•Internal Quality Assurance System (IQAS):

The IQAS booklet was launched in January 2014 after a consensusamong various stakeholders in KSAU-HS. A task force of academicleaders from all three campuses of KSAU-HS oversaw the developmentof this useful document; it received the approval of the UniversityCouncil in Jan 2014. The IQAS booklet carefully aligns with theNational Commission for Assessment and Academic Accreditation(NCAAA) policies and standards, while at the same time clearlymoving beyond accreditation to establish a culture of quality. Theorganizational structure of the University, shows the relationship of theDeanship of Quality Management (the Center for Quality Assurance) asit is nested within the Development and Quality Management Affairs.

Much of the near-term and long-term work needed to implement thiseffort will involve providing faculty development workshops to preparefaculty for their roles in evaluation. As the IQAS report indicates, thequality assurance system will operate in a collaborative manner with theexisting faculty development programs already in existence within theacademic and non-academic units.

• Development and Quality Management Affairs (DQMA) formed a Steering Committee responsible for quality assurance and academic

accreditation. The Steering Committee is chaired by the Vice President of DQMA and Reports to H.E. the President. The Steering Committee

meeting held every 4th Wednesday of the month and involves members from all KSAU-HS branches: Riyadh, Jeddah and AlAhsa. The

Steering Committee plays a main role in the internal Quality Assurance System at KSAU-HS in order to:

• To build the quality assurance culture and provide the needed stakeholder’s support.

• To conduct period reviews of the IQAS performance and make recommendations for its enhancement.

• To monitor, enforce and disseminate standards and best practices to enhance the practiced quality.

• To expand the institutional network with quality assurance expertise and quality assurance institutions.

• To develop practiced guidelines and advisory statements when required.

• To enforce regularly all guidance and requirements issued by the Council of Higher Education and national accreditation bodies.

• To develop, unify and review the report formats, benchmarks, KPIs, and processes to satisfy accreditation standards and other additional

parameters as deemed necessary.

• To identify areas those requires improvements and propose appropriate solutions.

• To oversee the faculty and staff enhancement activities at the University level.

• To deal with any related matters to quality and accreditation.

• In the first Steering committee meeting the members discussed the importance of creating the quality culture in the University.

DQMA delegate the responsibility to the Deanship of Quality Management (DOQ) to conduct Quality workshops in the University.

In 2014, DOQ was activated and started to focus on spreading the awareness of quality and accreditation. DOQ is responsible to

organize and arrange internal and external Quality workshops in order to build skills among KSAU-HS community. DOQ conducted

4 different workshops in 2014 that related to quality assurance and academic accreditation. The goals of the workshops are:

• To provide an opportunity for faculty and employee to enhance their understanding of IQAS and to consider the infrastructure

and resource needs to implement IQAS at the institutional in the academic and non-academic level

• To practice using NCAAA standards and requirements and test the IQAS implementation plans in order to enhance efficiency

and reduce duplication of effort and resources

• To understand the requirements for NCAAA accreditation process and expectations

• To engage faculty in problem solving around NCAAA selected issues , and understand their roles to support the institution’s

application for accreditation

• Principles of Quality in Higher Education Campaign, January 7, 2014

In January 7, 2014, the University launched a seminar and workshop of Quality and accreditation in higher education organized by

Development and Quality Managements Affairs. The president of KSAU-HS H.E Dr. Bandar Al Knawy launched the activities of

“Principles of Quality in Higher Education” campaign that included: IQAS and DQMA website.

This campaign hosted two international Speakers: Dr. Daniel Hunt and Dr. Barbara Barzansky from American Medical Association and

local speaker: Dr. Bothyna Murshid, Associate Professor, College of Nursing, KSAU-HS and Consultant, NCAAA. The campaign was held

to promote the culture of quality and supports academic accreditation processes in the academic and non-academic units.

• NCAAA Application Approval , April 3, 2014

DQMA kicked-off NCAAA application approval campaign on the 3rd of April. The campaign announced the completion of NCAAA

requirements that includes: self-study report, self-evaluation scales and 239 supporting documents.

DQMA arranged two campaigns during 2014:

1.5 Lunching the Deanship of Quality Management with appropriate manpower and sufficient resources

• Development and Quality Management Affairs announced the activation of Deanship of Quality Management, KSAU-HS Riyadh

branch on 27 October 2013. In the beginning of 2014, DQM has been activated and qualified manpower has been hired. DQM in Jeddah

and AlAhsa will be soon operated and controlled by the main branch in Riyadh.

• After the preparation of the NCAAA self-study report, DQMA came up with 43 initiatives that could enhance the quality services

provided by the University. DQMA received 34 enhancement proposals from different academic and non-academic units in the year

of 2014. The percentage of the initiatives that are done or still in progress is around 32%.

2. Automate the quality assessment processes within KSAU-HS:

• As part of the Internal Quality Assurance System, KSAU-HS aims to automate all of its processes and operations that maintains the

excellence required of accredited programs in the University and provides feedback and dashboards activities related to quality. By

automating the quality assessment processes, the University will reduce the amount of time in performing tasks and ensure the

correct outcomes every time. In the mean time, the University data can be read from or written to other systems automatically,

which provides a single point of access for users. Here are some of the recent actions and resolutions taken to automate the quality

assessment processes within KSAU-HS:

2.1 Creation of Unified University Survey

• Surveys are important scientific tools whereby academic institutions collect data to assure quality, enhance

processes and increase communication between stakeholders and university leaders. King Saud Bin Abdulaziz

University for Health Sciences has adopted AJWAD as a means to streamlining the process of data collection

from its stakeholders.

