Ilikecake limited would like to thank you for taking the time to read this proposal.
Ilikecake limited is a young company which designs and develops websites on a day to day basis. They are
keen to expand their client base and are very excited at the prospect of partnering with National Centre for
the Protection of Older People in the development of a new website focusing on providing timely access to
information relating to National Centre for the Protection of Older Peopleand its services.
Ilikecake limited is capable of and prepared to undertake all necessary design and development work for
National Centre for the Protection of Older People. Ilikecake limited have a proven track record of delivering
on projects within the agreed budget and timeframe.
Should Ilikecake be selected to undertake the redevelopment of this website they would ask for a true and

Ilikecake limited is a website design and development company specialising in accessible website design to
facilitate every user of the internet, no matter their disability, to be able to fully use each website and service.
Since its incorporation in 2005 all of the websites which it has built have been accessible to a minimum of AA
compliancy to W3C WAI WCAG 1.0 Guidelines thus fully compliant with Irish and European Law.
Ilikecake was founded by Brendan Spillane and Vivienne Trulock. Its main focus is to provide organisations
with websites that fulfil all of their needs while being accessible to people with disabilities.

Since its foundation clients of Ilikecake include, amongst others, The Department of Justice, Cheshire
Ireland, Ballyfermot College of Further Education, Royal College of Surgeons, FAS, University College Dublin and North Tipperary County Council.
Ilikecake Limited also works with numerous small Voluntary, Charity and Disability focused organisations.
Ilikecake have provided a full statement of experience in this tender document with referee contact details.
1.6 Evidence of Quality Standards
Ilikecake limited and its staff are members of organisations such as the

Our key people working on this project (listed below) are all very experienced in this type of development.
1.6.1 Vivienne Trulock – Project Manager & Lead Developer
Vivienne Trulock is an MD and co-founder of Ilikecake limited.
Vivienne’s primary Degree is in Science from National University of Ireland Maynooth in County Kildare,
Ireland, where she graduated with Distinction and attained first place in her Degree year. Following this
Vivienne went to work for 2 years in the Neuro-Psychiatric Genetic Laboratories in Trinity College Dublin.
Vivienne then took up a job for 5 years teaching website design and multimedia in Ballyfermot College of
Further Education.
In September 2004, Vivienne took a one-year sabbatical and went to Napier University in Edinburgh to
undertake and successfully complete a Masters with Distinction in Interactive Technologies for E-Commerce.
As part of her Masters Vivienne completed a dissertation titled “A Comparative Investigation of the
Accessibility Levels of Irish Websites” which can be found on the company website. This dissertation follows
on from the WARP study by Dr Barry McMullen of DCU and charts the improvement in the accessibility of
152 Irish websites. Overall Vivienne obtained a D3 (85- 90) in this with her Viva obtaining a D5 (95+).
This is the biggest and most recent study of its type in Ireland. Ilikecake limited has published a white paper
on this topic for the Irish Internet Association.
Vivienne’s role in Ilikecake is primarily as a technical accessibility developer and as a designer. Vivienne also
does consultancy work in the area of accessible website design and Accessibility Auditing.

Vivienne is a member of IRL-DeAN the Irish Design for all eAccessibility Network and is also a member of
GAWDS, the Guild of Accessible Website Designers.
1.6.2 Dave McDermott - Designer
David McDermott is Lead Visual Concept designer for Ilikecake.
He began his education in Interactive Multimedia Production in Ballyfermot College of Further Education and
obtained a distinction profile. He followed this with a 2 year HND in Multimedia also in Ballyfermot which he
successfully completed in 2006.
After this David decided to focus on visual design and went to study at the School of Art and Design in
Wolverhampton UK. Here he achieved a BA HNS in Graphic Communication. His specialist subjects
included Design for Multimedia and Editorial and Print Design.
When David returned to Ireland he worked as a freelance designer for such companies as Titan International
where he worked on advertising campaigns for such organisations as Dublin Bus and O2.
Recently Dave started working with Ilikecake Limited and has since made himself indispensable to the
internal workings of the company. Dave works with existing and new clients in the day to day operation of the
company. This has been so successful that Dave has now been put in charge of corporate rebranding of
Ilikecake Limited which includes the website, brochures and all stationary.
As a result Dave is finding himself in constant demand as a designer, animator and consultant with clients for
all their design requirements.
Dave recently pioneered a range of design packages to suit all the different sizes of organisations which
Ilikecake work with on a regular basis.
His work includes web design, animation, illustration and print design.
1.6.3 Jason Hardy - Developer
Jason Hardy is the newest member of the Ilikecake team.
Jason has been working in Web Development for 4 years. His particular skills lie in PHP coding, although he
is also proficient in many other languages including JavaScript, ASP & Actionscript.
Jason is a Microsoft Certified Technology Specialist, Microsoft Certified Office Specialist and is a
Macromedia Certified Developer. He has also partially completed the Microsoft Certified Professional
Developer qualification.
Recently, work completed by Jason for Ilikecake clients include the development of an events calendar
system, the addition of additional markers to Google maps and the development of various database related
facilities, including Content Management Systems.

