In the case of the proposal from the Organising Committee and Swedish Ski Association that is supported by a majority of the Cross-Country Committee to carry out the ladies 30km and men’s 50km as interval starts, the Council agreed that FIS addresses this question with the television and marketing rights holders, the European Broadcasting Union (EBU), since the contract states that the competitions will be carried out as mass start races. Furthermore, the Council acknowledged that the programme of the FIS Alpine World Ski Championships in Vail/Beaver Creek (USA) will be adapted to facilitate one extra day of

downhill training to enable at least two full downhill training runs and thereafter submitted to the Council at its Meeting in November 2013.

3.3 Candidates for future FIS World Championships The Council appointed the following new Organisers: - Grandvalira/Pas de la Casa Pas (Andorra) as Organiser of the Speed Skiing World

Championships 2015. - La Plagne (FRA) as Organiser of the Telemark World Championships 2017. The Council acknowledged receipt of the following applications for future FIS World Championships, all of which were submitted by 1st May 2013 according to the regulations, with the registration fee and guarantee for training days. Presentations to the FIS Council during the FIS Congress week in Barcelona (SPA) will take place on Tuesday 3rd June 2014 in accordance with the procedures established, with the election by the Council taking place on Thursday 5th June. 2018 Skiflying Oberstdorf, GER 2019 Nordic Events Seefeld, AUT Oberstdorf, GER Almaty, KAZ Planica, SLO Alpine Events Cortina d’Ampezzo, ITA Åre, SWE Freestyle Skiing/Snowboard Events At the time of completing the Comments on the Agenda, no candidacies had been submitted. The Council decided therefore to set a new deadline of 1st October 2013 for Freestyle Skiing/Snowboard applications.

3.4 Television and Marketing Rights for the FIS Alpine and Nordic World Ski Championships The Council awarded the exclusive television and marketing rights for the FIS World Championships in the Alpine and Nordic Events for 2019 and 2021 to Infront Sports and Media. An offer had also been received from the existing rights holder, the European Broadcasting Union (EBU), during their period of exclusive negotiation.

Junior World Ski Championships, March 2014. - Geilo (NOR) as Organiser of the Telemark Junior World Championships

2014. - Hafjell (NOR) as Organiser of the FIS Alpine Junior World Ski Championships

2015. This is also designed to serve as a “test event” for the 2016 Youth Winter Olympic Games in Lillehammer.

- Almaty (KAZ) as Organiser of the FIS Nordic Junior World Ski Championships

5. The International Olympic Committee / Olympic Winter Games FIS President Gian Franco Kasper reported on the activities of the International Olympic Committee: - The next IOC Session will take place in Buenos Aires (ARG) from 7th - 10th

September 2013, during which both the new IOC President and the Organiser of the Olympic Games in 2020 will be elected.

- The following persons have submitted their candidacy as the next IOC President: Thomas Bach (GER), Sergey Bubka (UKR), Richard Carrion (PUR), Ser Miang Ng (SIN), Denis Oswald (SUI), Ching-Kuo Wu (TPE). They will present their candidacies to the IOC Members on 4th and 5th July in Lausanne.

- Three Candidates are vying for the Olympic Games in 2020: Istanbul (TUR),

Madrid (SPA) and Tokyo (JPN) each of whom have undergone an inspection by the IOC Evaluation Commission in February and March. The report was published in May before each of the Candidates has the opportunity to make a presentation of their bid on 4th and 5th July in Lausanne.

- Buenos Aires (ARG), Glasgow (GBR), and Medellín (COL) have been shortlisted

from five Candidate Cities to host the 3rd Summer Youth Olympic Games (YOG) in 2018. Guadalajara (MEX) and Rotterdam (NED) did not make the shortlist. An Evaluation Commission has conducted further assessments of the three shortlisted Candidate Cities before submitting a report to the IOC members, who will elect the host city at an Extraordinary Session in Lausanne on 4th July 2013.

- The 25 sports that will be proposed to the 125th IOC Session for approval as the

core sports for the 2020 Summer Olympic Games are: athletics, rowing, badminton, basketball, boxing, canoeing, cycling, equestrian, fencing, football, gymnastics, weightlifting, handball, hockey, judo, aquatics, modern pentathlon, taekwondo, tennis, table tennis, shooting, archery, triathlon, sailing and volleyball. The IOC Executive Board recommended that wrestling not be included on the list of core sports, which joined the seven shortlisted sports - baseball/softball, karate, roller sports, sport climbing, squash, wakeboarding and wushu - vying for inclusion in the 2020 Olympic programme as an additional sport. These eight sports made presentations to the Executive Board at its meeting in St Petersburg, Russia, in May. Thereafter it selected wrestling, baseball/softball, wrestling and squash on a short list, for the 125th IOC Session to elect one of them an additional sport on the 2020 programme.

- The IOC will establish a tripartite organisation of the IOC, NOCs and IFs to try to coordinate the calendar of the various Multi-Sports Games and avoid an the overloading of the calenders.

- IOC has begun work on establishing an Olympic Movement monitoring system to share information regarding suspicious betting activity under the IOC’s Working Group on the Fight Against Irregular and Illegal Betting in Sport.

- Potential candidates who have mentioned they may apply for the Olympic Winter

Games in 2022 include Oslo (NOR), Ukraine, Munich (GER), Slovakia-Poland, Sweden, Barcelona (SPA).

5.1 Olympic Winter Games 2014 in Sochi The last IOC Coordination Commission took place from 12th - 13th March 2013 in the city of Sochi for the ninth and penultimate time. In addition the representatives of the seven Olympic International Winter Sports Federations also attended. Over the course of the two days of meetings, Sochi 2014 reported on its’ progress in all areas. Working groups examined the services that will be provided to groups such as the athletes, National Olympic Committees, spectators, the marketing partners, workforce and the media. FIS World Cups took place in all the disciplines during the 2012/13 winter season, with the exception of Alpine Skiing in which the European Cup Finals were organised. It was a challenging winter for the Sochi 2014 Organising Committee, particularly since there was a lack of snow, due to both to minimal natural snowfall (until after the season was concluded) and high temperatures limiting snow production. Furthermore, the ongoing construction of the venues and infrastructure made the logistics more complex too. As a consequence the achievements of the Sochi 2014 Organising Committee were all the more impressive in organising the complete programmes in Ski Jumping for men and ladies in December, Cross-Country Skiing and Nordic Combined together in early February, whilst Freestyle Skiing and Snowboard staged 14 of 20 planned competitions in mid-February, losing the slopestyle competitions in both disciplines as well as the Snowboard parallel slalom. Council Member Andrej Bokarev informed the Council that the construction of all venues will be concluded in September, and the various facilities and overlay will be installed thereafter. A detailed written report was provided by Sochi 2014. A major snow conservation programme has been undertaken in order to try to protect the snow in case there is another warm season with minimal snowfall in 2013/14. The Council addressed the issue raised by the Ski Jumping Committee there has been no test on the Ski Jumping large hill, which is due to be officially handed over to Sochi 2014 by the constructor on 30th October. On proposal of the Ski Jumping Committee, the Council decided that FIS requests to Sochi 2014 and the IOC that an exception is made to the IOC recommendation, whereby no competition may be carried out 100 days before Games, to enable a Ski Jumping Continental Cup to be carried out on 11th- 12th January 2014 in order to test the facility. This is very important for safety and operational checks. There are still concerns about the capacity of Sochi airport especially for departures at the conclusion of the Games. FIS Travel Service has been active in arranging charter flights for various National Olympic Committees and has already secured the necessary slots.

