Paper Title: Estimation Methods of Cost of Competitiveness Potential of a Transport Enterprise
Abstract: The article deals with a methodological approach to the cost estimation of competitiveness potential
of a transport enterprise. The sequence of estimation of competitiveness potential of a transport enterprise is
suggested to be carried out in several stages. A competitive status of the transport enterprise is defined at the first
stage by means of a construction of competitiveness matrix. The competitiveness coefficient of transportation
service is defined at the second stage. Then competitiveness of all services of transport enterprise is analyzed and the average value of competitiveness of all transport and related services is obtained by means of defining
the estimation. Having defined the indicators of competitiveness and the cost of transport enterprise, we estimate
market cost of competitiveness potential appropriately. At the next stage of the analysis of efficiency of control
of competitiveness potential it is necessary to estimate achievement of development aims and strategic plan of
the transport enterprise. In order to estimate the development efficiency and competences implementation and
competitive advantages in terms of the market we use traditional approach to the analysis of efficiency according
to the effect and cost of the resources spent for its obtaining.

Paper Title: Soil and Groundwater Ecological State Feature and Benefits of Newly Created Teaching
Methodology
Abstract: The methodology of the study of the soil and ground water ecological state, consisting of a complex
of experimental research and analytical calculations, was developed and presented. The complete cycle of
techniques is presented with a demonstration of examples of an analysis of actual soil and groundwater samples,
selected in one locality. To determine the content of other components of groundwater, the analytical-calculation
method has been applied. The presented cycle of pedagogical methods provides an opportunity to teach students
of ecology to master the methods of experimental study of the ecological state of soil and ground water, while
receiving the skills of analytical and accounting character and carrying out scientific research work. The
methodology allows to quickly and accurately determine the actual environmental state of the main components

of the environment. In addition to these advantages, the presented methodology can be applied in any chemical
laboratory without the use of expensive equipment. At the same time, the integrated methodology contains the
main key recommendations for land management. The developed methodology is useful not only in the
educational system of ecologists, land managers, but also for the training of specialists in all branches of the
agro-industrial complex with the need to study soil and groundwater, such as agriculture and oil and gas
extraction complex.

Paper Title: Modernization Principles of the Dual Education System Development in Hotel and Restaurant
Business
Abstract: The paper deals with the methodological principles of the dual education development in the hotel
and restaurant business considering the modernization paradigm. The preconditions for the formation of dual
education systems in different countries suggest that such an approach should be more appropriately applied to
practically oriented specialties. Analysis of the advantages and disadvantages of existing dual education systems
offers an opportunity to suggest ways to modernize them in the conditions of the information society
development. The paper proposes a system of principles (general and specific) on which the cooperation of higher education institutions and hotel and restaurant business should be based. The stages and methodological
approaches to the analysis of hotel and restaurant business modernization processes in the context of the
formation of a dual education system are substantiated.

Paper Title: Features of Non-Tariff Regulation of Construction Products Market in Ukraine
Abstract: The article deals with the issue of state regulation over the construction products industry. Analysis
resulted in the identification of two main forms of regulation: tariff and non-tariff regulation. Global practices
show the effectiveness of non-tariff regulation in the construction industry. Being a WTO member, Ukraine has
to implement the legal framework of non-tariff regulation, in regards to those aspects contributing to compliance
with the rating and standards of the European Union to ensure the quality of products. The main objective of
non-tariff market regulation is to ensure the quality of finished products, environmental protection, health and
safety of life. The national system of regulation, including technical rate-setting of the construction products
manufacturing must comply with the international documents ratified by Ukraine. The article analyzes the
domestic legal framework and proposes an algorithm for designing a national system of non-tariff regulation in accordance with international rules and standards.

Paper Title: The Transnational Corporations’ Activities and Their Impact on the Development of the Ukrainian
Consumer Market: The Globalization Aspect
Abstract: The paper deals with the methodological principles of the dual education development in the hotel
and restaurant business taking into account the modernization paradigm. The preconditions for the formation of
dual education systems in different countries suggest that such an approach should be more appropriately
applied to practically oriented specialties. Analysis of the advantages and disadvantages of existing dual education systems offers an opportunity to suggest ways to modernize them in the conditions of the information
society development. The paper proposes a system of principles (general and specific) on which the cooperation
of higher education institutions and hotel and restaurant business should be based. The stages and
methodological approaches to the analysis of hotel and restaurant business modernization processes in the
context of the formation of a dual education system are substantiated.

