Cambridge Commonwealth Trust, Cambridge Overseas Trust and Cambridge Livingstone Trust

Eligibility: The trust offers scholarships and part-time bursaries to outstanding students from overseas who, without help, would be unable to take their places at Cambridge. Students must already have been accepted for admission by the University. Scholarships are normally attached to particular countries, levels of study and in some cases to specific areas of study.

Contact: Details of scholarships for different countries, variations in application procedures and values of particular scholarships can be found under the relevant country heading in a booklet available from the trust at the address below

Rhodes Scholarships

The Rhodes Scholarships, the oldest international fellowships, were initiated after the death of Cecil Rhodes in 1902, and bring outstanding students from many countries around the world to the University of Oxford.

The Rhodes Scholarships are investments in individuals rather than in project proposals. Accordingly, applications are sought from talented students without restriction as to their field of academic specialization or career plans although the proposed course of study must be available at Oxford, and the applicant’s undergraduate program must provide a sufficient basis for further study in the proposed field. Through the years, Rhodes Scholars have pursued studies in all of the varied fields available at the University of Oxford. Rhodes Scholars are elected for two years of study at the University of Oxford, with the possibility of renewal for a third year, which requires application to and express approval of the Rhodes Trustees. Rhodes Scholars may pursue a one-year degree, diploma, or certificate in the first instance, as long as it is part of a plan for two or three years of Oxford study involving a

5

Page 6: International Scholarships Handbook[1]

subsequent degree course. Rhodes Scholars may not, however, apply in the first instance for an MBA.

Costs covered: All educational costs, such as tuition, laboratory and certain other fees are paid on the Scholar’s behalf by the Rhodes Trustees. Each Scholar receives in addition a maintenance allowance adequate to meet necessary expenses for term-time and vacations. The Rhodes Trustees cover the necessary costs of travel to and from Oxford, and upon application, may approve additional grants for research purposes or study-related travel.

Eligibility: Students from Pakistan holding a First Class Bachelors Degree in Arts or Science from any Pakistani university and aged 19 - 25, on 1st October can apply.

Method of Application: Applications forms available from Secretary, Rhodes Trust Scholarship Selection Committee for Pakistan, P.O. Box No. 2939, Islamabad

Selection Criteria: Academic and all round qualities of candidate are taken into account; personal interviews are held.

Scholarships for Studies in German:

DAAD – German Academic Exchange Service

The German Academic Exchange Service is one of the world's largest and most respected intermediary organisations in its field. Scores of students, teachers, researchers and scientists supported by the DAAD have been able to gain valuable experience abroad. However, there are also many other sides to the work of the DAAD.

Support Studying or researching at a German higher education institution needs to be properly financed. Public (state-maintained) universities in Germany do not generally charge tuition fees. Some Master's programmes and the additional fees charged by some of the federal states are exceptions to this rule.

There will be costs to face, whether for books, rent or just general living expenses. A scholarship or grant may be the answer for those who don't have the necessary financial resources. Various sources of financial support are available. A look at the DAAD scholarship database will show what is on offer. But remember, numerous other institutions and organisations can also help with one’s plans. The information is there for one to use.

Humboldt Research Fellowships The Alexander von Humboldt Foundation enables highly qualified, early-stage researchers from abroad, who hold doctorates, to carry out research projects of their own choice in Germany. Applications may be submitted for long-term research stays of at least 6 and at most 12 months; an extension of up to 24 months is possible. Researchers of all nationalities and disciplines may apply to the AvH directly at any time. There are no quotas for individual countries and disciplines. Funding is not available for short-term study visits, participation in conferences, or training courses.

Research fellowships are offered world-wide on a competitive basis. The most important criteria for selection are the applicant's (international) publications to date and the quality and feasibility of the research proposal. Applicants choose their own research projects and their own German hosts. Details of the research project and the time-schedule must be agreed upon with the prospective host in advance.

Scholarships for studies in Netherland:

Nuffic - the Netherlands organization for international cooperation in higher education

The Dutch government is attempting to make Dutch higher education as accessible as possible to students and mid-career from other countries. Higher education is subsidized, which means that tuition fees can be kept relatively low, especially compared with countries like the United Kingdom and the United States.

Netherlands Fellowship Programmes The Netherlands Fellowship Programmes (NFP) are demand-driven fellowship programmes designed to foster capacity building within organizations in 57 countries in development by providing training and education to their mid-career staff members. The NFP are funded by the Netherlands Ministry of Foreign Affairs from the budget for development cooperation. The need for education and training must occur within the organization of the applicant. This means that applicants must be nominated by their employers. In fact, applications without the support of an employer will not be considered. There are five NFP programmes: Fellowships for master’s degree programmes Fellowships for PhD studies Fellowships for short courses Tailor-made training courses Refresher courses NFP Master’s, NFP Short Courses and NFP PhD award fellowships to individuals. NFP Tailor Made finances tailor-made training courses that are designed to meet the specific training needs of an organization in one of the NFP countries. NFP Refresher Courses finances courses for NFP alumni who would like to prolong the effect of earlier learning and update their knowledge and skills.

