I.GBDGOALS&YOURDONATIONOverviewTheInnerSunsetisadiverseandengagedcommunitywithahistoryofspearheadingneighborhoodimprovementprojects,fromundergroundingutilitywirestoestablishingaweeklyfarmers’market.SinceJuly2016,agroupofcommunityleadersrepresentinglocalresidents,merchantsandinstitutionsintheInnerSunset(“FormationCommittee”)hasbeenleadingtheinitiativetoformaGreenBenefitDistrict(GBD).Thisneighborhood basedassessmentdistrictwouldfundenhancedmaintenanceandcapitalimprovementsforInnerSunsetpublicspacesandsidewalks,abovetheCity’sexistingbaselineservices.Importantly,aGBDwouldalsohelporganizethecommunityaroundsharedinterestsandpriorities,buildingpoliticalandsocialcapitaltoadvocateonbehalfoftheneighborhood.ThisisallthemorecriticalconsideringthattheInnerSunsetisattheintersectionoffoursupervisorialdistricts.Assuch,communityleadersseektoestablishtheGBDasaneighborhood scaleplatformtoadvocateforandimplementarangeofpublicbenefitprojectsandservices.TheGBDwouldcreatearesponsivelocalentityforadvocacy,empowermentandinvestmentsinbettercommunitylife.Tobringthisimportantandexcitingneighborhoodinitiativetofruition,weneedyoursupporttohelpfundthedistrict’sformation.DistrictGoalsThefourprimarygoalsoftheproposedInnerSunsetGreenBenefitDistrict(GBD)areto:
• Improvedailymaintenanceofkeyneighborhoodpublicspacesandsidewalks,abovetheexistingbaselineofcityservices;
• Catalyzecapital“seedprojects”toenhanceexistingpublicspacesandaddnewones;• LeveragetheGBD’smaintenance&managementcapacity(andreliableannualstream
ofrevenue)tofundlarger scalecapitalimprovementprojects,drawingfrombothpublicandprivatesources;and
• Establishaplatformforneighborhood scaleadvocacyandempowerment.FormationStatusThedistricthasyettobeformed.TheFormationCommitteehaspartneredwithlocalnonprofitBuildPublictoguidethedistrictformationprocess.BuildPublichelpedformCalifornia’sfirsteverGBDintheDogpatchandNWPotreroHillneighborhoodsin2015.1SinceAugust2016,BuildPublichasworkedcloselywiththeFormationCommitteetoconductanextensivefactfindingandcommunityengagementcampaignintheInnerSunset,including:

prioritiesandwillingnesstopay.AdministeredoversixweeksinApril May2017,679validresponseswerereceived(19.5%responserate)
• Aseriesofpop upsidewalkdisplaysatkeyintersectionsthroughouttheInnerSunset,inApril May2017
• Tablingatcommunityevents,includingtheFarmers’MarketandSundayFleaMarket• Aninteractive“CommunityVisioning”publicworkshopwithover50attendees• Astrongwebandsocialmediapresencewithopportunitiesfordigitalfeedback
ResultsfromthisrobustoutreachandfromtheneighborhoodsurveydemonstratestrongsupportandinterestinapotentialGBD.Tofundtheabovework,BuildPublichasreceived$11,400fromtheInnerSunsetGBDFormationCommittee,$10,000fromSupervisorBreed,$14,250fromVisionZeroSFSafeSpeedsCampaign,and$50,000fromPublicWorks.BasedonourpreviousworktoformthefirstGBDintheDogpatchandPotreroHillneighborhoods,weanticipatethefullcostofInnerSunsetGBDformationtobe$216,350(seeAppendixA:DetailedGBDFormationBudget).Thus,thetotalremainingfundsneededtosuccessfullyformanewGBDareapproximately$130,700.WhatYourDonationSupportsBymakingarefundableortax deductiblecontribution2totheInnerSunsetGBDeffort,youaresupportingtheimportantworkofthisgrassroots,neighborhood basedGBDFormationCommitteeanditsformationpartnerBuildPublicto:
• DeveloptheGBDManagementPlan,awrittenagreementreviewedandapprovedbytheSanFranciscoCityAttorneyandultimatelyvotedonbythepropertyowners.ThisPlanservesasthe“Constitution”fortheGBD,anddefinesthe10 15 yearpropertytaxassessmentrate,thetypesofservicesandimprovementprojectstobefunded,andthenonprofitgovernancestructureoftheGBDManagementBoard.
• HireandworkcloselywithaprofessionalAssessmentEngineertodetermineafairassessmentrateforinclusioninManagementPlan.
• Developandadministeraneighborhood widepetitioncampaigntoallpropertyownersintheproposeddistrict,withthegoalofreceivingsupportfromownersrepresenting

30%oftheproposedGBDbudget.SubmitresultstotheBoardofSupervisorsforapproval.
• WorkcloselywithPublicWorksandtheDepartmentofElectionstoensuretheCityinitiatedballotprocessiswell noticed,fair,andthatpropertyownersvote.
• Continuerobustcommunityoutreachandengagementthroughouttheformationprocesstokeepneighborhoodstakeholdersinformedandengaged,includingbiweeklyFormationCommitteemeetingsduringthePlanDevelopmentphase.
• UponsuccessfulGBDformationbytheSFBoardofSupervisors,workwithFormationCommitteetooutlineestablishmentofGBD’snonprofitgovernancesystem,conductneighborhoodBoardelections,andbeginassessmentcollectionandneighborhoodimprovements.

