1 Introduction

These guidelines set out the requirements of the Saskatchewan Ministry of Energy and

Resources (ER) for regulating the application processes in relation to transmission pipeline

segments. All licence applications are submitted through Saskatchewan’s Integrated Resources

Information System (IRIS). Please, note that IRIS is the registry and legal record for the

segment.

These guidelines replace the previous manual application process, which applied only to

transmission pipeline segments generally involving higher pressure and volume pipelines that

transport substances between different types of facilities such as tanks, storage facilities,

terminals, etc. The automated risk informed process has been integrated into IRIS to facilitate

industry self-service.

Definitions

“amendment” means an approval for the licensee to alter the segment from its original

design.

“abandonment” means the permanent deactivation of a pipeline or part of a pipeline, whether or not it is removed. “adverse effect” means impairment of or damage to the environment or harm to human

health, caused by any chemical, physical or biological alteration or any combination of any

chemical, physical or biological alterations.

“BA ID” means the business associate identification number assigned to an approved user of

IRIS.

“bank” means the rising ground bordering a water body or watercourse that serves to confine

the water to the channel or bed. (the definition is for determining set back, is intentionally

different from the survey act)

“break (valley)” means the point where a change in slope of the ground demarks uplands from

the fluvial hills dropping into valley bottom, which includes watercourse and coulees.

“certify” means to seal as defined in Section 21 of The Engineering and Geoscience Professions

Act.

“discontinuation” means the temporary deactivation of a pipeline or part of a pipeline where the licence for that pipeline remains in effect. “engineer” an engineer who is a professional engineer whose registration pursuant to The Engineering and Geoscience Professions Act is in good standing. “ER” means Saskatchewan Ministry of Energy and Resources.

“fish” means any species of fish and includes:

any aquatic crustaceans, aquatic molluscs or aquatic invertebrates;

any eggs or sperm from any fish; or,

any part or parts of any fish.

“fish habitat” means spawning grounds and any other areas, including nursery, rearing, food

supply and migration areas, on which fish depend directly or indirectly in order to carry out

their life processes.

“free standing liner” means a tubular product that is inserted into a buried pipeline to form a separate free-standing pressure-containing pipe. “Horizontal directional drilling (HDD)” means a trenchless construction method using

equipment with a guided drill head to create an underground path for pipe installation by

pushing or pulling.

“in kind” means the replace/re-route/repair sections are identical, of the same material, or evaluated as being equivalent or exceed the requirements and suitability for the licensed purpose and operating conditions.

“in proximity” means the pipeline is potential to have an adverse effect on the watercourse in

accordance with an assessment. This determination is the responsibility of the applicant and

will require all relevant factors to be taken into consideration. This may include, but is not

limited to; flow rate, transported substance, inspection frequency, leak detection, as well as

distance and elevations in relation to the watercourse. It will also be the responsibility of the

applicant to document this assessment.

“IRIS” means the Integrated Resource Information System. “legacy licence” means the legacy licence defined in Part VI of the PA. “MPR” means Minimum Pressure Rating.

“no drill zone” means the upper limit of the drill path as determined by an engineer. This limit

is intended to ensure the drill path is maintained within subsurface soil suitable for directional

drilling and to ensure the drill path is below zones where there are slope stability concerns.

“non-standard pipe material” means any material type, material standard, or grade that has

not been previously approved by the Ministry of Energy and Resources.

“pipeline segment/segments”: means a pipeline that is identified using a Segment ID under a

pipeline licence number.

“previously exempt pipeline” means the previously exempted pipeline defined in Part II of

the PA.

“repair” means a pipeline replacement where the repair section

is less than 100 m long; and,

is within the existing right-of-way.

“risk rule” means a rule that the system runs resulting in a high-risk submission.

“segment” means a transmission pipeline that is identified using a Segment ID.

“shapefile” means an ESRI vector data storage format for storing the location, shape, and

attributes of geographic features. It is stored as a set of related files and contains one feature

class.

“SMYS” means Specified Minimum Yield Strength.

“Subject Matter Expert (SME)” means an ER representative that has specific knowledge and is

authorized to make informed decisions on applications, in certain fields of work/expertise.

“transmission pipeline” means a pipeline as defined in Section 2(j) of The Pipelines Act, 1998.

“trenchless” means a crossing installation method which does not disturb the bed, bank or

boundary of any watercourse or water body.

“validation rule” means a rule that the system runs that prevents the user from making a

submission.

