to the Philippine Council of Engineers and Architects (PCEA).The third part of the joint event was the 1st BOD Meeting presided by Engr. Alvin Ceballos. The meeting discussed the agenda one by one and started with proper turn-over of responsibilities in each position by signing a turn-over paper from BOD 2016 to 2017 wherein each individual complied. Discussions of the “New Business” in the agenda followed such as the appointment and confirmation of new Sports Coordinator, Sports Adviser and PICE Representative to PCEA. Nomination and appointment of the Ad Hoc Committee for CBL Amendments followed. Appointed were Engr. Joseph Y. Uy, Jr. as Chairman and Engr. Joel G. Abaincia, Engr. Melvin Candelario, Engr. Angelito V. Monte and Engr. Joe Niño Orapa as members. Presentation of the Chapter’s 10-Point Priority Agenda 2017 was also discussed including the upcoming activities such as the BOD 2017 Leadership Training Workshop, SPLBE Orientation, Writeshops for ASEAN/APEC Engineering Registry and the 1st Technical Seminar. The 1st BOD regular monthly meeting ended at 1:00 o’clock in the afternoon. – E. Pagulon

January 13, 2017, held at the BP Training Center in Riyadh, Saudi Arabia.The Training & Workshop was formally begun with a call to order by Engr.Warren D. Jacinto, Sergeant-at-Arms, followed by the Invocation and National Anthem led by Engr. Juanito C. Ricohermoso. A welcome address was delivered by Engr. Alvin Ceballos, 2017 President, and Engr. Noel Crisostomo, Specialty Director and Chairman of the Specialty Divisions Committee, introduced the first resource speaker.One of the resource speakers, Engr. Rusmar Ian D. Tijing discussed and emphasized the relevance of planning and budgeting in managing the organization to stay within the approved budget. The attendees were provided with templates and samples of budget plan and were grouped according to their respective committees and functions as BDO/Officers. Its purpose was to come up with an annual budget for each committee which will then be consolidated into one report as the Annual Budget Plan for Fiscal Year 2017. The first session was concluded by the awarding of the certificate of appreciation to the resource speaker handed by the Chapter President.Engr. Rey R. Magluyan the Chapter’s Vice-President for Education introduced the second resource speaker, Mr. Jeffrey Magluyan. The speaker emphasized the relevance of Integrity

colleagues and top management of the bank that employed him.The speaker emphasized the Code of Ethics of Civil Engineers as the guiding light wherein the core values and fundamental principles of a civil engineer are anchored. He demonstrated by showing photos of engineering failures that caused deaths and damaged of properties as a result of malpractice of the profession by ignoring the principles.The second session was concluded by awarding the certificate of appreciation to the resource speaker handed by the Chapter’s Executive Vice President, Engr. Joel G. Abaincia.The third and the last session, The Parliamentary Procedure was started by the introduction of the resource speaker Engr. Ruel D. Ontiveros, DTM by Engr. Jaime M. Castaneda Jr., SPLBE Director.Engr. Hontiveros discussed the relevance of the parliamentary procedures by Robert’s Rules of Order during the meeting. He begun discussing the six (6) steps in making a motion, seconding the motion and the subsidiary motion. He demonstrated to the attendees samples of uncommon situation during the meeting wherein Robert’s Rules or parliamentary procedure is really viable. The event commenced at 7:00am by the following sequence: Registration of Delegates composed of accommodating gentlemen Engr. Jonney, Engr. Carlos and Engr. Kit; followed by Preliminaries and House Rules by Engr. Reynaldo R. Illut; Philippine National Anthem (Computer Generated); Invocation led by Engr. Esmie and Engr. Randy; Welcome Address by Engr. TreseT. Bustamante, M.ASEP; Introduction of the Keynote Speaker by Engr. Carlos Lope L. Caabay, M.ASEP. The event was hosted by two gorgeous masters of ceremonies, Engr. Aida M. Abraham and Anabelle G. Gacusta.In Plenary Session 1 the Keynote Speaker, Engr. Frederick Francis M. Sison, ASEP President 2015-2016, discussed the Role and Relevance of ASEP 2017, highlighting the importance of organizing the Filipino Structural Engineers overseas particularly from the different regions of Saudi Arabia and other countries of the Middle East by establishing the Regional Coordinating Councils (RCC) as link point to ASEP National since ASEP Constitution and By-Laws has no provision for the creation of chapters.Engr. Sison mentioned that ASEP has the proposed master’s degree program in structural engineering through Memorandum of Understanding (MOU) with some Universities in the Philippines as the accredited Institution recognized by the Commission on Higher Education (CHED). ASEP signed an MOU with with Manuel L. Quezon University (MLQU) and the University of Mindanao (UM). The proposed master’s degree could also provide great avenue for structural Engineers working abroad through progressive type curriculum as equivalent to the proposed master’s degree by attending series of training

