INFORMATION PACKAGE FOR APPLICANTS

According to the Labor Force and Time Use Survey carried out by Millennium Challenge Corporation, employment varied significantly across the respondents’ chosen course of study. The survey found that only 33.8% of the respondents stated that they have a job related to their field of study. 4. Improves understanding of the challenges facing women in the labor market and proposes actionable solutions to strengthen women’s employment and entrepreneurship.

Aggregating and leveraging improved, targeted, demand-driven information is a complex problem and we see a need to find novel ways to alert:

i. Students to appropriate and effective schooling, training (in both their chosen subject and in appropriate professional conduct), and job opportunities associated within-demand careers.

ii. Women to improved opportunities to participate in the labor market through education, training, entrepreneurship, improved career opportunities, and solutions to gender-specific constraints.

iii. Entrepreneurs and/or businesses to market opportunities, prices and challenge, financing opportunities, and appropriate technical assistance.

iv. Government, civil society organizations, the private sector, and education and training institutions on the importance of cooperation to unlock economic growth.

v. Kosovo and foreign investors to growing market opportunities.

vi. People of Kosovo to the body of data that exists out there on the most important issues they face related to unemployment, labor opportunities, job creation, etc.

The Award Categories

The issue of an improved understanding of market opportunities is a complex one. MFK sees a need for both improved communication, informed by data, about market information to everyday citizens, students, educational providers, business, banks, investors, and government institutions, as well as pilot projects between these groups to identify new tools, approaches, and policies to foster a culture more responsive to data, market information, and collaboration. As a result, MFK proposes two tracks:

1. Data Communication and Outreach Awards

Why: Information is needed across Kosovo to correct misperceptions of labor force participation, as well as to alert people to actual market opportunities.

Who:

● Solvers may include individuals, teams, or organizations of effective communicators who can blend data with a message and raise public awareness related to the message.

● The audience may be anyone within Kosovo.

How: These will consist of public-facing outreach efforts taking place over four months. These creative solutions will alert and empower citizens and government by using data to highlight labor and time use issues with respect to market data. The solution(s) that most successfully influences the conversation about data and labor force participation, as well as envisions how they would scale up their solution and build on that success, will receive a grant award. Please note that there could be more than one winner. The funding awarded by MFK will depend on the proposed costs and ambition of the project, and may differ from the proposed budget.

What: These data communication and outreach efforts may include, but are not limited to infographics, videos, media pieces, radio programs/podcasts, flash mobs, social networking, editorial, behavior change communications, reminders, trusted personal networks, research that is communicated via a conference/infographic/seminar, etc., creating or tapping into existing local, national, or international campaigns. They must be based on the data.

Where: In Kosovo.

How much:

Seed funding ranging from 1000€ - 5000€:

To accomplish their project, applicants should propose a budget ranging from between 1000 – 5000€. MFK will determine how much funds to award to selected finalists. The funding awarded by MFK will depend on the associated costs and ambition of the project and may diverge from the proposed budget. Finalists will then develop and promote their communications and outreach output.

Award – Up to 15,000€ available for grant(s)

The most powerful communicator(s) among finalists will be selected as winner(s) and receive a grant award to build on the success of the product or service that they created in the first round. This award will be put toward efforts that encourage additional, ongoing conversation about data and labor force participation. Please note that there could be more than one winner.

To win the Communications and Outreach Track Grant, the finalist(s) will be judged on how successfully they were able to influence the conversation about data and labor force participation per the Communications and Outreach Track Judging Criteria and their proposal for how their solution can be further developed. Therefore, in the application, in addition to the original proposal and budget for seed funding, applicants should write how would they build on and promote further their solution if they were to win the 15,000€ grant award. They should also submit a second budget that reflects the costs of building on the success of the solution they created in the first round. This budget should not exceed 15,000€. MFK will determine final funding level to award to the winner(s). The funding awarded by MFK will depend on the proposed costs and ambition of the project, and may differ from the proposed budget.

When:

● 26 September 2018: Applicants submit a draft, sketch, storyboard, script, spec, or other product describing what they intend to do.

● October 2018: Approximately 5 finalists will be selected and win 1000€ - 5000€ in seed funding. The amount is based on the estimated costs associated with producing and promoting their proposed output.

● October 2018 –December 20181: The finalists will develop and promote their content. They will compete to win an Award of up to 15,000€ in grant funding.

● December 20182: The most powerful communicator(s) judged on the basis of ability to influence the conversation will receive up to 15,000€ in grant funding to build on the success of their solution. MFK will determine the award to the winner(s). The funding awarded by MFK will depend on the proposed costs and ambition of the project, and may differ from the proposed budget.

