Hello again my friends,

We have reached that time of year again…the holidays. It is a magical, exciting, smile produc-ing, stressful, frustrating and demanding couple of months that many of us simultaneously look forward to and perhaps also dread a little.

At a time when our work life is overloaded with retro pays, teacher appreciation grant pay-ments, year-end preparation, working with the DLGF on your budget and more we also have the busiest time of the year at home. How we view that busyness may depend on whether or not you have young children or grand children close by. At my house, with grown children out of the house it seems to be checking tasks off our list. We all have a list don’t we?

Thanksgiving was a great start to the holiday season filled with won-derful comfort food and the opportunity to watch family dynamics in action. We have the opportunity to eat just a little too much, to nap bliss-fully, and spend quality time with those people young and old that we care about.

Once we get beyond Thanksgiving Day the race begins. Many of you shop on black Friday. That shopping started late Thursday night for my wife and didn’t end until late Friday. Your list begins to round into shape as you put up the Christmas tree, set out decorations, begin to wrap presents and fill the calendar with holiday related events and programs. President’s Message . . . continued from page 1an experience for the rest of the building staff. Whew, that takes a lot of energy.

With all that going on it seems we must be very intentional about taking a few moments to enjoy the special moments that occur. For me it occurred recently when we took our great nieces to Elf the Musical. Santa is the story teller in the play. At this particular theater the cast greets the audience in the lobby after the show. Santa had a real beard and was unusually authentic looking. Our nieces (grades 1 and 4) were very chatty with the cast as we worked our way down the line, right up until we reached Santa. When they looked up at him they could barely speak. They were convinced that he indeed was the real Santa. The look on their faces was priceless. And in that moment, the craziness and stress of all the activities as we race toward that magical day was once again all worth it.

I trust you to will find your moment. It likely will sneak up on you when you least expect it, but you will know it when it comes. Take just a bit of time to relish the moment as it no doubt will make the weight of all the activities on your list a little bit lighter.

As we close in on the 25th, please remember the reason for the season. Merry Christmas my friends. See you next month.

School Corporation Notices for Transfers

The Department of Local Government Finance has received questions relating to the notices required by the following statutes:

• IC 20-40-2-6: Transfers from education fund to operations fund.• IC 20-40-2-7: Transfers to closeout general fund.• IC 20-40-18-11: Transfers to education fund.

In each case, the Department’s interpretation is that the statutes are

speaking to regular open-door law requirements. It is not the Department’s interpretation that a separate newspaper advertisement pertaining spe-cifically to these transfers is required. Indiana’s public access counselor concurs with the Department’s interpretation.

The 2019 Indiana General Assembly will begin its work on January 3. Since the Organiza-tional Day this past November, I have been meeting with legislators, staffers, and Dr. Jennifer McCor-mick and her staff on numerous legislative issues. The focus of several of these meetings has been teacher compensation and admin-istrator positions. Legislators are looking at public polls that empha-size the need to increase teacher compensation and that there are too many administrators. These issues have been with us for many years and IASBO has been in these discussions privately with several legislators.

In order to retain teachers and to deal with the teacher shortage, increased compensation for teach-ers is an important factor. Even though many would dispute this, compensation for teachers is a pri-ority of school boards and adminis-trators. We all want the best quali-fied individuals teaching the future of our state and country – the students in Indiana’s public school classrooms. Even with a positive December state revenue forecast, the needs of the Department of Child Services and Medicaid spending leave little for increased K-12 funding. I firmly believe that the General Assembly will work to provide increases in state support for our public schools. But the funding will be lessened because of DCS and Medicaid. Teacher compensation will continue to be a

discussion this session and into the future.

Once again the issue of too many administrators has been raised by the ISTA and legislators. A national study states that only 38% of all school staff are teach-ers. The problem with these stud-ies always is the definition of who is an administrator. The Indiana Department of Education catego-rizes non-teaching personnel titles for reporting purposes. There are 96 separate titles. Yes, there are principals, directors, supervisors, business managers, superinten-dents, assistant superintendents, etc., but there are also social work-ers, athletic coaches, and nurses listed as non-teaching positions. Further, the list includes numer-ous positions for teachers who are department heads or deans who still teach. The issue of too many administrators is a slippery slope that will be a discussion issue this session. I would suggest to all of you to be prepared to defend your administrative staffing.