workshops or seminars, a chance of becoming specialist to be facilitated by an expert abroad through ASEP Regional Coordinating Councils (RCCs).The speaker continued and mentioned ISSEP or Institution of Specialist Structural Engineers of the Philippines as the sub-committee and the accrediting body of ASEP for the Specialist applicants both from ASEP and PICE members. The Plenary Session 1 ended with an interactive Question and Answer portion.In Plenary Session 2, Engr. Sison discussed the overview of some relevant changes of the 7th Edition of the National Structural Code of the Philippines (NSCP 2015) particularly the wind loads which has the bulk of the revisions. He added that the Wind Loads in the Code was updated based from the ASCE 7-10 that uses contour maps instead of zoning maps. The contour maps was adapted in Philippine settings as a result of diligent research done by Dr. Lessandro Estelito O. Garciano, one of ASEP Board of Directors. Contour wind speed maps are based on probabilistic analysis of 50, 75 and 100 years recurrence period with the extreme case in zone-1 of 365km/hour. The Speaker stressed that wind loads may not govern in structural analysis but serviceability is affected considering that the areas are always visited by typhoons. Engr. Sisonadded that the most recommended roof type to use is the Hip Type roofing or the four-sided hip roof.The Speaker continued discussing the following changes of the NSCP 2015: FOR FOUNDATION: The allowable bearing capacity for foundations on rocks has been increased. Slope protection provisions, sub-section of soil erosion protection, sub-sections of mechanically stabilized earth have been introduced. Table of minimum requirements of bore-holes in soil investigation has also been added.FOR EARTH QUAKE:The NSCP 2015 published with the latest revised map of fault lines based from PhilVocs which is specific in each region of the Philippines available only in a hardbound copy with the same can also be accessed through ASEP website for easy reference.STRUCTURAL CONCRETE:The Structural Concrete is based from ACI 318-14 and organized as member based documents with several standard references and specification have been updated with new reference specifications adapted from New Zealand which is related qualification to the use of quenched tempered thermo-mechanically treated reinforcement wherein in the speaker stressed that steel bars in some parts of the Philippines found to have its outer core steel of grade 60 but the inner is grade 40 which the code does not prohibit of using but with certain limitations, not to be used in the critical part of the structure and is classified as non-suited for welding.The delegates did not only show interest to acquire learnings but also showed talents as Engr. Warren D. Jacinto performed his music using a saxophone that amazed the crowd. Engr. Jacinto’s performance only proved that

a structural engineer can be both analytical and artist.Two of the PICE Riyadh delegates, Engr. Johnny M. Lagansi, Jr. and Engr. Joseph Y. Uy, Jr. each won a copy of the NSCP 2015 in the raffle draw which was handed to them personally by Engr. Sison.The seminar ended after the giving of certificates to the attendees and the closing remarks delivered by Engr. Bustamante. – E. Pagulon

