Justification for innovation policies in Russia
The 2008 crisis highlighted the weaknesses of the Russian economy
- Lack of national production in many industries
- Large companies too focused on energy and raw materials
- Lack of small and medium size companies : little entrepreneurial culture.
- Insuficience of the financial system.
- No valorisation of the scientific potential.
. Issue at a national level – technological capability - as well as at a regional level – diversification.
Need to invent new tools for development ( “Modernisation”)