2. Awards for Open Data Governance Interventions

Why: MFK believes that civil society, academia, and the private sector must productively work alongside government to address government gaps where additional data would improve government, citizen, and private sector decision-making with respect to improved market information.

Who: Civil society organizations, academia, vocational schools, the private sector, start-ups, and creative problem solvers who are capable of productive, action-oriented relationships with government counterparts.

How: Applicants will submit their proposed proofs of concept. Successful applicants will be matched with a government counterpart. Together, they will create a work plan to execute their intervention over a period of six (6) to – twenty four (24) months. Grant funds will be issued upon the successful completion of milestones.

What: The Open Data Governance Interventions proposals may include but are not limited to curricula, mobile applications, research papers with clear policy and programming recommendations, technical assistance, innovative lending, access to credit and other investment packages, training programs, digitally-enabled trusted personal networks, municipal or national projects, hardware or software solutions, computing platforms, , and audio visual material, etc. They must be based on data.

Where: They must be based in Kosovo.

How much: Up to 150,000€ is available. We expect to make multiple awards out of this total amount. There will be negotiations on the proposed budget. The funding will be split depending on the size, quality, and ambition of the winning proofs of concept.

When:

● 26 September 2018: Applicants submit proposals.

● October 2018: High-scoring finalists will be matched to appropriate government agencies. Those who successfully match will be notified of their award. The award amount will be based on the proposed budget.

● November: Award winners will meet with their counterpart in the respective, matched government agency to develop the first milestone, a work plan. A milestone-based payment is issued.

● November 2018 - December 2020: The winners implement and test their solutions alongside their government counterpart.

The Incentives

Successful competitors, depending on the track, will benefit from:

● The Data Communication and Outreach Track: Up to 30,000€. Finalists will receive funding ranging from 1000€ - 5000€ based on the applicants’ proposed budget. The solution(s) that have the highest potential to build on their successes will receive a grant of up to 15,000€ to further develop and promote their solution encouraging public discussion about data and labor force participation.

● The Open Data Governance Interventions Track: 150,000€. We expect to make multiple awards out of this total amount. There will be negotiations on the proposed budget. The funding will be split depending on the size, quality, and ambition of the winning proofs of concept

To accelerate their solutions, winners will also benefit from:

o Mentoring: Winners will work with mentors from MFK and relevant ministries in the central and municipal government to help them adapt and grow their solution to more successfully meet customer needs.

o Networking and professional matchmaking: Introductions to relevant experts and stakeholders.

o Profile-raising activities: MFK will promote your winning innovation and celebrate your results.

Eligibility Criteria

The Challenge is open to all and will accept entries that meet the following criteria:

● Must be submitted in English.

● On time: Late solutions will not be entertained.

● Complete: No missing documentation or unanswered questions.

● Topical: Solutions must directly relate to challenge goals, funding requirements and utilize credible Government of Kosovo (GoK), national, and/or international institutions open data. Applicants are furthermore strongly encouraged to use GoK open data or MCC LFTUS data.

● Size: The Challenge is open to individual applicants, teams of individuals and all organizations, regardless of size. We encourage applications from small and medium enterprises (SMEs) and innovators.

● Local Presence: All competitors must use Challenge grant funds to implement a solution in Kosovo. This being said, international applications are acceptable as long as applicants either already have a presence in Kosovo or must demonstrate they have a Kosovan partner (supporting partnership documentation is required).

The Challenge particularly encourages proposals from:

● Diverse groups that have clear, strategic, collaborative models to tackle the complexity of misperceptions of labor force participation.

● Private sector actors, entrepreneurs, and organizations with market-based solutions and/or clear plans for sustainability beyond the point of award.

● Organizations with proposals that deliberately seek to address the unique circumstances and barriers to women’s labor market participation.

Dig Data challenge will not fund:

1. Solutions with a strictly research focus. All research must include feasible recommendations for policy or programming actions.

2. Solutions in the idea phase with no demonstration of real world application.

3. Solutions that center around the provision of free equipment or focus on building new infrastructure.

4. Solutions that do not use open data from Government of Kosovo and/or other credible, vetted open data from national and international institutions..

5. Solutions (in the Governance Intervention Award) that are unwilling to establish partnerships with relevant stakeholders, particularly within Kosovan government ministries, agencies, and municipalities.