Licensure Board Examinations (SPLBE) held annually here in Riyadh, Jeddah and Al Khobar, as well as in other cities in the Middle East. The program is part of the Chapter’s mandate to help civil engineering graduates who are currently working in Riyadh, an opportunity to take and pass the examinations and be a full pledge licensed civil engineer.This year is not an exemption from the last seven (7) years as PICE Riyadh started thereview class as early as two (2) months ago. With the goal of surpassing last year’s achievement of PICE Riyadh examinees who got an overall passing percentage of 33.33%, an Orientation about the program was conducted on February 3, 2017 at White Palace Hotel, Riyadh. More than thirty (30) participants attended in the Orientation which was organized by the Education Committee and spearheaded by the SPLBE Support Group led by Engr. Jaime M. Castañeda, Jr., SPLBE Director.During the Orientation, last year’s passers shared their experiences and success stories that inspired the would-be examinees. They also gave some tips and secrets on how to successfully hurdle the examinations. Lecturers and mentors who are giving their voluntary services motivated the participants by emphasizing the importance of hard work, sacrifices, perseverance, and focus on the review in order to achieve their goal of becoming a licensed civil engineer. On February 10, 2017, the review class of Batch “Agila”, this year’s batch name, startedits first meeting with thirty one (31) reviewees and has been continuously conducted every Friday at White Palace Hotel. Periodic quizzes and pre-board examinations which serve as a mock-up exam are being held regularly to test and evaluate the reviewees on their preparation and readiness for the actual examinations to be held on Sept. 1–3, 2017.The dedicated and hardworking members of the SPLBE Support Group who are helping the Class Agila fly and soar high are Engr. (ADA) has been in full swing since the beginning of Q1 2017. The expected volume of works have crossed the 50% borderline where majority of civil works are nearly completed. MEP and the rail systems started and soon will pick up upon handover and completion of appurtenant metro civil structures.There are six (6) metro lines that are currently in progress totaling to 176kM long. It is divided into 3 packages awarded to the three different consortium joint ventures (FAST, ANM and BACS).Package 3 (Line 4, 5 and 6) was awarded to “FAST” (FCC, Freyssinet, Alstom, Atkins, Strukton, Samsung and Typsa) Consortium & Joint Ventures.RAMPED (Riyadh Advance Metro Project Execution and Delivery) is assigned to package 3 “PMCM” / “Engineer”. RAMPED is a joint venture of Louis Berger Group, Hill International, Ehaf and ILF. RAMPED is tasked to execute the contract and deliver the project on behalf of the “Client”- ADA within the required project cost and schedule.

From geotechnical point of view, all metro structures including its foundation system shall be designed and constructed safely and effectively in accordance with the Client’s requirements and approved standards. These structures include the viaduct, shafts, cut and cover, stations, entrance/exit, emergency exit, ventilation shafts, pedestrian subways, utilities services, bored tunnels, galleries and other underground structures.“FAST” proved true to its name by completing the TBM (Tunnel Boring Method) 6 months ahead of schedule, performed the first pile load test, constructed the first working pile and

launched the first girder on top of viaduct piers and cast the first station concourse slab, to name a few.All shallow and deep foundations for viaducts are almost completed. Excavations for deep and shallow stations, basements and entrances, shafts, galleries are almost done also without any major issues. An effective, innovative and workable design is being considered in the project.For example, most pile group system has been converted into mono-pile system due to space constraints and clashes with utilities. This allowed the contractor to move quickly from pier to pier which saves time and costs. Though it reduces the robustness of the design, certain procedures are implemented and followed to mitigate the identified risks. Additional redundancy factors has been added in the design and stringent implementation of load test for the working piles. None of the total load tests conducted have failed.Another innovative idea is the tunnel boring method (TBM) passing through each and every stations without waiting for the excavation to be completed to break in and breakthrough. Stage by stage procedures had been studied and analyzed using the Finite Element Method (FEM) by FAST Designers. This was further confirmed