5.2 Winter Youth Olympic Games 2016 in Lillehammer The second IOC Coordination Commission for the Winter Youth Olympic Games in Lillehammer (NOR) 2016 will take place from 12th - 13th June 2013. FIS President Gian Franco Kasper is leading the transfer of knowledge from the inaugural YOG in Innsbruck 2012 where he presided over the IOC Coordination Commission.

The IOC Executive Board will confirm the ages, quotas and events on the competition programme at its Meeting in August 2013, having postponed this from their previous meeting in May. Vice President Sverre Seeberg distributed the written report from Lillehammer 2016.

5.3 Olympic Winter Games 2018 in PyeongChang PyeongChang 2018 will host the second IOC Coordination Commission in mid-June 2013. A first report to the Association of the International Olympic Winter Sports Federations (AIOWF) was given by the representatives of the Organising Committee, POCOG, at the General Assembly of in St. Petersburg at the end of May 2013 and a report was submitted to the FIS Council in Cavtat-Dubrovnik. Progress has been made with the plans for the downhill course at Jungbon Mountain in accordance with the schedule to finish construction of the downhill in 2015 to enable the FIS World Cup competitions that will serve as the official test events in 2016 with national events beforehand. The city of Hoengseong contacted PyeongChang 2018 for a second time with a strong request to host some Freestyle Skiing and Snowboard events at Sungwoo Resort. Once again FIS confirmed to the Organising Committee and the IOC that it would not accept a change to the Venue Concept presented for the 2018 Olympic Winter Games, with Freestyle Skiing and Snowboard both taking place at Bokwang Phoenix Park. There are significant technical, infrastructure, personnel and thereby cost efficiencies by carrying out all the Freestyle Skiing and Snowboard events together. Not only can the competition courses and facilities for halfpipe, slopestyle and ski- and snowboardcross be used for both disciplines, but the main venue infrastructure is also only required at one location. This includes the entire broadcast operation for OBS, finish stadiums and spectator tribunes, mixed zones, venue media centre, athlete containers and hospitality, Olympic Family lounge, transportation and parking systems. Furthermore, both disciplines benefit significantly from the cross-over in media presence on site since the broadcasters and journalists are not forced to select one or the other. Appointment of the PyeongChang 2018 Sport Managers will be made during the coming months. They will be recruited from applicants that fulfil various criteria, notably speaking English and enthusiasm for sport. Thereafter they will be the direct contact persons for FIS in the respective disciplines.

6. AIOWF The General Assembly of the Association of International Olympic Winter Sports Federations (AIOWF) took place on 28th May 2012 in St. Petersburg during the SportAccord Convention. The following day, the annual meeting between the Association of International Olympic Winter Sports Federations and the IOC Executive Board took place. The Winter Sports Federations (AIOWF) also met the Association of Summer Olympic International Federations (ASOIF) to exchange information on matters of common interest.

7. SportAccord (formerly GAISF) The 46th SportAccord General Assembly was held on 31st May 2013 in St. Petersburg (RUS) as part of the SportAccord Convention, which includes the General Assemblies of AIOWF, ASOIF (Association of Summer Olympic International Federations), ARIFS (Association of Recognised International Federations) and the IOC Executive Board. The main theme at the SportAccord Convention from 27th to 31st May 2013 was about “The State of Our Industry - Examining the Health of Sport” and 2,400 participants attended the event in St. Petersburg. SportAccord is comprised of all Olympic and as well as other recognised Federations. Following the election of two new members, the International Automobile Federation (FIA) and the International Cheer Union (Cheerleaders) the organisation now has a total of 109 member IFs. A new President of SportAccord Marius Vizer, President of the International Judo Federation was elected ahead of Bernard Lapasset, President of the International Rugby Board to succeed Hein Verbruggen. The new President’s three main objectives for the organisation are to carry out international world championships of all sports every four years between the summer Olympic Games, to create an international sports bank and to set up an international sports lottery. The autumn SportAccord Council meeting is scheduled during the IF Forum, which will be held from 4th to 6th November 2013 in Lausanne.

8. Financial Matters

8.1 Report of the Finance Commission FIS Treasurer and Chairman of the Finance Commission, Sverre Seeberg reported on the financial matters of the International Ski Federation, including the status of the accounts. He underlined that the finances in the first period of 2013 are heading in the same positive direction as in 2012. Expenditure is slightly less than the budget and income is higher. For the first time in several years, there is income from financial investments, which is a satisfactory outcome in view of the conservative FIS investment policy. The annual audit took place during the first week in March, and the 2012 accounts with the auditor’s report were sent to the Council with the report of the auditors in mid-April.

8.2 Requests for financial support from the Technical Committees The Council approved proposals for financial support from the Committees for technical courses and activities for Cross-Country, Ski Jumping, Nordic Combined, Alpine Skiing, Freestyle Skiing, Snowboard, Freestyle Skiing and Snowboarding joint activities, Speed Skiing, Grass Skiing and Telemark.

8.3 FIS Development Programme At its Meetings during the FIS Congress in Kangwonland, the Council decided to connect the Aid & Promotion Programme and FIS Solidarity Support in the future, in order that there is a better coordination between these two areas and to avoid overlapping of activities and appointed a working group of the Council to undertake this project. In Cavtat-Dubrovnik, the Council approved the report of the Chairman of the Working Group Alfons Hoermann who explained details of the concept that had been presented to the National Ski Associations during an information session at the FIS Calendar Conference several days earlier. Three meetings of the working group have taken place and expert input has also been provided. A key objective is to increase the number of developing ski nations participating in FIS Development Programme activities. The scope of the programme is designed to improve developing ski nations own knowledge and competences. Constructive feedback with useful suggestions was received from many National Ski Associations and their representatives. A next exchange will take place at the Leaders Seminar during the Technical Committee Meetings in October. Additionally two experts from the developing nations will be appointed to serve as advisors in the working group. A follow-up letter will be sent to the National Ski Associations Developing Nations following the presentation in Cavtat-Dubrovnik, also requesting their input to the draft list of activity allocation (see below), in case a nation has been included as an invited participant in a discipline where they are not active, or the opposite and a nation is missing. Professional support of the organisation of the activities will be provided through the FIS Office and by the appointed experts organising the training camps and other activities. In addition, on proposal of the Working Group for Development Activities, the Council decided to support projects and requests for assistance that conform with the criteria for FIS Solidarity applications from the National Ski Associations of Chile, Bosnia Herzegovina, Iran, Slovenia, as well as for the Patagonia Childrens Championships the Ski Jumping Schoolchildren Grand Prix for and the Nordic Combined Children’s Grand Prix .

8.4 Marc Hodler Foundation Chairman of the Marc Hodler Foundation Janez Kocijancic reported that things are working well, the accounts are in line with the budget and projects are on track. The 2012 accounts of the Marc Hodler Foundation were audited in early March. The next meeting of the patronage board will take place in conjunction with the FIS Council Meeting in Oberhofen in November 2013.

