SECTION - I : GENERAL INFORMTION AND TECHNICAL SPECIFICATION
1. General Information
1.1. Background
“Food without salt” is like “Life without spirit”
It is truly said that the taste of the food is due to the salt, but many less of us know
that the salt workers takes so much of pain to give the taste to the food. The salt
workers locally known as “Salt Pan (agariyas” reside in coastal belt of Gujarat. Most
of them are migrant workers. Afte r the rains, they migrate to the salt pans where they
work for eight months and return to their native palces during the monsoon. Due to
uncertainties of employment and migration salt pan workers are caught in no -win
situation. It is seen that usually there is no drinking water and sanitation facility
available in their place of work. A majority of the workers live in make -shift hutments
in the salt pans.
We realize the difficulty of working at salt pan, only when we visit that area. Most of
the salt workers were working in scorching sun, had red eyes, dry and black skin,
cuts, burns and blister on their hands and legs. Only shelter was made of jute and
plastic sheet, a small hut, without any facility like electricity, water and so on.
Working conditions on pan and living salt workers are pathetic and yet much has to
be done ameliorate their condition. The category of “salt worker” includes salt
workers on salt pans, the workers working at grinding and packing units as well as
the workers engage in allied activities like loading and un-loading packing salt near
the pan.
In India, salt is produced mainly in Gujarat , Rajsathan, Maharashtra, Tamilnadu and
Andhra Pradesh. Gujarat prduces almost 70 % of the salt in India with ground water
(inland) as well as with seawater (marine land). There are in all 1610 units producing

in Gujarat, which are scattered over 35 talukas of 13 districts in Gujarat. There are
mainly three types of salt production units – below 10 acres plot, 10 acres plot and
more then 100 acres plot. More than 100000 workers are engaged in various
activities of salt industry.
1.2. Drinking water scenario
According to the government rule, the owners of the Salt Pan (agar) should provide
them water, house, road and transport facilities, fuel, tools for salt production
educational and medical facilities, crèche for children Anganwadi etc. but non of
these facilities are made available to them. Only few facilities like houses (sheds
made of wood and plastic sheets), some tools (like spade and large tubs are
provided but not the gloves and gum-boots which protect them from skin problems
during salt production), and irregular water through tankers are provided in some of
the salt pan works by the owners. The drinking water facility provided by the owners
are far-far from satisfaction. The salt commissioner, Govt. of India and the state
water supply department through water supply and sewerage board is trying to look
in to the drinking water problem of salt pan workers in Gujarat State.
1.3. Reform in drinking water and sanitation facility to salt pan workers (Agarias).
For solving the drinking water and sanitation problems for salt pan workers in Gujarat
a program has been developed in consultation and financial support from the salt
commissioner Government of India. Under this program it is proposed to provide
portable drinking water facilities nearer to the salt pans and also sanitary units (toilet)
at each salt pan. This will enable the salt pan workers a hygienic condition and
portable drinking water for the betterment of their health hygiene and efficiency of the
workers and their family members. For drinking water facility, efforts are being made
to provide portable water through long distance pipe line as well as through water
tankers. Under this reform program as last solution the state Government is also
planning to setup Reverse Osmosis (RO) plants at few places, where the
conventional arrangement of providing water through pipe line as well as
through water tankers is not feasible.
For facilitating the community managed water supply and sanitation programme in
the state , Government has entrusted the responsibility to Water and Sanitation
Management Organisation (WASMO).