“water body” means a body of water or an area where water flows or is present, whether the

flow or the presence of water is continuous, seasonal or intermittent, or occurs only during a

flood.

“watercourse” means a gully, valley floor, drainage ditch or any other channel, including any

artificial channel, in which water flows either permanently or intermittently.

2 General Requirements

Scope

This section outlines all general requirements that apply to the transmission pipeline

segment(s).

The data attributes are divided into licence level attributes, segment level attributes and

submission level attributes. Various data attributes will allow ER to determine whether each

proposed segment meets the regulatory requirements, including design as defined by latest

version of CSA Standard Z662, Oil and Gas Pipeline Systems.

Licence

The illustration below depicts an example licence and its associated segments:

A licence is a mechanism for operators to group segments together. The following data

Issued The licensee has been issued a licence for the segment(s).

Suspended Ministry has temporarily suspended a licence for non-compliance reasons or other.

Cancelled Ministry has permanently cancelled a licence for non-compliance reasons or other.

2.2.2 Licence Level Data

The licence level attributes are listed in the table below:

The ER-IRIS licence number that identifies the licence upon approval. If the licence number is issued prior to IRIS Pipeline Module, the format of a licence number is PL-XXXXX (e.g. PL-01234). If the licence number is issued after the IRIS Pipeline Module launch, the format of a licence number is PL-XXXXXXXX (e.g. PL-00000123)

Industry Licence Ref #

The industry licence reference number that identifies the proposed licence based on internal industry standards/practice.

Licence Type The overall type of the licence being issued:

o Pipeline

Licence Name The applicant provides the name for the licence.

Licence Substance

The primary substance being transported in all segments under the licence. This is a drop-down list of substances. If the proposed licence has a mixture of multiple substances, the applicant selects the substance which has the highest concentration within that mixture of substances.

Substance Subtype

If applicable, the subcategory of the primary substance being transported in all segments under the licence. This is a drop down list of subcategory of licence substance. The substance subtype is only mandatory if the primary substance is “Miscellaneous Liquids” or “Miscellaneous Gases”.

Maximum H2S (mol/kmol)

The maximum allowable concentration of hydrogen sulphide (H2S) present in the substance for each segment under a given licence. Displayed to 4 decimal places. This is the maximum allowable H2S concentration for the licence and, therefore, all segments under this licence operate at or below the maximum allowable concentration.

Maximum H2S Percent

The maximum H2S provided by the applicant is presented as a percentage. Displayed to 2 decimal places.

Note: The system displaying a value to a certain decimal place is not equivalent to ER imposing

a requirement on industry to provide a value to that level of accuracy. For instance, if H2S

concentration is displayed to 4 decimal places, industry can provide H2S concentration to 2

decimal places and proceed with their application processes.

Segment

A segment is defined as a pipeline listed in The Pipelines Act, 1998. All segments are conceptually

connected to their identified start and end infrastructure types. A segment cannot be less than

1m or 0.001km

The following data elements, also known as uniform segment data, are the same across the

entire length of the segment:

Material type Note: All other segment-level data, also known as variable segment data, such as class location, cover depth, etc., may vary within a segment. The operator has the option to create additional segments or separate licences where other segment attributes vary, however, they are not required to.

2.3.1 Segment Status

The table below defines the different statuses that can be assigned to a segment, as well as,

events that result in a change to a status of a segment.

Status Description Event that Cause the Status

To be constructed

The licensee has been issued a licence to construct a segment(s).

This status is assigned upon the issuance of a licence for the proposed segment(s).

Under construction (New)

The segment(s) is being constructed.

This status is assigned when the licensee submits a construction notification for a newly licensed segment(s).

Under construction (Amendment)

The segment(s) is undergoing construction as a result of a Licence Amendment .

This status is assigned when the licensee submits a construction notification as a result of a Licence Amendment.

Operating The segment(s) is operating and is transporting its licensed substance.

This status is assigned upon the issuance of a Leave to Open for a segment(s).

Discontinued The segment(s) has been discontinued in accordance with the latest version of CSA Standard Z662, Oil and Gas Pipeline Systems, and is not transporting any substance.

This status is assigned when the licensee reports the completion of the discontinuation procedures.

Abandoned The segment(s) has been abandoned in accordance with the latest version of CSA Standard Z662, Oil and Gas Pipeline Systems.

This status is assigned when the licensee reports the completion of the abandonment procedures.

Removed The segment(s) has been removed from the ground.

This status is assigned when the licensee submits a Construction Completion report for a removal application.

