PARTNERSHIP STRUCTURE
Labour market partner commission (CPMT)
▪ Provides a link between the Quebec State authorities and partner organisations
directly involved in employment and the development of the workforce
Assumes responsibilities under the Act to Promote Workforce Skills Development
and Recognition (the 1% Act)
▪ Members appointed by the government, representing various labour market
stakeholder groups:

The responsible deputy minister appointed by Emploi-Québec acts as the
secretary-general

DECENTRALISATION OF ACTION

▪ Budgets are also allocated in accordance with the principle of decentralisation
and regionalisation; over 75% of the budget is allocated regionally
▪ Each regional department decides on the budget allocation for the local
employment centres
▪ Service and subsidy contracts are largely authorised within the local
employment centres