1.4. Water and Sanitation Management Organization (WASMO)
? WASMO has been established by the Govt. of Gujarat as an autonomous
organization to promote, facilitate and empower Village Panchayats and the rural
community to manage local water resources and have their own water supply
systems and environmental sanitation facilities.
? It empowers the rural community through Pani Samitis (Village Water Sanitation
Committee) having a minimum of one -third women members to plan, approve,
implement, operate and maintain their own water supply systems, manage water
resources and ensure safe and reliable drinking water supply throughout the year.
? WASMO works as a facilitator and provides financial and technical support to Pani
Samitis/ Gram Panchayat and networks with local NGOs, other State Govt.
institution, Govt. of India, donors and UN organization to fulfill the Gujarat Govt.’s
pursuit of strengthening local self-governance through decentralization and
empowerment of the rural community, especially women.
1.5. Programme implementation
The implementation of programme shall be mainly through the respective NGOs
working in the areas. The NGO shall develop a suitable and appropriate drinking
water and sanitation facilities in close consultation with the beneficiaries (Salt Pan
Workers). The NGO shall play a crucial role in implementation of the programme.
1.6. Drinking water sources
The salt workers are normally coming to the pans from the villages near by salt works
locations (Agars ). The ground water in salt workers villages is normally ranging from
2500 mg/l to 6000 mg/l. It is expected that these ground water sources may be
adopted for treatment through RO plants. From these plants the treated water shall
be transported to the salt pan works sites through appropriate arrangement of
transportation suitable to beneficiaries. The ground water at or near salt works pan
sites are highly saline having TDS in the range of 30000 - 50000 mg/l and hence
treatment of these water is not considered.
1.7. Installation of Reverse Osmosis (RO) plants
In view of above, WASMO intends to facilitate the installation of Reverse Osmosis
plants (RO plants) in around 12 villages of the salt work Pan areas of the state. The
plants are to be located in salt work villages where ground water TDS is expected to

be in the range of 2500 – 6000 mg/l. The plants are proposed to meet the minimum
need of water for drinking and cooking primarily. The capacity of the plants in terms
of litres per hour shall be 250 LPH and 500 LPH. The total dissolve solids of raw
water from ground water sources shall be ranging from 2000 to 4000 mg/l and 4000
to 6000 mg/l. The Chlorides shall be in the range of 1000 to 2000 mg/l, in few cases
Fluoride range shall be 1.5 to 3 mg/l and the Nitrate may range from 45 to 250 mg/l
and pH shall range from 6.0 to 8.5. The general raw water chemical characteristics
from ground water sources are given in Annexure-III.
The Total Dissolved Solids (TDS) of product water i.e. desalinated water obtained
from RO plant shall range between 200 and 500 mg/l in any case. The other
chemical parameters of product water shall be within limits mentioned in annexure IV
of this document.
Looking to the raw water characteristic it has been decided to call rates for RO
system for treating two different categories of groundwater quality.
The categories are as under:

Approximately 12 RO Plants are planned to be set up at 12 locations. These locations are mainly in kutch, Jamnagar, Rajkot and Bharuch Districts. The demand for few RO plants is expected from other coastal districts of the State. The number may increase or decrease by maximum 50%. These plants are expected to be installed within span of Three months. The capacity of plants for which rates are being called is 250 LPH and 500 LPH. The breakup of the capacity and numbers is likely to be as under:

The above numbers can vary depending upon the demand .
The total management for procurement of RO plant shall be handled by the Co-ordination Monitoring and Support Unit (CMSU) or District Water and Sanitation Committee of respective districts under the guidance of WASMO & GWSSB .
1.7.1. Scope of DWSC/CMSU at the district level:
i) Power supply at one point near RO plant site.
ii) Power supply charges shall be borne by DWSC/CMSU during trial run, O&M
of first year and comprehensive service contract for second and third year.
iii) Each DWSC/CMSU will identify the location in their district and place the
order for the system from the bidder.
iv ) The type and capacity of the purification system shall be decided by CMSU/
DWSC in consultation with salt pan workers, NGOs and Gram Panchayat.
v) DWSC/CMSU would be the nodal agency for overseeing the servicing of
each system.
vi) DWSC/CMSU would arrange for pre inspection at factory on intimation from
the supplier.
vii) DWSC /CMSU would arrange for inspections after installation within 10 days.
viii) DWSC/CMSU would also make payments as per payment schedule
prescribed in this bid document.
1.8. Financing of RO system
o This is a 100 % Government supported program.
o WASMO shall transfer required fund to the District Water & Sanitation Committee
(DWSC)/ CMSU
o The payment shall be made by the respective district DWSC/ CMSU.
2. Scope of work, technical specifications and general conditions:
2.1. Scope of work:
The supplier has to supply a suitable RO system (Reverse Osmosis) for specified
capacity and respective chemical parameters of ground water sources as mentioned

