Institutional Capability Statement _____________________________________________________________________________________ Central Connecticut State University Central Connecticut State University (CCSU) was founded in 1849 as Connecticut’s first public institution of higher education. CCSU’s campus is in the city of New Britain, the center of the State of Connecticut. This ideal location, in the northeastern U.S., allows for easy and rapid travel to many renowned urban, cultural, educational and historical sites such as Hartford, Boston, New York/New Jersey, Philadelphia, and Washington, D.C-to name a few. CCSU is a comprehensive, nationally ranked university. CCSU enrolls more than 12,000 students and offers 100 majors in more than 80 fields of study. In terms of internationalization, CCSU is ranked among the best universities in the country. At CCSU, international programming is a major educational goal. CCSU’s strategic plan clearly identifies “International Education” as one of its four distinctive elements. The Center for International Education The Center for International Education (CIE) was established as a Statewide Center for Excellence in International Education by the Board of Governors for Higher Education in 1987. The Center for International Education (CIE) is the focal point for international activities at CCSU. Building the international dimension of CCSU is the overall objective of CIE with a profound commitment to global education. This commitment is met by bringing together faculty, staff and students throughout the university, and people outside the campus and beyond, who are interested in the teaching, research and exchange of ideas about the world. CIE works closely with units across campus to internationalize educational programs, research and training opportunities; and to promote collaborative agreements and faculty exchanges with foreign institutions. To advance CCSU’s vision to be "global in perspective and outreach," CIE works under the auspices of several units: International Students and Scholars Services (ISSS); Study Abroad (SA); Course Abroad. Intensive English Language Program (IELP); Fulbright Programs; and Intensive Management Development International (IMDI). Intensive Management Development International (IMDI) ▪ IMDI is an important unit within CIE that specializes in short-term training for public, private and non-
profit clients. IMDI’s mission is to provide short-term professional development management training to managers of public, parastatal, private, and non-profit organizations from developing countries. IMDI programs are designed to meet the needs of participants with a diverse range of interests and backgrounds. IMDI hosts participants (primarily, top and mid-level managers) from Africa, Asia, the Middle East, Latin America and the Caribbean, South America, and Central Europe. IMDI draws on its own faculty experts and others from various U.S. universities, international organizations, and practitioners in relevant fields to provide management consultancy and training services. IMDI provides a variety of programs and activities that can also benefit individuals, public, private and other non-government organizations within the local communities of New Britain and the Greater Hartford.
IMDI, Page 7
• Objectives: IMDI’s objectives are (a) to provide state-of-the-art short-term training geared to the special considerations of working professionals from public, parastatal, private, and nonprofit organizations; (b) to deliver knowledge on contemporary theory and the practice of management development; and (c) to utilize practitioner experience to establish the application of theory in public, parastatal, private, and non-profit sector practice.
• Training Programs: IMDI offers multiple regular training programs. IMDI also conducts custom-designed training programs on request both on-site overseas and in the U.S., to meet the needs of special clientele groups. Every year, participants from foreign countries attend IMDI programs. These programs are taught directly in English, Spanish, and French; and are offered in other foreign languages with the assistance of interpreters. IMDI’s regular training program offerings includes Project Management; Management, Monitoring, and Evaluations of Projects; Human Resource Capacity Building and Management; Budgeting and Financial Management; Project Finance Management; Development Finance; Democratic and Human Rights-Based Approach to Management; Results-Based Performance Auditing; Participatory Action Research Community Engagement and Empowerment; and Human Rights Based Approach to Global Education for All; to name a few. IMDI training programs combine classroom sessions with on-site professional field visits to relevant sites. The use of dynamic, interactive instructional methods (including seminars, hands-on practice sessions, computer applications, case studies, development of action plans, and field trips) make IMDI programs innovative, pragmatic, job relevant and intellectually stimulating. As a supplement to the in-class activities, IMDI organizes “customized” meetings with American officials from the public sector, nonprofit sector and associations representing the private sector. These sessions enable participants to gain insight into relationships between the public and private sectors. This is of particular interest to participants whose countries are currently transitioning to a market-based economy and developing democratic institutions of governance. Details about IMDI regular programs can be found in the IMDI catalog and website: www.ccsu.edu/imdi. Also, a sample list of areas where IMDI can design and deliver training, on request, is provided in the IMDI training catalog and website: www.ccsu.edu/imdi.
IMDI, Page 8
• The Instructors:
The quality of IMDI programs is the product of a diverse group of international partners in development and an outstanding core of instructors. IMDI training programs are taught by instructors with extensive overseas experience. Instructors who teach in IMDI programs combine research-based knowledge with practical application and international experience. IMDI draws on its advisors and instructors from U.S. universities, international organizations, and practitioners in relevant fields to provide management consultancy and training services.