Paper Title: Praxeological Components of Biotech Companies’ Corporate Control Systems Integrated
Assessment
Abstract: This study is aimed at development of the theoretical foundations corporate control systems
modeling for biotech companies.Methods. The article uses the data about specialties of Ukrainian partnerships in
biotech industry corporate control distribution. These data are processed by analytical alignment. Achievement
of the objectives is carried out with help of general and special research methods, namely: dialectical approach,
analysis and synthesis, systematization and generalization Results. It is proved that the biotechnology market is
the most dynamically growing segment of the "new economy" that requires special attention from the
mechanism of corporate control implementation and distribution. Research presents the mechanism of leveling
corporate conflicts situations, distributed according with the levels of the partnership’s architectural model. The appropriateness of expanding the corporate control mechanism motivational component by means of reflexive
management tools has been developed. The scheme of integrating reflexive management tools into the
component of information provision of the mechanism of corporate control is determined. Conclusions. The
material presented in the article has a practical significance because, according to the results of the study
proposed mechanism allows to direct reflexive influence on formation among stakeholders a proper vision of
corporate control system architecture and content of its elements.

Paper Title: Ways to Resolve Global Problem of Collection, Conveyance and Disposal of Hazardous Medical
Wastes in Ukraine
Abstract: This scientific paper studies the procedure and specific aspects of collection, conveyance and
disposal of hazardous medical wastes in Ukraine. Drawing on analysis of the state of matters in the sphere of
collection, conveyance and disposal of hazardous medical wastes in Ukraine, we proposed effective ways to
resolve this problem. With a view to improve the procedure for collection, conveyance and disposal of hazardous medical wastes in Ukraine, we proposed, firstly, to strengthen public control over the state
procurement with the help of “DoZor public”, an online platform, where everyone can provide a feedback to a
state customer or supplier, society or law enforcement authorities regarding the conducted procurement
procedure, discuss and evaluate the terms of a particular purchase, and analyze purchases of a particular
customer. Secondly, insufficient control by the state also provokes emergence of such situations. In this context,
it is expedient to lift the moratorium on inspections of business entities by the controlling bodies. It has been
established that the main sources of generation of pharmaceutical and medical wastes in Ukraine are: medical
waste from hospitals, health centers, health resorts, outpatient clinics, etc.; materials from laboratories and
pharmaceutical manufacturing enterprises; tissues and body parts from surgical theaters; expired drug products;
medical devices; leftover medicines in the form of liquid medicines, pills, solutions, etc. in a household setting;
waste from pharmacies, pharmacy branches and pharmacy kiosks; packaging materials from drug products, etc. The author has investigated the main methods employed for destruction of poor-quality drugs in the form of
solid products, powders (pills, capsules, granules, powders for injection), semisolid drugs (creams, gels,
ointments) by means of encapsulation, inertization or high-temperature incineration.

Paper Title: Biosafety and Bioethics Are the Ground of Modern Biotechnologies Development
Abstract: This article summarizes different points of view in the context of scientific discussion on biosafety and the
legal regulation of biotechnology use by states. The legal regulation of biotechnology, as a rapidly developing branch of science, concerns, first and foremost, activities related to the development, use and transfer of technologies for the use of living organisms. The main purpose of this study is to verificate the need to develop a mechanism that, according to the authors, will be able to implement the state biosafety policy based on the development of certain standards by international organizations and that will serve as a platform for the formation of international biomedical law, through integration principles of bioethics into biomedical relations.
Object. The object of research is the norms of international law in the sphere of international legal regulation of the use of
modern biotechnology through the lens of bioethics.
Material and methods. The methodological basis of the research is comparative legal, dialectical, historical legal, comparative, and other research methods.
Results. As a result of the analysis of scientific sources and approaches to solving this problem, evidence of the need for a comprehensive study of the existing scientific array to highlight bioethics has been obtained, and therefore biosafety, as an independent scientific direction in the context of modern legal biotechnology research and as part of the national security of
the state.
Scientific novelty. The scientific novelty of this study consists in conducting comprehensive comparative analysis of the process of formation of legal norms for the protection of human rights. These norms are contained in existing international agreements on the development of biotechnology, from the point of bioethics as a component of state biosafety. Thus, the practical sphere of implementation of the results of this study is a modern international lawmaking process that must adequately reflect the most important aspects of the application of modern biotechnology by the states of the international community. These important aspects must form the basis of the international biomedical law and the Code of Bioethics.
Moreover, the authors make no claims a comprehensive analysis of the problem posed in their work, since many important aspects need further study.