in this bid documents. The main components in the scope of supplier shall be as

2.2. RO System Requirements.
2.2.1. Scope of the Supplier
(a) The supplier has to first erect 3 mtr x 3 mtr x 3 mtr size RO enclosure / container /
fabricated from FRP /PVC/HDPE materials.
(b) The supplier shall supply and erect required capacity raw and treated storage tank
as specified.
(c) The capacity of the plant shall be the capacity of desalinated product water in liters
per hour (LPH) as in Annexure – I.
(d) The technical specifications of each component of RO system for the capacity
ranging from 250 LPH and 500 LPH are enclosed as Annexure II.
(e) The raw water quality characteristics and product water quality are indicated in
Annexure-III and Annexure-IV. The supplier has to see that the product water
quality is invariably within the limits prescribed in Annex IV for treated water.
(f) The reject water and product water ratio is indicated in Annexure – I, which is
35:65.
(g) The supplier has to supply, install, commission, operate and maintain the RO
system for one year. i.e. In 1st year the operation and maintenance cost shall be
borne by the supplier for which he has to quote separately in the format enclosed
as in Annexure 1.
(h) The supplier has to provide a yearly comprehensive service contract of RO system
for 2nd and 3rd year, after successful completion of the first year operation &
maintenance. The bidder should offer the comprehensive service contract charges
in the Annexure 1. WASMO while deciding the tender outcome will take in to
account the cost offered for such comprehensive maintenance. This offer should
include all the possible expenses towards spares, consumables and repairing /
reconditioning if any required during the specified period of two years.
2.2.2. Product Water Quality Parameter Test
The product water quality shall be tested in Public Health Engineering Laboratories of
GWSSB / WASMO approved laboratories located at various places of the State and
the report of chemical examination from these laboratories shall be treated as final.
The water quality must conform as per standards drawn by WASMO. Water quality
will be periodically evaluated maximum with an interval of two months and the
system should perform consistently
2.3. Scope of Gram Panchayat.
The following items shall be provided by the Gram Panchayat of respective village:

ο Raw water in required quantity.
ο Required land for setting up of RO plant
2.4. Other requirements
2.4.1. The supplier shall have to indicate the power load requirement in its offer so that after
acceptance of the offer, these arrangements can be taken up by DWSC/CMSU
through of respective village.
2.4.2. The record of water supplied to beneficiaries shall be maintained jointly by the
supplier and Pani Samiti. The record should always be updated, legible and be
produced for inspection as and when asked for. A monthly bill for operation and
maintenance shall be prepared by the supplier and given to the Pani Samiti for
making payment.
2.4.3. Three persons of beneficiary community responsible for operation of RO plant after
one year shall be provided adequate training to develop their skill and capacity for
handling of the RO system along with O & M manual in Gujarati & English language.
In case concurrent training is needed on an event of change of operator, this will be
provided by the bidder without extra cost.
2.4.4. All the successful bidders will have to ensure collecting the samples from the
respective villages and meeting the design criteria.
2.4.5. Frequency of replacement of membrane shall invariably be mentioned in the offer.
The minimum guaranteed period of membrane shall not be less than 3 years.
2.4.6. The yearly O & M cost for each category and capacity of RO plant shall be calculated
and cost of water per liter computed as per designed capacity should be appended
with the offer.
2.4.7. The energy charges shall be ignored for the purpose of calculating yearly
O & M estimate.
2.4.8. The proportionate expenditure per year for replacement of RO membrane shall be
taken into consideration for preparation of O&M estimate along with othe r necessary
items.
2.4.9. Any change in design or wrong estimation shall lead to disqualification.
2.5. Operation and Maintenance for 1st year
Immediately after successful completion of trial run period of 15 days of RO system,
the systematic operation, maintenance and repairs shall be taken up by the supplier.
2.5.1. The supplier shall operate and maintain the RO plant for one year from the date of
successful completion of 15 days trial run.

