Let’s start with the great news: Fareway Meat & Grocery Store’s opening day is nearly here! Watch for upcoming announcements on the 1st shopping day coming very soon. Other good news is the City of Tiffin has secured a grant of $1,200,000 for improvement work on Park Road North of Highway 6 for a project scheduled in 2023-2024. We expect the Highway 6 and Park Road Roundabout project to start May 20th , thereby improving the terrible traffic flow at that intersection.

Other great news for people living near the Deerview Pond, the City has accepted a bid to completely rebuild that pond improving the view of the “eyesore”. The soccer fields parking lot expansion will start very soon as well as the completion of the Mehmen

Avenue extension (next to Dog Park) south over the railroad tracks

to the Water Plant. This will allow the City to finally close the

dangerous Brown Street crossing over the railroad tracks.

In addition, Tiffin’s 1st ever Stop Light Project at Highway 6 and

Ireland Avenue has started and should be controlling traffic at that intersection within 2 or 3 months. Unfortunately, the Roberts

Ferry Road Project and Phase 1 of the Original Town Urbanization

Project are not complete yet but progress is being made. If the weather cooperates, we hope to see substantial completion on both projects within 2 months. Another potential project the City continues to work on is the research and development on a future Recreation Center.

As always, our City Staff, Public Works Department and the City Council continue to plan and work on many other projects, far too many to mention in my short summary. Be assured the City

Council strives to make Tiffin a fantastic community to live in and continues to work very hard to stay ahead of the tremendous growth Tiffin is experiencing. Road construction projects will be frustrating this summer but please be patient with our

improvements. The traffic flows will definitely get much better.

City Wide Clean-Up & Household Hazardous Waste Collection will be Saturday, May 11th at the Public Works Building, 201 Railroad Street

City Clean-Up Day 8:00AM—Noon You will be required to bring your items down to the Public Works Facility. If you are unable to bring your

items to the Public Works Building you can schedule a pick- up at Tiffin City Hall through the Tiffin Fire

Department. The fee is $25/truckload. Checks only, made payable to Tiffin Fire Department. Payment must be received prior to Friday, May 10th to be on the pick-up schedule.

All proceeds benefit the Tiffin Fire Department. Remember: Please do not dispose of Batteries, Paint, Tires, or any other Hazardous Materials. If you have a question about disposable items please contact Johnson County Refuse at 319-665-4498 prior to the day of clean-up. TV’s and Computer Monitors will NOT be accepted.

Household Hazardous Waste 9:00am to 12:00pm

Below is a list of acceptable items.

Garage: brake, transmission & lighter fluid, gasoline, kerosene, oil, battery acid, auto batteries

Workshop: oil-based paint, adhesives, solvents, strippers, stains, varnishes, thinners, button and

re-chargeable batteries

Lawn/Garden: weed killer, fertilizer, pesticides, bug spray

Kitchen/Home: floor care products, furniture & metal polish, oven & drain cleaner

Bathroom: toilet bowl & abrasive cleaners, mildew remover, hair removers

Misc: moth balls, photo developers, shoe polish, nail polish & removers, syringes (in a rigid plastic or metal container), art supply chemicals, fluorescent light tubes, compact fluorescent and LED bulbs

Please note:

• Materials will be accepted from HOUSEHOLDS ONLY. Businesses, schools, non-profits, churches, etc. should call 319-887-6160 for more information.

• ONE BOX of hazardous materials will be accepted per household. If you have more than one box, please call the landfill to make an appointment at the permanent hazardous waste facility there: 319-356-5185.

NO LATEX paint will be accepted at this event. You can dry out latex paint and put it in with your regular trash once it is dry.

Recreational Fires & Fire Pit Safety

• Such fires shall be constantly attended & supervised by a person 18 years or older until the fire has been completely

extinguished. A portable fire extinguisher with a minimum 4-A rating or a garden hose must be readily available.

• Only dry seasoned natural firewood or commercial logs may be burned. Burning of rubber tires, lumber, pallets, scrap wood,

green wood, tree trimmings with leaves, leaves, yard waste, paper, cardboard, garbage & other refuse is not permitted.

• All open fires shall be performed in an approved container constructed of steel, brick or masonry or in below ground fire pits.

• Portable fire pits & portable fireplaces shall be used in accordance with the manufacturer’s specifications and these regula-

tions. Portable fire pits & portable fireplaces must have a screen and a cover to prevent flying embers. Portable fire pits &

portable fireplaces shall not be located less than 15 ft away from any structures or combustible materials, or on any paved

surface street, alley or sidewalk.

• Below ground fire pits shall have a cover to prevent flying embers and not be located less than 25 ft away from any structures

or combustible materials.

TIFFIN VOLUNTEER FIRE DEPARTMENT & FIRST RESPONDERS Note from the Fire Chief

I would like to thank everyone for your past and continuous support of the Tiffin Volunteer Fire Department and First Responders.

It is exciting to be part of the rapidly growing City of Tiffin, and 2018 was a big year for the department. Our fire station recently

grew in size to house two new fire trucks, and we continue to plan station expansions and equipment upgrades to better serve

the growing community.

The Tiffin Volunteer Fire Department was established in 1954 and serves approximately 58 square miles including the City of Tiffin

and surrounding Union and Clear Creek Townships. Our devoted members respond to an average of three hundred fire, rescue,

and medical calls per year in addition to participating in many community events and fundraisers.