Paper Title: Protection of Healthcare Workers’ Rights by Trade Unions and Biological Hazards in Ukraine
Abstract: The article deals with the issues of protecting the labor rights of healthcare workers by trade unions.
In particular, special attention is paid to the doctrinal and legal foundations of protecting the labor rights of
medical professionals by trade unions as well as the legal regulation of trade unions’ activities, their rights and
duties aimed at the execution of labor rights protection function in healthcare sector. It is also emphasized that
there is a great need to improve the protection of healthcare workers’ rights in the light of numerous biological
hazards in the healthcare sector. By the means of system analysis, historical and comparative methods a number
of gaps and inconsistencies in the current Ukrainian legislation concerning the powers of trade unions and the
rights healthcare workers have been revealed. Ways to improve this legislation by addressing those gaps and
inconsistencies have been suggested.

Paper Title: International Experience of using Parallel Imports to Ensure the Accessibility of Drugs
Abstract: The issue of IP rights protection of goods transferred through customs borders, in particular,
medicinal products, became topical with the development of international trade. That is why there are many
discussions on the parallel import and use of the rights expiration concept in the framework of modern
integration processes. The article defines and discloses the features of the use of parallel import measures in the
markets of original medicines and generics in different countries of the world and ways of ensuring fair
competition in the specified markets; it also analyzes measures to stop anti-competitive behavior. The author also proves that parallel importing issues have not been properly resolved yet. Typically, parallel import matters
are considered in terms of counterfeit products or the use of unfair competition in international trade. The
problem of parallel imports is important not only in relation to a trademark use, but also in relation to the use of
other types of intellectual property, inventions, etc. The approach of legislators and judicial practice to the
prohibition or permission of parallel imports depends on the following factors: the ratio of interests of consumers
of goods and intellectual property holders; commitments made in accordance with international treaties, both in
the field of free trade (creation of a single market) and in the field of protection of intellectual property rights.

Paper Title: Mechanism of Commercialization of Innovative Technologies in the Agroindustrial Sector
Abstract: In today's highly competitive, dynamic and volatile conditions, the agroindustrial sector is able to
successfully operate in the market and take leadership positions to a large extent by developing and
commercializing innovations. The purpose of the article is to study the scientific and applied principles of the
development of commercialization of innovations in the agrarian sector in Ukraine as a direction of support of
its leadership positions in the world market of agrarian products. As a result of theoretical generalization and
comparison of the leading scholars’ views, the own approach has been substantiated to determine the content of the commercialization of innovations. Through systematic analysis, the current state of innovation activity in the
agroindustrial sector is analyzed and the tasks important for the present day are necessary to ensure the process
of commercialization of innovations.The prospect of changing the relationship between of higher education
sectors, agroindustrial sector, the government sector and the civil society sector as the elements of the Quadruple
Helix model are substantiated. The forms and methods for the commercialization of innovations in the agrarian
sector have been identified on the basis of the use of strategic and structural-functional analysis methods. The
conceptual approach to the formation of the mechanism of commercialization of innovative technologies in the
agrarian sector of Ukraine is proposed, the typical stages of implementation of the mechanism are determined.
The necessity of improving the infrastructure of the scientific and educational sphere in the direction of
commercialization of innovations in the agro-industrial sector is substantiated.