2.5.2. Suitable experienced operator shall be employed by supplier to operate and maintain
R.O. plant for one year.
2.5.3. In case any repair or replacement of parts is necessary during O&M period, the same
shall be carried out by the supplier without any extra cost. The supplier shall ensure
genuine and original spares and parts and consumables through out O&M period.
DWSC/ CMSU/Gram Panchayat will not bear any cost whatsoever.
2.5.4. The servicing of all parts of RO system shall be carried ou t regularly as per
requirement keeping all records for service and replacement of parts.
2.5.5. The chemicals and other required materials shall be supplied by the supplier without
any extra cost and shall be utilized for proper servicing and smooth operation of RO
system.
2.6. Comprehensive Service contract for 2nd and 3rd year.
2.6.1. After O&M of one year by supplier is over, the service contract shall start.
2.6.2. The service contract for RO plant shall be for two years.
2.6.3. During service contract the RO plant shall be operated by Gram Panchayat through
its operators who have been trained by the bidder. The salary of operators during
service contract shall be paid by Gram Panchayat.
2.6.4. During service contract the supplier shall carry out necessary inspection of RO plant
invariably once in a month.
2.6.5. During service contract the supplier shall carry out all necessary repairs/service
regularly without any extra cost.
2.6.6. Under the comprehensive service contract the bidder should supply any parts or
spares which are required to be replaced. The supplier shall ensure genuine and
original spares and parts and consumables through out. DWSC / CMSU /Gram
Panchayat will not bear any cost whatsoever.
2.6.7. The quarterly payment for service contract shall be made by respective
DWSC/CMSU in consultation with Gram Panchayat’s confirmation for satisfactory
comprehensive service contract.
2.6.8. After completion of 3 years of operation of the plant, the plant should be in sound
working condition. The respective Gram Panchayat may extend the service contract
for further period on mutual agreement between supplier and Pani Samiti at agreed
service charges.

3. Testing and Inspection
3.1. Pre dispatch inspection
All equipment covered under R. O. Plant of all the four categories shall be subjected
to pre dispatch inspection for the following. The pre-dispatch inspection will be
carried out by WASMO accredited agencies.
3.1.1. During inspection, the bidder should produce all the documentary evidences having
procured and used new and quality components which go into the total RO system.
These documents including guarantee / warrantee / test certificate of the component
manufacturer will be verified and authenticated by the inspection agencies. Such
authenticated document should form a part of the total document required for
clearing the bill for payment as per the schedule of payment.
3.1.2. The supplier should offer total facility for pre despatch inspection. The system should
run at least for 3 hours and produce acceptable product water quality from synthetic
raw water made by adding sodium chloride solution.
3.1.3. Visual inspection

3.1.6. All rotating components of the system as applicable shall run at the rated speed for a
period of three (3) hours.
3.2. Tests for R.O. plant system
All equipment covered under R. O. Plant of all the two categories shall be subjected
to inspection & test by Pani Samiti on completion of commissioning. Cost of the pre
dispatch inspection and final inspection test will be born by DWSC/CMSU. The
supplier initially will make the payment of the inspection charges and add such
charges to their invoice to claim the reimbursement. The supplier has to produce
proof of payment made to the inspection agencies to claim such reimbursements.
3.3. Site tests
After erection at site, all components, equipment as described under different
category shall be tested to prove satisfactory performance and/or fulfillment of
functional requirements without showing any sign of defect as individual equipment
and as well as a system.
All rotating components of the system as applicable shall run at the rated speed fo r a
period of 7 (Seven) Days.
During this period, all the components shall function smoothly without any undue
deflection; unbalance vibration, flutter, slipping or sticky motion, excessive play &
overheating at bearing parts, sparking etc.

