Options to Alleviate Enrolment Pressures at Castor Valley ES for September 2018
Background and Overview Currently students residing in the former Osgoode Township area wishing to attend an Early French Immersion (EFI) Program are directed to either Castor Valley Elementary School (ES) for Grades 1 to 8 or Osgoode Public School (PS) for Grades 1 to 6 and Castor Valley ES for Grades 7 to 8 depending on their home address. The EFI Program at Osgoode PS was introduced in 2009. On September 30, 2017 there were 551 students in the EFI program at Castor Valley ES (Grades 1-8) and 166 at Osgoode PS (Grades 1-6). Both schools are experiencing overcrowding and require portables on site for instruction. Castor Valley ES will not be able to accommodate all its projected enrolment for September 2018.
Introduce a New Early French Immersion Program in the Osgoode Area The introduction of a new EFI program would serve to provide more students with local access to the program and reduce significant enrolment pressures at Castor Valley ES. The new program could be phased in to minimize disruption and over time would greatly reduce pressures at Castor Valley ES.
Relocate Grade 7 and 8 Students from Castor Valley ES Relocating Grade 7 and 8 students from Castor Valley ES would reduce significant enrolment pressures at the school. The relocation could be phased in to minimize disruption and prevent students from attending three schools in three years.

Introduce a new EFI program at Metcalfe PS beginning with Grade 1 by block-moving JK and SK students
residing in the new program boundary area to Metcalfe PS for September 2018.
Sub Option - Addition of Sibling Provision

EFI Option # 1
Introduce a new EFI Program at Metcalfe PS for September 2018 beginning with Grade 1 by block-moving current JK and SK students residing in the new program boundary area to Metcalfe PS for September 2018.
Metcalfe PS becomes a JK to Grade 8 English, Early French Immersion, and Middle French Immersion (gr 4 to 8) school – with a new EFI attendance boundary which would include the villages of Metcalfe, Marionville and Vernon and surrounding areas.
Current (2017-2018) JK and SK students attending Castor Valley ES and residing in the new EFI attendance boundary would be block-moved for SK and Grade 1 to Metcalfe PS for September 2018.
Current (2017-2018) Grade 1 to 7 students from within the new EFI attendance boundary would remain at Castor Valley ES until the completion of Grade 8.
All new JK students registering for September 2018 who intend to enter the EFI program and reside in the new program’s attendance boundary would be directed to Metcalfe PS.
• Castor Valley ES remains a JK to Grade 8 EFI school with a significantly reduced attendance boundary. The school would have an enrolment of 653 students for 2018-2019; increasing to 678 by 2022. Both the school’s utilization rate and the number of portables required on site are reduced.
• Metcalfe PS becomes a JK to Grade 8 ENG, EFI and MFI school with an enrolment of 327 students for September 2018. By 2022 its enrolment is projected to increase to 434, spread across the school’s three programs. The school’s utilization rate would increase to 95%.
Considerations:
• Option improves access to EFI (a core elementary program of the Board) for Metcalfe and surrounding area students beginning in 2018
• No impact on the number of school transitions for students • Reduces enrolment pressures at Castor Valley ES to a manageable level for 2018-
2019 and into the future • Better utilization of available local instructional space • Better balance of enrolments among Osgoode area schools • Current JK and SK Castor Valley ES students living within the proposed new EFI
boundary would have to be block-moved to Metcalfe PS for September 2018