Ministry Suspended

The licence for the segment in subject has been suspended since the acquired Replacement/Re-route approval is not valid and has been rescinded by the system. In addition, ministry can suspend a given licence due to non-compliance reasons.

During Construction Completion Reporting of Replacement/Re-route application, the applicant declared that a new ROW has been acquired. The Ministry can also assign a status of “Ministry Suspended” to a segment due to non-compliance reasons or other.

Cancelled - Expired

If a segment(s) is not constructed within 24 months of the date that the licence/segment was issued, the licence will automatically be cancelled.

This status is assigned if 24 months pass from the date of licence issuance/segment approval date and the licensee has not submitted a construction notification.

Cancelled – Not Constructed

A segment(s) was issued a licence, however was never constructed.

This status is assigned when the licensee submits a notification that they will no longer be constructing a previously licensed segment(s)

Cancelled – Non-Regulatory

A segment(s) has been issued a licence, but is exempt from licensing as per Clause 3(2) of The Pipelines Act, 1998.

This status is assigned when the licensee notifies ER that their licensed segment(s) is exempt from licensing.

Cancelled – Duplicate Licenses

A segment(s) is licensed under multiple licences, and therefore the duplicate licence(s) is cancelled.

This status is assigned when the licensee notifies ER that their segment(s) is licensed under multiple licence numbers.

2.3.2 Segment Level Data

The segment level attributes include line pipe specifications, segment details and specification

changes.

The length of the segment that defaults to the Shapefile Derived Length derived from the segment shapefile, but can be edited as this may vary from the computed length if the segment has changes in elevation. H2S Partial Pressure (kPa)

Requires Sour Service Design

This is a Yes/No, system derived flag, which indicates whether the segment should be designed to support sour service as per CSA Z662 standard. See Section 2.8 for details.

Designed for Sour Service

This is a Yes/No question to allow the applicant to indicate whether the segment is designed for sour service. The applicant may design a segment for sour service even if it does not require sour service.

Class Location

The CSA class location designation for the current segment which is an indicator of the population density in proximity to the proposed segment. This attribute represents the highest class location along the extent of the segment.

Bidirectional Flow A Yes/No question indicating if the segment is frequently transporting substances in both directions. Default to “No”.

Watercourse Type A list of the type of water course the segment crosses or is proximate to. If there are multiple watercourse types, provide the highest risk one as defined in Section 2.5.5 of this document. For instance, if there are two watercourse types of Large Permanent and Intermittent on a segment, the expectation is that the applicant selects “Large Permanent” as it is larger and higher risk. Maximum Test Pressure

The highest pressure value that was recorded/read by the recording instrument throughout the duration of either the strength test and the leak test, or the concurrent strength and leak test.

Test Section Length (km)

This is the length of the test section. If the segment(s) is pressure tested in one section, this length equals the length of the entire segment(s). If the segment(s) is pressure tested in multiple sections, the length of each test section adds up to be the total length of the segment(s).

Test section Exposed

Fluid Added

(L)

The amount of water that was added during the pressure test of a polyethylene segment(s). This is conditionally required if the material type is “polyethylene” and the test medium is “water” or “water with freezing point depressant”.

Test Medium This is the dropdown list with fluid that was used to pressurize the segment(s) for the duration of the pressure test as per Section 2.5.7 of this document.

Submission

Upon receiving a completed application, the IRIS pipeline module uses the risk rules and

validation rules to determine if the application is classified as high-risk (non-routine).

If the system determines the application to be low risk (routine), an automatic licence approval

is issued by the system on submission. If the application is identified as non-routine when

submitted, it requires ER SME intervention/review to determine the proceeding steps.

Prior to submission, the applicant is informed of the reasons an application is going non-

routine. The applicant then has the option to review and revise the application before it is

submitted by correcting data, or by providing additional information to address the factors

causing the non-routine determination.

ER will audit a certain percentage of routine applications after approval to ensure that

operators are in compliance with the standards. ER will use a risk analysis and random

selection to determine which routine licence approvals may be audited.

Note: During a review of a non-routine application or a subsequent review or audit, ER SME’s

may require the submission of additional documentation.