6. Solutions originating from foreign countries that do not have a local, Kosovan partner.

7. Solutions that do not deliberately and equitably include women and underserved groups.

8. Solutions that are a continuation of an existing project without a new component.

9. Solutions that are affiliated with a political party or engaged in political activity.

10. Solutions that are focused solely on religious activities.

Judging Criteria

All eligible entries will be judged against the following criteria:

Criterion 1: Use of Open Data

The submission should present a new, adapted or aggregated data-driven solution, able to add value to how Kosovans understand and respond to specific opportunities in the labor market information, including gender-specific barriers.

We advise competitors to keep in mind:

● Whether the solution is a response to issues raised by data from the Government of Kosovo and other credible, vetted open data from national and international institutions, including, in particular, gender-specific challenges.

● The extent to which accurate, open data is incorporated into the product/service/output.

● How effectively the solution translates data into accessible and actionable insights for those seeking to enter that market.

● How effectively the solution is able to disaggregate the data and communicate gender-based information as it relates to labor force opportunities and challenges for women and girls.

● Solutions that demonstrate a new or adaptive ways of collaborating with the central and/or municipal governments to better target government programming.

Criterion 2: Actionable Information

The submission should provide timely, context-appropriate, and actionable advice to users to enable them to select among market-driven options, and benefit from best practice advice on how to enter them.

We advise competitors to keep in mind:

● The effectiveness of the solution in communicating the importance of choosing a viable market to enter and getting appropriate training to do so.

● The extent to which users are able to distinguish between growing markets and stagnant markets.

● How effectively the solution presents timely, actionable, and context-appropriate insights for users, depending on the user’s attributes (age, languages spoken, educational attainment, etc.).

● The extent to which the advice presented reflects best practices and guidelines with respect to education, career choice, entrepreneurship, and business growth.

● How effectively the solution uses best practice methods, that may include but are not limited to, behavior change communications (BCC) and human-centered design (HCD).

● Direct feedback from testing with users about whether they can utilize the insights from the solution to make timely, action-oriented decisions with respect to education or employment. (For example, users are not being advised to pursue careers in industries [such as maritime shipping] unavailable to them).

● For the Data Communications and Outreach Track, solutions that demonstrate the vision and potential to continue encouraging public discussion about data and labor force participation.

● For the Open Data Governance Interventions Track, solutions that demonstrate a prompt new or adaptive ways of collaboration with the central and/or municipal governments, in order to better target government programming.

Please note, context-appropriate advice should take into account issues including but not limited to:

● The different degrees of digital access and information among women and underserved populations.

● Stigma in the labor market against women, girls, underserved minorities, people with disabilities, etc. and how to address it.

● Kosovo’s linguistic diversity and differing degrees of literacy.

● The availability of certain interventions in a given geography, and at a given time (e.g., a solution should not a recommend a bank or training program if that bank or program is not available in a given region or as a matter of national policy).

Criterion 3: Accessibility

The solutions should demonstrate that there is a clear understanding of customer needs (students, job seekers, entrepreneurs and investors) and meet those needs easily and affordably. Applications should take into consideration the accessibility of their solution with respect to gender, language and literacy, levels of education, digital literacy and connectivity, and cost.

Competitors should keep in mind:

● The need for a clear understanding of the target customer’s specific needs (e.g., what type of product/approach is most suitable for the ways your customers access the information).

● How easy it is for your target customer to use the solution.

● How the solution takes into account variations in digital penetration and digital connectivity. It should demonstrate creativity overcoming those barriers.

● Value for money to the users (including ongoing payment, maintenance, or replacement considerations).

Applicants should consider

● Gender disparities in technology access, social roles, and access to information and networks.

● Obstacles that may inhibit acquisition and use.

● Tactics to mitigate any barriers.

● How much it will cost customers to buy and maintain the solution.

● Who has the skills and capacity to maintain the solution.

Criterion 4: Potential Impact

The applicant should demonstrate a real understanding of the situation that their solution is helping to address. Impact will be measured according to the degree to which the solutions can provide actionable insights for on the market-driven career and educational decisions to be made in Kosovo.

Applicants should demonstrate:

● A clear articulation and understanding of the user’s specific needs and how they are being addressed at an individual level

● A credible argument for the likely impact that the solution will have on customers, including gender and cultural dynamics, for instance, by providing a logical reason, or set of reasons, for why it is likely to have impact, and why that would be an improvement on the current situation.

●The extent to which a diverse range of customers (men, women, ethnic minorities, etc.) and advisory services perceive the applicant’s solution (by experiencing a prototype) likely to have a positive impact on supplying customers with insights on markets.

If relevant, Criterion 5: Market Potential

The solutions should be financially and economically sustainable, with respect to both financial and environmental considerations. Applicants should consider the commercial and growth potential of the solutions.