More information about NFP More information about NFP, including the application forms, are available at Netherlands embassies and consulates or from Nuffic’s website: www.nuffic.nl/nfp.

Applicants for PhD studies, master’s degree programmes or short courses must first gain academic admission to the course of their choice before applying for a fellowship through the Netherlands embassy or consulate in their country. Also, they can only apply for an NFP fellowship if the course is on the NFP course list for that particular year.

In all cases, applicants are advised to contact the Netherlands embassy or consulate well in advance for specific instructions, and to inquire about specific local procedures and deadlines, requirements and selection criteria. These may differ from the general information provided on Nuffic’s website or in the brochures.

Huygens scholarship Programme The HSP Huygens programme is open to students from all countries of the world. It is aimed at talented students who want to come to the Netherlands in the final phase of their bachelor’s studies or during their master’s studies. Study can include research and/or practical training.

27

Page 28: International Scholarships Handbook[1]

The Dutch Minister for Education, Culture and Science has made four million euros available for international students coming to the Netherlands under the HSP Huygens programme. There is no fixed number of available scholarships, but the actual number is determined by the total cost of the variable components of the scholarships. Dutch studies candidates must meet the same criteria as all other candidates.

WOTRO: Fund for PhD Projects There are very few sources of funds available to international students wishing to pursue a PhD or doctorate. Availability of fellowships and research assistantships is limited. On behalf of the Netherlands Ministry of Foreign Affairs the Dutch foundation WOTRO manages a PhD fund which is aimed at strengthening the research capacity in developing countries by the provision of facilities to individual researchers to obtain a doctorate. These candidates should have links with a local institute in a developing country. The application for the PhD project should be signed by both a local and a Dutch promoter. The research must be development-related. The fellowship period is for a maximum of four years, based on a sandwich formula: an alternating residence in the Netherlands and the country of origin.

Contact WOTRO for more information on application details.

Scholarships for studies in Norway: Most Norwegian institutions have various bilateral agreements with foreign institutions of higher education. These agreements are usually designed for the mutual exchange of students, researchers and teachers. However, there are national programmes that offer scholarships and other types of funding for international students wishing to study in Norway. Certain restrictions and prerequisites apply for all these programmes. In addition, there are various stipends available offered by private and non-profit organisations

NORAD The Norad Fellowship Programme provides scholarships for students from developing countries to study Masters and Diploma programmes in Norway. The Norad Fellowship Programme is based on a vision that good educational opportunities at Norwegian universities and university colleges can contribute to increased competence in the South. Most of the courses in the programme are held in Norway and run over a period of two years. All courses are considered to hold a high academic standard.

The courses are part of the regular international programme of the institutions, and are offered in various academic fields. The Norad Fellowship programme also includes courses given outside Norway. Courses are offered at institutions in South Africa, Mozambique, Tanzania and Malawi. Around 110 students are accepted into the programme every year. The annual application deadline is December 1. To learn more about the Norad Fellowship Programme and find out if one is eligible to apply, visit the website of The Norwegian Centre for International Cooperation in Higher Education (SIU).

Quota Scheme The Norwegian government provides scholarships for students from developing countries and countries in Eastern Europe and Central Asia through the Quota Scheme. The objective of the scheme is to promote the internationalization of higher education. Currently, the scheme provides full scholarships for a total of 1,100 students, of which 800 are from developing countries and 300 from Eastern Europe and Central Asia.

Each year universities and university colleges in Norway are allocated a certain number of quota students. The scheme normally includes courses taught in English at Masters and Ph.D. level, in addition to certain professional degrees. In order to find out which courses are available under the scheme, institutions must be contacted directly.

The application deadline varies depending on course and institution. To learn more about the Quota Scheme and find out if one is eligible to apply, visit the website of The Norwegian Centre for International Cooperation in Higher Education (SIU).

General Scholarship Programmes:

Rotary International: Ambassadorial Scholarships

The Rotary Foundation's oldest and best-known program is Ambassadorial Scholarships. Since 1947 more than 30,000 men and women from 100 nations have studied abroad under its auspices. Today it is the world's largest privately funded international scholarships program. Through grants totalling approximately US$26 million, recipients from some 69 countries studied in more than 64 nations. The purpose of the Ambassadorial Scholarships program is to further international understanding and friendly relations among people of different countries. The program sponsors several types of scholarships for undergraduate and graduate students as well as for qualified professionals pursuing vocational studies. While abroad, scholars serve as ambassadors of goodwill to the people of the host country and give presentations about their homelands to Rotary clubs and other groups. Upon returning home, scholars share with Rotarians and others the experiences that led to greater understanding of their host countries.