In addition, the applicant should acknowledge that a pipeline licence or any other approval

issued to an operator by the Ministry of Energy and Resources (MER) is an approval only for

matters that are the responsibility of this Ministry. These responsibilities are primarily

matters concerning the design, construction or operation of pipeline. More specifically, a

pipeline licence or approval issued by MER does not remove the obligation on the applicant to

obtain approval(s), as needed according to their respective legal authorities, from:

the Ministry of Environment, if there are environmental impacts;

the landowner, for surface access;

the Water Security Agency, for fresh water transportation or if the pipeline affects

water sources;

local municipalities, if the pipeline passes through a municipality or a city;

the Community Planning branch of the Ministry of Government Relations, if the

pipeline is within 1.5 km of an urban municipality;

the federal government, if the pipeline crosses federal lands;

a First Nation, if it crosses reserve land;

the Ministry of Parks, Culture and Sport, if there are heritage impacts;

other pipeline operators or utilities, if they hold infrastructure which will be crossed or

are located within 30 meters from the proposed pipeline; and

any other approvals required under Saskatchewan or other applicable laws.

The applicant will also need to register an easement registered at ISC for any pipeline other

than a flowline.

It is recommended that applicants use the GeoPlanner provided by the Government of

Saskatchewan, or a similar online mapping system used in the private sector, to view the

Watercourse Requirements

Licensee discloses if a segment(s) crosses or is in proximity to a large permanent, small

permanent, intermittent or ephemeral watercourse. Segment(s) that crosses or is in proximity

to watercourses are installed in accordance with the requirements outlined in the table on the

next page. Furthermore, no person directly or indirectly: alters or causes to be altered the

configuration of the bed, bank or boundary of any river, stream, lake, creek, marsh or other

watercourse or water body.

With appropriate approvals from the Ministry of Environment, exemptions to the

requirements in the above table may be granted under certain circumstances. This may

include, but is not limited to, circumstances where:

geotechnical data determines soil conditions to be unsuitable for HDD and a third party Hydro technical and Terrain Assessment supports an alternative method of installation. This may result in licence conditions and requirements in regards to slope stability monitoring and right-of-way inspection frequency

a segment is proposed within non-sensitive floodplains of a small permanent or large permanent watercourse.

A description of each of the documents listed in the table above is as follows:

HDD Feasibility Report This report provides an assessment of site conditions and a review of the HDD design

and installation, taking into consideration all available geotechnical information. The

report also provides a determination as to whether HDD is feasible and provide any

recommendations to mitigate risk. The HDD feasibility report is prepared by an

engineer.

Hydro-fracture Analysis This analysis models the expected limiting overburden pressure and expected annular

pressures along the drill path, to assess the likelihood of an inadvertent release of

drilling fluids. The results of the analysis are also taken into consideration in the

Drilling Execution Plan. The Hydro-fracture Analysis is prepared by an engineer.

Geotechnical Report This report describes the findings of a geotechnical investigation of the water crossing.

The geotechnical investigation is to be conducted for the purpose of HDD design and

includes a slope stability assessment. The Geotechnical report is completed by a

geoscientist or engineer.

Typical Crossing Profile This document shows the typical crossing profile including the minimum depth of the

crossing and applicable design and construction notes.

Drilling Execution Plan This report shows the drilling execution plan for the HDD.

HDD Crossing Profile This report includes the Issued for Construction (IFC) drawing for the HDD crossing

profile. The drawing shows; the proposed drill path, the length for all tangent

segments, the radius and length of all arc segments, existing ground elevation, the top

of bank or top of break, entry and exit angles, “No Drill Zones,” the location and

stratigraphy of investigative boreholes. The drawing is also accompanied with

construction notes and when applicable, an annular pressure chart.

Pullback Detail This document provides an IFC drawing that shows the spacing and height of supports,

overbend radius, and topography. The drawing is also be accompanied with applicable

pullback notes.

Geospatial Requirements

The system will not accept geographic coordinates that are not within the defined tolerance of

+/- 15m from the segment’s polyline geometry.

When a geographic coordinate is provided for a location, the system determines the shortest line distance between the provided geographic coordinate and the geospatial polyline of the segment. If the distance is within the defined threshold, the system should automatically find the coordinate of the point where the shortest line touches the segment polyline and use the “snapped” coordinate for the location using Geographic Coordinate Snapping Function.

The system will “snap” the coordinate to be exactly on the polyline, if it is within the defined tolerance.

Overpressure Protection Requirement

A pressure control system and overpressure protection must be installed:

At any point in a pipeline where supply from any source makes it possible to increase the pressure in the pipeline above its MOP;

For any pipeline system where two or more pipelines are connected and their approved MOP differ by more than 5% of the lowest approved MOP.