8.5 FIS Travel Service AG The Council acknowledged the report from President Gian Franco Kasper in his capacity as Chairman of the Board of FIS Travel Service. The financial situation of the company is presently satisfactory, despite high costs and losses incurred for organising charter flights for the FIS World Cup events in Sochi during 2013, notably for Freestyle Skiing and Snowboard.

8.6 FIS Marketing AG The Council acknowledged the report submitted by Christian Pirzer, CEO of FIS Marketing AG and the status of various projects.

Chairman of FIS Marketing AG and FIS Vice-President Janez Kocijancic reported on the latest developments with FIS Marketing AG. All of FISMAG’s projects were profitable and the outlook thanks to long-term multi-event sponsorship agreements for the upcoming years is positive. Business results are better than the projected income with net profit after tax of CHF 634,000. Following the audit, the shareholders will need to formally decide on the allocation of the profit and the proposal by the FIS members of the supervisory board is for CHF 34,000 to be allocated to the reserves, with the remainder distributed to the stakeholders. Council Member Peter Schröcksnadel voiced his concern that the resources generated through the title sponsor for ski cross are inadequate to sufficiently support the Organisers. The Council confirmed the mandate given to FIS Marketing AG to focus on the presently open Freestyle Skiing and Snowboard title sponsor agreements as its main priority. Concerns were raised by several Council Members about the potential for conflicts of interest within the structure of FIS Marketing AG. The FIS representatives in the supervisory board were tasked with addressing the issues that had arisen with the management, also taking into account the letter from the Canadian Snowsports Association giving details of problems they are facing.

9. Marketing, Public Relations and Special Projects

At its Meeting in Cavtat-Dubrovnik, the Council acknowledged existing sponsor and partner contracts and confirmed a new, significant agreement with Audi in the Nordic disciplines. Offers were received for the Nordic packages from “BMW” through Tridem Sports and “Audi” for rights in the Nordic disciplines. The Council’s decision to award the rights to Audi was based on their engagement with ski sport as a whole especially with many National Ski Associations, as well as their significantly higher offer and their additional investment in the Bring Children to the Snow campaign. At the Meeting in Oberhofen in November 2012, the Council dealt with questions raised by the Swiss Ski Association concerning marketing rights for FIS World Cup Events. Thereafter, the Council agreed that clarity is required in terms of definition of the rights ownership for FIS World Cup events and agreed that a working group of the Chairman of the Board of FIS Marketing AG, FIS Treasurer, Chairman of the Committee for Advertising Matters and President of Swiss Ski, Urs Lehmann coordinated by the Secretary General reviews the status and submits its proposal to the Council in spring 2013. Vice President Janez Kocijancic reported from the first meeting of the working group which had met shortly before the Council Gathering in Schladming. The group had examined the situation and had a productive meeting which came up with the following conclusions: • Goal is to increase marketing income for all parties involved in the FIS World Cup:

National Ski Associations, notably the Organisers that stage the events and FIS. • The title rights for the series are held by FIS to enable the professional

organisation to be implemented. Event Rights are with the Organisers who are at liberty to sell to them to agencies and there are different systems in place between the disciplines.

• Information about marketing activities notably in regard to division of income

should be transparent. • The next task is to bring more clarity into the different rules that go into this

area and the Secretary General has been tasked to coordinate this work with the Advertising Committee to present to the Council in spring 2014.

9.2 Sponsorship with Betting Companies

In Oberhofen November 2012, the Council had a thorough discussion and addressed the principles about whether betting companies should be allowed as sponsors. The Council agreed that existing agreements for last winter season could still be accepted, but no new ones may be entered into and that the Council would go into further detail in spring 2013. To assist the Council with its decision regarding sponsorship with betting companies, a survey of the National Ski Associations was conducted to gather information about their agreements for advertising with athletes and teams, as well as at events. Based on its results and extensive discussions on the subject, the Council decided to permit sponsorship of events by commercial betting companies. However, advertising on or with the athletes (head sponsors, competition suits, starting bibs) is prohibited. Furthermore, FIS title and presenting sponsor rights will not be sold to commercial betting companies. The Council would welcome a list of approved lottery and betting companies through the IOC’s Working Group on the Fight Against Irregular and Illegal Betting in Sport in the future.

9.3 “Bring Children to the Snow”

The Council approved the latest update report in regard to the activities of the Bring Children to the Snow Campaign: • The Bring Children to the Snow campaign has continued to grow during the

2012/13 season. The second edition of FIS World Snow Day took place on 19th January 2013 and enhancements to the FIS SnowKidz programme have provided new opportunities to engage even more children in snow sports.

• Since the inception of Bring Children to the Snow, FIS SnowKidz and World

Snow Day events are estimated to have enabled over 680,000 children and families to enjoy snow sports around the world.

2013 a resounding success. 435 Organisers in 39 countries allowed more than 430,000 participants to explore, enjoy and experience snow sports. These numbers show a 93% increase in the number of Organisers, a steady rate of country involvement and a 115% increase in the number of participants.

The original goal set for the 3rd year of World Snow Day was 500’000 participants. Given the loyalty of a number of Organisers and partners, as well as cooperation developed through various branches of the industry thanks to participation at ISPO and connections forged with tourism, this figure appears well within reach.

FIS SnowKidz • FIS SnowKidz provides a flexible alternative to the World Snow Day in terms

of being able to organise events at any time throughout the year. It saw a 25% increase in the number of Organisers, a 34% increase in the number of events and over 14,000 participants across the northern hemisphere season.

• The FIS SnowKidz website was revised and now features a registration

system, toolkit, reporting system, Event Planning Manual and a series of guides with event ideas.

• Application criteria and documentation for 3rd FIS SnowKidz Award will be

provided to the NSAs on 1st September 2013, with the Award scheduled to be presented at the FIS Congress in Barcelona in June 2014.

As part of the extension to their partnership with FIS, Audi has stepped in to support and collaborate to jointly develop projects within the Bring Children to the Snow and World Snow Day campaigns.

9.4 Internet domain: “dot” .SKI The Internet Corporation for Assigned Names and Numbers (“ICANN”) launched a new generic top level domain name (“gTLD”) programme, expanding the domain name marketplace beyond .COM .ORG, etc. At its previous Meeting in Oberhofen, November 2012, the Council acknowledged that FIS and the IOC have supported the application of .SKI from Starting Dot who is seeking a community designation for the internet domain. The last ICANN meeting in Beijing reported another delay in the community-based application evaluation process, which should now start in August or September. All community-based applications will be evaluated at the same time, by the Economist and either the LSE or the London Business School on ICANN's behalf. An initial Evaluation of the .SKI application is expected to be conducted by ICANN by June 15th and the decision on the objection against the other applicant, Donuts, is scheduled for mid-August. In any case, general availability of .SKI URLs for the National Ski Associations and FIS will not be available before March 2014. Current work is underway focused on finalising the marketing agreement, to which the list of reserved names by FIS and the NSAs along with some generic terms will be an appendix.

