News from Ohio Canal Corridor, Executive Director Tim Donovan Towpath Trail Update

It’s been more than one year since a consulting team led by DLZ began their work on the design/engineering for Stage 1 of the Towpath Trail – the stretch between lower Harvard Avenue and Steelyard Commons. This stretch represents the most difficult one mile of the 101-miles that the Towpath Trail will need to navigate. There is no other area that contains the package of design challenges found here.

To begin, the area has been Cleveland’s industrial workshop for more than a century – and we’re talking heavy manufacturing – steel mills and processing plants that ran a gamut from tanning operations to aluminum stamping to cooking uranium for the atom bomb. And remember this, these activities occurred during periods of time when there were no environmental regulations in place.

Besides the obvious environmental concerns, there are complicated engineering challenges led by a spider web of rail lines which must be crossed by going around, under or above. The issues of crossings also include lower Harvard Avenue and the Cuyahoga River. Finally, add the need to elevate the trail 40 feet in the air to land successfully in Steelyard Commons.

To answer these questions, the consulting team has concluded its obligatory data gathering exercise associated with the NEPA process, ensuring that no decisions would be harmful to significant natural, cultural or historical resources. They have identified the utilities that lie hidden below the ground and, believe me, there’s plenty here.

With all of these considerations, the consultants then looked at decision options for all of the identified route alternatives – (1) crossing lower Harvard Avenue; (2) crossing the Cuyahoga east-to-west; (3) crossing the Northfolk/Southern Rail tracks that also cross the Cuyahoga River; and (4) elevating from the Cuyahoga River’s edge to Steelyard Commons (over the CSX rail lines).

The alternatives were presented to the Towpath Trail Partnership Committee for review and revisions. A preferred alternative was chosen. That route will be presented at a public meeting on June 17th at the Cleveland Metroparks Zoo, from 4:00 – 8:00 pm.

In addition, the Towpath Trail Partnership Committee will soon hire a consulting team to begin the design exercise for the Towpath Trail segment between Steelyard Commons and Literary Avenue. Once under contract, a public meeting will be held sometime before fall.

Get Swept Up in the Action….RIVERSWEEP...Sat. May 10th

RiverSweep is an annual environmental cleanup awareness event developed by Ohio Canal Corridor in an effort to clean areas along the Cuyahoga River Valley and its tributaries. Tremont West is one of many partners - both non-profit organizations and private companies - working together to clean up debris. The “done in a day” event is Saturday, May 10th, 9:00 am—12:00 pm. Free RiverSweep T-shirts are available to volunteers. A celebration lunch will follow at the Nautica Complex. convergence-continuum opens its 2008 Season on April 4, with Mr. Marmalade, a play by Noah Haidle. In this alternately hilarious and heartbreaking satiric fantasy, Lucy is a four-year old girl with a very active imagination. Unfortunately her imaginary best friend, Mr. Marmalade, doesn’t have much time for her any more. What with his high pressure corporate job, he can barely pencil her in for a play date. And he’s so stressed and angry these days. Then there’s his drug problem. But the inventive Lucy is determined to make Mr. M play house, even if it causes unexpected bizarre results and unleashes hilarious mayhem among her strange collection of both real and imaginary family and friends. It’s a wild romp of a savage dark comedy about what it takes to grow up in these difficult times.

Mr. Marmalade opens Friday, April 4 and runs Thurs-Sat at 8 pm at the Liminis theater at 2438 Scranton Rd. Tickets are $15 general admission, $12 for students/ seniors. Dear Friends in Tremont,

At the risk of offending anyone in person this month, I elected to pass on my April Fool’s prank with this borrowed line from Pudd'nhead Wilson. However, if you are still scratching your head on Samuel Clemens’s insinuation, then by all means – please drop by our office on April 1st.

As you may have gathered, starting with this April issue, Inside Tremont is “going green”. For the first time, many of you are receiving a paperless version of our monthly review of Tremont neighborhood happenings. Going green with Inside Tremont is a small step in a larger effort to cut down on paper usage. Like many neighborhood businesses, TWDC has been recycling our office paper, cardboard boxes and other recyclables – taking advantage of recycling drop off sites at Pilgrim Church and Tremont Montessori. Cutting back on paper is both great for the environment (reducing the harmful affects of deforestation, energy consumption and solid waste) and saves costs.