Sour Service Design Requirements

The applicant provides the concentration of H2S present in the substance that will be

transported. For licence that transports a substance that contains a gas phase, the system uses

the partial pressure calculation presented in the latest version of CSA Standard Z662, Oil and

Gas Pipeline Systems, to determine if the proposed segment needs to be designed for sour

service. For licences that transport a substance that does not contain a gas phase, the

applicant determines the effective partial pressure, using NACE MR0175. Using the provided

designed for sour service.

3 New Licence

Scope

This section outlines all requirements that are followed in order to obtain a licence for

transmission pipeline segments to construct a segment in Saskatchewan regulated under The

Pipelines Act, 1998.

Submission Requirements

The applicant submits an application for construction of a segment(s) including all mandatory

data and shapefile in an ER approved format for the proposed segment(s). After the licence is

approved, the licensee has the approval to perform the construction work in the field.

Licensee Obligations

Upon the issuance of a new licence approval, the following obligations are placed:

The proposed segment(s) must be constructed within 24 months of the licence issuance date and/or segment approval date. Note: The system automatically cancels segment with a status of “To be Constructed” that has not been constructed within 24 months of the segment approval date. As a result of this, the segment status changes from “To be Constructed” to “Cancelled – Expired”. The system sends notifications to the operator 30 days prior to cancelling the segment, as well as, upon cancellation of a segment.

Based on the watercourse crossing requirements laid out in Section 2.12, one of the following installation method obligations may be placed:

o The proposed segment that crosses the watercourse or has been determined to be in proximity to the watercourse must be installed by horizontal directional drilling.

o The proposed segment that crosses the watercourse or has been determined to be in proximity to the watercourse must be installed using a trenchless method.

Based on the watercourse crossing requirements laid out in Section 2.12, one of the following setback method obligations may be placed:

o The entry and exit locations for watercourse construction activities must have a minimum setback distance of 100m.

o The entry and exit locations for watercourse construction activities must have a minimum setback distance of 45m.

o The entry and exit locations for watercourse construction activities must have a minimum setback distance of 15m.

o The entry and exit locations for watercourse construction activities must have a minimum setback distance as approved by the Ministry of Environment.

4 Retroactive Licence

Scope

This section outlines all the requirements that are followed in order to obtain a licence for an

existing unlicensed transmission pipeline in Saskatchewan regulated under The Pipelines Act,

1998.

If an operator finds a transmission pipeline segment(s) that has been constructed with a

segment status of “Operating”, “Abandoned” and “Discontinued” and has not yet been

licensed, a licence is obtained through a Retroactive Licensing process. This includes

segment(s) originally exempted from licensing requirements or never licensed due to non-

compliance reasons.

Retroactive licensing is a specialized submission process that is different from other

application and reporting processes. This submission type does not consist of any risk rules or

disclosure questions.

Submission Requirements

Industry uses ER’s Retroactive Licensing Template to capture structured data to enable the

system to convert the batch records into licence and LTO (if applicable) approvals. This excel

template provides operators with the opportunity to prepopulate data into a standardized

format for the submission and licensing process. The applicant may submit either one or more

segment entries in a single populated excel template which can be submitted in IRIS an

unlimited number of times.

Upon submission of retroactive licensing template, the system will validate each application to

ensure that the minimum requirements are met. Once the system validation is completed, an

automated licence and Leave to Open (if applicable) will be issued by IRIS.

Note: There will not be an obligation to submit a construction or pressure testing notification,

as the segment is already built.

4.2.1 Required Data Attributes for Transmission Pipeline

Licence Requirement

In order to obtain a Licence and a Leave to Open on an existing unlicensed transmission

pipeline segment, the applicant provides, at a minimum, the data attributes listed in the table

on the next page. Submission of more accurate data is encouraged but not mandatory.

Operators can continue to submit updated data as acquired over time.

LTO Requirement

When an operator retroactively licenses an operating segment(s), ER will grant a Leave to Open

during the same processes. Outlined below is the process with respect to the requirements for

acquiring a Leave to Open during the retroactive licensing of a transmission pipeline. If the

operator does not have pressure test data or documentation, or any associated permit

approval, then the minimum requirement to obtain a Leave to Open for a transmission pipeline

segment is providing an MOP.

Spatial Requirement

The operator submits shapefile data in an ER approved format (which will be provided at a later

time) for all transmission pipeline segment(s) in conjunction with the mandatory data elements

using ER Retroactive Licensing template. The “LineNo” field in the shapefile for every segment

is identical to the “Line Number” field in the Retroactive Licensing template for that same

segment.