• AJWAD consists of several electronic surveys used to assess and demonstrate the university’s progress in

achieving academic and administrative excellence. AJWAD will be accomplished through a collaborative effort

by all stakeholders, which will include students, faculty, alumni and university employees.

• By the end of 2014, the University published three unified surveys which are:

Responsibilities:

The Deanship of Quality Management is responsible for governing the processes of university surveys. It is also responsible for preparing and

finalizing surveys questionnaire and any related APP.

The Corporate Educational Technology Services and the University Information Technology Services are responsible for implementing and

distributing the surveys.

• Program specification main role is to help better planning, monitoring, and improving the programs. The

program specification should contain the necessary information that demonstrates meetings the set standards of

NCAAA and National Qualification Framework. In addition, program specification considered a major

reference for the process of accreditation. It includes information regarding the program, learning outcomes for

the five main domains, methods of assessments, and key performance indicators. The Deanship of Quality

Management has emphasized the importance of completing program speciation. As a result, these are the list of

programs in King Saud Bin Abdulaziz University for Health Sciences that acquired the program specification

approval after completing the requirements:

• It is very essential to have individual course specification prepared for all courses in a program. The availability

of such documents will complement the program specification and will ease the process for improvement

planning. Course specification should include a full list of intended learning outcomes, knowledge, and skills

which will be acquired in the given course. In addition, a complete teaching strategy should be included as well.

The Deanship of Quality Management in collaboration with Educational Technology is developing an automated

form. The purpose is to ease the process of completing the form for faculty. The automated application is at the

final stages of developing. The expectation of launching is at the end of this academic year 2014/2015.

The dashboard for quality assurance processes was expected to be implemented and launched by end of 2014.

Unfortunately, the creation rate was 0% and hopefully in 2015 there will be an improvement.

• The IQAS was conceived and presented to different stakeholders, academic and non-academic. After a thorough

review and consideration of different suggestions and comments, the IQAS received approval from the Vice

Presidents, H.E. the President, and the Scientific Council on 05 Jan 2014.

The University conducted different electronic surveys as mentioned above in order to assess progress for continuous

improvement. After receiving the assessment from stakeholders, the University has to analyze, interpret and propose

action plans to address weaknesses and improve performance.

4.1 Producing approved document of the University’s KPIs

The University defines more than 30 Key performance indicators to evaluate the success of the University and of

any particular activity in which it engages. 50% of them were requested by the NCAAA KPIs and the rest were

requested by MOHE (AAFAQ) KPIs.

• To provide an efficient way to store, retrieve and analyze KPIs, the University tends to use special software for this purpose. IT- Blocks

Higher Education KPI’s Indicators Software System has been built to provide the University with a ready-made solution that covers

most of its academic KPIs. With more than 80 KPIs implemented in the system, it provides a comprehensive solution for the University.

The system is still under process and expected to go live in the next few months.

4.2 Proportion of implementing KPI’s Indicators Software System (Reporting system)

Reporting and Analytics System for KSAU-HS (RASK) project aims to create a reporting and analytical environment that uses a single

data repository. The KSAU-HS data repository will hold the required KSAU-HS historical data by extracting it from the available data

sources. RASK would put in place a framework for extracting, transforming, and loading data to construct KSAU-HS “Enterprise Data

Warehouse” )EDW( system. The initiative of the RASK project has started by the Development & Quality Management Affairs

(DQMA) and developed internally and collaboratively with Information Technology Services, Administrative and Financial Affairs, and

Educational Technology departments. The importance of having a reliable reporting system was emphasized by DQMA in the KSAU-

HS Steering Committee meeting, held in Sept 2014. The committee made a resolution that is approved by HE Dr. Bandar Al Knawy,

President, KSAU-HS to create a subcommittee to start the project planning phase that has members from the steering committee and

other stakeholders. The project is aligned with the “Business Reporting & Analytics” strategic priority stated in the KSAU-HS IT

Strategy Document (2011-2015). The outcome of this project is expected to support KSAU-HS achieve its defined vision “to be a

“Center of Excellence, offering the best evidence-based health education and utilizing concepts of information technology to attract the

best students and faculty”.

4.3 Proportion of implementing the Unified University Database (Reporting and Analytics System for KSAU-HS)

• 5.1 Strategic Plan Report

The Strategic Plan report was issued in the beginning of 2015 by Development and Quality Management

Affairs (DQMA) to provide an overview about the University Strategic Plan from 2008 till 2014. The

report provides a brief summary of the University mission, vision, goals and academic programs. The

report also covers the University strategic objectives and shows how its aligned with the indicators of

performance management.

• 5.2 AAFAQ Report

The Development and Quality Management Affairs (DQMA) received the AAFAQ report for 2013-2014

that reflects the University performance in comparison with other Universities within the Kingdom.

DQMA distributed the AAFAQ report to the respective academic and non-academic units to notify them

about their related KPIs status in order to do the necessary action for improvement.

• 5.3 IQAS Report

The Development and Quality Management Affairs (DQMA) is planning to produce an annual report

about the Internal Quality Assurance System. This report is considered the first report produced by

DQMA that document the progress of the Internal Quality Assurance system during the year of 2014.