10. Anti-Doping

10.1 International Doping Cases

The Council acknowledged the report of the Chairman of the FIS Doping Panel, Patrick Smith. On 26th March 2013, the Court of Arbitration for Sport (CAS) upheld the appeal of the Estonian cross-country skier Andrus Veerpalu against the decision of the FIS Doping Panel from 22nd August 2011, which sanctioned him with a period of ineligibility of 3 years following a positive anti-doping control for human growth hormone (hGH) at the beginning of 2011. This was the first time that the hGH Test had been challenged before CAS and therefore the decision has had significant consequences, notably for WADA. The athlete argued that the hGH test was unreliable for essentially four reasons: 1) the test is defective and scientifically invalid, particularly because of unreliable decision limits; 2) the Laboratory was not accredited to perform the test; 3) the test was improperly applied and administered by the DCO and the Laboratory; 4) the Athlete’s individual circumstances render any positive test result meaningless. In a detailed award, the CAS arbitrators considered that “the FIS had shown to their comfortable satisfaction that the hGH Test is a reliable testing method for hGH abuse in professional sports that is based on scientifically correct assumptions and methods. However, the FIS failed to meet the applicable standard of proof with respect to the procedure followed to set the aspects of the decision limits (essential to avoid the risk of having “false positive” tests). In conclusion, the Panel noted that there were many factors in this case which tend to indicate that Andrus Veerpalu did in fact himself administer exogenous hGH, but that, for the reason that procedural flaws have been found in the statistical side of the WADA studies establishing the decision limits, the violation of the FIS Anti-doping Rules cannot be upheld on appeal. Therefore, the ban imposed by the decision of the FIS Doping Panel has been overturned by the Panel”. In response, WADA issued the following statement on 28th March 2013: “The World Anti-Doping Agency (WADA) has now had the opportunity to carefully study the decision rendered by the Court of Arbitration for Sport (CAS) on March 26th 2013 in the case of Mr. Andrus Veerpalu. WADA regrets the outcome of this case, where according to the CAS panel in its decision “there are many factors in this case which tend to indicate that the Athlete did in fact administer exogenous hGH”. It means to WADA that a likely cheater has evaded a sanction due to a tenuous technicality. WADA is deeply disappointed with this situation, but acknowledges the CAS authority and understands that the panel was not comfortably satisfied with the decision limits (DL) currently applied to the hGH test. WADA will immediately engage in a process to re-establish these limits taking into account the remarks expressed in the CAS award. WADA is pleased however that CAS has fully accepted that the test itself is reliable and indicated “the Respondent has shown to the comfortable satisfaction of this Panel that the hGH Test is a reliable testing method for hGH abuse in professional sports that is based on scientifically correct assumptions and methods”.

WADA will therefore encourage Anti-Doping Organisations (ADOs) to continue collecting samples for analysis pursuant to the hGH test and will, based on the larger number of samples now available, advise on revised decision limits shortly.”

10.2 National Doping Cases In accordance with the World Anti-Doping Code, FIS is not entitled to review and/or amend decisions of doping cases from tests that have been carried out by the National Anti-Doping Agencies, but both FIS and WADA may appeal any decisions to the Court of Arbitration for Sport (CAS) in the event that either organisations believe that an inappropriate decision has been taken (in accordance with the relevant rules and deadlines). 10.3 WADA

The latest meeting of the WADA Executive Board took place in mid-May and focused mainly on the revision to the World Anti-Doping Code that will be presented at the World Anti-Doping Conference in Johannesburg in November 2013 for implemention in the Code that will be valid from 1st January 2015. With the third draft, the Code becomes clearer in language, shorter in length, and the articles stronger. The amendments put forward provide for: - Longer periods of ineligibility for real cheats and more flexibility in sanctioning

in other specific circumstances. - Consideration of the principles of proportionality and human rights. - Assistance in the increasing importance of investigations in the fight against

doping. - Encompassing Athlete Support Personnel who are involved in doping. - Emphasis on the concepts of smart test distribution planning, smart menus for

Sample analysis, and smart Sample storage. - Added clarity and equality in balancing the interests of International

Federations and National Anti-Doping Organisations. In November 2013 a new President of WADA will be elected from the Sports Movement in accordance with the five year rotation system between Government and Sports Movement representatives for the presidency.

12. FIS World Cup Calendars 2013/2014 and future The FIS World Cup Calendars for the 2013/2014 season were approved by the Council at its Meeting in Oberhofen in November 2012, with the exception of Alpine Skiing, ladies, which was approved by the Council at its Gathering in Schladming. Based on the experiences of the past season, some small modifications were reviewed by the Technical Committees and thereafter the Council approved the final versions in Cavtat-Dubrovnik (please see following pages). In regard to the FIS Alpine World Cup calendar 2013/14 for men, following extensive discussions over a period of time there is a change of format to the alpine combined that will be carried out in Kitzbühel. The race will take place on Friday 22nd January and consist of the traditional super g in the morning that will count as a race in its own right and then added to a one-run slalom that will take place in the afternoon to generate the results of the alpine combined. Council Member Peter Schröcksnadel stated that the competition format, which has been strongly requested by the Organising Committee should be evaluated after the season. Council Member Vedran Pavlek stated he is opposed to carrying out an alpine combined in Kitzbühel due to the slalom run taking place the afternoon before the most difficult downhill on the circuit and the use of a different format to other super combined races which may confuse the public. The Council requested that the Alpine World Cup Sub-Committee reviews the date of the city event in 2014, to consider whether it should take place before or after the Olympic Winter Games in Sochi. Council Member Michel Vion remarked that the French races in Val d’Isère for men and Courchevel for ladies are organised on the same dates in 2014/15, which is complicated due to the logistics and the potential for spectators, and they cannot be carried out simultaneously in this way in future years.

The Cross-Country Committee International Competition Rules 302.1.3.1 The Organiser appoints all other members. For all Olympic Winter

Games (OWG, YOG) and World Ski Championships (WSC, JWSC) the following key technical officials have to be submitted to the FIS Council for approval: - Chief of Competition - Ass. Chief of Competition - Race Secretary - Chief of Course - Chief of Stadium

303.1.1 For all Olympic Winter Games (OWG) and World Ski Championships

(WSC) the following will serve in the Jury: - The TD, who is chair of the Jury (appointed by FIS) - The Assistant TD (appointed by FIS) - The Chief of Competition (subject to approval by the FIS Council) - Two other foreign members (appointed by FIS) - FIS Race Director (appointed by FIS)

They are appointed by the FIS Council on proposal by the FIS Cross-

Country Committee.

303.3.2 The Jury must clarify and decide - Whether a competition shall be postponed, interrupted or

cancelled. - Whether the competition course shall be adjusted due to safety

reasons, or that additional safety measures (fences, protective material, etc) shall be installed along the course

311.2.6.1 It is possible to use a lower category course for a particular format at COC or FIS level competitions providing it is approved by the TD. The number and level of competitors must be considered.

324.5.1 The calculation of the final times in a pursuit competition will be done by combining the results (actual skiing time) in the previous race without the tenths of a second with the final results of the second race with the tenths of a second. For competitors that use the handicap start method the order of finish determines the final ranking.

341.11 In sections with marked corridors, the competitors must choose and ski within the chosen corridor. A competitor is allowed change corridors as long as the ICR 343.9 is upheld. This rule does not apply to start corridors.

