Some of the figures for improvements are extraordinary, albeit from a low base. It shows that a lot is possible with concerted efforts.
However, the bad news is that several districts have shown no improvement whatsoever, during the last 7 years leading up to 2008-09. Another worrying fact is the negative growth on certain parameters in several districts.