As a result of the increasing needs for dynamic facilities on client websites Jason works directly with clients
to enable him to fully understand their needs and to develop solutions that best fit their requirements.
Although only having recently joined Ilikecake Limited, Jason has quickly become a core part of the team.
The new facilities being developed by Jason are enabling Ilikecake to offer each of their clients an increased
range of services.

1.8 Referees
1.8.1 Cheshire Ireland www.cheshire.ie
Cheshire Ireland, in partnership with the Health Services Executive,
provides a range of supported accommodation, respite and other services to
adults with physical disabilities. Their mission is to provide quality, person-
centered services which facilitate people with disabilities to live a life of their
own choosing.
Ilikecake were contacted by Cheshire as a result of a recommendation from
another client. After meeting with Cheshire and demonstrating their abilities,
Ilikecake were contracted to redevelop the Cheshire website.
The new website needed a complete overhaul from the old site. This included both design and content. A lot
of work was out into the information architecture of this site to ensure that each user would be able to find
their information as quickly as possible. To this end a lot of outdated information and unnecessary content
which has been added over the years was removed.
Ilikecake were also contracted to develop new features such as search facilities, news areas and a staff
Intranet. The intranet allows selected staff to go online from any computer with an internet connection for a
centralized data center. The administrator of this intranet is able to give new members access and to change
the level of access of existing users.
Significant work was also undertaken on the Information Architecture of the site and the management of the
existing content.
Delivery time
Ilikecake limited developed this website in 8 weeks
Since the original development Ilikecake have been commissioned to undertake further work on the Intranet
and also to include a Forum facility for internal staff communication.

1.8.2 UCD Office of the Director of Access www.ucd.ie/access
Project Details
University College Dublin is currently redeveloping all of their websites to
provide continuity in design, accessibility for people with disabilities and a
better marketing presence. This was the first of the UCD websites to be
redeveloped and there was much looking in at the project from other
departments to see how it was to be undertaken. As part of the
development Ilikecake Limited was expected to advise their client the best
methods of implementing staff Login areas for the posting of staff only
documents, and the creation of Dynamic Survey Facilities so that each
department could, at the click of a button, put a different student survey
live on their own section homepage. This information would then be
reported to a backend database which would store the information year on
year and allow the staff of each department to rate student satisfaction with their service.
Ilikecake Limited was selected for this redevelopment after a very competitive tendering process from some
of the biggest and most innovative website development companies in Ireland.
Size of Site
As part of this redevelopment there has been some top level reorganisation of the UCD website and the new
Office of the Director of Access now contains 3 other websites, Disability Support Services, Mature Students
and New ERA along with their own website.
Delivery time
This website was developed in two Phases. The first part of the website despite its size was developed in
just 5 weeks, this included coming up with new designs which had to comply with the UCD design guidelines.
The website was also to have a higher than normal level of accessibility also adding to the work load.
The second Phase of the website involved the creation of the dynamic Search facilities which will report to
each section contact within the website the levels of student satisfaction. The below diagram is an
Information Architecture (IA) map of the final workflow.

1.8.3 The Dept. of Justice, Mental Health Criminal Law Review Board www.mhclrb.ie
The Mental Health Criminal Law Review Board contacted Ilikecake to submit a quotation on the development
of an 8 page website which had to be AA accessible. It was upon receiving this quotation which included a
development solution and information on accessibility that the MHCLRB decided that Ilikecake knew what
they were talking about when it came to developing accessible websites.
Project details
The aim if this website is to give the public information on the role and the workings of the Mental Health
Criminal Law Review Board. The proposal of Ilikecake limited was selected from 3 other companies as the
best solution to fit the needs of MHCLRB.
This site is all about the user, particularly clarity and ease of use.
Design and accessibility compliance
The most important aspect of this development was that it was very user friendly. The main function of this
site was to display content to the user in an easy to use manner. It was also important that the navigation of
this site be kept simple and the user was to feel that there was no information they has not seen. For this
reason a simple 2 level navigation structure was used with all pages accessed from the home page.
This website is accessible to Priority 1 and 2 of the WCAG Guidelines (Level AA).