352.3.2 A competition suspension must always be accompanied by a Written Reprimand.

361.1.5 Against decisions of the Jury, excluding disqualifications. Also see exceptions 325.6.2 and 326.6.2.

Rankings per discipline For the classification of the disciplines (sprint and distance) all results (Cup points) that a competitor has achieved in respective disciplines will be counted. It is up to the decision of each Continental Cup to decide the number of results (sprint and distance) that will count in the Overall Standing. Rollerski World Cup and World Championships Rules 2013-2015 10.3. TD inspection For every World Cup stage an early TD inspection has to be done. The

time of the TD inspection has to be agreed by OC and TD and has to be done at latest one month before the first competition day. The expenses and reimbursement of the TD is covered by the OC according ICR art. 304.1.

5.2.1.5 During the ROL WSC years, all the competitions within the ROL WSC

program will be counted for the ROL WC Overall Standings.

405.3 The Reimbursement of Expenses 405.3.1 Travel Expenses

the airport) - parking costs Prior to his travel the nominated competition official must confer with the organiser regarding the travel arrangements (train, plane or car).

413 Ski Flying Hills Particular rules apply to Ski Flying hills. The new building or reconstruction of any current Ski Flying hill may be started only after plans have been approved by the FIS. The following restrictions and requirements must also be met: - h:n must be at least 0.60. - The maximum value of VO is 30 m/s. - The height difference between the edge of the takeoff platform and

the lowest point of the transition curve to the outrun flat end of landing area (= U-point; = end of the radius r2) shall be ≤ 135 m beginning from U there may be added a radius or transition curve with maximum inclination of tangent in U of 5°.

- The width of the landing slope at K (bk) must be bk ≥ 0,18 w - The width at the end of the r2 radius and the start of the outrun at U-

point bu must be ≥ 0,20 w In addition on the edge of the take-off platform, on both sides outside of the landing area guardrails, the exact snow profile height of the K-point, the HS distance and the U-point, have to be marked. This marking has to be fixed with concrete material. These marks have to correspond and reflect the given marks on the hill certificate.

4.2.2 Penalty Race

The Executive Board proposes to keep and go on working with the Penalty Race in the World Cup calendar 2013-2014, adjust and upgrade the graphical information on TV and check the possibility to improve the rules.

4.3 Weekend Challenge

Duties of the Referee

601.4.10 Duties and rights of the Referee - The Referee supervises the draw. - Inspects the course immediately after it is set, alone or accompanied by

members of the Jury. - The Referee has the right to change the course, by removing, changing the

course by taking out or adding gates. If the Referee inspects the course alone his decision is final. The course setter must be informed of such changes if he was not present at this inspection.

- At the end of the first run, and again at the end of the race, the Referee will receive the Start and Finish Referees’ reports, and any other official reports regarding breach of rules and disqualifications.

Yellow Flag

623.1.3 When a competitor is waved down by a yellow flag he must stop immediately. If a competitor is stopped by a yellow flag, Hhe has the right to a re-run, provided that the Jury considers this possible from an organisational point of view. The Jury should ensure that the competitor’s re-run takes place before the last competitor on the start list of the race, or training run in the case of Downhill (see 705.2, 705.3).

new 4.6.3 Team Hospitality The Organising Committee is required to provide appropriate team

hospitality at the competition site(s) for the athletes, coaches and service personnel. The team hospitality area should be large enough to enable these team members to prepare and/or relax in a secure, comfortable environment. The area should be equipped with adequate seating, heating, and provide healthy warm and cold food and beverages and proper washroom facilities. Furthermore heated and separate waiting room(s) have to be put at the disposal of the competitors near the start area(s) in which the competitors can stay during trainings, respectively between the two runs or heats of a competition.

4.9 Internet access Athletes, team members and servicemen are entitled to free of

charge Wi-Fi access within the Team hospitality or the Team area in the Finish area and in the Team hotels or other area(s) designated by the Organiser wherever feasible. Any costs for this access are the responsibility of the Organiser. The Organiser should also provide free of charge Wi-Fi access to the media in the Finish area.

Only the Cup points gained in the current season count. In EC the Basic List will be deleted after the third race in all events.

The distance between gates within combinations (hairpin or vertical) must be not less than 0.75 m and not more than 1.00 m. The gates in hairpin or vertical combinations must be set in a straight line. Delayed gates must have a minimum distance of 12 m and a maximum distance of 18 m (Children's Competition 15 m) from turning pole to turning pole.

Alpine Ski Equipment The outcome of the introduction of new ski specifications at World Cup level in 2013/14 appears to have had a positive effect on the number of injuries. The overall analysis has not yet been concluded from the FIS ISS research, whereby Council Member Peter Schröcksnadel presented report from the Austrian Ski Association, which reports a dramatic decrease in the number of injuries last season. The Council acknowledged that last season was a particularly good one in terms of snow conditions and therefore the analysis may not be entirely comparative to the previous seasons, but the figures presented look promising. The ski industry has requested consideration of returning to the giant slalom skis used in 2011/12, however the Council is satisfied with the new specifications. The

4505.4.2 Draw of start gate position for Qualification The choice of which of the 4(6) start gate stalls to be used for the

Qualification phase of the competition must be made through the use of a random draw at the relevant Team Captains meeting for the event. This TC meeting must be held immediately prior to the Qualification Phase day (not at any meeting before official training days should these occur)

4505.4.3 Double events

In the case of a double event at the one location, the choice of start gate stall must be redrawn through a separate random draw at the relevant Team Captains meeting for the 2nd event.

4507.8.3.1 Electronic Release Device

It is possible to use an electronic device to open the drop door. Every drop door needs to be locked into place and then release from the same electronic impulse. The random release time must be between 0.0 and 4.0 seconds. For the Start Command, on ’attention’ (refer Rule #: 4507.7), the random sequence is begun by the starter.

On the FIS Skicross World Cup Tour, World Ski Championships and Olympic Games, the Electronic Release device SX start gate is mandatory. The electronic release devise must also have a back-up power source available that can meet the demands of a minimum of 20 start sequences. If this back-up system fails it must be possible to operate the start gate through the use of a mechanical starting release system.

4512 Ski Cross Team (SX Team) - New To adopt the Rules in the Snowboard ICR 2711 for Cross

competitions. Changes to the Freestyle Ski World Cup Rules 4.2 Duration of Accommodation for Competitors and Team Officials The Organiser shall provide the following support from at least the night

before the first official training until the morning after the last competition in which the competitor participated.

4.2.3 Ski Cross – Arrival day / 12 training days and 1 qualification day / one competition day / departure day; 5 4 nights and 6 5 days.

4.4 Hotel Rooms The accommodation for the competitors, coaches, officials etc. must be

provided in rooms with a maximum of two beds and bath or shower, or apartments with a maximum of two beds per sleeping room and bath or shower. Also one single room per country for a team official has to be provided. An additional one (1) single room can be purchased at the rate of CHF100. The Organiser is required to provide details or information for any other additional rooms a team may purchase.

7.1.1 If an Organiser(s) wishes to stage 2 or more events in the same or

different location(s), then they can create a special prize based upon the cumulative rankings from those competitions.

The ranking from the first competition is added with the rankings of the second competition (or other competitions) and these combined rankings are used to distribute the additional, extra prize money. The minimum value of the additional prize money is 25% of the value of each competition.

