With reference to your question of your letter, dt.09-11-2012, we have provide the information as follows:-

Ans: Hyderabad Traffic Police are using Sony Digital Cameras for capturing the traffic violations on the field which don’t have features embedded and imprinted of the date and time on the violation photo. The date and time can view from the image properties and it is a permanent record. It is a clear evidence shown in the photograph of jumping on red light signal.

No.6, in the letter dated:24-01-13, that photograph taken on 25-08-2012 at 16:24 hours is genuine and the image properties in the said camera cannot be altered, without providing independent corroborative materials or records justifying the same.

We have already informed that, no software’s or tools are used to tamper or alter the image properties of the violation photograph. It is an official arthritic information was provided and certified that violation photograph is genuine and not have been manipulated or alteration in the photograph. It is was already justified in information provided earlier.

In your letter of dt.19.11.2012 para-1 question the PIO have provided the exact information as you have requested in your question. There is no deviation either misleading not unrelated reply to your sort of information.

The information requested in para.1 vide Ref.(1), is solely connected to the information stored in the image properties of the image file.

The violation Date and Time information has been recorded in the image properties and the same was requested by you on your letter dt.09.11.2012 and provided the same on dt.09.12.2012.

Even if the said digital camera does not have tha ability to embed the date and time stamp on the image captured for traffic violation (as claimed by the Hyderabad Traffic Police), still, the camera details as well as the date and time stamp are always stored in the image properties of the concerned image file and is available for those who has access to the same.

The violation photos will be kept with Traffic Police only. Whenever the violator requested for violation photo we will provided to them. In your case also, firstly you have requested for violation photo which was provided to you.

All the relevant information connected to the image file are stored in the image properties of that image file and such information so stored in the image file are no way connected to/nor influenced by the ability/inability of the camera to embed the date and time stamp in the image captured connected to the traffic violation.

It is already informed that, date and time stamp is embedded in the image properties of violation photo and same was provided to you.

The information requested in para.I vide Ref.(1) is not connected to the embedding and imprinting of the date, time stamp on the violation image by the digital camera used by the Hyderabad Traffic Police.

On 09.11.2012 no issue was raised and need not mentioned of non availability/ availability of camera details at time of violation photo taken with the digital camera. On 25.08.2012 at 16.24 hrs.

On 27.12.2012, you have requested camera make, model and specification details subsequently details are provided on 24.01.2013.

The information requested in Para.1, Vide Ref.(1) is not connected to the ability/inability of the digital camera used by the Traffic Police either to embed the date and time stamp on the image connected to traffic violation.

The reply provided by the Public Information officer vide Reg.(2) being related to the lack of features of the Sony Digital Camera to embed the date, time stamp in the violation photo, is in no way related to the specific information requested in para.1 vide Reg.(1).

Answer: There was no delay or non availability of the image of violation recorded on 25-08-2012 at time 16:24 hrs. which was provided to the above complainant on 09-12-2013 vie Lr. No. TrT8/3269/2012.

the same was deemed to be available with the Hyderabad Traffic Police, since 25-08-2012 at time 16:24 and was not provided with the letter no. TrT8/3269/RTIAct/2012 Dated: 22-09-2012, wherein only the photo without image properties was provided to another RTI applicant.

A complainant by name Sri. T. Prasanna Rajan has requested for the violation photograph vide his letter dt. 08-09-2012 the same was provided to him vide this Officer Lr. No. TrT8/3269/RTIAct/2012, dt. 22-09-2012

Further it is to inform that, above complainant submitted a complaint under RTI Act on 24-09-2012 and received by Office on 25-09-2012. For this complainant, information was provided vide this Office Lr. No. TrT8/3407/2012, dt. 24-10-2012 (Copy enclosed). As per the above complainant request on 09-11-2012, violation photograph along with image properties was provided vide this Office Lr. No. TrT8/3269/2012, dt. 09-12-2012

Further it is informed that, violation photograph was provided to Sri. Prasanna Rajan on 22-09-2012 and same violation photograph along with image properties was provided to above complainant Sri. T. Sampath on 09-12-2012, both are the same photographs which was taken on 25-08-2012 at 1624 at Sangeet X Road by the same SONY Camera. As per above complainant request, we have taken image properties of the above

photograph and provided to them.