Applicants should keep in mind:

How well does the proposed solution fit into the market? How is it better or does it relate to the existing solutions in the market? How well the solution has been developed in relation to a particular market and how well that market is understood? For instance, an understanding of how it fits with solutions that are already out there.

Whether they can demonstrate how the solution sustains itself? If relevant, they should propose the development of a sustainable business model that allows for ongoing product updates and maintenance.

We recommend applicants read the FAQs and Eligibility Criteria before entering the Challenge.

To help applicants formulate a submission, MFK is hosting:

4 September 2018: An interactive data workshop to familiarize applicants to the data available, open data guidelines and considerations, data analysis and visualization tools, and a basic overview of the application process. In addition, the workshop will also familiarize applicants on the Challenge goals, expectations and process as the applicants will have the chance to pose their questions publicly, in plenary, which will give them a foundation for a successful application.

Judging

MFK will conduct an initial screen to determine which applications are eligible.

All eligible applications will be shared with the judging panel. Depending on the track, the judging panel will be made up of subject matter experts, government representatives, data specialists, MFK staff etc. The proposed solutions will be peer reviewed for accuracy of analysis therefore, all data that is used should be attributed to the original source and links should be provided to the original source data. All eligible submissions will be assessed and judged with a view toward proposal quality, ambition and portfolio balance.

We will notify winners during October.

Award Event – October 2018

The winners will be announced

Winners will have the opportunity to present their proposed tools and approaches to the convened stakeholders.

Please make note of the timeframe as it is a requirement that selected finalists attend.

Implementation - October 2018 –Onwards

All winners will benefit from mentoring, networking, and communications and outreach support from MFK.

Data Communication and Outreach Track winners:

Annex A - Terms and Conditions of participation

Terms and Conditions of participation

Please read these terms and conditions carefully before submitting an entry to the Dig Data challenge. By submitting an entry, you accept these terms and conditions and agree to comply with them.

Participating in the Dig Data challenge

1.1 Entries received by the relevant deadline will be assessed against the eligibility criteria. Late or incomplete entries may not be accepted. We are not responsible for entries which are lost, damaged or late due to computer, network or telecommunications failure.

1.2 Employees of MFK, other individuals working on the project, and their immediate families, are not eligible to enter. Unless when otherwise stated, you must bear all your costs of entering and participating in the Dig Data challenge, including travel costs unless otherwise stated in the supported materials.

1.3 Eligible entries will be assessed against the publicized judging criteria. Entries may be shortlisted and asked to complete further activities as described in the information package, and performance will then be assessed against the relevant judging criteria.

1.4 MFK will use the contact details provided to contact you about the Dig Data challenge. If you do not respond within 7 days, or if you subsequently withdraw or are withdrawn from the challenge for any reason, we may select another entry in your place, but are not obliged to do so.

1.5 The judges' decision about eligibility, short listing and selection, including the methodology used to assess entries, validity of any claims and data submitted is final.

1.6 The grant should be used in ways that continue to be of public benefit and towards achieving the outcomes set out by the Dig Data challenge. We reserve the right to impose additional conditions if appropriate in our reasonable opinion, including if the challenge has not resulted in sufficient public benefit, or to comply with other legal requirements. The grant will be paid in Euros and the winner is responsible for payment of tax and other charges in relation to the award.

1.7 We reserve the right at our sole discretion to refuse to accept any entry; to suspend or withdraw the Dig Data challenge at any time; to vary the form and substance of the challenge including dates for deadlines and events; to reduce or increase the number of entries selected for any phase, including the final prize; not to award the prize; and/or to reject or withdraw a place on the challenge if in our reasonable opinion, you are in breach of these terms and conditions, fail to participate fully or do anything to damage the reputation of MFK or our partners.

1.8 We reserve the right to vary these terms and conditions at any time. Variations will take effect from the date they are posted on our website, so please check regularly to see the current version.

2. Your promises to us

2.1 By submitting an entry to the Dig Data challenge, you confirm that:

You satisfy the relevant eligibility criteria and all information submitted by you is true, accurate and complete. We reserve the right to ask for additional evidence of claims made by you, to validate claims by any means we see fit and/or to reject claims at our sole discretion.

Your entry is your own original idea, is not copied from anyone else and to the best of your knowledge, and does not infringe any intellectual property or other third party rights. We may withdraw your entry if we receive notice that it infringes any third party rights.

You have, or will obtain, all consents and permissions necessary to submit your entry, participate in the Dig Data challenge and comply with these terms and conditions.