4. Packing, forwarding and transportation
All accessories which are likely to get damaged during transit if transported mounted
on the equipment shall be removed adequately packed and shipped separately. All
inlet and outlet flanges shall be blanked with thick bolted wooden planks.
Packing shall be sturdy and adequate to protect all assemblies’ components and
accessories from injury by corrosion, dampness, heavy rains breakage and vibration
encountered during transportation, handling and storage at the plant site.
5. Erection and Commissioning (E&C)
The supplier shall be responsible for satisfying himself and DWSC/CMSU as to the
correctness of the electrical and mechanical connections between all equipment in
his supply. For all above work, the supplier shall furnish the required services of
erection superintendent and other skilled and unskilled labour, erection tools, tackles
and other required equipment. These materials shall be taken back by the supplier
after the erection is complete.
6. Delivery / Commissioning
The delivery and commissioning of all the equipments covered in this specification is
one month from the date of the confirmed order of supply. Earlier completion periods
are preferred.

SECTION – II : INSTRUCTIONS TO BIDDERS
1. Eligibility Criteria
The manufacturing / assembling units of RO plants shall be considered as qualified for this assignment if the following financial / technical and experience criteria are satisfied.
1.1. Financial Criteria
Minimum Financial Strength shall be as under

i.) Average annual turnover for last three years in manufacturing of RO systems should be at least (Year 2007-08, 2006-07, 2005-06)

ii.) Net worth of last year i.e. 2007-08 Rs. 25 lakhs
1.2. Technical Criteria
1.2.1. The bidder must have manufactured and commissioned at least the following
quantities of RO systems in last three years (2005 onwards)
50 LPH to 250 LPH or more : 25 Nos 250 LPH to 500 LPH or more : 10 Nos
1.2.2. Registered manufacturing and assembling factory capable to assemble minimum
100 plants in a year.
1.2.3. Registered manufacturing and assembling unit with testing facilities and is
capable to assemble minimum 2 plants at a time and conduct pre dispatch
inspection.
1.2.4. The manufacturing and assembling unit currently possessing ISO 9001: 2000
system shall be preferable.
1.2.5. The supplier has to produce a qualification data as per attached format
(Annexure VII) duly self authenticated along with factual supporting documents.
2. Pre bid compliance undertaking
The bidder has to furnish a pre bid compliance undertaking in the format as per
Annexure VII. Without this Pre bid compliance undertaking the commercial and/or
technical bid will not qualify for participation.

3. Price bid
3.1. The supplier shall quote for the RO system separately and for the RO enclosure /
container separately in the format enclosed as Annexure I. The RO plant capital cost
including VAT element, RO enclosure, operation and maintenance of RO system for
one year and providing comprehensive maintenance services for two years there
after.
3.2. The rates quoted for supply of RO plants shall be inclusive of all taxes, transit
insurance, and insurance of RO plants and transportation of RO plant from factory to
the site. All the bills should have VAT registration number.
3.3. Enclosure of RO System.
(i) FRP / PVC container type of RO enclosure with adequate ventilation and locking
arrangement
(ii) GCI sheet container shall not been preffered because of very hot weather in salt
pan sites.
(iii) Minimum size of the container shall be 3 mtr x 3 mtr x 3 mtr with one door and two
windows.
(iv) The floor of the container shall be minimum 30 c.m. above ground level at sites.
(v) The container shall be such that it can be easialy sifted from one place to other if
required.
3.4. Gujarat based bidders categorized under SSI unit if agreed to matches the lowest
bidded prices they will have the first preference to get awarded 50% of the total
order quantity.
3.5. The accepted rates shall be firm and fixed for one year from the date of acceptance.
3.6. The supplier shall have to supply, install and operate RO system for 12 months. No
upward variation in rate shall be allowed during this period of 12 months from the
date of acceptance.
4. Schedule of payment
4.1. Supply, erection and commissioning
The payment shall be made by DWSC/CMSU of respective district in the following
manner:
(i) Mobilization advance payment alongwith work order against
bank guarantee
15 %
(ii) On supply and installation 60 %
(iii) On successful 15 days trial run of RO plant 15 %
(iv) On completion of 6 months successful operation of RO plant. 10 %

