o Discussed Survey Monkey to gather information about priorities for next year, and supplement with visual aids
o Created a template for a call to action, with an easy to fill format for blasting to ICSEW Membership – location to be determined once template is approved
o Keeping track of main priorities, and bills that drop off, but will maintain focus on

o Consider what pay equity issues look like, as well as health care, paid family leave, hiring and promotion, and childcare
o Will be printing and sharing 3”x5” cards for contacting representatives (non-state time) – timeline to be provided to Chair when available
Health and Wellness o Discussed upcoming Health and Wellness
Fair, with information going out the 15th of December, with logistical information following – the event will be held May 22
o Working on Communication Plan for Executive Board
o Will try to have a team building meeting outside the General Membership meeting
o Planning January meeting activity
Communications o Trying to work to increase technology to
be able to use video conferencing to include participation from other agencies across the state
o Working on updating the Blog and proofreading all submissions
o Working on creating an infographic for the front page of the website, with Cindy Varley showing examples from Pinterest
o Reps are required to write one article per term – an inspiring woman, etc., just women related articles, which can be sent to [email protected] – start sending in articles now so they can be spaced out over the next several months
Conference o Tasked with increase attendance by 20%
and the goal this year is 700, impacting logistics for the event
o Next conference will be at the Greater Tacoma Convention Center on September 12, 2018

o The subcommittee needs additional assistance and membership – the Chair would like draft verbiage to be able to send out an email to representatives and alternates – a timeline is needed
o Working on possibly moving the registration from EventBrite to another vendor, with an official decision pending
o Pricing processes will be transitioning to early-bird pricing ($95), regular registration ($125), late registrations ($150) and day – of registration ($200) – no group pricing
o Looking for help with early communication with individual agencies
o Pricing for members and alternates to be determined, and volunteer piece pending
Mentorship o Newly formed subcommittee and the
Governor’s Office is excited for engagement
o Working on memo to the Governor’s Office with options moving forward
o The Governor’s Office wants ICSEW to be the facilitators of this program, so the subcommittee will be proposing how the program will look for submission to the Governor’s Office
Public Outreach o Chapstick, nail files, lint rollers, pens, and
table cloths on order for swag – order specifics to be provided to Chair
o Annual toiletries drive for YWCA, hopefully in March – to be confirmed
o Next fiscal year, the focus will be on one agency or one non-profit, and next year will be Interfaith Works
o Working on increasing distribution lists

o Working on developing a speaker suggestion form for recommendation submissions, to include topics, values, and other criteria – timeline to be provided to Chair

Speaker #1 - Making Your Legislature Work for You (Provide a link to the Chair when the presentation is posted on the website)
Nine steps of the Legislative Process 1. Introduction 2. Committee Action 3. Rules Committee 4. Floor Action 5. Committee Action, Opposite House 6. Rules Committee, Opposite House 7. Floor Action, Opposite House 8. Concurrence/Conference 9. Governor
House and Senate Chairmen will meet to work out their differences, to include strike and rewrite
o An amendment can provide ‘fixes’ as well o Conference committees are avoided due
to lengthy process required to be on participants’ desks
Key items to consider o Must adjourn after 105 (odd year) or 60
(even year) days o Pass rules to create multiple deadlines
called “cut offs” o Strong rules committee system o Unless a bill is really important, the bill is
easy to kill o Speed is the key factor – bills die routinely
if they take too long to debate
Big ticket items are addressed during special session
o Speed is not as much of an issue in special session

o Bills needed to pass in order to pass the budget (three part budget) are exempt from the cutoff
Rules Committee adopts a rule for each bill that will be going to the floor, but in Olympia, this is a filter – where bills either go to the floor or die
Get ideas on paper o Legislators don’t want ideas; they want
the concept in writing o Having the right sponsor is critical – get
the Chairman of the Committee or at least a member of the majority party
o Get the appropriate co-sponsors with a “blue sheet” for name adding – presenter or the sponsor obtains signatures, with a goal of balance from parties
Consider adding Public Affairs through earned media, paid media, and member mobilization
First Reading – taken to hopper and must be read and assigned to a committee – lobby leadership staff may be needed to refer the bill to the right committee
Beg for a Hearing – Committee Chairs have control of their agenda and need to be vigorously lobbied to notice and hear the bill – only in the rarest cases does one try to go over the Chair’s head
Put on a Good Show at the Hearing – get right people to testify, have clear hand-outs, be clear / persuasive / brief, never lose our temper, and be prepared for surprises and changes at the hearing (crying can actually be effective) – Open Public Meetings Act does not apply to state government
Beg for a Vote – Executive Session means votes will be taken – lobbying is required for the Chairman to “exec” the bill; the roll call is meaningless, and what counts is the committee report signatures sheet
Find Someone to Put Your Bill in Rules – find a member who is willing to pull your bill (make a motion to add the bill to the floor calendar), and