The department and I greatly appreciate the generous support of our community and are currently in need of motivated

individuals to join the team. If interested, please find us on online or email me directly at [email protected] for more

information. Please consider serving the community as a volunteer with the Tiffin Fire Department. Thank you.

We meet about every two months for approximately 90 minutes. The goal of the Fund is to take donations to our endowment fund and provide to non profit organizations for community projects.

If you don’t want to join but still want to help, make a tax deductible, that at times qualifies you for the Iowa Endowment

Credit, donation to the Tiffin Community Fund. Your dollars will stay in the community and benefit a program you may already be using/involved in. Come help us build and improve Tiffin!

The City of Tiffin City Council held a regular scheduled work session on Tuesday, April 2, 2019 at the City Hall Council Chambers.

Mayor Steven Berner called the meeting to order at 6:01 PM. Upon roll being called the following members were present: Al Havens,

Jim Bartels, Eric Schnedler, Mike Ryan (Arrived at 6:03 PM) Absent: Peggy Upton. Other present City Administrator Doug Boldt, City

Clerk Ashley Platz, Building Official Brian Shay, Deputy Clerk Abigail Hora, City Engineer Ben Carhoff and others present.

Forevergreen is going to connect to Buffalo Creek and James Ave. Discussion about box culverts potentially needed for that

intersection.

Reports from City Personnel

1. Mayor’s Report – Seedlings from DNR. Emergency Management of Johnson County requiring Public Officials to take the training.

Mayor will send information to the City Administrator to send out to Council. MPO meeting tomorrow and will report next meeting –

Board will hopefully be approving our grant request.

2. City Council Reports – Sidewalks are a mess, requesting a sidewalk repair program. Lots on Rolling Hills no sidewalks installed.

Central Park Condos on Potter St. has completely blocked on both sides of the street.

3. Director of Public Work’s Report – Nothing to report.

4. Building Official’s Report – Installed Fareway’s Signs today. Meeting tomorrow at Fareway to get everything finished up to open on

time. Brief discussion on the new international code updates.

5. City Engineer’s Report – Pelling is back to work and Veith is back working. Roundabout contract waiting on DocExpress and

InfoTech to finalize our authorization to sign the contract.

6. City Attorney’s Report – Nothing to report.

7. City Administrator’s Report – Johnson County Refuse yard waste pickup discussion with Steve. Look to next meeting for it to come

to Council. Summer Intern is wanted this year. Update on CIPCO lines. Fire Department Pancake Breakfast this Sunday.

The City of Tiffin City Council held a regular scheduled work session on Tuesday, April 16, 2019 at the City Hall Council Chambers.

Mayor Steven Berner called the meeting to order at 5:47 PM. Upon roll being called the following members were present: Al Havens,

Discussion: John, Nick and Nathan Faselt - Nick White, Faselt’s Engineer presented the Forevergreen Rd design to meet the

requirements of the turn radius. Also discussion about the rough proposed drawing of a higher density development with

townhomes of 6 & 4 Plex and zero lot or duplex lots. Discussion on perception residents have with high density.

1. Mayor’s Report – MPOjc grant request was approved for $1.2 million. Received a historical news clipping from Kenneth Donnelly

3. Director of Public Work’s Report – power line to the lift station was hit and need repair. Boreline update. Price Electric will be

moving forward on lights.

4. Building Official’s Report – Nothing to report. Council requested a monthly inventory of available lots and a running total of

housing units.

5. City Engineer’s Report – Joint review with Deerivew. May 20th Rathje plans to begin work on the roundabout.

6. City Attorney’s Report – Nothing to report.

7. City Administrator’s Report - Rec Committee toured three nice rec facilities. We received first appeal from the Iowa Offset and

request Council Member volunteer. Neighborhood watch program.

SPECIAL CITY COUNCIL MEETING 5:30 PM APRIL 30, 2019

The City of Tiffin City Council held a special session on Tuesday, April 30, 2019 at the Tiffin City Hall Council Chambers.

Mayor Steve Berner called the meeting to order at 5:31 PM. Upon roll being called the following members were pre-

sent: Eric Schnedler, Peggy Upton, Jim Bartels and Al Havens (via Conference Call @ 5:31 pm ). Absent: Mike Ryan.

Other present City Administrator Doug Boldt, City Clerk Ashley Platz, Building Official Brian Shay, City Engineer Ben

Carhoff, City Attorney Bob Michael and others present.

DISCUSSION AND UPDATE OF PARK PLACE DEVELOPMENT

Discussion: Scott Anderson, Developer gave a history of the area he is developing from Woodfield Ridge, Anderson

Addition and Park Place. Wanted council to think about the medians in the residential and commercial Park Place

developments. Does council want to rock, sod, landscape or pave? Any option will need to be maintained by the City

so he would like Council to direct him on this matter. Park Rd tunnel is installed already so trail access so kids can

cross Park Rd safely to get to the Elementary schools. Gave updates on Park Place City Center, Aster Village and our

first commercial tenant Fleet Farm will be coming to Park Place City Center on a 25-acre lot plan on opening next

spring. Traffic Lights at Oakdale and Park Rd have been ordered should be arriving June or July.

DISCUSSTION & CONSIDERATION OF 2019 PARK ROAD PAVING PROJECT

Discussion: Paving from north of the Tiffin Elementary to the north of the Brandt Property. Discussed to have

Hart-Frederick to rebid the project. This will be a temporary paving project. Motion to approved. Second by. All ayes,