Paper Title: Health-Saving Technologies in the Context of Globalization
Abstract: The article raises problems of the value of human life and health in the context of globalization.
Health is defined as the starting point for human self-realization and is viewed from the point of view of the 63-67
philosophy of prevention and protection. The new paradigm of axiological perception of a person in the unity of
his physical characteristics and spiritual coordinates represents the problems of human health, quality of life,
opportunities and life expectancy as priorities for social development and public policy, which determines the
relevance of theoretical significance and practical development of this problem, the need for comprehensive
research in medicine. philosophy, sociology, law and education; improvement of methodological and
organizational approaches to the preservation of health, its formation and development.
The decline of public health in modern realities necessitated the study of effective mechanisms to increase its
level.
This article has identified and analyzed technologies that preserve human health. Attention is focused on a
healthy lifestyle and motor activity. Provides statistics related to human health and physical activity. Lack of physical activity is considered an important factor in causing noncommunicable diseases.
A large role in the formation of a positive attitude to their health is played by international projects aimed at
solving the problem of insufficient physical activity. The article discusses the most interesting technologies
aimed at overcoming physical inactivity. Revealed their positive dynamics. Effective Ukrainian strategies are
also emphasized.
The study showed that health-saving technologies are prevention and protection technologies that ensure the
psycho-physiological safety of a person. They embody strategies aimed at preserving and promoting health and
developing a healthy lifestyle. Presented in medical, educational, political and humanitarian discourses. Are a
condition for the development and self-regulation of personality.
These studies have shown that the formation of requirements for maintaining a healthy lifestyle is an important
social task of medicine, philosophy, sociology, pedagogy and other branches of human knowledge, each
individually perceived person and the whole society. In this regard, an integrated approach to its solution.

Paper Title: Methodical Specifics of Teaching Private Law in Higher Educational Institution of Ukraine
Abstract: In the article, the educational process is considered as an intellectual, creative activity in the field
of higher education and science, which is aimed at increasing and using the knowledge of the learners. Attention is drawn to the fact that private law should contain all the latest approaches to the modernization of European
society.
The educational process nowadays has on the aim two aspects: 1) education as system purposeful activity of
departments, which provide of transferring to students’ scientific knowledge and forming individual qualities; 2)
science as learning activity of students. In view of this, the activity of the teacher should be not only in the
design of the discipline, and in particular in its management. After all, the assimilation of any educational
subject, including private (civil) law, the way of the presentation of lecture material means the consistent
development of skills from such blocks of constituent systems as basic, methodological, general,
interdisciplinary, objective, etc.

It is noted that the goal of modernizing the teaching of civilized disciplines, in particular private (civil) law, in
the context of the reform of higher legal education in Ukraine should be aimed at: a) the development of
international legal education in connection with the development of educational plans, programs and other
components of education aimed at integrating modern legal education into the world of educational space; b)
encouraging the manifestation of individual scientific and practical activity among students in the analysis of
normative legal acts, jurisprudence, discussion of identified problems under the direction of a lector, etc; c)
stimulating the work of legal clinics and attracting as many students as possible to its work; d) creation of an
effective system of postgraduate training, advanced training of legal personnel, retraining, etc.; e) improvement of social protection of participants in the educational process at the expense of direct non-centralized financing
of higher educational institutions; f) creation of a system of funds for the support of legal education, social
protection of legal education and student youth, etc.

Paper Title: Forms of Modern Lawmaking in the System of a Theoretical and Applied Paradigm of Law
Knowledge
Abstract: In article authors established relevance of scientific knowledge of forms of modern lawmaking as
special communicative and institutional model of emergence and development of law. High level of relevance of 78-82
scientific knowledge of forms of modern lawmaking of the system of a theoretical and applied paradigm of law
knowledge proved. The expediency of allocation of forms of modern lawmaking proved. Based on
generalization of forms of modern lawmaking their characteristic as a law knowledge subject component is
specified.
The doctrinal form of lawmaking can be characterize within the following provisions. It is noted that forms of
modern lawmaking are the category designating: first, the spatial component, that is characterizes (reflects)
external manifestation, a certain model, a stamp of the studied phenomenon; secondly, the substantial
component as covers regularities of content of formation of law, includes the system of its elements and features of interaction between them; thirdly, an organizational component which is based on understanding of a form as
special means of the organization of content of lawmaking. It is proved that based on this complex
understanding of forms of modern lawmaking, it is expedient to continue a research of its theoretical and
practical aspects.

