First keynote address was delivered by Dr. Narayanan Menon Komerath,
Professor, Daniel Guggenheim School of Aerospace Engineering, Georgia
Institute of Technology, Atlanta on "Towards Indian Energy Independence".
Dr. Narayanan Menon Komerath, during his keynote speech
He addressed the need of development of micro energy system to meet the
energy struggle in the country and reduce the dependence on other countries for
energy. Extensive use of renewable energy is necessary to meet the crisis. All
people are not equally benefitted by macro type energy production. Micro
energy system produces energy not in large scale, but meets the demand of each
individual to some extent. He gave an insight to various Micro renewable
energy systems like solar energy, wind power, hydrogen production etc.
According to him, using hybrid power generating concepts in reality will give
proper solution for a problem rather than using a single technology.
11
Second keynote address was on the topic “Changing cities – challenges to urban
planning” by Dr. Padmavathi P.
Dr. Padmavathi speaks on the challenges to urban planning
She focused on the causes and consequences of urbanization. She told that
deforestation, ozone layer depletion, and global warming are some of the major
threats to environment due to urbanization. She added that Govt. of India has
established schemes like JNNURN, Smart city mission, AMRUT for the
development in India. The main consequences of urbanization were food
problems, flooding, loss of bio diversity, decrease in agricultural land, climate
change etc. She appealed to the emerging engineers to consider the environment
prior to development.
After the inaugural and keynote sessions, academic sessions were started in the
various departments. The departmental events consisted of expert lectures and
technical paper presentations inclusive of online presentations. The sessions
were chaired by faculty and experts in the respective disciplines from leading
Educational Institutions and Research Organizations and faculty of the host
institution.
The details are described under separate heads.

waves during earthquake reach different supports of the structures at different
times. Simulation of seismic effects through experiments is very important for
detailed investigations. Various laboratory setups developed at Structural
Engineering Research Centre of CSIR Chennai to study the effect of earthquake
on structures were discussed in detail by the speaker. Pseudo dynamic facility
for inducing real seismic effect and analysis of simultaneous effect at different
17
locations of structure through integrated software was clearly explained. Liquid
tank experiment, push over test to get lateral force and displacement relation
were also presented. Application of smart materials like shape memory material
(Nickel Titanium Alloys) as dampers educes the effect of earthquake. Methods
to enhance safety of structures like vertical regularity, intermediate bands, use
of ground isolaters and the rehabilitation by way of retrofitting were also

- 2015) from 9th
to 11th
of December 2015.
Day 1
Invited Talk on Development and Design Of Intelligent Sensors
PICC- 2015 started with an invited talk by Prof. G. Panda, FNAE, FNASc.,
FIET, School of Electrical Sciences , IIT Bhubaneswar on " Development and
design of Intelligent sensors".
Prof. G. Panda kick started the PICC with a talk on 'Development and design of Intelligent sensors’
44
Listeners to Prof G Panda
In his talk he stressed the vital role of sensors in agriculture, environmental
monitoring, disaster management, smart grid, healthcare and manufacturing.
This has been possible through sensor networks. However these sensors have
some associated problem such as linearity constraint which limits the
performance of these sensors. He suggested signal approach which will
alleviate these limitations. As a first step through adaptive identification
technique a sensor will be modeled by a nonlinear model to assess its level of
malfunctioning. Then linearization of the sensor will be carried out by
connecting an adaptive inverse model in series with a physical sensor. This will
enable the sensor to offer linear characteristics from zero to full range. During
the talk different artificial neural network based direct and inverse models were
discussed for various physical sensors. Simulation and experimental based
results were also presented. The talk dealt with many research issues in cutting
edge areas of intelligent sensors.

Dr. Kunal Narayan Chaudhary delivers a lecture on Sparse Models and Alogirthms for Image Processing
78
Audience listening to Dr. Kunal Narayan Chaudhary
Abstract of the talk
Most natural signals such as speech, audio, and images have sparse
approximations. That is, they can be accurately described using a small number
of coefficients in some appropriate basis, e.g., the Fourier or wavelet basis. This
fact has classically been exploited for signal compression, namely, to convert
large image and video signals into substantially smaller formats like JPEG and
H.264 without compromising the data fidelity. Over time, it became gradually
evident that sparsity had relevance and utility beyond just compression. In
particular, it was realized that one could use sparsity (and allied notions) as
models for signal processing. Powerful algorithms based on these models were
proposed that led to state-of-the-art results in various signal processing
applications. The talk gave an introduction to various sparse models and
algorithms that are now used in image processing.

113
Audience at the invited talk
According to him planning was a public domain which was future oriented and
conditioned by the past and the present. He further added that the process of
planning was significant but more significant here was the team work involved.
He threw light to the present progress of planning towards a direction with the
least regard to the sociological factors involved. Dr.Razak elaborated on the
principles of governance, meaning of participatory governance and on the shift
from “government to the governance” and from “governance to e- governance”
scenario in India. The various other concepts like Green Houses, Green
neighborhoods, Social neighborhoods, and Disabled-friendly neighborhoods
were mentioned and left for thought among the audience throwing an insight for
a Coordinated Community Development. The session was concluded with a