2 Client’s Requirements
2.1 Items Requested in ‘Request For Tender’ Document
2.1.1 Design & Aesthetic Changes
National Centre for the Protection of Older People is very aware of first impressions and they are looking for
their website to be designed and developed to make it user friendly, professional, attractive and generally a
good resource to use.
While a full redesign is not being considered at this time, the following Aesthetic Changes shall be
undertaken
1. The placing of the name; ‘National Centre for the Protection of Older People’ under the NCPOP
logo in the top banner. Also, if there is a requirement to do so, this name may need to be placed as
gaeilge also.
2. The proportionate re-shaping of the UCD and HSE logos and of the centre photos and writing.
3. Suggest centring the newly designed NCPOP logo at the top of the page.
4. The creation of hyperlinks from these logos to the UCD and HSE websites respectively.
5. The search tool to be made more easily identifable
2.1.2 High Resolution Images
National Centre for the Protection of Older People has an existing logo which Ilikecake will utilise in the
development of the website. This will be recreated to produce a high quality vector source file which can be
used for print and web etc.
All website design elements, imagery and custom artwork are the property of National Centre for the
Protection of Older People upon receipt of payment.
2.1.3 Content Management System (CMS)
This should
1. be installed as part of the web development

7. allow addition and linking of PDF documents
A Content Management System (CMS) will be put in place which will allow the administrator of the website to
update the content of the website pages with information when they need to.

This content management system will be capable of outputting code which is compliant with the W3C WAI
WCAG 1.0 Accessibility Guidelines. This CMS will allow the website administrator of a site to edit the website
using a piece of software which is effectively a hybrid of Microsoft Word and Internet Explorer.
The CMS is only available to authorised staff of National Centre for the Protection of Older People.
The Content Management System allows the user to edit each page, add new content, images, and
documents. They are also able to edit the navigation, add new pages and any news area of the site.
This system does not require any installation on a client’s computer or server. In most cases because of its
simplicity and most peoples’ proficiency with word processing programs such as MS Word, it therefore
requires very little or no training. Ilikecake will however provide assistive training to the administrator of the
website. Over the phone support will also be available following this.
Sample CMS screens can be seen in the Appendix.
2.1.4 Image Display
On the ‘Resources’ page and other pages, the uploading and display of uniform sized images using the
current system is difficult. This makes the page appear untidy. The new CMS and page design will allow
users to more easily place images, enabling the site to have a finished cohesive feel.
2.1.5 Large Text Options
Style sheets can be provided to allow users to enlarge text easily via text increase buttons.

2.1.6 Template Modification via CMS
“It would be useful for us to be able to access the site background template to enable changing the
site’s permanent fixtures (e.g. the photos, the banner, the colour scheme etc.) ourselves as and
when needed. “
Ilikecake recommend that a maintenance agreement be put in place to enable these type of changes,
particularly as there is nobody with a design background available in-house (see Maintenance rates in Costs
section). We can however, build in a facility where the main header image can be updated easily using the
CMS, or we can put in place a random image facility here which will display one of a selection of images
when a page is viewed. This will allow the site to appear fresher, with minimum effort.
2.1.7 Statistics Package
National Centre for the Protection of Older People currently owns the www.ncpop.ie domain. Should National
Centre for the Protection of Older People require, Ilikecake Limited can host the new website with Hosting
Ireland, and make available the statistics package described in more detail below.
Hosting Ireland is an Irish owned company with a support centre in Waterford. They operate excellent support
service over extended hours and due to this Ilikecake have continued to host all of their websites with them.

Information regarding Ilikecake hosting arrangements and security is in the appendix.
A statistics package is available as part of the hosting which will
give National Centre for the Protection of Older People a full
breakdown of how many visitors a site is receiving. The Statistics
package also gives in depth breakdowns of other information such
as
How long they stay on the site
What browser they use to look at the site
What are the most visited pages
What type of computer they used to look at the site
e.g. PC or Mac
What are the most common words users search for
when they find the site e.g. “voluntary supports Ireland”
Which pages are the most visited.
This system is only available to the Administrators of National
Centre for the Protection of Older People.
All Statistic Information is also archived for 1 year to look for trends
in visitors.
At least one Admin contact within the organisation is to have access and basic training in the backend control
panel of their server hosting account. C-panel is the software Ilikecake will most likely use to give the
administrator access to the backend of the site. This is a graphical interface to allow access to such features
as usage statistics and email preferences.
Google Analytics can also be put in place.
2.1.8 Article Search Facility
Ilikecake can put in place a MySQL database which will hold details of pdf articles: Author, Title, Publication
Date, Journal Name, Reference, Link, Keywords, Summary, Conclusion etc as needed. The article database
will be searchable, on agreed fields, and will also have article upload, input, update, & delete admin facilities.
A search return and display page will also be created.

2.1.9 Video, Audio & other file types
The CMS we provide will allow you to upload and link to various audio & video file types, and other file types
including zip, ppt etc. You can also embed videos from YouTube and other sources using the Edit Source
option. Please note that most servers have a file size upload limit of 2MB, but this can normally be changed
on request (Videos are generally large file sizes).