• Adding EFI to another local elementary school in the Osgoode area is a step toward a longer term plan which could see an EFI program at each of the village schools (Greely ES, Osgoode PS and Metcalfe PS)
Addition of a Sibling Provision to EFI Option #1
Allow siblings of current JK to Grade 7 students at Castor Valley ES from within the new EFI attendance boundary born in 2017 or earlier to continue to choose EFI at Castor Valley ES.
This provision would allow siblings (an estimated 13 per grade per year) of current JK to Grade 7 (2017-2018) students at Castor Valley ES from within the new EFI attendance boundary to continue to choose to attend Castor Valley ES. The sibling provision would be in place for four years. By September 2022, siblings would no longer have the option to choose EFI at Castor Valley ES and would be directed to Metcalfe PS.
• Castor Valley ES would remain a JK to Grade 8 EFI school with a significantly reduced attendance boundary. The enrolment at the school is currently 716 students. The school would have an enrolment of 691 students for 2018-2019 and this figure would increase to 749 by 2022.
• Metcalfe PS would become a JK to Grade 8 ENG, EFI and MFI school with an enrolment of 289 students for September 2018. By 2022 its enrolment is projected to increase to 363 and its utilization rate to 80%.
Considerations:
• Reduces enrolment pressures at Castor Valley ES for 2018-2019 • Enrolment at Castor Valley ES would, however, increase up to 749 students in 2022,
before beginning to decrease starting in 2023 • Initial EFI per grade program enrolments at Metcalfe PS would be in the high teens;
program enrolment could be lower, however, if designated students make other school choices

Introduce a new EFI Program at Metcalfe PS for September 2018 beginning with Junior Kindergarten in September 2018 – no block movement of students from Castor Valley ES
Metcalfe PS becomes a JK to Grade 8 English, Early French Immersion and Middle French Immersion (gr 4 to 8) school with a new EFI attendance boundary which would include the villages of Metcalfe, Marionville and Vernon and surrounding areas.
For September 2018, Junior Kindergarten students residing within the new EFI program attendance boundary would be directed to Metcalfe PS.
Current JK to Grade 7 (2017-2018) students from within the new EFI program attendance boundary would remain at Castor Valley ES until the completion of grade 8.
• Castor Valley ES would remain a JK to Grade 8 EFI school with a significantly reduced attendance boundary. The enrolment at the school is currently 716 students. The school would have an enrolment of 711 students for 2018-2019, increasing to 741 by 2022.
• Metcalfe PS becomes a JK to Grade 8 ENG, EFI and MFI school with an enrolment of 269 students for September 2018. By 2022 its enrolment is projected to increase to 371 students and its utilization rate to 82%.
Considerations:
• Option improves access to EFI (a core elementary program of the Board) for Metcalfe and surrounding area students beginning in 2020
• No disruption to current students attending Castor Valley ES • No impact on the number of transitions for students • Under the option, enrolment levels at Castor Valley ES are expected to remain high –
711 and 713 students in 2018 and 2019 respectively, and 737, 739, and 741 for the following three years;
• Better utilization of available instructional space • Adding EFI to a local school in the Osgoode area is a step towards a longer term plan
to have local EFI programs at each of the village schools (Greely ES, Osgoode PS and Metcalfe PS)

Allow siblings of current JK to Grade 7 students at Castor Valley ES from within the new EFI attendance boundary born in 2017 or earlier to continue to choose EFI at Castor Valley ES.
This provision would allow siblings (an estimated 13 per grade per year) of current JK to Grade 7 (2017-2018) students at Castor Valley ES from within the new EFI attendance boundary to continue to choose to attend Castor Valley ES.
• Castor Valley ES remains a JK to Grade 8 EFI school with a significantly reduced attendance boundary. The enrolment at the school is currently 716 students. The school would have an enrolment of 724 students for 2018-2019, increasing to 787 by 2022.
• Metcalfe PS becomes a JK to Grade 8 ENG, EFI and MFI school with an enrolment of 256 students for September 2018. By 2022 its enrolment is projected to increase to 325 and its utilization rate to 71%.
Considerations:
• A new EFI program attendance boundary would be put in place at Metcalfe PS for September 2018, however, program not introduced at the school for another two school years;
• Under this option enrolment at Castor Valley ES increases for September 2018 • Enrolment at Castor Valley ES quickly reaches levels (787 students for 2022) which
cannot be accommodated • EFI program enrolment at Metcalfe PS would begin in the high teens per grade –
enrolment could be lower if students make other choices

