II- The powers and duties of officers and employees-

The Planning and Welfare Branch of the Rajasthan Police functions under the overall supervision of the Director General of Police Rajasthan. The responsibilities and functions of the senior officers of this branch are as below.

a- Addl. D.G. Of Police (Planning and Welfare) :

The Addl DGP, Planning and Welfare has the following responsibilities,

1- Welfare of Police Personnel,

2- Construction and Maintenance of Police Buildings ( Administrative and

Residential )

3- Budgeting of the department, sanction and release of funds as per budget

provisions and other financial matters including audit matters.

4- Provisioning of stores.

5- Police Modernisation Funds including finance Commissions.

6- Writs/ Civil suits concerning provisioning matters.

7- Staff council / Joint consultative machinery.

8- Police canteens and canteen funds.

9- Police Welfare Fund including Benevolent and mess funds.

10- Retirement benefits paid to retired police personnel ( pension ets )

11- Police annual Group Insurance Scheme.

12- Supervision of work of police printing press.

b- IGP (Planning, Modernization and Welfare) Addl.DGP (P&W) will be assisted by IGP (P.M & W) in the discharge of the functions allocated to him and will also Lock after Revision/ Sanction of Allowances of police personnel. c- Financial Adviser,

Financial Adviser, PHQ shall assist Addl.DGP (P&W) in the Financial

management of the police department including budgeting, release of funds to

various units and all other financial matters including dealing audit paragraphs and matters relating to Public Accounts Committee.

d- S.P. (CENTRAL STORES)

SP (Central Stores) will assist Addl.DGP (P&W) and IGP (P&W) in matters of procurement and distribution of vehicles, equipments, uniform articles etc .

e- Addl. S.P. (P&W)

Addl. S.P. (P&W) shall directly assist Addl.DGP (P&W) in matters relating to police welfare, police funds, staff council meetings / joint consultative machinery and such to matters as may be assigned to him by Addl. DGP(P&W).

f- Addl. S.P. (B&H)

Addl. S.P. (B&H) will assist Addl. DGP (Planning and Welfare) in all matters relating to Police Buildings, Housing, Police Modernization etc.

g- DY. S.P. (CENTRAL STORES)

Dy SP (Central Stores) will assist SP (Central Stores) in all his work related to procurement and distribution of all types of stores articles except weapons and ammunitions.

h- DY. S.P. (Armourer)

Addl. S.P Central Stores will be assisted by DY. S.P. (Armourer) in the matters of weapons and ammunitions.

III- The procedures followed in decision making process including channels of supervision and accountability-

The Addl DGP (P&W) is the head of the branch. All major decisions in day to day working of the branch are taken by the subordinate officers after approval/ consultations with the head of the branch.IGP (P &W) and Financial Advisor can decide on minor issues of their respective branches according to the circulars/ orders already issued on the subject. DGP’s approval is obtained for all major policy decisions of the branch.

IV- Norms set for the discharge of the functions-

Financial discipline is of utmost importance in the working of the branch. The government rules/ regulations about budget, procurement, storage,

distribution and condemnation etc decide the norms of working of the Planning and Welfare branch.

V-The rules, regulations, instructions manuals and records held or used by the employees for discharge of their functions.

The Addl.DGP (P&W) and the staff working under him follow the rules, regulations, orders and circulars etc issued by the Government of Rajasthan and Director General of Police from time to time.

The work of the branch is mainly regulated by the financial rules and procedures decided by the government. Hence there is little scope for discussion with the members of the public for formulation of the policy matters regarding the working of the Planning & Welfare branch of the police department.

Rule for Rajasthan Police Benevolent Fund.

Object: - The fund shall be utilized to relieve distress amongst and to advance the cause of education of the dependents of all Police personnel / Police Officers including all officers and staff of Forensic Science Laboratory, Technical Staff of Police automobile Workshop, Ministerial Staff and Class IV of Police Department in the manner specified below: -

1. The members when in distress during their lifetime and the dependents of such member in distress after the death of such members.

2. To disabled members who can’t perform their duties and need financial assistance.

3. As scholarship to the sons / daughters of members who need such financial help and

4. In other deserving cases recommended by the committee and approved by the Chairman of the Fund.

N.B.: - All Such cases will be scrutinized by the Committee formed under sub rule No. 10 of these rules in such manner and procedure to be laid-down by the Chairman of the Fund.