Paper Title: Economic Journalism as a Modern Educational Trend
Abstract: The article deals with peculiarities of the process of training economic journalists in the context
of contemporary educational challenges and trends. On the basis of generalization of modern Ukrainian media
practices, systematization and interpretation of scientific researches, related to the topic of the article, analysis of
educational programs and curricula of institutions of higher education, the authors argue the justification and
expediency of the specialization "economic journalism" on the problem-thematic principle.
The content of the concept ‘economic journalism’ is defined in terms of functional purposefulness, attention is
focused on its expressive analyticity. The tasks of the economic segment of Ukrainian journalism are formulated under conditions of deepening democratization processes and development of civil society.
The disadvantages of this segment of media discourse are determined (focus on narrow audience, superficiality
and unprofessional performance of the coverage of economic issues, selectivity, fragmentation of the media
picture of the economic sphere of social activity, etc.). The topicality of specialized training of economic
journalists, in particular – and in combination with other subject areas – is emphasized. Content components of
economic journalists training is defined as a combination of actual journalistic and economic blocks of
knowledge and the involvement of data on processes in related social sectors. Methodological principles, such
as: practical orientation, integration nature, use of interactive teaching methods, design technology; effective
forms of organization of the process of training journalists of economic specialization (e.g. master classes,
different types of practice); work on complex creative projects (television, radio, press, internet, photo projects,
etc.) are formulated.

Paper Title: Topical Issues of Criminal Liability of Medical or Pharmaceutical Workers under the Criminal
Code of Ukraine (Article 140 of the Criminal Code of Ukraine)
Abstract: The issues of Improper protection of rights and legal interests of the patients due to improper
performance of professional duties by a medical or pharmaceutical worker are considered. In particular,
problems arising during the application of the norm of criminal liability for specified socially dangerous acts are
considered. At the same time, cases of serious consequences to the patient's life and health due to a medical error
or actions of medical or pharmaceutical workers committed in the absence of fault are considered although they
result in the death of the patient or other grave consequences. Particular attention is paid to iatrogenic mental illness, caused by improper professional activity of the medical workers and peculiarities of the psyche of the
patients. Particular attention is paid to the study of the practice of the European Court of Human Rights
regarding the legal guarantee of the right to life in Ukraine in the context of criminal proceedings. Ukraine is a
party to virtually all international human rights treaties. It imposes on it the obligation to adhere to European
norms in the field of human protection. The need for comparative study of laws and effectiveness of their
application at the present stage of society's development is due to the process of globalization affecting today not
only economic and political processes but also the process of lawmaking. This requires the lawyers of different
countries to join in the development of the theoretical foundations of lawmaking to formulate in the aggregate
knowledge about the effect of laws based on world legal traditions and experience of the separate states. The
complex structure of the health care organizations has led to the need for new models of healthcare professionals
to ensure the quality of care and patient safety. In the current situation, patient safety is one of the new
challenges faced by the medical students in undergraduate and postgraduate education. This involves incorporating a patient safety culture into curricula, in particular for the doctors and other health care
professionals. The scientific article is aimed at solving the issues of criminal law protection as the rights of
people in need of the medical services as well as medical and pharmaceutical workers who provide these
services.

Paper Title: Trends and Determinants of Lifelong Learning: Regional Differences in Europe
Abstract: The article analyzes lifelong learning indicators and trends in 33 European countries (EU
member countries as well as Norway, Switzerland, Iceland, Macedonia and Serbia) based on Eurostat and World
Bank data for 2002-2017. The problems of determining qualitative indicators of lifelong learning as well as
monitoring and analysis of learning outcomes are revealed. The necessity for the creation of countries’ own
information systems, in which the data are detailed by age and gender, types of education, learning and
development methods is substantiated.
The correlation analysis of the following quantitative indicators is carried out: early leavers from education
and training, tertiary educational attainment, young people neither in employment nor in education and training,
employment rates of recent graduates, adult participation in learning, formal and non-formal education and
training participation, GDP per capita. Regional differences in life-long learning trends in Europe are identified
by the method of tree clustering. The quality of the differentiation is iteratively optimized by the K-Means method. Three clusters of countries are distinguished which essentially differ in the following parameters:
tertiary educational attainment, employment rates of recent graduates, adult participation in learning.
Determinants of the lifelong learning development are analyzed in the context of achieving the sustainable
development goals. The propositions on priorities in elaboration of the further lifelong learning policy for each
clusters are substantiated, taking into account the need to adhere to the principles of social justice and economic
efficiency.

