BACKGROUND OF SAFER RIVER, LIFE SAVER FOUNDATION INC. (SRLSFI)

SRLSFI is a multi-sectoral endeavor aimed to protect and/or enhance the ecology of the Cagayan River, other rivers in the Cagayan de Oro City and community extension areas in order to maximize benefits from its utilization. It was conceived on April 9, 1997 when Liceo de Cagayan University (LdCU), through her School of Graduate Studies (SGS), hosted a technical paper presentation involving her officials and those of concerned government agencies.

RATIONALE

The Cagayan de Oro River is a major river in Cagayan de Oro City. Its contribution to the growth of the City and the role it plays to sustain the city’s development cannot be overemphasized. The thrust to protect river systems is global because water is life. The supply of good quality raw water for drinking and domestic use is decreasing due to deforestation, industrialization and pollution.

The clamor to protect the Cagayan de Oro River is a noble initiative to protect it from present and future pollutional pressure due to industrial wastes and sediments transported from watershed. This aims to maintain its historical significance and enhance capability to sustain the development of Cagayan de Oro City, given its potentials for eco-tourism, hydropower generation, and raw water source fro drinking, domestic and industrial waters supply.

Indeed, congruent with the concept of sustainable development, a holistic program for its protection and/or enhancement is imperative. This is consistent towards establishing its Center for Environmental Studies (CES) tasked primarily to respond to the demands of “Safer River, Life Saver”.

A Training Program for Local Government Units Leading to a Master’s Degree in Environmental Planning and Management

RATIONALE

Environmental planning and management are strategic challenges confronting every sector in the 21st century. A convergence of policies and decisions not only in the local setting but worldwide resulted on the need to capacitate local government units and their constituents in environmental planning and management. This confluence of policies includes the Philippine Constitution (1987), the creation of a responsible body to administer this environment planning & management, the Local Government Code and the implementation of the local version of the worldwide concern on sustainable development called Philippine Agenda 21.

The 1987 Philippine Constitution is the overarching mandate that articulates the policy of the State to protect the rights of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. In 1989 Cabinet Resolution No. 37: Philippines Strategy for Sustainable Development was formulated and serves as a framework and guide in the formulation of policies consistent with the intents of the Constitution. Environmental protection, conservation, development and management through strategic alliances and partnerships and appropriate information technology towards sustainable development are the major focal points for development.

The Department of Environment and Natural Resources was created to oversee this major constitutional provision after which the government decentralized the environment and natural resources conservation protection and functions to its field personnel. The Department is mandated to be the primary agency responsible for the conservation, management, development, and proper use of the country’s environment and natural resources.

BRIEF DESCRIPTION OF THE PROGRAM

I-GOFAR / L-EPM is basically a resource facility that will support LGU’s in its efforts to address their environmental concerns/issue by replicating and using L-EPM tools and good urban governance processes. It is also a resource facility to other stakeholders in local governance as it intends to disseminate and make use of the lessons and learning’s generated by projects, programs and development policies for other purposes.

TRAINING GOALS AND OBJECTIVES

The development of modules on L-EPM Process, aims to formalize and widen the base of its acceptance and promotion for good practices in local governance. The focus would be the operationalization of Component 2: Upscaling knowledge on L-EPM Process. Specifically, the project aims to:

1. Promote and operationalize the use of L-EPM Process module to be developed in the course of master in management for the graduate studies.

2. Encourage Local Resource Institute (LRI’s) to enhance the development of concepts and principles related to L-EPM Process and integrate the same on the courses that are being currently implemented in their school curriculum.

3. Encourage Local Resource Institute (LRI’s) to be active partners and link with local government units, especially the barangays and industry players in coming up with cost-effective and practical solutions to pollution and waste management issues

The prospective trainees should have the following qualifications:

o Must be a local government employee residing in the locality with permanent employment status in the experience/involvement on development planning, development programs/projects implementation.

o Must be a graduate of four year Bachelor’s Degree and preferably he or she must not be a master’s degree holder

o Must be in the government service with two (2) years experience with Very Satisfactory (VS) rating for the past two (2) rating periods.

ADMISSION REQUIREMENTS The applicants must meet the following

requirements for admission:

Registration Transcript of Records (Photocopy) Authority to register signed by the LGU official

Note: Training sessions are done on a trimestral basis. Each trimester lasts for four months. Applicants are advised to register in three modules per trimester.

The training program can be completed in five(5) trimester or twenty (20) months to

complete the 15 modules

Brief Orientation of LOGOTRI PHILNET Accreditation

The Local Government Academy recently conducted a Capacity Development Exposition on Local Governance last March 12, 2010 wherein the demand and supply for capacity development interventions for local government units were presented. This offered opportunities for service providers to meet the demand for capacity development throughout the country.

The LoGoTRi-Philnet with the funding grant from the USAID through the ASIA Foundation, is implementing the project “Accreditation of Training Program for LGU’s”. It aims to classify and provide acceptable standards through peer-to-peer accreditation of training programs for PhilNet members.

The main benefit that can be derived in this accreditation system is the placement of your institution in the loop of accredited service providers in capacitating LGUs. This will be made possible by marketing the LRI’s services and be at par with international standards of excellence. LRI with accredited training programs will be given an insignia of accreditation level depending on the status of service quality.

The IGOFAR Accreditation Process

The training program which Safer River, Life Saver Foundation Inc. and Liceo de Cagayan University (LDCU) links with the Institute of Good Practices in Local Governance: A Facility for Adaptation and Replication / Local Environmental Planning and Management (I-GOFAR / LEPM) articulates the University’s serious intentions in addressing environment issues and is among the avenues where the University continues to extend its commitment to the challenges of environment planning and management. Through this special training program, the Local Government Officials will be able to gain more appropriate knowledge on how to address the environment issues in their local places respectively, become more effective in terms of their functions as a public servant and will divided into a Trimester composed of four months, a total of five (5) trimesters and is targeted to begin on May 2011.

A series of meetings were conducted to some of the Local Officials of District 1 and 2 to introduce the mentioned training program and they expressed their great interest and they are also looking forward to the training program, we already have their filled – up registration form as a proof of their interest with regards to the training program.

The training program passed the accreditation process last October10-12, 2010 facilitated by the LoGoTri / Philnet of Manila. It has been also recognized just this year and approved by the Department of Interior and Local Government (DILG) for their “Bihaheng Pinoy” project.