These rules will be called the Rajasthan Police Benevolent Fund Rules.

1. They will come into force with effect from the date they are sanctioned by the Govt. and will supersede the existing Police Benevolent Fund Rules.

4. The Existing fund at the Police Head Quarters will be amalgamated with this fund.

5. The first subscription from the employee already in service will be realized in the following the sanction of rules by Govt. and further annual subscriptions will be realized from the first day disbursed in subsequent financial year.

First subscription from the new entrants will be realized on enlistment.

6. These Rules shall not apply to temporary hands enlisted for less then 6 months.

7. All subscriptions realized will be remitted to the Chairmen of the Fund after deducting remittance charges if any, along with a list of subscribers to any refund of the subscription paid by him.

8. Resignation, dismissal, Discharged or retirement from service will not entitle to the subscriber to any refund of the subscription paid by him.

9. Annual matching grant equal to contribution realized from the members of the police R.P.B.F. will be provided by the state Government .

10. The Fund will be administered by a Committee consisting of the following: -

NOTE: - Members at S. No. 3, 4, 5 will be elected during march every alternative by the personnel posted at Jaipur only. Vacancies caused by transfer etc. will be filled by nomination by I.G.P. for the remaining period of the term. They will be in office for 2 financial years.

11. In the absence of the Chairmen the Vice Chairmen will preside over the meeting. Two members in addition to the presiding officer will from a quorum.

12. The decision will be taken by majority of votes. The Chairmen will not cast his vote except in case of ties.

13. A book of minutes for recording the proceedings of the committee will be maintained by the Secretary. The minutes will be written at the time of the meeting and signed by all the members present.

14. Three days clear notice will be given by the Secretary for holding a meeting and it will be accompanied by a copy of the Agenda.

15. The committee will be competent to sanction relief up to a maximum of Rs. 10,000/- to the members and their family for the object mentioned above. 15(A) The committee will be competent to sanction relief up to Rs. 40,000/- to the dependents of the employee who is killed while on duty.

15(B) In the event of any short fall in the Fund, on any account to meet the obligation at the prescribed under Rule 15 and 15(A). The same will be met by additional contributions by the officers and staff referred in the subject and not by contribution from the State Govt.

16 The Chairmen of the Fund will be competent to sanction without the approval of the committee, immediate relief up to Rs. 2,000/- to the member (Employee) when in distress during his lifetime and up to Rs. 3,000/- to the dependents of such member (Employee) in the event of his death while in services. The grant of such relief will be please before the committee for their confirmation.

17. The Chairmen in his absence the Vice Chairmen will be competent to sanction contingent expenditure up to Rs. 500/- without the approval of the committee.

18. The Grant of any relief by the Govt. out of the Police Welfare and Canteen Fund Rule will be no bar to the grant of relief under these Rules.

19. Relief under these rules shall be paid the following orders: -

1. To widow / widower.

2. Failing widow to minor sons and daughters (Equally)

3. Failing minor sons and daughters to dependent father and mother or both.

4. Failing father and mother, to dependent minor brothers and un-married sisters if they were dependent on the deceased.

5. Failing brothers and un-married sisters to the widowed daughters, if any and if they were dependent on the deceased.

20.A meeting will be called by the Secretary, within after death from the date of receipt of an application made by the dependents of the subscriber for relief from the Fund, on a prescribed from given in Appendix “A”.

21. The committee will at least meet twice a year to transant the normal business of the Fund.

22A Cash Book and other necessary accounts, record will be maintained by the Honorary Treasurer who may employ an assistant or assistants with the approval of the Committee on a monthly remuneration to be fixed at the Committee, if the volume of work so demands.

23. The account of the Fund will be audited once a year the Examiner, Local Audit Fund , Audit, Rajasthan.

In addition to this they will be examined once a Year by a member or members of the committee as may be nominated by the committee. The inspector General of police, Rajasthan may authorise the Departmental Checking party of this Department to examine the accounts and to assist. The member or members of the committee nominated by the committee for the purpose in the examination of the accounts.

24. An account for the fund will be opened with any of the banks doing Government business and will be operated upon by the chairman who may authorise the vice-chairman to operate upon it on his behalf in case of necessity.