Abstract: The article deals with highlighting the relevance of the new direction of psychology of business,
leadership and communication for the modern labor market. The emphasis has been placed on the fact that the
modernization of educational programs promotes Europeanization and improvement of the quality of training so
that specialists can operate in intercultural professional environment, and the quality of scientific research leads
to constant search in order to ensure the competitiveness of graduates, spread of values and formation of a
positive image of the country.
The work presents the educational program “Psychology of Business and Management” for the training of
specialists in the psychology of interpersonal and business communication, business counseling, psychological assessment of the staff, personnel management, legal support, organizational behavior and applied ethics,
prevention of professional deformations, gender differences in the field of management activities; media
psychology, psychology of advertising and public relations (PR) etc.
Methods for successful formation and development of students’ personal and professional skills (soft skills)
demanded by employers in order to provide their preparedness for being employed by business organizations
have been offered; the general socio-psychological basics of success in business have been outlined. A system of
values needed for leadership and success has been presented. The concepts of “success” and “successfulness” in

Paper Title: Influence of Speed Information Transfer on Safety of Society
Abstract: The article is sanctified to research of influence speed of information transfer on informative
safety of society. An author extrapolates the outlined problem through the prism of laws of physics, what a
conclusion allows to do about dependence of destructive energy of information on three indexes - volume,
closeness and speed of distribution. In case of opposition of two (or more) opponents, possibility of informative
threat is determined exactly by these parameters of the informative systems of each of them.
With development of informational technologies speed of distribution of information arrives at velocity of light,
that increases importance of comparison of volume and closeness of information. A researcher insists on a
necessity creation of such an administrative-legal paradigm that would provide the free and safe stream of
information into society, at maintenance of rights and freedoms of man and citizen.

Paper Title: The Professional Training Motives of Ukrainian Students on Specialty "Tourism" At Technical
University: Gender Index
Abstract: the article the problem of quality of preparation of specialists on tourism in the context of higher
education. Found that the problem of the quality of training of specialists in tourism, hotel, and restaurant
business in numerous studies abroad suggests mandatory inclusion into the educational process use of different
curricula, the formation of motivation of learning, considering the requirements of employers. Many studies

have revealed the motives of students of various countries to encourage them to study on the programmed for
hospitality and tourism. Most of the foreign studies have found out what motivates students to choose and study
in the hotel business and tourism program. In foreign studies, the influence of gender features and the course of
students' professional training on the differences in the motivation of training for Scientific and Technological
Progress were also studied. Study of the motivation of studying in foreign studies is aimed at studying the
motives and advantages of students from different countries, who have chosen to study the program scientific and technological revolution and Scientific and Technological Progress.
We studied the importance of the motives “educational and cognitive”, “professional”, “working”, “obtaining a
diploma”, “prestige of the university”, “approval of others”, “legal aspects”, “material support” for students of
the specialty “Tourism”. It confirmed that the motives of educational and professional activity of students of the
specialty "Tourism" are related to the success of specialized disciplines. Statistically significant gender
differences were identified in the success of the training of junior high school students in practice and in all the
specialized disciplines studied. It is shown that the most significant motives of professional training for
Ukrainian students of the specialty "Tourism" are the motive "working", "professional" motives and the motive
"obtaining a diploma". Studying the gender differences of students in motivation for studying in the field
showed that the motive of "material supply" and "professional" motives are significant for Ukrainian men, and
the motives for "obtaining a diploma" and "Prestige of Higher Educational Institutions" are significant for
Ukrainian women.

