a price of USD 0.18 per MMBtu discount to JKM i.e. price of JKM (minus) USD 0.18 with tenures ranging from 3 to 5 years. The e-bidding process required bidders to submit their price bids linked to international LNG price benchmark JKM (Japan Korea Marker). r-Cluster will have a peak output of 12.9 MMSCMD while satellites, which are supposed to begin output from the third quarter of the 2021 calendar year, would produce a maximum of 7 MMSCMD. MJ field will start production in the third quarter of 2022 and will have a peak output of 12 MMSCMD.

The new subsidiary can participate in any auction that ONGC will do for incremental gas from KG-D5 block. Besides ensuring competition and fair price discovery, the ONGC subsidiary can then sell the gas so sourced to firms such as MRPL at a margin. This would help ONGC earn better margins on the gas produced.

and the policy will work towards the target. The automotive companies will be incentivised towards manufacturing LNG-based heavy vehicles and creating ancillary manufacturing units through tax exemptions and green certifications, the draft policy said. There is also a plan to create enabling infrastructure for the operation of a virtual gas pipeline for transporting LNG through railways and trucks. To accommodate this, the policy envisages promotion of dedicated highways with extensive LNG infrastructure. On a per-kilometre basis, taking into account engine efficiency and other factors, there is savings of 30-40% for LNG-fuelled transportation vehicles.

As the mileage is better, lesser retail outlets for LNG are required to cater to LNG trucks. One fill of LNG can take a loaded LNG truck to around 900 km, while a diesel truck needs a fuel refilling station after every 400-500 km. The policy aims to create LNG terminals with more than 100 MMTPA along the coastal regions to increase the share of gas in the energy basket to 15% by 2030 from the current level of 6%. The policy also aims to create 70 MMTPA of regasification terminals by 2030 and 100 MMTPA by 2040.

Kerala Budget: industry hails VaT reduction on CnG/lnG: The proposed VAT reduction on

Indian multinational and one of the largest manufacturers of cryogenic technology equipment and solutions, INOXCVA, has announced that it has designed, developed and manufactured India’s first-ever LNG dispenser, the GoLNG. The development of the LNG dispenser is in line with the Govern-ment’s encouraging and progressive policy to promote LNG as fuel for long distance, heavy trucking and passenger transportation in India. Moreover, IN-OXCVA has developed an end-to-end integrated solution for Indian mar-kets, with locally certified fuel tanks, filling stations and LNG dispensers. To enhance the availability, INOXC-VA has developed on board LNG fuel tanks for heavy duty buses and trucks. The initiative would also significantly bring down the vehicle maintenance cost as compared to diesel vehicles. INOXCVA has also developed equip-ment for a mobile LNG fueling station to cater to the requirements for mining industry and remote areas.

Petronet lnG to expand dahej LNG terminal’s capacity to 22.5 mTPa:

Petronet LNG plans a 29% increase in its Dahej terminal’s capacity to 22.5 MMTPA to meet rising demand in two phases. It will add 2.5 MMTPA in the first phase within three to four years, followed by another similar expansion.

shell India starts lnG truck-loading unit at hazira:

royal Dutch Shell’s India unit announced the start of operation of its small-scale LNG supply with a truck-loading unit being inaugurated at its LNG import terminal at Hazira in Gujarat. The unit will boost the avail-ability of natural gas in off-grid areas where there are no gas pipelines and also promote the use of LNG in long-haul trucking.

Kolkata inks Kukrahati LNG Terminal deal:

The Syama Prasad Mookerjee Port (SMP), Kolkata, has signed an MoU with the Hirnandani Group of Companies for a jet-ty-based LNG Terminal along the river Hooghly at Kukrahati in east Midnapore. The storage and re-gasification terminal will have a capacity of 5 MMTPA. The total project cost is about rs 3,900 crore. The project also comprises a 125 km long pipeline from Kukrahati to Itinda in Ban-gladesh and a 225-km-long one from Kanaichatta to Shrirampur. Also 20 LCNG stations will be commissioned in west Bengal under this project, aiding in the availability of clean fuel to peo-ple. Once commissioned, in July 2024, LNG can be used as bun-ker fuel for ships and barges in the Hooghly river. It will also cater to the requirements of west Bengal and nearby states.