7.6.2 FIS Online Update System (FOU) Team Entries are only accepted using the FIS Online Entry System.

NSAs can enter using the FOU System on the FIS website via the Member Section: http://www.fis-ski.com/ Login and Password can be obtained from the FIS office: [email protected].

The Organisers must provide an email address where the entries can be sent.

7.6.3 Preliminary Provisional Entries – 40 Days before the Competition Each National Association must inform the Organisers about the

expected total number of team members (Names, FIS Code and Gender art. 7.8.1 and 14.3), and team officials with arrival and departure dates and rooming needs (competitors, coaches, accompanying persons and service personnel). This needs to be done using the FIS Online Update System (FOU) and respecting the deadlines fixed and announced by the OC (40 days before the first competition day).

7.6.4 Confirmation of Final Entries with Arrival and Departure – 8 Days Not later than 8 days before the competition day the NSA must inform

the OC of its final entries (Names, FIS Code and Gender) with their arrival and departure dates. The NSA must also inform the OC about the arrival and departure dates of the team officials.

Changes to the Freestyle Ski Points Rules

4.2.6 Injury status - At least 90 days must have been passed between the time of the

injury and the competitors 1st start Each National Ski Association must apply to the FIS within 3 weeks

after an injury with the official form and a medical certificate so that the points will be frozen.

The application of injury status is valid for one year after the 1st start. - A competitor may have a maximum of 3 starts in one or more events

in this injury period without losing this injury status.

2011.2 and for Parallel, Snowboard Cross and Big Air are according 2011.3. For PGS, PSL, SBX and Team SBX The participation in Iinternational junior competitions areis restricted to those competitors whose have reached the 1920th birthday falls in or after the before the end of the calendar year in which the FIS Competition year begins. For BA, HP and SBS the participation in international junior competitions is restricted to those competitors whose 18th birthday falls in or after the calendar year in which the FIS Competition year begins. (see table for details)

2509.2.6 Two run format for parallel finals

Each pair of competitors has to make two runs. The competitors change courses for the second run. The time difference between the two competitors at the finish line will be registered. After the second run the time differences of the two runs will be added. The competitor with the lower time difference of the two runs will advance to the next round. The maximum time difference per run is the calculated penalty time, max. 1.5 sec. If the time difference of both runs is tied, the winner of the second run will advance to the next round. (If a delayed start gate is used and if two competitors are tied crossing the finish line of the second run, the competitor who lost the first run will be the winner).

A competitor who does not finish or is disqualified in the first run, starts the second run with a 4 % (max. 1,5 sec.) penalty (see art. 2512). If competitors are tied in each of both runs, the competitor with the fastest qualification time advances to the next round. In the case where both competitors have the same qualification time

A competitor who does not start (DNS) the first run receives the penalty time. When both competitors do not start in the first run, the competitor who wins the second run advances automatically. When both competitors do not start in the second run, the competitor who won the first run, advances automatically. Additionally when one competitor is a DNS and the other competitor in a pair is a DSQ, the competitor who did not start will receive the penalty for the first run, in the second run the competitor who started (but DSQ´d) will advance.

the Head Judge should be from a foreign nation. 2705 Execution of a Snowboard Cross 2705.1 Qualification 2705.1.1 Timed runs are used to qualify competitors for the finals. For FIS

Races an additional format with a seeding process for finals can be conducted, instead of timed runs (see rule 2705.1.4)

2705.1.4 Seeded groups without timed runs - The riders will be seeded according to their actual FIS Points

standing. 2705.4.2.1 The finals for the competitors qualified as per rule 2705.1.4 will be

conducted as follows: The first two 2 competitors per heat advance from round to round as determined by their place of finish in each heat. Place of finish is determined by the first part of the body or Snowboard that crosses the finish line. Whenever possible, a finish line camera (video or photo finish) should be available. In case of a tie, at the finish line, such tie(s) will be broken after reviewing if available the photo-finish presentation If a tie still exists, the competitor with the higher bib number (based upon qualifying time) will be scored as first.

The competitors who do not advance in their heats will be grouped

into a new Heat bracket. The ones who got 3rd in their Heat will ride against each other, and the ones who got 4th. For the riders who placed 3rd/4th in 1/16 Finals will ride a placing Quarter Final and Final (or small Finals) for the places 33-64. For the riders who got 3rd / 4th in 1/8 Finals will ride a placing Semi Final and Final (or small Finals) for the places 17-32. For the riders who not got 3rd / 4th in 1/4 Finals will ride a placing Semi Final and Final (or small Finals) for the places 9-16.

5.2 Quota for Officials

For officials (representatives of a National Ski/Snowboard Association, trainers, doctors, technicians and official accompanying persons) of teams with a World Cup quota the costs for lodging, food (half board) must be guaranteed at CHF 50 (CHF 80 for HP and SBS) per day according to the following:

5.3 Additional officials For five (5) additional officials or accompanying persons and for

service staff of a National Ski/Snowboard Association, the maximum price that can be charged for half board must not exceed CHF 70 per day (CHF 110 per day for HP and SBS), or the equivalent, if they are listed on the official entry form by the corresponding Team Captain and the accommodation is arranged by the Organising Committee. The number of those officials is limited to 25% of the total quota.

5.4 Service Personnel

For service personnel accredited by FIS, who are in addition to the officials covered by point 5.2 and 5.3, the maximum price that can be charged for half board must not exceed CHF 70 per day (110 CHF per day for HP and SBS), or the equivalent, if they are listed on the official entry form by the corresponding team captain and the accommodation is arranged by the Organising Committee.

5.6 Right of Accommodation Hotel:

The hotels for the teams must at least meet the requirements of the international three star category and has to be as close as possible to the competition area. Possibilities for Internet access are requested. Lodging for competitors and coaches must be provided in rooms with bath or shower and a maximum of 2 beds (separate beds).

Breakfast and dinner must be served at the actual hotel if possible. FIS representatives will decide during the summer inspections whether alternatives are acceptable. The OC and the hotels have to accept credit cards. The hotel should offer separate treatment space for the team doctors and therapists treatment (e.g. access to spa massage rooms,)

Team captains, doctors and therapists are to be lodged in single rooms.

7. Prize Money The Organiser must make available at least CHF 25'000 (equivalent

in Euro/US$) per Event/gender for prize money. For individual competitions this sum is divided between the 10 best competitors per race/gender (At Alpine events only where the prize money is equal to or exceeds CHF 30'000/race/gender the payment will be down to the 16th place). The amount of prize money and its method of distribution must be communicated to FIS.

The payment can must be made after at the awards ceremony in US$ or Euro cash only or electronically by bank transfer. If the payment is done electronically by bank transfer, this has to be done

no later than seven (7) working days after the last competition, taking into consideration the local tax laws.

The full amount without local tax reduction should be paid out. The competitor must sign that he/she confirms to declare the money according to his/her own national and local tax laws. In any case, the local tax laws must be considered and the OC must advise the competitors about tax rates and assist in case of problems.

The OC should publish a schedule of the taxes and the actual prize money paid.

An itemized confirmation of payment must be provided to the competitor electronically. Bank transfer fees and value added tax (VAT) are covered by the Organiser.

The OC must assist the competitors with matter relating to taxation of prize money in the country in which the competition is held.