Question – 2: A detailed report / explaination with cogent reasons with regard to the other independent corroborative material(s) – record(s) relied upon by the Hyderabad Traffic Police, apart from the photographic records to undisputably claim that the photograph provide vide letter no. TrT8/3269/RTIAct/2012, dt. 22-09-2012 and the image properties provided vide letter no. TrT8/3269/2012 from the Addl. Commissioner of Police, Traffic, Hyderabad WHICH COULD NOT HAVE BEEN MANIPULATED WITH and hence provides indisputable and conclusive evidence of the traffic offence of Jumping signal on 25-08-2013 at 1624 at Sangeet X Road under Goplapuram Traffic Police Station limits based on which e-challan were issued to the owners of the vehicle number AP 11 AJ 1375, AP 09 CK1728 and AP 10 AQ

Answer: Hyderabad Traffic Police provided all available information within the stipulation of period to the complainant as he has requested in various representations. The violation photograph of said violation was provided to Mr. T. Prasanna Rajan vide this Office Lr. TrT8/3269/RTIAct/2012, dt. 22-09-2012 and not concerned with above complainant Mr. T. Sampath. Further, image properties of said violation has provided to the above complainant Mr. T. Sampath on 09-12-2012 and mentioned that, it is a genuine and certified copy of above said violation. It was clearly informed that, above violation photograph was neither manipulated not altered for creating a e-challan and sent to the vehicle owners of AP 11 AJ 1375, AP 09 CK1728 and AP 10 AQ 6270.

Above complainant has mentioned in his letters, some of software links are available, which can be used for alter or manipulate image properties, etc., these are not concern with this Department.

Hyderabad Traffic Police is clearly informed that, we never used above alteration softwares and

Note: Refer to the decision of the Supreme Court, placed on record in page no. 2 of his notices with regard to the admissibility of recorded evidence in a court of law.

these are not at all required for the Department.

Being a Government organization, Hyderabad Traffic Police never use such type of manipulating softwares.

Question – 3: If a no cogent explaination / report is available for para 1, para 2 then detailed report / explaination for the official, disciplinary actions taken on the concerned officials, staffs for malafidely penalizing the vehicle owners of AP 11 AJ 1375, AP 09 CK1728 and AP 10 AQ 6270 for signal jumping violation based on the photo without any date and time stamp provided vide letter no. TrT8/3269/RTIAct/2012, Dated 22-09-2012.

It’s a Camp conducted by Medicity Hospital and (1760) Traffic Police Personnel have attended. Yes minor health problems have been identified and medicines have been prescribed.

Yes. (20) Nos of Smokers are suffering from COPD.

Do you take-up further treatment to prevent Health Problems in future?

The above mentioned (20) Nos. personnel are being referred for further investigation and are likely to be posted at other units to avoid exposure to pollution.

And as a part of preventive measure double layered nose masks are being issued to Traffic Police Personnel who are working on field and highly polluted areas are being identified through A.P. Pollution Control Board to issue N-95 Masks to such areas.

Please provide me the video footages recorded at every traffic signals and at other places where cameras are available during the movements of vehicle No. AP-31-BE-4684, black colour Sumo, which traveled from Panduranga Nagar (Near Erragadda) to Shyamlal, Begumpet, along the route as shown in Enclosure No.1, (Page No. 5), in between 6-45 a.m. to 8.30 a.m. on 29-05-2013. Please provide the electronic data of the camera, which covered the movement of the vehicle, in a compact disc (fixed/burned data).