CNG/LNG in the Budget to 5%, from 14.5%, is expected to usher in a new wave of industrialisation in Kerala. By reducing the rates, the government has conceded to the demand of the industry as the high tax rate was seen as an impediment for attracting new investments.

The India unit of royal Dutch Shell is planning to start retail sales of LNG in the country. Last June, PNGrB opened up LNG retailing to all eligible entities, aiming to promote LNG as an alternative fuel for heavy vehicles, and reduce India’s dependence on import-ed oil. Shell already retails petrol and diesel in India.

GaIl India issues tender to buy and sell lnG for april-may:

GAIL (India) issued a tender seek-ing to buy two LNG cargoes for deliv-ery into India and offering two cargoes for loading from the US. It had sought one cargo for delivery into Dabhol LNG terminal over April 13 to 15 and another for Hazira LNG terminal over May 1 to 2. GAIL offered two cargoes for loading from Cove Point LNG over

April 20 to 22 and May 10 to 12. The tender closed on March 2. GAIL has

20-year deals to buy 5.8 million tonnes a year of U.S. LNG, split between Do-minion energy’s Cove Point plant and Cheniere energy’s Sabine Pass site in Louisiana.

woodside signs gas supply deal with western australia government:woodside Petroleum has inked a deal with the western Australian government to supply gas from its Pluto field to the North west Shelf (NSw) LNG project through a pipeline. woodside would feed gas from

Pluto through the construction of an interconnector pipeline along the Dampier to Bunbury Natural Gas Pipeline corridor to the NwS project’s Karratha gas plant. It will now supply an additional 45.6 petajoules of domestic gas from its existing share of the NwS project from 2025. The agreement follows a deal in December between woodside’s Burrup Hub and the NwS Project partners to process about 3 million tonnes of LNG and 24.7 petajoules of domestic gas at the Karratha gas plant.

Germany approves resuming russia gas pipeline work: German authorities have given immediate permission for work to resume on a subsea pipeline bringing natural gas from russia. The decision by the federal Maritime and Hydrographic Agency can be appealed, meaning there could be another halt to the construction on the Nord Stream 2 project, which has drawn major criticism from the US, some other european countries and environmental groups. The US government has argued that the Baltic Sea pipeline would make europe more dependent on russian gas and hurt european

energy security. The Kremlin has responded by accusing washington of trying to promote its own LNG sales. The russian state-controlled natural gas company, Gazprom, has positioned a ship to resume work on the multibillion pipeline, which was suspended after a Swiss firm pulled its vessels out of the project amid threats of U.S. sanctions. Because the Russian ship is of a different type than the Swiss vessels, Germany had to issue fresh authorization. Gazprom says 6 per cent of the pipeline, or about 150 kilometers (93 miles), still needs to be completed.

Global LNG DevelopmentPetronas floating lnG dua produces first LNG:

Petronas’s second fLNG facility, PFLNG DUA, recently achieved the milestone of first LNG production. Petronas will become the first global energy company to own and operate two floating LNG production facilities. PFLNG can reach gas fields in water depths upto 1500 meters and produces 1.5 MMT of LNG per year.

Croatia: floating lnG terminal on Krk becomes operational:

A floating LNG terminal based off the island of Krk, in the republic of Croatia became operational on Jan 1. The terminal was funded by the euro-pean Union. The terminal capacity of 2.6 billion cubic meters per year has been sold out for the next three years.

Qatar Petroleum in deal for lnG supply to Bangladesh:

Qatar Petroleum has entered into a long-term Sale and Purchase Agree-ment (SPA) with Vitol for the supply of 1.25 MMTPA of LNG to Vitol’s final customers in Bangladesh. Under the agreement, LNG deliveries will commence later this year.

Qatar Petroleum signs deal for mega-lnG expansion:

Qatar Petroleum, the world’s top LNG supplier, signed a contract for the first phase of its North Field LNG project expansion, aiming to boost the country’s LNG output by 40% a year by 2026. The expansion, which will take Qatar’s LNG production capacity to 110 MMTPA from 77 MMTPA, is the largest single LNG project ever to be sanctioned, according to consultancy wood Mackenzie. QP signed a contract covering major onshore engineering, procurement and construction at the ex-pansion project, known as North field east, with a joint venture between Chi-yoda and Technip. The total cost of the project will be $28.7 billion.

