A Partnership with Illinois Department of Human Services (IDHS) to study a new approach to help Supplemental Nutrition Assistance Program (SNAP) recipients get into great careers utilizing Department of Commerce’s Job Training Employment (JTED) Program Model.

Overview
DHS and Community Based Organizations (CBOs) will
be using a team approach with intake, enrollment,
customer individualized services, training, and
employment plans (ISTEP).

Intake: DHS Staff Role: Use EPIC partner tools to facilitate the intake process and refer SNAP customers to appropriate training programs. CBO Role: Enter training program information and identify baseline requirements to help connect customers with an appropriate training program.

Recruit SNAP Participants
Eligible individuals reside in 1 of the 33 counties in the study and are:
• SNAP recipients who are work registrants (85 percent of 5,000 study participants).
• Employed SNAP recipients, (this is a voluntary population, and will make up 15 percent of the study participants); exempt from work requirement.
• Participants that may be mandatory or voluntary, depending on county and work registration status .
• Marketing material will be available via Illinois workNet and should be printed off and provided to new SNAP applicants who will be mandatory participants in E&T to educate them regarding this opportunity.
• Active mandatory SNAP customers who are not currently engaged should be provided this information in advance of scheduling them for an orientation.
• Active SNAP customers who are exempt should also be provided this information in a mailing to encourage them to participate in this program.
• Information relative to this program should be posted in the lobby area so interested customers can inquire about how to become involved.
• Offices should also post the web address of Illinois workNet for customers who have access to the internet to see what is available.

Recruitment is important because there is participation fallout along the way. Estimations are
based on historical data:
* Only 23% of customers that are contacted attend orientation sessions.
** Only 18% of the customers in step 1 will make it to the EPIC SNAP E&T services group based on prior history with a similar study.

Consent & Group Assignment The customer will return for a follow-up meeting. Review what it means to participate in the study. If they decide not to participate, update their customer status in Illinois workNet to “Declined to Participate.” If they are interested in participating in EPIC SNAP E&T pilot, they will be randomized into one of 2 groups:
• EPIC SNAP E&T (Treatment Group): offered the pilot services in Model 1, 2, or 3, or
• Traditional SNAP E&T (Control Group): offered core, or existing SNAP E&T services (“business as usual”). In a number of counties, “business as usual” for the controls is no SNAP E&T, so controls will be eligible for whatever services currently exist at large in the community.
Random assignment occurs in EPIC (not Illinois workNet).
After random assignment, the group assignment automatically populates Illinois workNet EPIC partner tools.

Download a prepopulated 2151 form to refer the customer to the CBO and training program.

MUST HAVE ITEMS: An Illinois workNet Account that is set up as a partner.
1. Go to www.illinoisworknet.com and set up your Illinois workNet account (if you do not
already have an account).
2. Make sure your name is on the list of DHS staff that needs access to EPIC partner tools.
3. Once we have the list, Illinois workNet staff will update the accounts to partner accounts and give you access to the tools.
