Airplanes CL-215 implementing the novel AAFF (Advanced Aerial Fire Fighting) system to accurately and safely disperse extinguishing materials (pellets) from high altitude in any condition.
Demonstrate the effectiveness of the pellets in terms of accurate and safe deliver extinguishing materials.
Demonstrate detection and monitoring capabilities, integration and deployment of diverse systems including satellites, UAVs, and both mobile and stationary ground systems for the early detection of fire and for monitoring the propagation of smoke and toxic clouds.
Preliminary testing and debugging of the integrated deployable Crisis Management System based on C4I, Situational Awareness, FFL, Sensors & Devices, DS, Risk Analysis and other subsystems in order to improve its level of integration.
Pre-final trial of capsules’ preventive layer.
Improve the level of integration and collaboration of AF3 technologies and identify issues for improvement/correction.

Exercise Locations
Main location/site (Naval Base Skaramagkas, SW of Athens): The considered area is mostly covered by forest with large terrain variations which affect its micro-climate. It borders:
• on the North with the storage facilities of the Hellenic Petreleum oil plant (refineries)
• on the South with the municipality of Perama
• on the West with the sea and
• on the East with the “Shisto” highway.
In its approximately 1.500 acres (607 ha) are sited: a 1.200 acres (485 ha) forest, crucial storage facilities, costal navy facilities, Hellenic Navy Petty Officers Academy facilities, which accommodate approximately 500 students.
Parallel location/site (Air Force resort, Vonitsa village): Parallel side exercise takes place in the Air Force resort close to Vonitsa village, 350km NW of Athens and 7km away the Aktion Air Base.

Exercise Scenario Baseline
• One mega-wildfire near populated area in the wildland-urban interface of the Naval Base of Skaramagkas and a second low-scale wildfire which breaks out in the Air Force Resort close to Vonitsa village one day after the ignition and the ongoing –according to the scenario- fire in Athens
• This is hence a close to double and parallel disaster
• The extent of the mega-wildfire disaster and the conditions create the need for:
• Early detection, monitoring & data fusion alerts
• Ground & aerial firefighting (CL-215)
• Search & rescue operations
• Medical assistance
• Evacuation of critical infrastructure
• UAVs monitoring
• The fire size in the Naval Officers Resort in Vonitsa is of small scale compared with the event of Athens and fire suppression is done only through:
• Pegasus II UAV patrolling capabilities
• Crowd sourcing & social media information
• Ground firefighting

Exercise Sites (Athens & Vonitsa)
No Installation and operational sites Description
1 Fire location for ground forces operation
All episodes dealing with ground forces were executed here. This site is quite close to the C&C Room.
2 Road exclusion This is the site where the episode of the road exclusion took place (at the entrance gates of the Naval Base)
3 Building evacuation This is the site where the episode of the building evacuation took place. The building that were used for that purpose is the School of Permanent Navy Petty Officers.
4 Capsules and preventive layers This is the site where the capsules system were tested. This site is a portion of Site#1
5 Fire location for aerial drops This is the site where all the episodes related to aerial forces and drops were executed.
6 Command and Control Room This the main operational site of the exercise where the Command and Control Room were installed. From this Room, all exercise’s episodes (from both events) were executed and monitored.
7 Elefsina Airport This is the Airport form where CL-215 took off bound for Skaramagkas Naval Base in order to drop water and pellets.
8 Vonitsa Air Force Resort This is the site where the minor and parallel firefighting event was tested.
9 Aktion Airport This is the site from where Pegasus UAV took off bound for the Air Force Resort of Vonitsa in order to detect and patrol the extinguishing mechanism