Qatar strikes lnG supply deal with Pakistan:

Qatar Petroleum has signed a 10-year deal to supply up to 3 million metric tons/year of LNG to Pakistan State Oil Co with supplies due to start in 2022. Pakistan is looking to expand gas use in power generation, so it can decommission dirtier and more expen-sive oil-fired capacity and overcome energy shortages.

and europe drove LNG prices to re-cord highs in January 2021 pushing up the cost of shipping the fuel globally as buyers grappled with tight invento-ries and a shortage of tankers. Demand for super-cooled natural gas has surged in recent years as buyers, particularly China and India, move away from dirt-ier coal-polluting power plants. Prices had remained relatively low until late 2019, when unexpected cold weather and bottlenecked shipments caused prices to surge. Spot Asian LNG pric-es were up more than 1,000 per cent in January this year since touching a record low below $2 per MMBtu in May 2020 during lockdowns to stem the spread of the coronavirus. US nat-ural gas prices hit a six-week high in January this year, while the cost to ship LNG from the US to Asia hit an all-time record, in part due to a logjam in the Panama Canal, where vessels tran-sit from the US Gulf to the Pacific. In february, the Asian spot LNG prices fell on lower heating demand, higher supplies and as markets in China and most of Southeast Asia closed for the Lunar New Year.

The coronavirus pandemic caused delivery activity to surge in 2020, with truck volumes exceeding 2019 levels on average while passenger car traffic fell. Six Swedish logistic companies that are part of Maserfrakt (the biggest transportation company in Sweden) recently tested trucks that used bio-LNG as fuel as a way to reduce their emissions and received positive re-sults. After the tests, Maserfrakt said that they are looking forward to new investments in the NGV sector, so LNG trucks can show their potential in a wider operating environment.

first hydrogen station for long-range fuel cell vehicles opens in spain:

The new facility, located inside the San Antonio service station, located in Madrid, was launched thanks to the collaboration between five lead-ing companies from different sectors: Enagás, Toyota España, Urbaser, Car-buros Metónicos, Sumitomo Corpora-tion Spain and the Spanish Confeder-ation of Service Station entrepreneurs (CEEES). The filling station allows the

supply of hydrogen at 700 bar/MPa, which makes it a pioneer in Spain: it is the first to offer hydrogen at such a high pressure, thus allowing to refuel the tanks of the latest generation fuel cell vehicles. It has a supply capacity of up to 10 kg of hydrogen per day, with a purity greater than 99.98%. In addition, it will supply green hydro-gen, generated from renewable energy. A fleet of 12 Toyota Mirai, distribut-ed among the different companies that have collaborated to develop the new Madrid station, will demonstrate the viability of hydrogen as a valid ener-gy source for day to day: the refueling process is equivalent to that of a car powered by a traditional fuel – less than 5 minutes -, offering a maximum power of 155 HP and a range of around 550 km.

iberdrola builds spain’s first public hydrogen filling station in Barcelona:

Transports Metropolitans de Bar-celona (TMB) chose Iberdrola to sup-ply renewable hydrogen to its fleet of urban buses in 2021, with the aim of moving towards zero-emission mo-bility. To do this, the company will build and operate a hydrogen plant on a 5,000 m2 plot of land in Zona franca industrial estate, leased to Zona fran-

ca Consortium, which will be used by TMB buses and, potentially, by other fleets and industries in the area that adopt green hydrogen as fuel. The con-tract for this service will last 10 years. The new hydrogen service station will be the first of a public nature in Spain and will supply renewable fuel, pro-duced by electrolysis.

One of the leading retailers in the UK, ASDA, will commission more than 300 new natural gas trucks in 2021 to reduce the environmental footprint of its transport activities. To support this fleet, Air Liquide will in-stall and operate six biomethane sta-tions at ASDA’s sites. These facilities, which will be operational by the first quarter of 2021, will refuel both ASDA trucks and those of some partners. Air Liquide will also install its tenth bio-methane production plant in the UK by the summer of 2021, near Nottingham, with a production capacity of 90 Gwh.