this often takes two pulls – lobby members of the Rules Committee
Don’t Let Your Bill Die on the Floor Calendar – most bills that make it to the floor will pass, but don’t take your eye off the ball; lobby the majority leader and staff; work with sponsor and/or chairman to pass or defeat amendments
Do it All Over Again in the Opposite House – much easier because now there is a Chair who likes the bill and should lobby for the bill
o Speed “perverts” the process o Where the process becomes “heartless” is
when there are time limitations on the number of bills that are permitted to proceed
o Lobbying is giving information while maintaining good relationships
o Bipartisan bill development is generally the best way to go
Conference and Concurrence
Governor – Lobby the Governor’s staff to sign the bill and consider partial vetoes that are wanted or wanted to prevent; smile for the picture and take the pen home
Effective Advocacy – personal relationships; lots of messages from voters; press coverage; make a good case – bills are alive for two years
Ways and Means in the Senate and Appropriations in the House are the most powerful
Challenging an encumbent is difficult – many races are often democrate v democrat and republican v republican

Speaker #2 - Paid Family Leave (Post on website and provide a link to Chair)
The paid sick leave (LNI) and Paid Family and Medical Leave (requires a documented medical condition)
Premiums range from 0.10% - 0.60%
Employees pay up to 100% of family leave and up to 45% of medical leave
Businesses with less than 50 employees are not required to pay the employer contribution, but employers have the abilty to opt in voluntarily
The premiums will start being collected 1/1/2019 and benefits will be made available starting 1/1/2020
Maximum of 12 weeks family leave or 12 weeks of medical leave annually, but no more than 16 weeks annually, or up to 18 with a documented incapacity condition
The wage replacement is on a sliding scale, with lower income receiving a higher percent of their pay than higher income employees

o Employee weekly wage, if 50% or less than the state average weekly wage, the employee weekly benefit would be up to 90% of the employee’s average wage
A qualifying period is the first four of the last five calendar quarters, or a review of the last 15 months if the last five quarters did not qualify
Employment protection returns to an equivalent position, but can be denied job restoration if the employee is among the highest paid 10% of salaried employees within 75 miles of the place of employment

Discuss with subcommittee chairs what they want on their website pages, collect notes and confirm deadlines
o Cindy has a plan for updating the website at the December 12 Executive Board meeting – she requests chairs look at their current pages for updating at the next meeting
o SharePoint review and organizations at the next Executive Board meeting as well
o OFM requested ICSEW clean up their SharePoint – look at retention schedules and document files (timeline needed and provide to Chair)
o Treasurer needs to know what to keep and what not keep.
o Amee will help advise on any retention schedules
Leftover lunch food was donated to Quixote Village
Cindy did an overhaul of the website, including graphics
Where is each EB member with their communication plan with their agency? Please bring updated/draft versions.
o Please have on hand for the January meeting and request agency sponsors to assist
o The plan is a tool regarding how ICSEW members relay information back to their sponsoring agency
o Samples will be uploaded to SharePoint o Request to get information in by this Friday in for Leatta

Membership – Big Thank You to Ann for assisting today and will send out an email regarding location needed for May
o Cindy Varley said if next year (November) needs a meeting space, colleges may be closed for the holiday and may have rooms available
o Looking at DOH, ESD 113 (Crystal to contact) o The new building on 11th will have meeting space, but
WSP will need to know in advance to reserve the meeting room through DES
o Once Erika is the official ATG representative, office space may be available there as well
o WSDOT may have some options as well and Andrea Duane will check into availability
o If the conference is September 12, then there will not be General Membership Meeting
Secretary o Roles and Responsibilities update. Where is each EB
member on their document?
Mentorship o Leatta would like updated OFM data, which should be
coming out soon
Health and Wellness o As presented during General Membership and is

o Hygiene drive – allow all agencies to collect close to their location and then donate to non-profits close to them
Suggest all locations post pictures of what was collected so that an accurate depiction of the drive can be presented
o Rebuilding Together There is a specific day for this event – will there
be an ICSEW day or Rebuilding Together – whatever works best for Rebuilding Together
Conference o September 12, with new pricing, look, and feel for
registration o Presenting to the Executive Board if are working, then
$44 to feed, and if not working then pay the full registration – the food is plated and not a buffet
o Ability to not eat and still help is pending o Cost estimate for food is per diem rate o Due to construction next door, there is a discount to
keep reservation, with a 50% discount ($5,000 instead of $10,000)
o Snacks are buffet style o Ensure a united and supportive EB front to membership
to ensure the GM receives the message that this is the best for ICSEW
Contingency plan while Leatta is gone in December. P-card/emails and such...who will do what?
o Keep P card in town (Amber has it) – run purchases through Andrea to make sure purchases have been approved