Note: The data in the shapefile takes precedence over the data provided in the Retroactive

Licensing template, such as, override length, etc.

4.2.2 Industry vs. ER Identifier for Licence/Segment

The diagram below shows the use, capture and storage of specific fields captured within and

after the completion of the Retroactive Licensing application process:

When retroactively licensing a transmission pipeline segment, the applicant uses:

In order for the system to accurately upload the bulk submission, it is essential that the licence

and its associated segments are correctly linked. This link is created by entering a unique

Industry Licence Reference Number for each licence on the Licences tab and then entering this

number on the Segments tab for each associated segment. If these numbers are not properly

identified, the upload will fail meaning that the wrong segments will be associated to the

wrong licence.

The table on the next page summarizes the licence and segment identifiers generated by

industry and ER.

The purpose of this field is to associate the licence to its segments for the system to carry out the successful bulk upload of the template. It is mandatory and is unique to every licence.

The applicant may also use this data field to identify the licence based on an internal reference number (internal standards/practices of the operator’s business) since IRIS will store and display this field on the licence.

After the successful upload of the template into IRIS, this field will be stored and displayed in the IRIS system at the licence level. You may use this identifier (in addition to the licence number generated by IRIS) to search for the licence in IRIS.

Segment Count:

Integer field – may only use numeric characters and may only represent whole numbers (no decimal places or fractions). The largest number that can be entered is 2,147,483,647.

A mandatory field that identifies the number of segments for an individual licence number in the template. The number of Line Number entries for the same Industry Licence Reference Number in the Segments Tab is equal to the Segment Count on the Licences Tab.

After the successful upload of the template into IRIS, this field will be stored and displayed in the system at the segment level. The applicant, upon successful licensing, may use this identifier (in addition to the segment identifier generated by IRIS) to search or identify this segment.

Licence Number (ER-IRIS)

Once retroactive licensing is completed successfully into IRIS, the system will generate and

assign a unique licence number to identify the licences.

Segment Identifier (ER-IRIS)

Upon successful upload of template into IRIS, it is processed (based on batch processing

mechanism) to issue ER segment identifiers to identify segments.

5 Leave to Open

Scope

This section outlines all requirements that are followed to obtain the following to operate a

transmission pipeline segment(s) in Saskatchewan regulated under The Pipelines Act, 1998

with the exception of reactivation which may also grant an authorization to operate an

abandoned/discontinued segment(s):

New Leave to Open; or,

Amend an existing Leave to Open

The business processes that result in the submission of a Leave to Open application upon the

completion of a successful pressure test(s) on a segment are:

Newly constructed segment(s);

Replacement;

Re-route;

Liner Installation; and,

Reactivation, if applicable.

Submission Requirements

Upon the successful completion of a pressure test, the licensee is eligible to submit a Leave to

Open application. The licensee can place their segment(s) into operation as soon as a Leave to

Open has been granted by ER.

6 Repair

Scope

This section outlines all requirements that are followed in order to repair a transmission

pipeline segment in Saskatchewan regulated under The Pipelines Act, 1998.

High risk repairs, as defined in the figure below, are reported to ER through IRIS to ensure that ER has accurate information and data for the transmission pipeline segments. Low risk repairs, as defined in the figure below, are not required to be reported in IRIS.

As per the figure above, repair is a segment replacement (temporary or permanent segment

sleeve installation) that is:

Less than 100 meters in length

Within the existing right-of-way

7 Replacement

Scope

This section outlines all requirements that are followed in order to replace a transmission

pipeline segment in Saskatchewan regulated under The Pipelines Act, 1998.

In a Replacement, a section of pipe is replaced, the old section is removed and the new section

is laid in the same location with the same geometry.

If the replacement is within the existing ROW and less than 100m, the work is considered a

repair and the applicant is not required to submit a Replacement/Reroute application.

However, there are certain circumstances in which repair reporting may be required as

defined in Section 6.1.

Note: A replacement section cannot replace the entire length of a segment

Approach to Application

Depending on the application and the data submitted, a Replacement can occur either in

conjunction with the splitting of the segment or not.

construction date, segment splitting is not required. In this case, if the segment

has a geometry available in IRIS, the applicant may use an Excel Spreadsheet to

provide replacement information. Otherwise, the applicant uploads a shapefile

o If the segment splitting occurs, the applicant is required to provide a shapefile.

