Interconsult has undertaken numerous Environmental Impact Assessments on Walking

on Walking Trails Project in the Lake District in the U.K and an EIA Strathclyde Lakeside

The scope of this project involves the preparation of a tender for a proposed Environmental

Impact Assessment for the development of a tourist walking route between Tomies and the

Old Weir Bridge at Killarney National Park, Co. Kerry.

The proposed EIA will be carried out by company Interconsult, who will prepare a bid for

tender to carry out the EIA on the planned development of the walking route in Killarney

National Park. Interconsult will examine the potential effects caused by this development on

the National Park through the use of range of specialists such as ecologists, geologists,

engineers, archaeologists and management team. Following the completion of the EIA, an

EIS will be published that will state the effects, if any, which the proposed development

would have on the protected habitats and wildlife that situated in the national park.

4.2 Background to Killarney National Park and Proposed Development

Killarney National Park is an expanse of large mountainous country managed mainly by the

National Parks and Wildlife Service. The broad area includes the McGilliuddy Reeks, the

highest mountain range in Ireland. At the foot of the mountains lies the lower slopes covered

in woodland, lies the 10, 236 hectares of National Park. Killarney National parks contains

numerous features of national and international importance. In 1981, Killarney National Park

was designated as a Biosphere Reserve by the United Nations, Educational, Scientific and

Cultural Organisation (UNESCO) which is part of a world network of protected natural areas

which have conservation, research, education and training as the organisations main

objectives.

Killarney National Park contains numerous plant and animal species of scientific and

ecological importance. From the native oak woods and yew woods together with an

abundance of evergreen trees and shrubs to the native red deer which has been present in

Ireland since the last Ice Age. There are many different pieces of legislation that protects the

range of plant and animal species in the park. The National Park is the Wildlife Act

(Amendment in 2000), and the European Habitats Directive adopted in 1992. These

invaluable pieces of legislation protect over 1000 animal species, and over 200 different

habitat types, which many of can be found in Killarney National Park.

The proposed development of the walking route will require in depth analysis by Interconsult

who will use experienced management team and specialists to analyse the effects, the

proposed development would have on the environment through continuous consultation with

the NPWS and other relevant authorities.

It is critical that sufficient information is gathered to allow full constraints analysis to be

performed so that design options are not developed with inherent flaws which may be costly

to rectify or progress through later design or statutory process stages. The deliverable at the

end of the project definition stage will be the identification of a robust feasible design option

which can be further developed and progressed through the statutory and design processes.

Design Studies should be carried out to help determine the basic layout, route selection,

location, environmental constraints, and other data relating to known functional requirements

needed to identify the preferred option.

Project program (to be produced/prepared by the architect) sets out the timeframe for

design, procurement and construction activities. This timeframe should be consistent with

the overall timeframe as set out in the Project Execution Plan.

Environmental Impact Statement

The Environmental Impact Statement should be prepared as specified in the relevant statutory instruments, laid out as specified and properly scoped. The EIS should inform the design process rather than being used as a tool to rationalise a design that has already been determined. It is likely that a number of specialist sub-consultants will be required to complete the EIS. However it is important that a single editor takes responsibility for the EIS to ensure that it is a coherent document.

4.4 BRIEFS (1 week)

The Design Brief is the full and completed statement of the Sponsoring Agency’s functional

and operational requirements for a project. It defines all design requirements for a project

including performance standards and quality thresholds. It is the foundation on which design

will be developed and is the benchmark for measuring future design development. It also

should include a detailed outline of the preferred option, supported with design studies

where appropriate, and with reasons for the choice.

4.5 SPECIALISTS (4 weeks)

Environmental Impact Assessment (EIA) is a process for anticipating the effects on the

environment caused by a development. An Environmental Impact Statement (EIS) is the

document produced as a result of that process.

EIA requirements derive from European Communities Directive 85/337/EEC (as amended by

Directive 97/11/EC) on the assessment of the effects of certain public and private projects on

the environment. The primary objective of the EIA Directive is to ensure that projects which

are likely to have significant effects on the environment are subject to an assessment of their

likely impacts.

The approach adopted in the Directive is that EIA is mandatory for all Annex I projects on the

basis that these project classes will always have significant environmental effects.

Thresholds are specified in respect of most project types in the Annex.

In the case of Annex II projects, Member States must determine on a case-by-case basis or

on the basis of thresholds or other criteria (such as site sensitivity), or a combination of both

approaches, whether or not a project should be subject to EIA.

The technical requirement for the specialists will have to cover the following topics:

Material Assets, including the Architectural and Archeological Heritage, and the

Cultural Heritage

The Inter-Relationship between the Above Factors

4.6 DRAFT FINDINGS (1 week)

This stage involves establishing whether or not the plan is likely to have a significant effect

on the conservation objectives of any Natura 2000 site. The screening process requires an

initial review the draft plan to identify any policies or objectives that might potentially have

impacts upon Natura 2000 sites. These might include for example policies and objectives

that include a requirement for new development land; policies or objectives that may result in

increases in disturbance to sensitive fauna and flora; policies and objectives that could result

in deterioration in water quality.

For definition purposes the Natura 2000 site(s) include Special Areas of Conservation

(habitats) and/ or Special Protection Areas (birds). With regard to SACs, Annex l refers to

habitats and Annex ll refers to species listed in the Habitats Directive. With regard to SPAs,

Annex l refers to the EU Birds Directive. Also land that could have a potential to contain

important bird areas that have not already been designated, as an SPA should be taken into

consideration.

Draft findings will be gathered from the required specialists via email for the preparation of

the draft report.

4.7 Draft report (3 weeks)

The report considers key quantitative aspects of the project in sufficient detail to inform a

final and reasoned decision on whether or not to proceed.

Draft report will provide required feedback about the proposed development and will be

source of the information for designers and engineers.

Such design information is not intended to constitute formal design proposals at this stage –

it consists merely of illustrative drawings or sketches to allow decisions to be made.

As part of a feasibility study for this project, an examination of site options should be carried

out to establish the best location for the proposed development from the perspective of land

use, cost and planning considerations.

4.8 Final report (2 weeks)

The Environmental Impact Statement (EIS) will provide supporting information to accompany

a proposal for a development of the walking route between Tomies and the Old Weir Bridge

at Killarney National Park to the National Parks and Wildlife Service (NPWS) of the

Department of Environment, Heritage and Local Government.

The Environmental Impact Statement should deliver information on any significant likely

adverse impacts that the walking route would have on the National Park, and in particular its

habitats and species, and to explore the available measures to mitigate those impacts and if

should the project proceed.

The Natura 2000 Form indicated that whilst the site is within a National Park and is therefore

safe from most threats to its bird populations, recreational activity can nevertheless cause

disturbance to some species. The fact that the SPA is also a National Park also negates the

likelihood of any ‘in combination’ impacts on the SPA as no developments are allowed within

the park that would be likely to have negative impacts on flora and fauna. In addition, rural,

mainly upland, sparsely populated areas where major developments are unlikely surround

the SPA.

6. Length of Time Statement

The preparation of the Environment Impact Statement will take 77 working days from

beginning to end (15 weeks & 2 days). This gives an appropriate amount of time for

Interconsult Specialists to prepare, visit and finalise all working procedures in the necessary

steps involved for the EIS.