EFI Option # 3
Introduce new EFI programs at both Metcalfe PS and Greely ES for September 2018.
Metcalfe PS becomes a JK to Grade 8 English, Early French Immersion, and Middle French Immersion (gr 4 to 8) school – with a new EFI attendance boundary which would include the villages of Metcalfe, Marionville and Vernon and surrounding areas.
Greely ES becomes a JK to Grade 6 English and Early French Immersion school. Due to the school’s capacity, the EFI attendance area would have to be very small in size, especially in comparison with the current English boundary.
Staff has created an example of an EFI attendance boundary for Greely ES in order to demonstrate what its geographic size would look like, given the program enrolment limitations.
Considerations:
• Students attending the new EFI program at Greely ES would have an added transition from grade 6 to grade 7 (at Castor Valley ES)
• Due to the size of the Greely ES building, the school would only be able to accommodate an average of 17 students per grade in a new EFI program – staff typically prefers higher program enrolment numbers where feasible
• Creating an attendance boundary for a program of this size in Greely requires a street by street configuration – no geographic or neighbourhood integrity to the boundary
• All other EFI students in the Greely area would continue to attend Castor Valley ES • Adding EFI programs to local schools in the Osgoode area is a step toward a longer term
plan to have local EFI programs at each of the village schools (Greely ES, Osgoode PS and Metcalfe PS)
• Would provide more students with local access to an EFI program • Reduces enrolment pressures at Castor Valley ES to a manageable level for 2018-2019
and into the future • Better utilization of available instructional space • Better balance of enrolments among Osgoode area schools

Osgoode THS would have a 7-12 grade structure (7-8 ENG/EFI/MFI and 9-12 secondary). All of its Osgoode area feeder schools would become JK-6 schools: Castor Valley JK-6 EFI, Greely PS JK-6 ENG, Metcalfe PS JK-6 ENG/EFI/MFI (4 -6), and Osgoode PS JK-6 ENG/EFI. In addition to students from the above elementary schools feeding into Osgoode THS at Grade 7, students from the following elementary schools would feed in to the school at Grade 9: Blossom Park PS, Kars on the Rideau PS, Sawmill Creek ES, and Vimy Ridge PS. Upon full implementation, Castor Valley ES would hover at just over 100% utilization with approximately 455 students. On the other hand Osgoode THS would experience accommodation pressures with a utilization of over 120% and require the funding and construction of an addition.
Upon the completion of the EFI program phase-in at Metcalfe PS, the school would increase its utilization rate to approximately 80%.
Considerations:
• Creates enrolment pressures at Osgoode THS (over 120% utilization) which would need to be resolved with an addition to the building – this may serve to delay the timing of the need for a new future elementary school in the Village of Greely
• Elementary students will feed to Osgoode THS at different grades - Osgoode area students at Grade 7; other areas at Grade 9
• Reduces enrolment pressures at Castor Valley ES for 2018-2019 and beyond • Does not add a transition for students
Note that without the introduction of a new EFI program at Metcalfe PS under this scenario, the enrolment at the school would decrease to below 30% utilization with its current program offerings (ENG and MFI).

Considerations:
• Adds a transition for Greely and Metcalfe area EFI program students • Creates an imbalance in the distribution of students at Metcalfe PS –
intermediate students would outnumber JK to 6 students • Metcalfe PS was not designed to accommodate over 200 intermediate-aged
students – for example, the building has a small double gym • Reduces enrolment pressures at Castor Valley ES for first few years, however, as
larger EFI cohorts continue, the school’s enrolment increases back up to current levels
• Makes better use of available instructional space • The change would be consistent with current Grade 6 to 7 ENG program feeding
patterns for Osgoode area schools
Note that if the Grade 7 and 8 EFI students who reside in the Osgoode PS attendance area were the only students redirected to Metcalfe PS, pressures at Castor Valley ES would not be reduced sufficiently.