The 2019 session of the Gen-eral Assembly will definitely have its challenges. Besides teacher compensation and administrative issues, the following will also be high priorities – school safety, CTE funding, expansion of vouchers, the waiver for protected taxes, the complexity index, kindergarten cut-off date, virtual schools, and teacher appreciation grants just to name a few. And, of course,

there are surprise issues that arise. Indiana ASBO will be in the State House halls every day working with legislators, staffers and other groups to assure our voice is heard. Please continue to meet with your local legislators and share your story about how legislative actions impact the students in your corpo-ration. Your local communication with legislators is so important as we move forward to deal with the challenges facing public education.

What a wonderful time each

year we have to celebrate with family and friends the holiday season. Besides a lot of eating, football games, presents, parties and family gatherings, this time is a great opportunity to recharge our batteries and take some time for ourselves. The challenges are great, but the opportunities to pro-vide the best possible educational experiences to our students is what we strive for each and every day.

Hello again my friends,As you remember, in October we were introduced to a book titled The Dream

Manager and the concept of disengaged workers. This month I will share some of the concepts presented in the book to assist you in both your work life as well as perhaps utilize at home with your spouse and your children.

The recurring theme in the book is that what it all comes back to is every rela-tionship improves when we are mindful of each other’s dreams. Pursuing and hav-ing hope about an individual dream will drive enthusiasm that will spill over from personal life to work life. I would be willing to bet that all of you already encour-age those around you and brighten their day. What you might alter slightly is to intentionally learn about your co-worker’s dreams (co-worker being a boss, a peer and your direct report folks). In knowing their dreams it allows you to encourage pursuit of those dreams. You must be mindful to avoid judgment, provide tools if you can and be their accountability person in regard to progress toward achieving a dream. You must also recognize that you can’t take responsibility for them achiev-ing their dreams.

The company in the book had started out trying to improve morale and lower turnover by learning what their employee dreams were and helping them pursue them. That led to more enthusiastic and engaged workers. What they realized over time, and I think about this in terms of how it manifests itself in schools, is that there are so many ways people who are disengaged can negatively affect the work-place. It is everything from taking a sick day when they aren’t sick to taking office supplies for personal use to causing a prospective parent who comes in to check us out to choose to place their student in a different school in a different district.

Ultimately what they discovered, and we all inherently know, is people spend most of their lives working, so they should enjoy it, or at the very least know that is moving them in the direction of their dreams. What you will also discover is that when you know the dreams of the people around you, you want to help them live those dreams. In helping them live their dreams we become personally invested in them which is one of the fundamentals of teamwork. You will also discover that nothing animates people like chasing a dream. The passion and energy that are the signs of this animation cannot be confined to one area of our lives. Both the posi-tive and the negative of our personal and professional lives flow freely between our life at home and our life at work. The energy generated from pursuing dreams will spill over into their professional lives and drive success for them personally and drive success for the organization.

So how do we start? One way would be to start with you first. Consider getting yourself a Dream Book. It is just a blank book to start writing down your dreams. You might just write down one word or a phrase or sketch a picture. Your challenge is to dream without limits. Date your dreams as you add them to the book. Date them again when you achieve them. Sounds like fun doesn’t it? If you are willing to share, let me know if you decided to tackle this and what you discover along the way.

Final Fiscal Indicators For 2019

On December 14, 2018, the School Corporation Fiscal and Qualitative Indicators Committee (“Com-mittee”) met to finalize the indicators to be used for release by January 1, 2019. After discussing the feedback received from the State Budget Commit-tee in October, the Committee unanimously voted to approve the indicators that were proposed to the State Budget Committee. The report provided to the State Budget Committee which contains the selected indi-cators can be found under the October 4, 2018 meet-ing materials at https://www.in.gov/duab/2383.htm.

A notice will be distributed on the Indicators list-serv and posted to the Committee’s webpage (https://www.in.gov/duab/2377.htm) when the indicators for all school corporations are released in the coming weeks.

2019 Standard Mileage Rate

The Internal Revenue Service has announced the 2019 standard mileage rate. For 2019, the rate will be $.58 per mile up from the current $.545.

Legacy thinking does not occupy an inordinate amount of time for most school board members. Board

members are typically more concerned with what is happening around them at the present rather than being consumed by thoughts of any lasting impact that their service and contributions may have or whether there will be any appreciation for their service after they are relieved of their mantle of board membership. In fact, a low appreciation expectation for their

investment of time and service is quite the norm for board members. Given the vast majority of board members do not especially want accolades or other displays of appreciation, it is not peculiar that they rarely contemplate legacy building during their term of office.

Leaving a Legacy Is Not a Choice

However, the truth is that legacy building occurs whether it is intentional or not. So, I guess the first take-away is that legacies are the residue of a life lived, a task performed, or a service rendered and, from this perspective; everyone leaves a legacy. No one simply disappears; minimally, they leave footprints and sometimes other evidence along the path they followed. To be sure, some footprints are larger than others, some of the evidence is more defined, some are more shallow, but none are erased.