Paper Title: Psychological Provision of Processes Modernization of Metallurgical Production Management
Abstract: The article presents the results of processes ergonomic modernization of metallurgical
production management were discussed in two countries under new economic (market) conditions. The factors,
which define the tension in rolling-mill operator`s activity, were exposed. Some recommendations on 115-121
modernization of the existing technology and labor organization were formulated.
An analytical model of the organization of the research works devoted to the ergonomic modernization of man-
machine systems was developed. Searching and purpose-oriented investigations on the different stages of man-
machine system development and exploitation were modelled from the sketchy projection till the exploitation of
the system. Theoretical, system analytical and experimental methods were used. The practical value is the
creation of an ergonomic ensuring system of development, exploitation and modernization of difficult men-
machine systems and metallurgical production management processes.

Paper Title: Management and Harmonization of the Emotional States of Parents of Children with the Special
Needs
Abstract: The article is sanctified to the question of study of the psycho-emotional states parents as a
ponderable lever of forming of paternal position and motivation. It assists becoming and their active voice in the
processes of vital functions of own child and also acquisition of possibility self-realization. Our research is based
on the theory of self-organizing systems, the concept of synergetic as a paradigm of post-non-classical science,
socio-humanitarian and social synergetic. Expediency of application synergetic approach for the study of the
psycho-emotional states of parents consists in that situation in that there are families of children with the special
necessities characterized by instability and unforeseeableness, it is here known that exactly a synergetic engages
in the study of the unstable systems and opens possibilities for their self-organization. Application of psycho-diagnostic testing allowed to reduce the features of the emotional states us in 447 families, where children with
the special necessities. We have developed a psycho-synergetic intervention technology, which consists of 5
stages.
Application of this technology educed considerable improvements and harmonization of the emotional states
parents of children with the special needs, that on the whole positively affected internal domestic situation on the
whole.

Paper Title: The Nature of Information Security of Living and Non-Living Objects
Abstract: The author sees synergetics as a very interesting scientific approach to cognition. It seems to be
particularly effective in combining the theories of legal and natural sciences, for the simultaneous study of the
laws of society and the universe. For the purpose of his study of the possibilities of this theory, the author will
use synergetics in defining information processes, and especially in the field of information security. Therefore,
considering the conceptual foundations of synergetics, the emphasis will be shifted not so much to the study of
the mechanisms of self-organization of the information society as to the exploration of its management
capabilities. This is especially important in the context of the coexistence of organizational and self-organizing
components, the reduction of the role of anthropogenic factor, the ability to exist in full entropy and to predict
bifurcation periods.
In this article, the author will try to investigate the natural genesis of information accumulation, natural ways of
storing information and known storage devices. However, by comparing the natural and the artificial, ways of
transmitting and stealing information from natural and technical storage devices will be considered. An analogy
will be made between psychological intervention in the human mind (hypnosis, magic) to obtain information from the brain or subconscious mind and modern hacking attacks for the same purposes.

Abstract: Among the primary tasks of increasing effectiveness of the law enforcement activity the most
important is establishment of the system will allow to the agencies and units of the National Police with
supervisory staff who have necessary qualities for successful acquirement of the law enforcement profession, and further, to keep their efficiency, to increase reliability, to develop a professional potential. Thus the article
deals with modern approaches to the comprehension of professional competence and competencies of managers
of police units, reveals their essence and structure. It presents the main components of professional competence
of a police manager – planning and control, decisions making and responsibility, team work and motivating,
stress tolerance, as well as marks psychological tools for studying the level and structure of professional

Paper Title: The Future Psychologists’ Motivation to Work in the System of Inclusive Education
Abstract: The article is devoted to the research of the future psychologists’ readiness to work with children
with psychophysical disorders and exist in the conditions of inclusive education, according to the professional
and motivational component.
The average level of formation of the specified component is appropriate for 50,0%. These investigated
persons demonstrate mostly positive, but in some cases an uncertain attitude towards various aspects of the
future professional activity; in general, they are focused on self-development. Not all students entering
university, are guided by the desire to become a psychologist, just prevailing motivation to obtain higher
education. The low level is appropriate for 9,5%. The mostly negative or uncertain attitude towards various
aspects of future professional activity and insufficient level of motivation by choosing a profession, its prestige
and competitiveness is discovered.
It’s determined, that one of the main tasks of the practical psychologists’ professional training should be
development of scientific bases of their professionally oriented training to work in the system of inclusive education by eliminating small training courses and by creating integrative trans- and interdisciplinary
complexes. Activation of the professional and motivational component should take place by introducing into the
curriculum a special course "Fundamentals of Axiology" aimed in the professional formation of the system of
principles, norms, canons, ideals that regulate interaction in the inclusive educational environment.