the status of ASEAN Engineer, PICE KSA Riyadh Chapter in cooperation with the Young Engineers Section – Philippine Technological Council (YES-PTC) conducted its 2017 Writeshop on ASEAN/APEC Engineer Registers held on March 17, 2017 at Aquarium Hotel, Al Murabah District, Riyadh, Kingdom of Saudi Arabia.The Writeshop which aims to guide applicants to the ASEAN/APEC Engineering Registry was organized by the Chapter’s Professional Accreditations Committee (PAC) headed by its Chairman, Engr. Rusmar Ian D. Tijing.The event started with the registration of attendees that attracted forty (40) participants who are aspiring to become this year’s batch of ASEAN Engineers. It formally began with the call to order by Engr. Juanito C. Ricohermo followed by the invocation and the singing of the Philippine National Anthem led by Engr. Alberto Balogo, Jr. Chapter President, Engr. Alvin L. Caballos, welcomed the participants while Engr. Rosauro S. Binuya, Welfare Officer introduced the resource speaker. Engr. Trese T. Bustamante, Presidential Adviser for Middle East and North Africa Affairs (MENA) of Young Engineers Section – Philippine Technological Council (YES-PTC) was the resource speaker. An ASEAN Engineer himself, Engr. Bustamante began his discussion by introducing the Philippine Technological Council (PTC) as an umbrella organization of all integrated professional engineering organizations in the country that works for international recognition of Filipino engineers’ qualifications at both entry and professional levels. He added that PTC is composed of thirteen (13) accredited professional organizations (APO), including the Philippine Institute of Civil Engineers, where the president of each APO or their representative sits as one of the Trustees of the Council.During the early part of the writeshop, Engr. Bustamante emphasized that mobility is imperative of today’s competitive education and engineering practice because of the Free Trade Agreements (FTAs) involving trade in goods and services such as the ASEAN Economic Community 2015 (AEC), PHIL-JPEPA, etc. He added that in order to operationalize FTA on services, it requires mechanisms for recognition of qualifications and that is the Engineering Registry. The speaker defined the three Engineering Registries namely, the ASEAN Engineers Registry, APEC Engineers Registry, and the ASEAN Chartered Professional Engineers Registry. He also enumerated the member economies of the ASEAN and APEC and added that the engineering registry is a system to certify the

equivalency of professional experience between the member economies.In the succeeding part of the event, Engr. Bustamante discussed the aims of the engineering registry, as well as its opportunities and economic aspects and significance. He also discussed the potential competence to be admitted to the registry including its requirements for registration in accordance to the Washington Accord. In the later part, the resource speaker discussed in detail the requirements for registration to the ASEAN and APEC Engineer Registries such as the applicants must be assessed within their own jurisdiction as eligible for independent practice; gained a minimum of 7 years professional experience after registration as registered engineers; spent at least 2 years in significant engineering work; maintained their continuing professional development at a satisfactory level; bound by the Codes of Professional Conduct established and enforced by their home jurisdiction; and held individually accountable for their actions as professional engineer. Towards the end of the writeshop, Engr. Bustamante discussed the documentation requirements and application process, and showed samples on how to filled-up the application forms.In his closing remarks, Engr. Tijing who got his ASEAN Engineer status last year, extended his thanks and appreciation to the speaker for sharing his expertise and time, and to the participants for attending the event. He presented a template of application submittal document for the applicants to follow in order to have a similar application format for all. Before he ended his message, Engr. Tijing showed a presentation slide of the memorable moments of the ASEAN Engineer conferment held last year in Puerto Princesa City, Palawan during the 34th