If you accept that you will invariably leave a legacy, regardless of your own perception of the impact you will leave in your school district, the questions become “What kind of legacy do you want to leave, how brief, how full, and for whom? What will your legacy consist of and your legacy important enough to develop and protect before resigning it for the benefit or scrutiny of the future?”

Given that a legacy will be left, it is interesting to note that your legacy could be tailored towards a specific age, gender, or group. I believe it is often intentional to represent those categories from a leadership perspective with the hopes that something inspirational might be bequeathed for those that follow after. However, I am more inclined to believe that board member leadership legacies begin in governance discussions long before any conscious decision is made regarding to leave a legacy of governance leadership. It is in these conversations that the legacies that are forged prove are more evidentiary than fable.

Where Do Legacies Originate?

How are legacies forged? In an overly simplistic explanation, they are written a day at a time, instance by instance, issue by issue, decision by decision. Some days will contribute chapters to a legacy while others will simply be a footnote. A handful of issues may command a lot of attention but not be that memorable

from an overall governance landscape. Likewise, most decisions may seem quite unremarkable by all outward appearances, while one pivotal decision may affect an entire community and have lasting consequence.

From this we might assume that attention to legacy is of some importance, that a term of service, whether it be brief or extended, is worthy of our deliberate and careful attention. Of course, that is if your legacy is of concern. Unfortunately, there are those from time to time who fail to comprehend that they are the author of their own legacies and find out too late that the lessons left by their legacy are the ones to avoid rather than emulate. Are they beneficial in spite of their notoriety? Perhaps … but more appropriately … they are profoundly memorable for the wrong reasons.

Another important legacy consideration is in the acknowledgement that a great deal of a personal legacy from a boardsmanship perspective is crafted as the result of the member’s ability to contribute his or her talent as one of several on a decision-making team. When done intentionally and responsibly, individuality is not lost; it merely becomes a defining attribute of a larger whole and the legacy script that records this element of service is perhaps the most important of all.

A legacy built on service, one that is largely defined by individual contributions to a greater whole, becomes the greatest test for any board member, and that is whether or not he or she has given any thought to lasting legacies. Putting self aside without sacrificing personal identity is not the easiest of tasks for most people, and that is true in any team setting, not just in the board room. However, it is at the crux of effective boardsmanship and is the foundational element of every board member’s legacy.

Okay, okay . . . I hear what you are thinking. This is just Adamson’s way of stressing the importance of the school board-superintendent team, but from a different point of view. While I suppose there is an element of truth to that thought, the connection is more from the complementary relationship between legacy building and team dynamics. Regardless; you will leave a legacy, whether you determine to be part of the team, or not.

It is important to understand that your legacy as defined by being part of a team is not dependent upon every member of the team being best buddies. True, it is always best if everyone

gets along and there are no critical personal barriers that prevent the team’s best work. Team work will always benefit more when distinct personalities yield to common goals and objectives. After all, the work of the board is that of a professional, decision-making, governing body, not a social club.

Legacies Are Ultimately Contributions to Governance History

The last aspect of this whole legacy thing is that the individual legacy you leave will become part of a greater whole. While a personal legacy may never make the headlines across the state, both intended and unintended contributions of school board service define the public’s perception of the board’s value. In essence, if a board member acts unprofessionally or unethically, the collective character of their board is damaged to some degree. If one member is permitted to disrupt the work of the board or administration without being brought to task, the reputation of

the board and its ability to self-govern are called into question, and rightfully so. Consequently, while the discussion has been about personal legacies and in defining and developing a personal legacy, that board weaves its own story, a collective legacy that defines how well it performed as a unified governing body representing the best interests of public education in their district.

Serving with the end in mind is a good reminder of the importance of everyday decision-making in board governance, both from an individual and team basis. Your valued contributions are critical as a member of the

state’s largest representative governing body, the largest employer, largest food service provider, and largest transportation provider throughout the state. The legacy you forge is the foundation upon which those who follow you will build. Will it be strong enough to support the future?

Think about it! Will you leave something more relevant than a photo on the wall? Will your contributions combined with your peers be the springboard for future successes for your school corporation? Will difficult decisions you help to make posture your corporation to make the best use of educational opportunities for the children you champion and the stakeholders you represent?

If you are not sure that is where you have been focusing … it’s not to late to change your story and the legacy you want to leave. The real question is: Why wouldn’t you want to?