4.2. Operation & Maintenance for one year
4.2.1. The respective DWSC/CMSU shall make payment for O&M for one year to the
supplier on monthly basis on the no of days desalinated product water supplied to
the beneficiary in treated water tank. The payment shall be on monthly basis. The
operation and maintenance bill shall be paid by DWSC/CMSU once in a month and
within 15 days after submission of the bill.
4.2.2. The respective DWSC/CMSU shall not make payment of O&M for the period of
non-supply of treated water and shall be deducted accordingly in monthly bill.
4.2.3. In case the plant remains inoperative due to break-down of power supply or non-
supply of raw water, DWSC/CMSU will not pay for first two days. However for
longer period, payment shall be reimbursed on actual expenses incurred on salary
of the operator subject to maximum of Rs.150 per day. If due to reasons other than
the above the plant remains non-functional, the bidder shall not be paid at all for
those non -service days and he will also be penalized at the rate of 20% of the daily
payment.
4.2.4. The supplier is supposed to provide continuous regular services upto 3 years from
the date of completion of installation of RO plants by way of 1st year O&M and
service contract for second and third year. If the supplier fails in performance of
O&M services and service contract he will be penalized at the rate of 10% of the
total contract amount and that will be recovered from his performance security.
4.2.5. RO plant shall work minimum of 8 hours per day and it may need to have about
20% maximum variation on higher side.
4.3. Comprehensive Service Contract period for 2nd and 3rd year
During service contract the proportionate payment shall be made on quarterly basis
i.e. at the end of every three months during two years of service contract. The
payment of quarterly bill will be made within 15 days by respective DWSC/CMSU in
consultation with Gram Panchayat for confirmation about satisfactory services of
service contract.
5. Guarantee and Warranty
The work under this specification shall be guaranteed to meet the performance
requirement as called for in the specifications and annexures in all respects. The
supplier shall provide a guarantee that the system / equipments are new and of high
quality and free from defects in design, material and workmanship. They are also
complete in all respects conforming to latest revision of relevant Indian standards.

6. Submission of bids
Interested manufactures/ assemblers of Stand Alone Water Purification System are
advised to visit website www.wasmo.org , www.nprocure.com to have access to all
relevant details and information. They may download the offer document. Having
satisfied and meeting the qualifying criteria, the firm may submit its technical and
financial offer simultaneously in the following manner:
6.1. Technical bid consisting of bidder qualification data (Annexure-VI of the bid
document) duly supported by documentary proof along-with EMD and compliance
certificate (Annexure-VII of bid document) must be submitted at the following address
prior to opening to technical bid.

6.2. Price bid shall be submitted by the interested and eligible firms through e-tendering
procedure on www.nprocure.com on the date of submission of technical bid.
6.3. Technical bids with supporting documents submitted by the bidding firms shall be
scrutinized at WASMO, Gandhinagar and qualified firms would only be intimated
about time and date of opening of price bid. If the firms do not qualify technically, their
price bids shall not be opened at any circumstances.
6.4. A pre-bid meeting with interested firms/ parties has been planned to be convened at
WASMO, Gandhinagar at 12:00 hrs on February 16th 2009. The parties interested in
participate this bid are requested to attend the pre -bid conference where in a good
discussion will take place to understand the process / technical specification payment
terms / payment authority etc. for better under standing the bid documents.