Conference of the ASEAN Federation of Engineering Organizations (CAFEO), and hoped that more ASEAN Engineers from PICE Riyadh will be conferred this year.The event ended with the awarding of certificates to the speaker and attendees and the traditional photo-ops and exchanging of pleasantries among peers.– J. Regional Coordinating Council (ASEP-SA RCC) conducted its 1st ASEP Membership Writeshop in Riyadh held on March 17, 2017 at Aquarium Hotel, Al MurabahDistrict, Riyadh, KSA.The event was a back-to-back activity of PICE Riyadh after the Writeshop on ASEAN/APEC Engineer Registry held earlier in the day ended. It aims to encourage practicing structural engineers in Riyadh to become a member of ASEP-SA RCC in order to expand the organization’s membership and network in the Kingdom.Thirty-four (34) members of PICE Riyadh attended the said event wherein the resource speaker was Engr. Trese T. Bustamante, a regular member of ASEP and the founding Chairman of ASEP-SA RCC.During the session, Engr. Bustamante discussed the significance of being a part of the prestigious organization of practicingstructural engineers of the Philippines which include the firsthand knowledge of the development and current revisions of the Structural Code of the Philippines used by all practicing structural engineers. He added that members could interact and share knowledge on current issues and trend with leading Structural Engineers of the land, access to different books, codes, and other engineering publications available at ASEP Library and website.The speaker discussed and showed the membership application checklist to be accomplished with the validity of the application. Ceballos led the Outreach Program to the distressed OFWs with the coordination of Philippine Overseas Labor Office (POLO) Riyadh on March 31, 2017, at Bahay Kalinga, Riyadh KSA.The outreach program is part of PICE’s mission to reach out help to the distress brothers and sisters stranded in Riyadh by providing goods for their basic needs.It was a touching moment seeing our Filipino sisters stranded, and some of them with children. Miss Ara of POLO introduced the PICE group to the leaders and to the residents of Bahay Kalinga. Engr. Binuya delivered a short message about the purpose of the visit mentioning some of the goods being provided to them. Engr. dubbed as “Run For Life” on February 17, 2017 at King Abdullah Park, Al Malaz, Riyadh KSA. The event was participated by members of PICE Riyadh Chapter and SPICER-TMC who joined together for a cause of wellness and camaraderie. Twenty two (22) participants joined the fun run who were tasked to run around the park twice with an approximate total distance of 10kms. Engr. Harry Mark Tolentino II of PICE Riyadh Chapter emerged the champion while Engr. Cris Vincent Ranque of PICE Riyadh and Engr. Julie Galeon of PICE Riyadh/SPICER-TMC were the 2nd and 3rd Place winners, respectively. Trophies were awarded to the three winners by Romwald P. Miranda, DTM, Club President of SPICER-TMC, assisted by Engr. Joel G. Abaincia, PICE Riyadh Executive Vice President. The “Run for Life” is a series of yearly fun run events which aims for camaraderie and wellness between the two related groups wherein majority members of the SPICER-TMC are also members of PICE Riyadh Chapter. The event relates to the saying of Buddha that said: “To keep the body in good health is a duty... otherwise we shall not be able to keep our mind strong and clear.”The 1st Fun Run was a successful event organized by PICE Sports & Wellness Committee and SPICER-TMC, headed by Chairman Reymond Mendoza and Club President Romwald Miranda, respectively.The event ended with a “Finisher” certificate given to each participant who completed the run. – E. n search for its members’ physical fitness, wellness, and commitment to continuous partnership with fellow professional and other basketball enthusiasts from different companies in Riyadh, the Philippine Institute of Civil Engineers KSA Riyadh Chapter (PICE KSA Riyadh) launched its 1st PICE Riyadh Basketball Tournament.

The opening ceremony of the Tournament’s Season 1 was held at the Al Sharq Hotel Basketball Court, Riyadh, KSA on February 17, 2017. The official ceremony started at 4:00 pm with an opening parade of the participating teams. Invocation was led by Engr. Juanito C. Ricohermoso, Opening Remarks by the sports adviser Engr. Feliciano A. Kalalo, and Inspirational Talk by PICE Riyadh president Engr. Alvin Ceballos. The Rules of the Tournament was explained by Engr. Raul Aragon while the Oath of Sportsmanship was led by the Sports Director, Engr. ReymondMendoza. Engr. Ceballos led the traditional ceremonial toss before the start of the first game.Spearheaded by the Sports and Wellness Committee led by its Chairman, Engr. Reymond Mendoza, the tournament players are all active members of PICE Riyadh working from different companies in the city. The energetic members of the Sports and Wellness Committee includes Engr. Johnny M. Lagansi, Jr., Engr. Rosauro S. Binuya, Engr. Feliciano A. Kalalo, Engr. Julie Galeon, Engr. Bernard Pareja, Engr. Harry Mark Tolentino II, Engr. Alberto Gallardo and Engr. Cesario Añabieza. The basketball tournament consists of seven (7) teams headed by their team manager namely: Engr. Janilou Lagamo (Yellow team), Engr. Rey Magluyan(MaroonTeam), Engr. Rian V. Ibayan (Black Team) Engr. Arnold Trinidad (Green Team), Engr. Dennis Alcantara (Red Team), Engr. Joseph De Sagun(BlueTeam), and Engr. Harry Mark Tolentino II (WhiteTeam) .Each team is composed of sports enthusiasts as follows:White Team. Trophies, medals and cash prizes will be awarded to the Champion and Runners-up, as well as to the Mythical Five and the coveted Most Valuable Player.The goal of this tournament is not only to promote wellness and camaraderie among civil engineers within the Chapter but a chance to select deserving players to become members of the elite PICE Riyadh official team that will compete against the teams of different member organizations of the Philippine Professional Organizations – Central Region Saudi Arabia (PPO-CRSA) during the PPO-CRSA Basketball Tournament to be held starting in June this year. – J.V.