TWDC has been supporting greener choices in other aspects of our work as well, such as the work that is taking place at Starkweather Place (on the corner of Professor and Starkweather), which is currently under development. On this project Energy Star windows, upgraded insulation (including below slab R-10 and 2x6 wall cavity R-19), complete jobsite recycling, engineered lumber, low flow fixtures (and P.E.X water lines), energy star lighting, high efficiency mechanicals, recycled carpet and solid surface flooring, low VOC glues and no VOC paints, and energy star testing. Focus and attention are being paid to air sealing for greater efficiency as well as proper ventilation for indoor air quality.

The History Project has installed a museum-quality display in the conference room at the offices of TWDC at 2406 Professor. It is open during regular business hours Monday—Friday and on the Friday evenings of Spring and Summer ArtWalks. TWDC Safety Committee in Action!

At their meeting in March, items of discussion included: problem juveniles at the South Jefferson Library Branch and how to address the situation; writing to the judges presiding over neighborhood juveniles’ pending court cases and urging maximum sentences; publishing Court Watch schedules to increase neighborhood attendance; planning at least one curfew sweep in the upcoming months; and informing residents, landlords and businesses of their rights, options available to them, reasonable expectations and contact information for appropriate city departments to assist in addressing criminal/quality of life issues impacting our neighborhood.

Turn Off Your Car! Idling creates pollution that is bad for our planet and our health

There is a direct connection between climate change and the health

of our nation today. National Public Health Week, celebrated the week of April 7-13, 2008, takes a look at the connection between what’s good for our

planet and what’s good for our bodies.

There are lots of things you can do to protect the environment and the health of our community. Going “idle-free” is just one small step you can

take.

What is idling? Idling means leaving a vehicle’s engine running when it is stopped, in park or not in use. We’ve all done it—sitting at a traffic

light, waiting outside our child’s school or “warming up” our car in cold weather.

How is idling bad for the environment? Car exhaust includes carbon dioxide (CO2). Excessive amounts of CO2 in the atmosphere can in-

crease global warming. For each gallon of gas your car burns, it releases about 19 pounds of CO2. Car exhaust is a leading source of air pollution.

Plus, idling wastes fuel. One hour of idling burns up to a gallon of fuel.

How is idling bad for our health? We each take about 20,000 breaths

every day, and children breathe 50% more air than adults. Breathing car

exhaust increases the risk of death from heart and lung disease and lung

cancer. Breathing polluted air is especially dangerous for children and

people with asthma:

• Asthma is the third leading cause of hospitalization among children

under the age of 15.

• More and more children are being diagnosed with asthma every year.

An estimated 20% of children in Cleveland have asthma. Asthma symptoms increase as a result of air pollution and car exhaust.

What can you do? Turn off your car when stopped for 10 seconds

or more. It is a myth that turning off your car frequently is bad for your

engine. Also, idling for 10 seconds or more actually uses more gas than

restarting your engine. So, when your car is stopped, turn off your engine!

