Rule 116

•  Panel established by the IAAF Race Walking Committee using criteria approved by the IAAF Council

§  In Competitions organised under Rule 1.1(a), all shall be members of the IAAF International Panel

§  In Competitions under Rule 1.1(b), (c), (e), (f), (g) and (j), all shall be members of either the International or Area Panel of Race Walking Judges

•  Number of Race Walking Judges varies depending of the type of the competition and the length of the circuit (road races)

New Attention through Media and Social Networks

Those new forms of communication are, on one hand, a big opportunity but, on the other hand, are a diffusion of messages not always correct. This means that you need:

•  more professional attention •  more knowledge •  more capacity in the proper application of the rules •  high capacity in the management of the competition •  a strong reduction of errors

Every day we witness comments and interventions about race walking and its judgement.

Blogs on this subject are numerous, as well as discussion groups or individual interventions.

Especially on the occasion of the major events (challenge meetings, international races, etc.) athletes, coaches or simply fans of our sport comment on the races and the judgment, with the addition of images and videos in support of their thesis

This, though sometimes instrumental and being clear that you cannot judge through pictures or video, sometimes creates embarrassment highlighting inconsistencies between the rules and the images

THIS MEANS THAT THE JUDGES’ ABILITY TO MAKE A FAIR JUDGMENT IN ACCORDANCE WITH THE RULES IS MORE OFTEN CALLED INTO QUESTION

Loss of contact and bent knee – the two fundamental aspects of our Rule

Analysing the summary sheets of the major

events of the last two years, we note that, at the

international level, loss of contact is in general

more correctly judged than bent knee.

It is not however easy to understand why the number of disqualifications

is higher in 50 Kms than in 20 Kms

Maybe because more time for judging = more disqualifications?

This is not a good philosophy

The high percentage of offenses reported for bent knee is not usually

shown through the video images of the events while (see next slide) the

loss of contact with flight phases often very pronounced (bearing in mind

that it is an image or video) appears very often. In some cases it is

difficult to argue that they are not visible to the human eye.

ALSO FOR THIS REASON, AND TO INCREASE THE CAPACITY OF THE JUDGES TO BE CLEAR ON THE TYPE OF ERROR, THIS YEAR’S EVALUATION VIDEO WILL REQUIRE NOT ONLY THE DETECTION OF AN ERROR BUT ALSO THE REASON

•  Summary Sheets indicating the yellow and red cards issued to the athletes during a race by the single judges on duty are not always released to the athletes or teams after the competition.

The purpose of this proposal is to offer youngsters a tool for an adequate education and understanding of the race walking rule, not only practical but also philosophical and based on those values which are at the very heart of this sport. But also to boost the appeal of the discipline that could increase participation in race walking from these very youngsters.

This new regulation will not only give more certainty to the young walkers by reducing the number and the impact of the disqualifications and allow them to gain confidence in the judgement system, but that it will also become a valid educational instrument and for the better understanding of the rules