2.1.10 Search Engine Submission
Upon completion, the site will be submitted to major search engines and directories, such as Google, Yahoo,
MSN and DMOZ.
Our accessible websites have a proven track record in improvement of hits to sites. Specific details can be
provided upon request, with the permission of our current clients.
Ilikecake can also advise on Internet Marketing issues, link exchange etc.
2.1.11 Accessibility
Although a complete redesign is not being undertaken, Ilikecake will create all new code on the website to
be compliant with W3C WAI WCAG 1.0 in line with Irish Government and European Union Accessibility
Legalisation.
Should any infringement of the guidelines subsequently be discovered in the work of Ilikecake limited we will
undertake all necessary corrective changes free of charge.
2.1.12 Search Facilities
Although there is a search facility in place, removing the site from the Joomla environment it is currently in
will disable it. Ilikecake can add a Google search facility to the website to replace the current one. The
search will only search www.ncpop.ie unless other domains are also required to be searchable.

the website is to be handed over to National Centre for the Protection of Older People on CD.

Ilikecake limited as an agent of National Centre for the Protection of Older People will act with the highest
level of discretion as they do with all of their clients. Ilikecake Limited is also registered with the Data
Protection Commissioners in Ireland as a Data Processor.
2.2.6 Cross Platform Compatibility
Not all websites are viewed on high end computers, and some users’ machines would struggle with a lot of
graphic or video elements. Ilikecake ensures that all their websites are designed to function on low spec
computers. Ilikecake websites are also cross platform compatible which means they will work across varying
technologies such as PCs and Mac.
2.2.7 Legal
Ilikecake can include any legal information which National Centre for the Protection of Older People require
on the site. Ilikecake Limited can also provide standard Legal information in word document form as to the
client or to their solicitors which can then be modified as necessary for inclusion (Privacy Policy, Disclaimer

2.3.2 Support / Maintenance
As part of any development Ilikecake limited provide full support to each client for any issues which may
arise as part of the original development.
To ensure that the new website is kept up to date and performing for National Centre for the Protection of
Older People a support package can be put in place. We would recommend maintenance of 1 hour every
month initially. This time may be used to advise on CMS & database Issues, make modifications to the site,
search engine optimisation etc as required by National Centre for the Protection of Older People. Support
time can also be used to ensure the accessibility of the website even where a CMS is in place.
The majority of updates are undertaken within 24 to 48 hours depending on the complexity. In many cases
the updates are undertaken within a few hours.

Ilikecake are available for phone and email support as required by National Centre for the Protection of Older
People.
National Centre for the Protection of Older People will receive maintenance statements from the Ilikecake
Project Management System throughout the year detailing all requested and non-requested services carried
out on the site. This details each job with a job reference number & time stamps of when the job was
undertaken etc.
Any time not used by National Centre for the Protection of Older People is carried forward indefinitely and
may be used to undertake any service which does not involve third party development.
2.3.3 Google Map
A Google map to National Centre for the Protection of Older People can be placed on the site. This can also
include markers for other locations of regular activity. Additional information can be placed in information
bubbles which open on clicking a specific marker. This normally includes address, phone, email, and a
picture, either of the front of the premises, or a logo.

5.2 Hosting Information Security
Hosting Ireland use a fully firewalled network which is based in the Data Electronics data centre in Dublin.
www.dataelectronics.ie Data Electronics has achieved ISO 9001:2000 accreditation.
Security includes extensive internal & external CCTV management and Biometric access, Dual Fire
Detection, Inergen fire suppression and Extensive leak detection systems.
Power supply is redundant and in the event of power failure, a UPS (Uninterruptible Power Supply) takes
over and as well as on-site diesel generator.
Redundant connectivity is provided through multiple providers including Level (3), Tiscali and Smart Telecom
as well as via INEX.
Geographically Redundant DNS is provided for superior resolution stability.
Hosting is provided on DELL Servers with RAID 1 disk mirroring for data integrity. Data is backed up daily for
disaster recovery purposes. Automated Remote network monitoring is in place to maximise service levels.
Ilikecake limited is very aware of security concerns regarding hosting and are constituently updating their
procedures to insure its protection
Ilikecake is able to provide full access to a control panel of their hosting account to the client. Should it be
necessary, Ilikecake can also provide training in the control panel system.

5.3 Insurance Cover
Ilikecake have in place professional indemnity insurance to the value of €250,000 through their broker
Marine and General Insurances Limited
The €250,000 is the maximum any claim can reach. This is further limited to €150,000 in the annual
aggregate in respect of the Loss if Documents and Extension
This is the standard professional indemnity insurance the company carries on day to day business. Should it
be necessary Ilikecake are willing to increase insurance cover to suit reasonable client requirements.
There have been no claims made against Ilikecake to date.