II.ABOUTTHEFORMATIONPROCESSWhatisaGreenBenefitDistrict?AGreenBenefitDistrict(GBD)isaninnovativetoolthatallowsresidentstodirectlyinvestintheenhancementoftheirneighborhood,aboveandbeyondbaselineCityservices.Authorizedbystateandlocallaw(SanFranciscoBusinessCodeArticle15A),aGBDisaneighborhood basedpropertyassessmentdistrictthatallowspropertyownerstoassesstheirpropertiestocollectivelygenerateresourcestoinvestintheirneighborhood.Specifically,GBDfundscanbeusedforawiderangeofneighborhoodimprovements,fromdailymaintenanceofandcapitalimprovementstopublicrealmareas sidewalks,parks,plazas,openspaces,gardens,andlandscapedareas toneighborhoodservices,toeven"deepergreen"effortssuchasdistrictscalestormwatermanagementanddisasterresilienceplanning.GBDsenableneighborhoodscalestewardshipofsharedpublicresources,complementingtheCity'sbaselinemaintenanceandoperationsprograms.GBDsaremanagedbyanon profitorganizationgovernedbyaboardofdirectorsthatrepresentassessedpropertyownersandkeycommunitystakeholders.AManagementPlanspellsoutthescopeandspendingauthorityofeachbenefitdistrict,andcanonlybechangedbyasubsequentvotebytheassessedpropertyowners.ThistransparentandgrassrootsmanagementstructureensuresthatGBDsareheldaccountabletothecommunitytheyserveandthatGBDservicesareprovidedinanefficient,responsiveandcost effectivemanner.ThefirsteverGBDwasestablishedbytheDogpatchandPotreroHillneighborhoodsinJuly2015,guidedbyBuildPublic.Forarelativelymodestdollarpersquare footassessment($0.04 $0.09/sf),theGBDhassubstantiallyimprovedthelong termmaintenanceofneighborhoodparksandpublicspacesbyspreadingcostsoveralargearea.Formoreinformation,visitwww.dnwph gbd.org.GBDFormationTimeline
• PLANNING&FEASIBILITYANALYSIS.Communityleadersexplorewhetherandhowa
GBDcouldworkfortheInnerSunset,conductingextensivecommunityoutreachandengagement.Theyconductaprofessionalsurveytodevelopamorenuanced

understandingoftheneighborhood’sinterests,priorities,andwillingnesstosupportaGBD.Thesurveyresultshelptodeterminewhethertheinitiativeproceedstothenextstep andifso,wheretheboundariesoftheproposedGBDmightbe.
TheInnerSunsetGBDformationeffortiscurrentlyattheendofthe“Feasibility”phase,whichhasrevealedstrongsupportforaGBD.
• PLANDEVELOPMENT.ThecommunitymustcreateaManagementPlanthatoutlinesthe
goals,boundaries,servicesandassessmentmethodologyfortheirproposeddistrict.Thisprocessincludesanextensivepublicoutreachandbenefitevaluationprocess,toensurethataGBDboundariescontainsonlyparcelsthatwillreceiveaspecialbenefitfromproposedservices,activitiesandimprovements.ThisplanmustbeapprovedbytheCityAttorney'soffice.
• PETITION.Next,thecommunitylaunchesapetitionprocesstoobtainaBoardof
Supervisors'approvaltoinitiateaballot.Tobesuccessful,thepetitionmustbesignedbyatleast30%ofpropertyownersintheproposeddistrict,weightedbyindividualpropertyowners'contributionstothedistrictbudget.
• BALLOT.IfthepetitionphasedemonstratessufficientsupportandtheBoardof
Supervisors(BOS)approves,anassessmentballotproceedingislaunched.TheDepartmentofElectionsissuesaballottothepropertyownerswithintheproposedboundariesofaGBD,includingcopiesoftheManagementPlan.Forthedistricttobeformed,asimplemajority(50%plusone)ofthereturnedweightedballotsmustbeinfavor.Ifthevotehitsthisrequiredmark,theBoardofSupervisorswilladoptanordinancetoofficiallyestablishtheGBD.
• DISTRCTESTABLISHMENT.WithinsixmonthsoffinalBOSapproval,thetaxassessorwill
begincollectingthenewassessmentrevenuesandsendingthesemoniestothenewGBDnon profitcorporation,governedbyaboardoflocalpropertyownersandothercommunitystakeholders.

III.STUDYAREANote:ThisStudyAreacontinuestoberefinedasneighborscanvassforsupport.UltimatelytheGBDDistrictBoundarymaybesmallerthanthisStudyArea,basedonareasofthestrongestsupportandinterest.
