This will be the detailed concept of operations, explaining comprehensively how the UN’s strategic aim will be achieved, through the pursuit of the functional strategies already developed. This level will explain in detail the why, who, what, where, when and how of the plan, clearly describing not only the resources required but also methods of their generation/procurement and the means and timings of their deployment.