You will act lawfully, ethically and in good faith and comply with the rules of the Dig Data challenge and any relevant laws, regulations, guidelines and codes of practice. You will comply with our reasonable instructions while participating in the Challenge, including in relation to health & safety and security.

Your organization and entry adheres to existing protocols for environmental protection and sustainability.

Your organization and solution does not cause direct or indirect harm to marginalized groups including, but not limited to, women/girls, low income, ethnic minorities, and other underserved groups.

Your organization identifies and mitigates potential unintended consequences that may cause direct or indirect harm to marginalized groups.

2.2 We reserve the right to remove you from the Dig Data challenge if you do not comply with these rules, if you cheat or behave in a way which is disruptive, inappropriate or potentially dangerous.

2.3 If you are entering as part of a group or team, the person completing the entry form is responsible for compliance with these terms & conditions by other team members.

3. Information and Publicity

3.1 You will retain your intellectual property rights in your entry to the Dig Data challenge. However, if you are selected as a winner of a MFK grant, the intellectual property rights of the solution developed shall belong to MFK (including the right to produce, reproduce, republish, repurpose, use, store, modify or make available) any portion or portions of Intellectual Property as the MFK sees fit in any medium, now known or hereafter developed, for any purpose whatsoever.

3.2 By submitting an entry to the Dig Data challenge, you give us permission to use your entry, personal details and any other information provided during the challenge to administer and judge the challenge. We may share this information with judges, evaluators, our partners, and anyone helping us to run the

challenge, subject to appropriate obligations of confidentiality and data protection. We may send you information about other MFK grants, events and activities unless you tell us that you don’t want to receive this.

3.3 We won’t publish full details of your entry. However, by submitting an entry, you give us permission to use and publish your name, a summary of your entry and photographs/recordings of your participation in the challenge, which may include testing and prototyping of your entry, in any media and online. If you have any concerns about publication of information about your entry, please contact us before submitting an entry.

3.4 We and our partners may carry out publicity and promotion for the Dig Data challenge and publish our research, case studies and evaluation in relation to the challenge and you agree to participate in this research, evaluation and publicity. Any public statements which you make in relation to the Dig Data challenge must acknowledge MFK and our partners and be approved by us in advance.

4. Limitation of Liability

4.1 We are not liable for any direct or indirect loss or liability, costs, claims, taxes, charges or expenses resulting from your participation in the Dig Data challenge or your reliance on statements made or advice given by us, our partners or contractors.

4.2 Nothing in these terms and conditions excludes or limits our liability for death or personal injury caused by negligence or fraudulent misrepresentation made by us.

Annex 2: Application Details

All Applicants must submit the following contents by 26 September, 2018 at 12:00 pm CEST using the online application.

A complete Application Form consists of the following sections:

1. Basic Applicant Information. Through the online platform, applicants are asked to input their basic details.

2. Partner Letters of Commitment, relevant for:

Non-Kosovan organizations proposing activities in concert with Kosovan partners.

Teams of individuals describing how they intend to work together.

Multiple organizations coming together to describe how they intend to work together.

3. In the application form, provide answers to our substantive questions about the solution.

4. Based on the track you are applying to, you should submit the following information:

Data Communication and Outreach Track Open Data Governance Interventions TrackA draft, sketch, storyboard, script, spec, or other product describing the message and communications process

A list of what office or offices in government you believe would be a source of relevant partners

Explanation of how the output addresses the Dig Data challenge; and how you intend to communicate the solution to your audience

A draft concept (3-5pages) that should detail:1. A comprehensive description of the intervention;2. Statement(s) of how the solution addresses the Dig Data challenge

A description of how the solution might effectively relay market information to a significant number of users. Your concept note should include (1) a comprehensive description of the solution; (2) statement(s) of how the solution addresses the Dig Data challenge; and (3) a description of how the solution might effectively relay market information to a significant number of users.

Please upload (in Word or as a PDF) or type your Concept Note in the space provided. Your concept note should be no more than 3-5 pages, double-spaced, in 12 point font, with one inch margins.

In your concept note we encourage you to address some or all of the following guiding questions:

What entrenched interests, inertia or social norms are you disrupting and what steps will you take to mitigate against backlash?

How: How does your solution address all aspects of data and labor force participation? How will you implement your intervention? How do you anticipate your solution getting to market or becoming financially viable? What process will you follow to roll it out, collect evidence and adapt your project as needed? How does your solution incorporate into the daily lives of users? How will you effectively work with partners? How are you financing and budgeting for this work? Is your project capable of successfully continuing or even expanding operations following the completion of the grant?