Types of Scholarship Academic-Year Ambassadorial Scholarships provide funding for one academic year of study in another country. This award is intended to help cover round-trip transportation, tuition, fees, room and board expenses, and some educational supplies up to US$26,000 or its equivalent. Academic-Year Scholarships are the most common type of scholarship offered.

Multi-Year Ambassadorial Scholarships are for two years of degree-oriented study in another country. A flat grant of US$13,000 or its equivalent is provided per year to be applied toward the costs of a degree program.

Eligibility All applicants must be citizens of a country in which there are Rotary clubs (Pakistan

is included in the list). Applicants must have completed at least two years of college-level coursework or

equivalent professional experience before commencing their scholarship studies. Initial application must be made through a Rotary club in the applicant's legal or

permanent residence or place of full-time study or employment. Candidates cannot be Rotarians, Honorary Rotarians, or employees of a club, district,

or other Rotary entity or of Rotary International. Spouses, lineal descendants (child or grandchild by blood or legal adoption), spouses of lineal descendants, and ancestors (parent or grandparent by blood) of persons in the foregoing categories are also ineligible. Note that Rotarians and their relatives remain ineligible for scholarship awards for 36 months after a Rotarian has resigned from club membership.

The scholarships are not appropriate for students seeking to continue studies already begun at a foreign institution.

Persons with disabilities and members of Rotary clubs are eligible and encouraged to apply.

In addition to the criteria listed above, applicants for Academic-Year and Multi-Year Ambassadorial Scholarships must be proficient in the language of the proposed host country.

Robert S. McNamara Fellowships Program

Background The Robert S. McNamara Fellowships Program was established in 1982 by a resolution of the Executive Directors to "award fellowships for full-time study or research at the postgraduate level in fields related to economic development, to be carried out at a recognized institution in a Bank member country other than the applicant's home country". In December 1993, through a resolution by the Executive Directors whereby the Program was restructured, fellows were allowed to conduct their research in their home country. The award amount was fixed at US$7,500 to cover research costs through the twelve months fellowship period.

Since the inception of the Program in 1982, 230 fellowships have been granted to fellows from a pool of about 9,000 applicants representing all regions of the World Bank. The fellows have conducted research on a wide variety of topics in development related fields.

The Program has supported a broad mix of fellows, ranging from promising young men and women on the threshold of their careers to some of the most distinguished thinkers in the field of development. The Program's alumni include a number of eminent academics, policymakers, and leaders of civil society. The Program's Tracer Studies reveal a strong application of McNamara research in subsequent research initiative of the alumni.

Nearly 170 research institutions from over 70 different countries have collaborated with the Fellowships Program. The Program has disseminated the research information through publications.

While the Program provides support and encouragement to promising fellows, it has not been able to attract applicants with the highest potential who seem to be more interested in research associated with earning a degree.

HEC: Higher Education Commission for Pakistan

Faculty Development

The major thrust of programs being developed by the Higher Education Commission is directed towards developing a strong base of Ph.D. level highly qualified faculty members. This involves scholarship programs for increasing the Ph.D. faculty base, as well as provision of enhanced facilities to existing Ph.D. qualified faculty to ensure that they have an intellectually stimulating academic career. The scholarship programs are being developed for students to attain Ph.D. degrees both within, as well as, outside the country. The Higher Education Commission here is guided by the principle of supporting excellence, as defined by universal indicators. Relevant areas, where the ability to provide quality education exists within the country, will be supported to the best possible degree in Pakistan. For other areas, where Pakistan is weak, scholarship programs are being developed.

Indigenous Scholarship Program

The indigenous scholarship programs have been developed in the light of successes and failures of numerous such programs implemented in the past decades. Care is being taken to ensure institutional support and capacity building along with provision of sufficient resources to the Ph.D. faculty supervisors and departments in which they will be functioning. These scholarship programs will be supported by institutional infrastructure development programs that will provide enhanced computational facilities, electronic linkages with institutions within and outside Pakistan as well as timely on-line access to archived literature. These scholarship schemes will also allow the students and faculty members to consult and work with their peers in other regions of the world by providing for travel grants as an inherent component of the program. To ensure quality of the Ph.D. dissertation work a necessary requirement of refereeing by international experts has been made mandatory.

Foreign Ph.D. Scholarship Program The foreign Ph.D. scholarship programs have been developed to develop a research base in areas of key importance to the social and economic development of Pakistan, and in which the relevant facilities are not available inside the country. Here special care is being taken to ensure that the Ph.D. scholars have guaranteed employment on their return to Pakistan as well as sufficient start-up funds to setup a program of research and development in their respective areas of specialization. An innovative feature of the foreign scholarship program is the provision of travel and support funding for the Ph.D. supervisors of the respective scholars to visit Pakistan, as well as, for the scholar to continue interactions with the respective research groups at his alma-mater. The foreign scholarship programs are being concentrated in host countries having advanced standards of education combined with low tuition costs.