When a shapefile is uploaded, the intention is to only have the affected

segments in the shapefile. If the applicant gives a shapefile with additional

‘unaffected’ segments, the applicant will be required to provide information

for them, as well and it may result in an incorrect replacement application.

8 Re-Route

Scope

This section outlines all requirements that are followed in order to re-route a transmission

pipeline segment in Saskatchewan regulated under The Pipelines Act, 1998.

In a Re-Route application, an approval is requested for a new section of pipeline that will be

routed around an old section of pipe (which may or may not remain in the ground) and the

new re-routed section will have a different geometry from the old section. The new re-routed

section can be either within or outside of the existing Right of Way. The old section of pipe

may then be “Discontinued”, “Abandoned”, “Removed” or “Operating”.

Approach to Application

A re-route always results in splitting of the segment. The applicant uploads a shapefile that

identifies the full extent of each of the segments including the re-routed segment(s).

In addition, the applicant should be mindful of the following rules:

Applicant provides Line Pipe Spec and Segment Details for lines that DO NOT reference an existing segment in the PrevSegNo field of the shapefile (i.e. PrevSegNo is blank).

Applicant can view Read-only Line Pipe Spec for lines that DO reference an existing segment in the PrevSegNo field of the shapefile when Copy Data = Yes (i.e. PrevSegNo is equal to segment number). If the segment referenced by PrevSegNo has No Line Pipe Spec, then applicant can edit Line Pipe Spec and Segment Details for the segment with the caveat that if the line pipe spec is not known, the applicant should NOT use the pipe spec of the reroute across the entire segment.

11 Reactivation

Scope

This section outlines all requirements that are followed in order to reactivate an abandoned or

discontinued transmission pipeline segment in Saskatchewan regulated under The Pipelines

Act, 1998.

Approach to Application

The following reactivation scenarios are supported by this process:

1. Reactivation approval for an abandoned or discontinued segment results in the issuance of Leave to Open. In some cases, this implies that the applicant submitted an engineering assessment that resulted in a successful ER review. In this scenario, a Construction Completion report is not required.

2. Reactivation approval for an abandoned or discontinued segment does not result in the issuance of Leave to Open. The applicant has to apply for a Leave to Open application. In most cases, this implies that the applicant will pressure test the segment before applying for a Leave to Open approval.

12 Free-Standing Liner Installation

Scope

This section outlines all requirements that are followed in order to install a free-standing liner

in a transmission pipeline segment(s) in Saskatchewan regulated under The Pipelines Act,

1998. This section does not refer to the requirements for tight liners. In order to insert a tight

liner, the applicant provides it as an internal protection for the segment.

All free-standing liners are designed and pressure tested according to the latest version of CSA

Standard Z662, Oil and Gas Pipeline Systems. Consideration should be given to temperature

design and hydrocarbon absorption. For sour service, the supporting liner should also meet

sour service requirements.

Note: A liner is defined as a pressure containing tubular product that is inserted into buried

pipeline. For the purposes of this chapter, the term “liner” and “free-standing liner” are used

interchangeably.

16 Construction Completion

Scope

This section outlines all requirements that are followed in order to report a Construction

Completion on a transmission pipeline segment in Saskatchewan regulated under The Pipelines

Act, 1998.

Licensee reports the conformance of their project through the Construction Completion report

process in IRIS. When the design or route of a proposed segment(s) is altered during field work

procedures, the licensee declares that the segment(s) was not built as planned at the time of

licensing. As ER’s licensed data is a registry, it is law that the licensee updates this data to

accurately reflect the segment that is installed in the ground.

After an approval has been issued approving the following field work, the licensee reports the

completion of field work through a Construction Completion report:

19 Licence Split

Scope

This section outlines all requirements that are followed in order to split a transmission pipeline

in Saskatchewan regulated under The Pipelines Act, 1998.

Submission Requirements

19.2.1 Required Data Attributes

The following data attributes are submitted when applying to split a licence:

21 Licence Transfer

Scope

This section outlines all requirements that are followed in order to transfer a licence for

transmission pipeline segments in Saskatchewan regulated under The Pipelines Act, 1998.

The transferor provides all available historical records related to the design, construction,

operation, maintenance, and integrity management program for the segment(s) under the

licence to be transferred to the transferee.

Note: The licensee can only transfer a licence, not a segment since BA ID is a licence level attribute and, therefore, is unique to a licence. If a licensee desires to transfer a segment under a given licence, the licensee splits that segment to a new licence which can then be transferred.