IMDI instructors represent a wide range of backgrounds and interests, having received their advanced degrees in a variety of disciplines that include international development studies, economics, sociology, psychology, public policy, business, management, research and evaluation methods, and education. They have gained valuable practical experience as social planners, principal investigators of development programs/projects, university faculty, administrators, trainers, and social science researchers.
• Training Methodology:
For each IMDI program, team members are assembled based on their level of awareness of management issues, both in the public and private sectors, and on their familiarity with the overseas milieu. Each program combines classroom sessions with on-site professional field visits to relevant sites. The use of dynamic, interactive instructional methods (including seminars, hands-on practice sessions, computer applications, case studies, development of action plans, and field trips) makes IMDI programs innovative, pragmatic, job relevant and intellectually stimulating. IMDI uses a combination of training approaches to maximize the training gains of the participants and to meet the objectives of each particular training program: ✓ Need Assessments: An opportunity for the participants to share their expectations and concerns;
✓ Seminar-In Class Discussion: An interactive way for instructors to present to, and discuss core information with participants;
✓ Work-group Assignment: Opportunities are created for participants to work together on given tasks, examine case studies, and formulate group solutions to problem solving;
✓ Computer Application Sessions: Access to personal computers allows participants to practice techniques, and develop and implement effective and independent solutions applicable to varied training topics. Participants also discuss and critique the approaches used;
✓ Individual Consultations with Instructors: One-on-one consultation with instructors ensure that skills learned are integrated in the formulation of participants’ action plans; and
✓ Development of Action Plans: The highlight of every program is for each participant to identify a problem and provide a framework for an adequate solution, making sure to integrate relevant skills learned throughout the program. Each participant or group of participants completes a report and present it in a plenary session.
In addition, IMDI instructors are always available for consultation and follow up with program participants even after completion of training.
IMDI, Page 9
Evaluation: For each program, a training team completes a formative evaluation (preferably in the middle of each program) to determine if the training objectives are being achieved and to make necessary adjustments. A summative evaluation is conducted at the conclusion of each training program. In addition, an impact assessment is conducted to determine the impact on behavior in the workplace and the effectiveness of these managers.
One further indication of the quality of the training will be an indirect but very important measure. Since the participants and/or their sponsors will be required to bear 100% of the cost of the training, their willingness to send additional participants is a strong indicator of whether they feel that there is sufficient value added by the training. Demand and growth in demand for these programs, and repeat participants also serve as good indicators of the value placed on the program by participants.
• The Participants:
IMDI programs are designed to meet the needs of participants with a diverse range of interests and backgrounds. IMDI typical participants include top and mid-level managers, drawn primarily from the private, public and other non-governmental sectors.
IMDI benefits the participants in many significant ways. (1) IMDI participants gain knowledge and skills in key areas of management that enable them to improve effectively their day-to-day ways of conducting business. (2) Each IMDI participant is required to develop an action plan for the benefit of his/her organization. The action plan demonstrates usage of the knowledge and skills acquired during the program and is presented to the class at the conclusion of the program. (3) Field visits are arranged, as appropriate, to various organizations (e.g., corporations, public organizations, stock and commodities exchanges) to allow participants to interact and discuss various aspects of operational and strategic financial management with professionals in the local communities of New Britain and the Greater Hartford.
At the completion of any IMDI program, participants can expect to gain a better understanding of:
a) How to stimulate the future operation of their organizations.
b) How to develop strategic management plans.
c) How to develop management practice guidelines on important elements of operation management such as client services, allocation of financial resources, and development of an effective corps of personnel through human resource management training.
d) How to identify key strategic management areas.
e) How to monitor performance of projects and organizations.

• Training Facilities: CCSU has modern training facilities; including large, world-class libraries, which provide access to millions of books, electronic journals, multimedia titles, print journals, government publications, films, maps and recordings; air-conditioned classrooms, numerous computer laboratories with thousands of instructional computers, state-of-the-art technology in the classrooms (including computers, videos, and internet resources); and several Student Services units that provide academic support services and sociocultural programs. State-of-the-art physical fitness and recreation facilities are also available for CCSU guests’ use.
• Funding Sources: IMDI participants are sponsored by home government, international and national non-governmental organizations and private organizations including but not limited to USAID (United States Agency for International Development); Plan International; World Bank; World Learning; World Vision; CARITAS; IIE (Institute for International Education); Development Associates; AED (Academy for Educational Development); ADFIAP-Association of Development Financing Institutions in Asia Pacific; WHO (World Health Organization); IFAD (International Food and Agriculture Development); UNDP (United Nations Development Program); and UNICEF (United Nations Children’s Fund).