Other Areas for Discussion
i) Castor Valley ES Ad Hoc Committee Proposal
1. Consolidation of area English Programs to Metcalfe PS for September 2018
o Castor Valley ES, Osgoode PS and Greely ES would all become EFI centres serving local area students
o Metcalfe PS would remain an English and Middle French Immersion program centre, serving the entire Osgoode area
o To limit disruption, phase-out English programs from Osgoode PS and Greely ES beginning with JK in September 2018 and removing a grade each year thereafter
o New JK students registering for the English program from within Osgoode PS and Greely ES current English boundaries would be directed to Metcalfe PS for September 2018
2. Introduce a New Early French Immersion Program at Greely ES for September 2018
o Create a new EFI program attendance boundary for Greely ES as a single-
track EFI school. It is understood that due to the size of the school building, some EFI students residing within the current Greely ES English program attendance area would continue to be directed to Castor Valley ES
o To limit disruption, phase-in the new EFI program at Greely PS beginning with JK in September 2018 and adding a grade a year thereafter
3. Open a new JK to 8 elementary school in Greely
Considerations:
• Proposal involves an eight year program phase-in for EFI at Greely ES, and an eight year phase-out for English at both Greely ES and Osgoode PS – ultimate completion of program and attendance boundary changes occurs for the 2025-2026 school year
• For September 2018 and beyond, enrolment at Castor Valley ES remains at a similar level to what it is currently
• Subject to a discussion of English enrolments and program delivery, may be too soon to consolidate in one school
• Greely ES begins to experience enrolment pressures in 2023 with two years left of the EFI program phase-in remaining – once that occurs, open a new larger elementary school and relocate students to it – original Greely ES repurposed for other uses
• Strong English enrolment at Metcalfe PS is created

Sibling Provision
To avoid disrupting and/or splitting families, grandfather all existing English program students at their home school of Greely ES or Osgoode PS until all current students and their siblings born before a certain date (e.g. December 31st, 2018) have graduated. This will involve having split classes for a few years to accommodate low-enrolment numbers.
• There are five JKs attending Greely ES who have an older sibling at the school
• There are four JKs attending Osgoode PS who have an older sibling in the English program at the school
To avoid disrupting and/or splitting families, it would be important to grandfather all existing EFI students at Castor Valley ES who reside within the new Greely ES EFI attendance boundary area until all current students and their siblings born before a certain date (e.g. December 31st, 2018) have graduated.
• There are 21 JKs attending Castor Valley ES and residing within the Greely ENG attendance boundary, who have older siblings at Castor Valley ES
Considerations:
• Castor Valley ES enrolment continues to increase – no alleviation of pressures • Low English program enrolments persist at Greely ES and Osgoode PS as grandfathered
siblings phase-out, grade by grade
ii) Possible Re-alignment of Middle French Immersion Boundaries To better align overall feeding patterns within the Osgoode area, revise MFI program attendance boundaries so that Osgoode PS English program boundary is directed to Metcalfe PS rather than Kars on the Rideau PS for September 2018.
• Consistent with the existing Grade 7 and 8 English feeding pattern for the area • Keeps all area students in Osgoode elementary schools that feed to Osgoode THS • There are currently three students from the Osgoode PS area who are attending
the MFI program at Kars on the Rideau PS • These students would be grandfathered to remain at Kars on the Rideau PS,
however, they would have the choice to attend the MFI program at Metcalfe PS

iii) Impact of Lower English with Core French Program Enrolments Similar to the District as a whole, local English program enrolments have been decreasing in step with the increases experienced in EFI. In 2007-2008 48% of students in the Osgoode area were choosing English and 46% EFI. Ten years later in 2017-2018, 32% are choosing English and 60% EFI. This shift in program choice is especially true at Osgoode PS which introduced a new EFI program in 2009. English program enrolment at Osgoode PS has decreased in recent years and is now quite low (a total of 50 students across Grades 1 to 6 in September 2017). Although a decline in students choosing the English program had been taking place for a number of years, the introduction of an EFI program to the school has played a role. This is a phenomenon that may be experienced at Metcalfe PS following the introduction a new EFI program. Given the potential for lower English program enrolments at Metcalfe PS (with a new EFI program) and the current and projected size of Osgoode PS’s program, it is reasonable to discuss whether a change in program delivery would improve student learning – for example, the consolidation of area English programs in order to ensure future viability.

Note: The above are Ministry of Environment and Climate Change rated capacities for the septic systems in place at the above schools, provided to us by the OCDSB Facilities Department.
The septic capacities are only one of the factors used to determine the number of students aschool can accommodate.
Example: The current enrolment at Castor Valley ES is 716 students and 10 portables are required for instruction. If the septic capacity was the only determining factor the school would be able to accommodate 84 more students. At this time however, the maximum number of portables the school site can accommodate is 11, which is not sufficent to accommodate 84 more students.