12.1.1 Formula Overall The overall winners will be calculated as follows: The points from all World Cup Snowboard Freestyle Results

(Halfpipe, Slopestyle and Big Air) will be added together to determine the Overall Champion in the Snowboard Freestyle events. A maximum of 6 events are taken into consideration regardless of the event where the results are achieved.

The points from all World Cup Snowboard PSL and PGS Results will be added together to determine the Overall Champion in the Snowboard Parallel events.

Tie Breaking: The highest total of the best event decides - if still tied, the number of first rankings, if still tied the number of second rankings, etc. decides.

Continental Cup Rules 4.1.2.3 Level 2 competitions: Scale 500 to scale 50

Continental Cups and Universiade are considered level 2 competitions The scale for Slopestyle Continental Cups will be at a minimum of 360 and a maximum of 500 FIS points for the both seasons 2012/2013 and 2013/2014.

7. Age limits, gender verification, anti-doping control For PGS, PSL, SBX and Team SBX the participation maximum age

for international junior competitions are is restricted to those competitors whose twentieth birthday falls in or after the calendar year in which the competition year begins. question For BA, HP and SBS the participation is restricted to those competitors whose eighteenth birthday falls in or after the calendar year in which the competition year begins. The competition year is the same as the license year (July 1st - June 30th). The age limit has to be published with the official invitation. It has to be checked with the FIS office forehand.

Separate awards can be given to U16 (under sixteen) for riders

whose fifteenth birthday falls in or after the calendar year in which the calendar year begins for BA, HP and SBS and for U18 (under eighteen) for riders whose seventeenth birthday falls in or after the calendar year in which the competition year begins for PGS, PSL, SBX and Team SBX.

10. Payment of Expenses and Travel Costs 10.1 The Organising Committee shall offer half board price of CHF 680,-

per day (accommodation, breakfast and dinner, as well as ski-lifts or mountain railways). This price is valid for competitors and officials in agreement with the maximum numbers indicated by art. 6.2 of these rules (max. 30 competitors).

For food and lodging, the Snowboard FIS World Cup rules are valid.

10.2 Teams may not arrive more than one day before the first official training.

The rules for the payment of expenses for accommodation and meals, as well as for lift and mountain railways apply from the eve of the first official training day until the morning of the day after the last race. The hotel management cannot force the teams to leave the rooms on a competition day.

The Freestyle Skiing and Snowboard Coordination Group The Freestyle Skiing Snowboard Coordination Group has reviewed the different rules where there are differences between the disciplines and proposes the following adaptions to bring them into line: Rules for the Junior World Championships The price for halfboard accommodation for the Snowboard Junior World Championships was CHF 60 and for Freestyle Skiing was CHF 100. Initially the Coordination Group agreed to settle on CHF 100, but after further discussion within the discipline Committees they have met in the middle at CHF 80:

10.1 The Organising Committee shall offer half board price of CHF 80,- per day (accommodation, breakfast and dinner, as well as ski-lifts or mountain railways). This price is valid for competitors and officials in agreement with the maximum numbers indicated by art. 6.2 of these rules.

17.5.3 At the FIS Freestyle World Ski Championships accommodation with fullhalf board has to be guaranteed at a maximum of CHF 100 per day for each person (athletes and team officials).

17.5.4 At the FIS Snowboard World Championships accommodation with full board including non-alcoholic drinks with each meal has to be guaranteed at a maximum of CHF 80100 per day for each person (athletes and team officials).

FIS Calendar Fees The World Cup calendar fees be harmonised to CHF 2’250 which is the Snowboard fee. The present Freestyle Skiing fee is CHF 2’500.

A special WSC program including reserve days has to be proposed to the Speed Skiing committee for approval.

The Telemark Committee International Competition Rules (ICR) 1603.4 A first group of the 10 best ranked ladies and the 15 best ranked men

competitors will be drawn., regardless of nationality. In case of an equality of points in the 15th rank, the first group can be enlarged accordingly.

1603.7 For the second run, the start lists list is derived from the results of the

first run. The first 30 competitors will start in the reversed order. 1606.5 The decisions with regards penalties are final and cannot be

360 degrees around an internal obstacle and must at the end of the turn cross his own tracks. The radius from the centre of the semi-circle outer diameter of the noose shall be from 5 4 m to 8 6 m. There is no judging in the 360.

1902.11 The race must consist of two runs if the calculated time for the best

male competitor is less than 150 sec. The TD determines this. 2000 Special Rules for Telemark Sprint

2001.5 Vertical drop must be between 100 and 200 150 meters. 2002.6 A 360 is defined as follows: the competitor shall turn more than 180

2050 Special Rules for Dual Version of the Telemark Sprint

2050.1 The Telemark Sprint may be staged as a dual event at the option of the Organizer, so long as the course is wide enough for the setting of two parallel courses.

2050.2 The format shall be two equivalent courses, one red and one blue

with timing and gate keepers for each course. Each course shall be run by each competitor once, provided that the competitor does not get disqualified. The combined time for the red and blue course shall determine the winner. The dual format is for visual effect and spectator interest and is not to be construed as a “knock out” event.

2050.2.1 The starting order of the 2nd run is determined by reversing the finish

order of the 1st run. If there is an unequal number of 1st run finisher, the 1st competitor (the slowest competitor) will race unopposed to ensure that there is a final pairing.

2050.3 Physical aspects 2050.3.1 The dual Sprint shall use the same criteria as the Sprint for selection

of course, section 2001 of the TICR 2050.3.2 The jump. The same criteria as Section 2003 shall be used with the

following conditions: two jumps may be used for the dual, one for each course. A single jump may be used provided that it is wide enough for two competitors to use it safely at the same time.

2050.3.3 The 360. Two separate 360’s must be used, one for each course. 2050.3.4 The Skate. The skating sections shall be parallel but separate for the

competitors.

2050.4 Interference 2050.4.1 A competitor who is interfered with may have a rerun. In order to

have the rerun the competitor must immediately ski off of the course to the nearest official to state his interference and make a request for the rerun.

2050.4.2 Interference occurs when the course is blocked by a fallen competitor who did not clear the course soon enough.

2050.4.3 Objects in the course such as a lost ski pole, etc.

Incidents beyond the will and control of the competitor, which cause significant loss of speed or lengthening of the racing line and consequently affect the competitors time. .

2200 Special Rules for Parallel Sprint

2201.1.2 The length and vertical drop is decided by the slope. It is important that the whole course can be viewed from one location (preferably the finish area). Recommended vertical drop is between 100m 70m and 150m120m. Race time per run should be 30 sec. to 50 sec.

2201.1.4 The course must contain Telemark turns, one jump, one 360 turn and

one cross-country section. It may also contain other elements, for example moguls, banked turns, etc..

2209.1.3 The qualification should be a race on the parallel course in two runs;

first run in the red course, second run in the blue course. The start list for the first run is the current published FIS points

ranking for the SP. The reverse start list will be used for the second run. The judging is the same as in SP. The jury can decide to accept the result of a qualification by only one

run and then the finals must be of 32 in the men’s competition and 16 in the ladies competition. The qualification is ideally on a parallel sprint course. If there is not enough time a single qualification run may be used, where the men use one course, the women the other course. If there are 32 or less men and 16 or less women the qualification need not be run and the start list racers competitors are is determined by the rankings from current published FIS TPSSP points list. The jury decides the execution of the qualification.