• Socio-cultural Support/Experience America: IMDI programs are designed to ensure that participants have an inclusive quality learning experience. Participants attending IMDI programs will discover an abundance of social and cultural events. IMDI programs feature "Experience America" activities scheduled outside of class hours, during evenings and weekends.
IMDI’s location allows easy access to major cities and allows IMDI to meet its goal of providing educational and cultural experiences outside the classroom in cultural, economic and financial centers. Organized travel to nearby cities (e.g., Hartford, Boston, New York, Philadelphia, Baltimore, Washington DC, and Montreal-Canada) combined with classroom field trips will provide participants with unique insight into America and its people. IMDI offers a pleasant environment for study, research and cultural exchanges so that participants may benefit from an inclusive quality learning experience.
IMDI participants will find an abundance of cultural and sports events on campus. Prominent speakers come to CCSU each semester. Also, through CCSU’s various academic/area studies and programs, there are weekly lectures, seminars and colloquia dealing with academic specialties throughout the University. In addition, a special effort is made to provide contact with American families in New Britain and the Greater Hartford areas through various community-based volunteer programs.

Program Particulars _____________________________________________________________________________________ Admission:
Admission to IMDI programs is competitive. Participants are expected to have a bachelor's degree or equivalent. Applicants must be fluent in written and spoken English. Registration: Formal registration will take place at the start of each program. However, to be formally registered, participants are required to pay their program fee in full and show proof of medical insurance coverage. Attendance, Class Work and Graduation: A professional certificate or diploma is awarded to all participants who successfully complete an IMDI program subject to the following conditions:
a. Participants must punctually and regularly attend classes, seminars, workshops, and professional visits.
b. All assignments and projects must be completed to the satisfaction of the instructors.
c. For every program, IMDI issues an IMDI certificate or diploma of professional development, with
mention of area of specialization, to each participant that successfully completes his/her program.
IMDI, Page 35
Location, Duration, Schedule, Logistics: Each IMDI program schedule is designed to maximize the possibilities for participation by active managers/professionals who cannot leave their places of employment or their organizations for extended periods. A typical training program day is six hours, with a one-hour lunch break and fifteen-minute breaks during both the morning and afternoon sessions. Note that a diploma program is a combination of two certificate programs. A certificate program lasts two weeks, or 60 hours (i.e., 6 hours x 10 instructional days).
IMDI provides modern training facilities; including access to library resources, air-conditioned seminar rooms, and state-of-the-art technology in micro-computing, videos, and internet resources. IMDI provides each participant with a netbook computer, training materials and all necessary supplies. IMDI will also provide transport to and from classes/field visits and the participants' place of accommodation on a daily basis, and will also transport the participants to and from Bradley Harford-Springfield International Airport (airport code: BDL) or the downtown Amtrak train station and the Connecticut (bus) limousine. The cost of all of these services is included in the program fee.
"Experience America" Activities: IMDI programs are designed to ensure that participants have an inclusive quality learning experience. Participants attending IMDI programs will discover an abundance of social and cultural events. IMDI programs feature "Experience America" activities scheduled outside of class hours, during evenings and weekends. IMDI’s location allows easy access to major cities and allows us to meet our goal of providing educational and cultural experiences outside the classroom in cultural, economic and financial centers. Participants are encouraged to fly to Bradley International Airport (airport code: BDL). The airport is open 24 hours daily, including holidays.
New York City: Participants may want to fly to John F. Kennedy International Airport (airport code: JFK). The airport is open 24 hours daily, including holidays. From JFK, participants may:
a. take a connecting flight to Hartford’s Bradley airport (BDL), or
b. take the Connecticut (bus) limousine to downtown Hartford, Connecticut. With advance notice and complete arrival information, participants will be met by IMDI staff upon their arrival at Bradley BDL or the bus terminal in downtown Hartford. Accommodations: Participants may be housed on campus or at a local hotel. Accommodations will provide participants with access to computers, restaurants, shopping and entertainment. If housed at a local hotel, participants will be provided free daily transportation to and from the training site. IMDI plans to arrange participant housing in single and/or double-occupancy rooms on the CCSU campus (available only in the summer) and at hotels in the nearby New Britain/Greater Hartford area. IMDI negotiates the lowest rate possible with participating hotels. Currently, a typical double occupancy room costs about $180 per room per night (tax included) for double-occupancy (that is $90 per person per night). IMDI recommends that the participants have at least $50 a day to pay for meals and incidentals during their stay in the U.S. Participant’s Personal Expenses (Room, Board and Other): There may be substantial variation in the personal expenses of different individuals and in the allowances available from different sponsors. In any case, participants are required to have adequate funding to cover their basic expenses (housing, meals and other personal expenses) while in training.
IMDI, Page 37
Training Fees: The training program fee is:
• $2,499 U.S. for a certificate program
• $3,499 U.S. for a diploma program
