Difficulties in OSS application

Usual dificulties in OSS application for Vietnam are

- Lack of competitive IT products & services (based on OSS)

- Lack of local human resource & support (e.g. OSS communities,

professional services for system installation, software customization,

hardware integration, human resource training...)

But the most obstracle in Vietnam may be

- Lack of good business model / cooperation between Government,

IT enterprises and end-user communities in promoting OSS

How VN Government solved these dificulties & obstracle in last 10

years ? How to go futher ?

+ To support OSS products & pilots (shortarge of resources !)

Vietnam National Institute of Software and Digital Content Industry (NISCI)

NISCI is a public science & technology research institution, formed by the decision No 901/Q-TTg of Prime Minister of Viet nam in 2007, under guidance of Ministry of Information and Communications (MIC) of Viet Nam

The main roles of the NISCI is to assists the MIC on strategic ICT industry policy development, ICT infrastructure building, public service management and to support MNCs doing business in Vietnam, as well as Vietnam companies in new technology transfer

NISCI Organization and R&D Activities

NISCI R&D activities are supported mainly by VN Government,

and in particular by collaboration with various public and private

universities, research institutes, businesses, and to be carried out at

various NISCIs sub-divisions as Market Intelligent and

Development Center (MIDC), OpenSource and Cloud Computing

Center (OSCC), New Products, Services and Digital Media R&D

Departments

Since December 2011, NISCI has published a science-

technological Journal of Software and Digital Content (JSDC)

Begined from April 2014, NISCI has operated a new Campus for

R&D activities in Hoa Lac High-Tech Park, focusing on Bid-data

Analytics, High-Perfomance Computing & Cloud Computing.