Our thanks to Liz and Michael Symon, Sam Lindsley, Nolan and the staff of Lolita for hosting us. Residents discussed crime and safety issues with Officer Tony McMahan of 2nd Distirct Police’s Community Services Unit. The block club continues to monitor building concerns along Fairfield and Literary. Member, Roberta Rocco, reported on a preliminary grant application to Met Life to extend security cameras, and updated residents about planning for the upcoming Tremont Trek House Tour – and extended an invitation to Trek planning meetings. The block club returned to a concern for lighting under the Abbey – Fairfield underpass with a letter from resident, Matt Russell, and a review of past efforts dating back to 2006. Future invitees include the City’s Chief of Street Lighting and State Representative, Eugene Miller, to assist residents in addressing this lighting concern and block club priority item. Residents were invited to the Cocktails and Art Auction Reception coming on Saturday, May 3rd at Asterisk Gallery. The evening, which includes a silent auction, an open bar, and appetizers from local restaurants, is a benefit for Tremont West Development’s Adopt a Senior and Community Organizing programs. Our Block Club welcomed representatives from the Cleveland Restoration Society to our March meeting. They discussed several programs that are available through their organization that could assist local residents with historic renovations of their properties. The membership discussed potential issues regarding a new Indie Rock Concert Nightclub located at 2527 West 25th called “The Matinee Cleveland”. It was the consensus to wait until the City of Cleveland fully investigates the non-conforming operation before the Block Club would take any potential position. The Block Club has been under the impression from Councilman Santiago that this site was going to re-open as a “nice restaurant” based on his discussion with the building owner. Nominations for Block Club officers took place with the election to be held at the April meeting. Members were brought up to speed and updated on the continuing issues that affect our area including the continuing brown-out status of Fire Station #21 including Engine #2, and the Branch Ave. non-compliant car repair facility. Issues and potential impact of Monroe’s Adult Cabaret being re-built at 3245 West 25th Street, and how it will affect all of Ward 14 Tremont was discussed. Members were encouraged to take part in any public meetings regarding this site or any other future meetings about Adult Uses adjoining Tremont, and the secondary impact to the residential community these businesses bring. Cal spoke to the group about library services and answered the group’s questions. The block club also held a discussion about possible fundraiser ideas for the group. Several members of the block club met with julia barton from OSU Cuyahoga County Extension Office about the opportunity for a community garden on Holmden Avenue. Karen Rouh has volunteered to be the garden leader. Again, weather has challenged us this year, but we have prevailed. We will soon begin thinking of planting flowers and herbs in Clark Field and the removal of graffiti on the fence. We are working on our cultural entertainment event to be held this summer at Clark Field. We wish to thank Pilgrim Church for hosting our meetings over the past couple of years, we have appreciated their hospitality. Our future meetings will be held at Noga Flower Shop, 2668 W. 14th, and weather permitting, Clark Field, during the summer. Watch for date and time in newsletter, all are welcome.

Dan updated the group on plans for Phase II of Tremont Pointe, which will contain 87 new units. Dan answered several questions from members of the block club regarding Tremont Pointe, including rental policies and safety policies in the development. The block club voted on a new co-chair for the group – Congratulations to Michael DeNicola as new co-chair of the block club. Members of the block club were updated on the Model Blocks program, including postlights and garbage cans for the South of Jefferson area of the neighborhood. The block club also heard from a resident whose family was affected by a drunk driver earlier this year. The block club will support their fellow neighbor by writing letters to the judge in regards to the upcoming court case. Central TremontCentral TremontCentral TremontCentral Tremont The Central Tremont Block Club reviewed the information from Chester Ashton, president of Cleveland Fire Fighters Local 93, regarding “browning out” of Station 21 in Tremont and voted to write a letter in support of the Station. The block club remains involved in the security issues at the Jefferson Branch Library involving area youth and has established a relationship with Cleveland Public Library security. The block club is beginning to address an increase in truck traffic on College Avenue and West 7th Street. In addition, the block club spent time at the meeting planning their goals, activities, and events for the remainder of the year. Economic Stimulus Payments: Low-Income Workers, Recipients of Social Security and Certain Veterans’ Benefits Must File 2007 Tax Return

In Order to Get a Rebate

Some low-income workers and recipients of Social Security, certain veterans’ benefits and certain Railroad Retirement benefits may qualify for economic stimulus payments this year from the federal government.

In most cases, payments will range from $300 to $600 for individuals and $600 to $1200 for joint filers. Taxpayers may receive $300 for each qualifying child. Most taxpayers do not need to take any extra steps to receive the payment beginning in early May.

But there are some exceptions.

Individuals who might not otherwise be required to file a 2007 tax return will need to file a return this year to receive the stimulus payment. The return must show at least $3,000 in qualifying income.

In other words, low-income workers who had at least $3,000 in earned income in 2007 but do not otherwise earn enough to be required to file a federal tax return need to file a return in order to get the stimulus payment. Likewise, Social Security recipients, veterans and retired railroad workers who might not otherwise need to file a tax return must do so to receive the economic stimulus payment.

We are Stephanie and Elysha Ross, the Herban Ninjas, a mother-daughter team, who is proud to bring fresh herbs to the Tremont neighborhood. We have been gardening for 10 years at Ohio City's Kentucky Community Garden. Our market garden will be located between the Lilly Handmade Chocolates building and St. Theodosius Church on Starkweather.

With the support of Sutton Builders and a generous start-up grant from Richard Baron of McCormack Baron Salazar we will be working with local youth this summer to introduce young children to an urban gardening experience.