Paper Title: Psychological Peculiarities of Future Doctors Neurotization under the Trilingualism Condition
Abstract: The three-factor structure of the phenomenon of neurotization has been proposed. The content of
the first factor, “Deficiency neurotization” is represented by the following personal traits of the trilingual
students: in fact, the deficiency of the I-functions, disadaptability, conformality, nostalgia, alienation,
unfavorable family situations, social tension, somatization, obsession, vegetative disorders. The content of the second factor, "Destructive neurotization", combines such phenomena as: the actual destructiveness of the I-
functions, the experiences of the great influence of the parents’ family, neuroticism, high social activity, somatic
disorders, depression, hysterical type of response, high interference of concepts. The content of the third factor,
"Anxious-ambivalent disadaptation" includes indexes of interactivity, depression, weakness of the I-function,
hostility, phobia, paranoyality, anxiety, neurotic depression, asthenia, receptive language competencies.
It has been established that the factors influencing the course of disadaptation processes are factors of
internal relation with the homeland, which manifest themselves in the sense of nostalgia and alienation.
Somatization of manifestations of anxiety through the system of vegetative, depressive disorders, with low
indexes of adaptability and high indexes of conformism, becomes one of the determinants of increasing neurotic
conflict.

Paper Title: Methodology of Forming a Comprehensive Mechanism for Public Administration of Service
Cooperation Development in Rural Areas of Ukraine
Abstract: with carrying out the decentralization reform public administration mechanisms play an important
role in ensuring the comprehensive development of rural areas. Expanding the use of such mechanisms in the
sphere of cooperation on the state level will facilitate development and support of small entrepreneurial forms, 152-156
common use of material and technical basis, emerging new working places, building social infrastructure and
engineering communications, providing qualitative services to citizens and preserving rural settlements. The
objective of the article is to identify constituents of the comprehensive mechanism of public administration for
development of service cooperation of rural areas in Ukraine and to integrate them into a coherent system which
would facilitate realization of the state strategies and programmes to achieve the Sustainable Development
Goals. The object of the research is a comprehensive mechanism of public administration for development of service cooperation. Research methodology is grounded upon the use of general scientific knowledge methods,
in particular, logical and semantic, induction and deduction for formulating definitions, systemic and situational
analysis for characterizing constituents of a comprehensive mechanism and identifying their interrelations.
Based on the systemic approach it has been defined that comprehensive mechanism is an integrated system
which combines interrelated and dependable functioning of legislative, institutional, organisational and
economic, financial and credit, information and communication as well as staffing mechanisms in the sphere of
developing cooperative movement in the rural localities. It is proved that every mechanism influences its
particular direction and is formed at the international, national, regional and local levels based on cooperative
values and generalized system of principles. Special attention is paid to the research of international and national
legislation to generalize the system of principles of cooperation, intermunicipal cooperation, public authorities
and public associations’ functioning, upon which the comprehensive mechanism for public administration of service cooperation development in rural areas of Ukraine is based.

Paper Title: Social Doctrine of Tourism: Cultural and Educational Aspects
Abstract: The theoretical approaches to the study of social doctrine, in particular the social doctrine of
tourism is considered in the article. The social features of tourism development in modern conditions are
reviewed. The basic approaches to understanding of social tourism as a separate type of tourism and its influence
on social development are analyzed. The social content of the tourist service is considered as signs of social stratification.
The content of the concept of social doctrine of tourism is defined. The necessity of development and
realization of effective social doctrine of tourism with the consideration of regional social specifics is
substantiated. The scheme of the functional structure of the social doctrine of tourism is developed. The features
of culture and education as the key components of the social doctrine of tourism are determined. The expediency
of improving the quality of vocational education in tourism has been substantiated in connection with the
intensification of social processes and raising the level of social and economic development.
