Chief Brian Higgins
Chief Higgins currently serves as both the Chief of the County Police and the Bergen County Director of Public Safety. The Bergen County Department of Public Safety, includes; the County Police, Security Services Division, Office of Highway Safety, Office of the Medical Examiner, Office of the County Fire Marshall, Office of Emergency Management, Division of Weights and Measures, Division of Consumer Affairs, The Bergen County Law & Public Safety Institute, and The Public Safety Operations Center. Chief Higgins oversees the policy setting and distribution of Homeland Security Funding for all 70 municipalities serving a population of almost 1 million residents. Chief Higgins is responsible for the administration and oversight of security for all county facilities and
properties including the review, recommendation and approval of all security policies, practices and the implementation of security products including, but not limited to, security cameras, access control, physical barriers and lighting. Chief Higgins possesses a Bachelor’s Degree in Bible and Theology from Baptist Bible College and Seminary and a Master’s Degree in Education from Seton Hall University. Brian is a graduate of the West Point School of Command and Leadership for Law Enforcement Executives, he is a Certified Protection Professional (CPP) through ASIS International and a Certified Sport Security Professional through the National Center for Spectator Sports Safety & Security (NCS4).
Supervisory Special Agent Kristy Kottis
Supervisory Special Agent Kristy Kottis is the Supervisor of the Joint Terrorism Task Force (JTTF) Threat Response Squad, which is a multi agency 24/7 reactive/investigative squad, addressing thousands of threats yearly to New York City. SSA Kottis served as a supervisor at FBIHQ in the Counterterrorism Division as well as the International Operations Division. SSA Kottis has served in overseas locations UAE, Pakistan, Estonia, and Oman. SSA Kottis has been in the FBI for 23 years.
Dr. Marie-Helen Maras
Dr. Marie-Helen Maras is an Associate Professor at the Department of Security, Fire, and Emergency Management at John Jay College of Criminal Justice. She has a DPhil in Law and an MPhil in Criminology and Criminal Justice from the University of Oxford. In addition, she holds a graduate degree in Industrial and Organizational Psychology from the University of New Haven and undergraduate degrees in Computer and Information Science and Psychology from the University of Maryland University College. She has also taught at New York University and SUNY-Farmingdale. Marie has published many books and academic journal articles. In addition to her teaching and academic work, her background includes approximately seven years of service in the U.S. Navy with
significant experience in security and law enforcement from her posts as a Navy Law Enforcement Specialist and Command Investigator. While in the Navy, she supervised her personnel in conducting over 130 counter-surveillance operations throughout Operations Enduring Freedom and Iraqi Freedom. During the early stages of her military career, she worked as an Electronics and Calibration Technician.