The video footages recorded at every traffic signals can be retrieved and provided with in a period of (30) days only. After the (30) days the data will be overlapped by the consequent data, as such the data you have requested is long back i.e. on 29-05-2013, we are unable to provide you, with such.

Traffic Police personnel take the photo graphs of traffic violations only at few Junctions. Photographs of Vehicle bearing No. AP-31-BE-4684, black colour Sumo was not taken on 29-05-2013, as such we cannot provide photo graphs.

Traffic Police Car (Ambassador) bearing No. AP9P 4898 need to remove Black Tint Film affixed to rear mirror and left / right windows mirror?

Car (Ambassador) bearing No. AP9P 4898 does not have any film affixed, it is tint in built within the Glass, even though we have checked with Tint Meter and the VLT is 70% for front and rear glass and 50% for sides. Which is permissible.

Traffic coming from Lower Tankbund Road and going towards Secretariat Road need to be stopped, and divert the same traffic towards Liberty Road, “since there is No-Entry board affix at Mosque” (Traffic PS Saifabad / Chikkadpally)

if it is diverted towards Liberty Junction it will become more heavy and congestion may occur at Liberty Junction, as such not feasible.

Need to be affix at Traffic Signals with timer / seconds to entire twin cities, for avoiding of jumping signals, and a citizen can decide easily to stop or proceed please.

Matter pertains to GHMC.

There is traffic signal showing green light towards right side at G.P.O. Abids, and the same is blocked with cones / plastic as to not enter. The citizen should follow the traffic signal or the plastic cones affixed? (Abids Traffic PS)

At Secunderabad Bhoiguda “ New Railway Entrance”. The Entrance of the both roads are parked with full of Cars and Autos every day. The Auto Drivers always are coming towards entrance of portiquo and will starting demanding excess money, this is a permanent problem (Traffic PS Mahankali)

SHO, Mahankali Tr PS has deployed Additional Staff and Crane Squad for monitoring the premises of Railway Stations. Who have booked (1332) M.V.Act cases against Auto Violations so far and it will be continues process.

Most of the Home Guards and Constables will remove the bike keys and then, they will speak to citizen? This habit needs to be controlled.

All Men of Traffic Branch are being briefed regularly by Senior Officers and also “Behavior Orientation Course” is being conducted at Traffic Training Institute, Goshamahal and Begumpet regularly.

Traffic Helpline 9010203626 is not being answered at Midnight i.e. from 1.00 a.m. to 5.00 a.m. please take action.

Traffic Helpline Mobile Phone bearing number 9010203626 is being kept at Traffic Control Room at Night hours and being answered.

As your Traffic Police Officers getting regular Medical checkup with X-ray chest/pulmonary function test etc/Audio metric testing etc regularly at the expenses of Government.

Every year the Hyderabad Traffic Police have conducting a Medical Camp for Traffic Police for regular health checkup along with pulmonary function test through Sponsors.

They are paid risk exposure allowance, how much amount is paid/month.

Pertain to Head Office.

They are given extra paid leaves, give some more information.

If required they can avail commutted leave apart from CL & EL

After how many years they are transferred to different department where they pollution chances are less.

Every long standing personnel of Hyderabad Traffic Police are being transferred from time to time.

No Raids conducted. If the vehicles found misuse and keep Beacons on cars we will book the cases under M.V. Act rules against the violators.

Lastly the RSI has booked MV Act case against the traffic violator (applicant) U/s without Registration (1920(i)177) and without licence, (181/177) and detained the vehicle and he he was to told to pay fine amount and take his vehicle. He tried to take vehicle forecibly and tried to create nuisance on the road which was captured in the RSIs Camera (CD enclosed). After counseling he shown his documents, but the T/R was already expired in March, 2014 and he did not have the driving licence. After much argument finally he paid the fine amount. On receipt of the fine amount of Rs.2500/- his vehicle was released.

Further, it is to inform that on that day amounts was collected from (54) persons and his amount was the largest amount collected. Another largest amount was collected from (3) members @ 1150/0 & Rs.750/-
