BACKGROUND

• Geographical location, land characteristics, multiplicity of rivers, monsoon pattern and climate change along with over population, mismanagement, lack of awareness render highly vulnerability in Bangladesh

• Human induced hazards caused by deforestation, environmental degradation, exploitation of natural resources and unplanned urban structures have further aggravated the situation.

• There is a strong need for a harmonized effort to strengthen

the capacities of those working within the local, district and

national institution on DRR.

POLICY CONTEXT • DM Policy are well defined in Bangladesh. Ministries and

Departments are dedicated to overseeing DRR. Government has initiated flagship projects like the CDMP

• SoD is addressing DRR through DMCs at district, Upazilla, Union, Pourashva and CC levels.

• NPDM developed to strengthen national and local DRR.

• Strengthening of DDMCs at Upazilla and Union, Pourashva and City Corporation are key for effective implementation of the Disaster Management (DM) Act.

MONITORING AND EVALUATION

• Monitoring and evaluation • Accountability and Participation will be observed

EXPECTED OUTCOME • ADPs will be developed at Upazila and District level based

on CRA and RRAP• Contingency Plan developed and updated by DMCs

• DMCs will conduct and monitor risk assessment• Increased community resilience , Mock drills tested regularly• Community and resources mobilized

• District MT provides regular training all level DMCs• Risk informed RRAP and DRR mainstreamed into

development

• Law, Policies, Orders, Guidelines and Codes are properly implemented

CONTINUATION

• Self-rolled-out CBDP from local to national level• CBDP will be led by Government DM structures

• ADP will be developed factoring in RRAP• MT Resource pool will be available

• CRA, URA and Harmonized Training Module will ensure ‘buy-in’ of stakeholders to the process.

• National and District level MTs will be in place and continuation

• Inclusive and mainstreamed CBDP into development