2209.1.5 See illustration for the set up of pairs. The jury decides about the

starting field for the knock out (32, 16 or 8 racers). 2212.3.2 The distance between the turning gates should be 2422-26m with a

minimum offset of 3m. Discretion should be used where the terrain dictates otherwise.

2213.2 Maximum time difference The maximum time difference which can be applied per run is 4 is 3

seconds, whether or not a competitor fails to finish, is disqualified or is slower by more than 4 3 seconds.

The Sub-Committee for Master Racers National Ski Association responsibility MA 72) Assignment - Conditions - Event Frequency Upon a bid by a National Ski Association, the World Criterium is

assigned to the National Association (who takes first responsibility), including the correct transfer of fees according to Rule MA 28) - and a Ski Resort. By accepting the assignment both agree to follow these FIS-Rules and – within these – eventual directions based on decisions of the S/Committee for MASTERS Racing (or its Chairman). This paragraph is valid for all FIS Masters Races – see Rule MA 12) a.

Number of competitions in South America MA 81) Overall MASTERS Cup Each year there is an “Overall MASTERS Cup Winner” in each class,

corresponding to the “FIS World Cup”. In all FIS MASTERS Cup Races (approx. 20-30 per Competition Year, 43 of them reserved for South-America and another 4 to North-America) the first 15 racers in each class receive FMC-Points to be added up throughout the year.

Legal & Safety Committee Rules for Betting The Legal Committee made minor editorial adjustments to the FIS Rules for Betting and other Anti-Corruption Violations that were approved by the Council in November 2012 to be implemented from 1st July 2013. They will be published on the FIS Website (General Rules) shortly. These rules prevent any participant in a FIS discipline from betting on any FIS discipline. Furthermore, on the advice of the Legal & Safety Committee the Council underlined that the execution of the Athletes Declaration is compulsory before an athlete is registered with FIS for a licence to participate in FIS competitions and National Associations must maintain a copy of the signed documents in a way that they can be retrieved if necessary.

Horst Hüttel was furthermore appointed Chairman of the Nordic Combined Committee following the temporary appointment of Council Member Roman Kumpost as Chairman who was thanked for his engagement over the past three years.

Requests for new members that are not replacements of existing members were tabled until the appointment of the new Committees by the Council during the FIS Congress in 2014. The same applies to proposals for Honorary Membership. Membership of the Athletes Commission Elections to the FIS Athletes Commission took place at the FIS World Championships in 2013 in accordance with the updated rules approved by the Council in November 2012. Athletes who were present and participating at the respective World Championships cast their votes in their respective discipline. Overall, 24 candidates from 12 nations were put forward by the National Ski Associations for election to the Commission which foresees 13 members. Following an analysis of the results in each of the disciplines, it proved necessary to conduct re-elections in Nordic Combined and men’s Snowboard in order to adhere to the rules that no nation may have more than one representative on the Athletes Commission. Based on the election results thereafter, the Council confirmed the following members to the FIS Athletes Commission 2013 - 2015. As a provisional group, prior to approval of their membership by the Council, they were invited to arrange their meeting in Cavtat-Dubrovnik in order to be able to attend their respective discipline’s Technical Committees: Kikkan Randall (USA) - Cross-Country Skiing Oystein Pettersen (NOR) - Cross-Country Skiing Sabrina Windmüller (SUI) - Ski Jumping Kamil Stoch (POL) - Ski Jumping Alessandro Pittin (ITA) - Nordic Combined Veronika Velez-Zuzulova (SVK) - Alpine Skiing Jessica Lindell-Vikarby (SWE) - Alpine Skiing Julien Lizeroux (FRA) - Alpine Skiing Michael Janyk (CAN) - Alpine Skiing Lydia Lassila (AUS) - Freestyle Skiing Filip Flisar (SLO) - Freestyle Skiing Marion Kreiner (AUT) - Snowboard Konstantin Schad (GER) - Snowboard During their first meeting the Athletes Commission appointed Kikkan Randall as their chairperson.

15. Membership of FIS At its Meeting in Kangwonland, the Council decided to temporarily suspend the membership of the Bolivian Ski Association due to a lack of clarity regarding the status and elected leadership of the association. Nevertheless, the Council agreed that the athletes should not be penalised and they would be allowed to participate in FIS races.

An Extraordinary Assembly of the NOC took place on 5th September 2012 and both the new NOC and the Ministry of Sport have confirmed that the President of the Bolivian Ski Association is Juan De Dios Guevara, who was elected in January 2011. Consequently, the Council decided to lift the suspension of the Bolivian Ski Association. Furthermore, the Council confirmed its decision taken at the Gathering in Schladming to approve the affiliation of the Dominica Ski Association as a provisional member of FIS. Additionally in Cavtat-Dubrovnik, it granted provisional membership to the Timor Leste Ski Association and Singapore Snowboarding and Skiing Association. All provisional members are subject to official approval by the FIS Congress in 2014.

16. The International Ski Congress

16.1 The 49th Congress in Barcelona (SPA) 2014 The 2014 International Ski Congress is scheduled from 1st to 6th June 2014 at the Hotel Rey Juan Carlos I, Barcelona, Spain. Council Member Eduardo Roldan reported on the preparations and provided a detailed written report. An inspection of the venue with the FIS World Championship Candidates will take place in mid-October. Registration details will be communicated to the National Ski Associations in August 2013. The package price in a twin or double room including breakfast, taxes, use of meeting facilities and coffee breaks, excursion, as well as the closing dinner will be €980 per person. In addition the Royal Spanish Winter Sports Association will invite to the opening cocktail and dinner and the elected Organisers of the FIS World Championships will host the winners cocktail dineratoire.

16.2 Report on the preparations for the 50th International Ski Congress in Cancun (MEX) 2016 The manager of FIS Travel Service Heinz Gurtner has recently carried out the first inspection of the Congress location, together with the President of the Mexican Ski Association following the appointment by the Council in November 2012. The dates of the Congress will be from Sunday 5th to Saturday 11th June 2016.

17. Any other Business

17.1 FIS Staff Update

Guenter Hujara will step down as Men’s Alpine Chief Race Director at the end of the 2013/14 season. He will continue to work for FIS on a part-time basis handling different projects including safety aspects, supporting the Organising Committee of the PyeongChang 2018 Olympic Winter Games, as well as other areas arising. The Council appointed Markus Waldner, Alpine Continental Coordinator since 1998 to take over the position of Men’s Alpine Chief Race Director.

Jan Tischhauser, Ladies Alpine Race Director (DH/SG) will retire at the end of the 2013/14 Olympic season after working 21 years for FIS, since 1993. Already communicated in the FIS Newsflash, Jenny Wiedeke has been appointed as FIS Communications Manager, succeeding Riikka Rakic who has decided to leave FIS after seven years to spend more time with her young family.

18. Next Meetings At its Meeting in November 2012 the Council decided that the 2013 Autumn Meeting shall take place at the FIS Headquarters in Oberhofen, on Saturday 2nd November. The Council Meetings in spring 2014 will take place during the FIS Congress in Barcelona from 1st to 6th June.