22 Segment Cancellation

Scope

The applicant has the option to cancel a transmission pipeline segment in Saskatchewan

regulated under The Pipelines Act, 1998 as outlined in this section.

The system automatically cancels a transmission pipeline segment with a status of “To be

Constructed” that has not been constructed within 24 months of the segment approval date.

As a result of this, the segment status changes to “Cancelled – Expired”. The system sends

notifications to the operator 30 days prior to cancelling the segment, as well as, upon

cancellation of a segment.

Replacement Illustrations

All illustrations discussed below are based on a conceptual Pipeline Licence with Segments S1,

S2 and S3 (shown below). It is assumed that all segments currently have an “Operating”

status.

23.2.1 Replacements with No Segment Splitting

Where ALL replacement sections are In-Kind AND none of the replacement sections require a newer construction date to be recorded, the applicant has two options for providing data on the replacement sections:

1. Upload a new shapefile that identifies the full extent of each of the segment as well as all proposed replacement sections; or

2. Upload an Excel spreadsheet that contains start and end coordinates for each of the replacement sections.

In both instances the result is one or more replacement sections are recorded against the specified segment but the segment is not split (i.e. no new segments are created).

Below are examples illustrating how applicants can submit applications without segment splitting:

23.2.2 Replacements with Segment Splitting

Where replacement sections are either not In-Kind OR require a new construction date to be recorded, the applicant:

Uploads a shapefile that identifies the full extent of each of the proposed replacement sections.

Example 1:

One proposed replacement section on segment, S1. Replacement section is not In-Kind or the applicant wants the replacements to record a new construction date (i.e. create a new segment).

The applicant chooses to upload an shapefile with the following rows:

Notes: 1. Order is relevant, as the first line that references segment S1 will be used as the new

geometry for segment S1. 2. If the replacement section occurs at the start or end of the existing segment there may

only be two lines in the spatial file. This example illustrates a replacement in the middle of the segment resulting in three lines (i.e. new segments are created).

Applicant indicates which line is the updated geometry of the segment S1 by answering “No” to the Replacement Section question (in this example, Line 1 is the source segment S1). When the Replacement Section is “No”, the applicant provides the “Intended Status” but cannot edit the In-Kind and New Construction Date questions.

For this example, the applicant answers “Operating” to the “Intended Status” question. The “In-Kind” and “New Construction Date” are auto-populated as “Not Specified” and cannot be edited.

Applicant can only view Line Pipe Spec (with the exception of CSA factors, which are always editable) for Line 1 (i.e. S1). If Segment S1 has null Line Pipe Spec attributes, then applicant can edit these data attributes for S1, with the caveat that if the line pipe spec is not known, the applicant should not use the pipe spec of the replacement pipe. The applicant can always edit the Segment Details in this scenario. The applicant has the option to provide Pipe Spec Change for the replacement sections.

Applicant indicates which line is a Replacement Section by answering “Yes” to the Replacement Section question (in this example, Line 2 is the replacement section). When the Replacement Section is “Yes”, the applicant can answer the “In-Kind” and “New Construction Date” questions.

For this example, the applicant answers “No” to the In-Kind question and the New Construction Date as “No” for Line 2 which results in the creation of a new segment.

Applicant provides Line Pipe Spec and Segment Details for Line 2 (i.e. S4). the Segment Details in this scenario. These data attributes are not inherited from the source segment S1 because In-Kind is answered “No”.

The applicant has the option to provide Pipe Spec Change for the replacement section.

Applicant indicates which line is the updated geometry of the segment by answering “No” to the Replacement Section question (in this example, Line 3 used to be a part of source segment S1 but is now becoming a new segment S5). When the Replacement Section is “No”, the applicant provides the “Intended Status” but cannot edit the In-Kind and New Construction Date questions.

Re-route Illustrations

Below are a few examples to illustrate how applicants can submit Re-route applications for different scenarios. All scenario examples are based on a conceptual Pipeline Licence with Segments S1, S2 and S3 (shown below). It is assumed that all segments currently have an “Operating” status.

Example 1: Segment S1 is being re-routed at two locations. Both sections of pipe that are routed around will

be abandoned in place. All re-routed pipe (S1) is Copy Data = Yes and should retain the original

construction date.

copying data and the applicant wants a new construction date. In the other instance, the re-route

is getting copied data from its source segment and should not get a new construction date. For

this example, both sections of pipe that have been routed around will be Discontinued. This

example illustrates how two different re-routes can be accommodated in a single submission.
