This document provides Employers with essential information for the Highway Electrical Qualifications which include the Installation, routine maintenance, fault repair emergency attendance and initial and periodic testing level of works. A range of common questions have been used to provide a clear guidance. The use of potential occupationally qualified and current expert witnesses to support the CBQ_NVQ process has been identified within the Practical Next Steps and Advice section A comprehensive check list to aid centre selection to suit your needs and how your

organisation can ensure a quick and effective qualification completion for your employees is

Introduction The Highway Electrical Association (HEA) has formed a partnership with Lantra Awards both directly and through the Highway Electrical Skills Academy (HESA). This partnership covers the assessment of competence to national standards through NVQs. Lantra Awards is a nationally Awarding Organisation approved to develop and accredit qualifications such as NVQs, VRQs and Regulated Qualifications Framework provision. The CBQ_NVQ is NOT Training and no Training by the CBQ_NVQ Provider takes place during the occupational assessment competence period. Training can take place during the on-program period via HESA Approved Providers, which must be in line with Highway Electrical Training Specification Learners must not be put forward for an assessment of occupational competence until they are deemed ready to be assessed as competent. This underpins the assumption that the Learner has sufficient technical expertise, knowledge (Training), skill and maturity to meet the expectations of employers in terms of their occupational competence. Competence must be demonstrated consistently over a period of time and on more than one occasion. In line with the HERS Handbook, each associated HERS element task must be covered by the appropriate qualification units, which include but not limited to, Fault Diagnosis, Emergency attendance, Routine Maintenance, Install and Connect, Infrastructure Installation, Initial and Periodic Inspection and Testing.

What is the Regulated Qualification Framework (RQF)? The Regulated Qualification Framework came into force in 2015. Since then, previous qualifications have been removed from the Qualifications Credit Framework and progressed into the RQF format. The Highway Electrical NVQ qualifications will continue to use the credit value and will still offer the certificate and/or diploma for level 2, which will reflect the individual learner achievements

The Level 2 and 3 competency based NVQ qualifications in Highway Electrical Systems are designed to fit into the requirements of the RQF, to enable flexibility and encourage positive outcomes for all learners and to enable progression for relevant learners as well as supporting continuing professional development.

What are the aims of the Qualifications?

There are four qualifications:

• Level 2 NVQ Certificate in Highway Electrical Systems) – Qualification No. 603/1948/3 • Level 2 NVQ Diploma in Highway Electrical Systems– Qualification No. 603/1949/5 • Level 3 NVQ Diploma in Servicing Highway Electrical Systems– Qualification No.603/1866/1 • Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems) –

Qualification No. 603/1822/3 These are Competency Based Qualifications (CBQs). They are based on National Occupational Standards (NOS) which reflect the working practices within the Highway Electrical Sector, as specified within the Highway Electrical Registration Scheme Scope, HERS Handbook.

The Qualifications aim to give learners the opportunity to develop their skills and demonstrate competence across the full range of activities that highway electrical systems installers need to be able to do as part of their everyday work. The Qualifications allow learners to select units which apply to their particular job role. The unitised structure of the Qualification also enables continuing professional development activities to be evidenced and certificated for those learners who may not require either the full Certificate or Diploma or wish to add to these.

Who are these Qualifications designed for?

The Level 2 NVQ Certificate in Highway Electrical Systems and Level 2 NVQ Diploma in Highway Electrical Systems have been designed for employees working with highway electrical systems and includes the following:

• public lighting (installation and maintenance of electrical apparatus and associated structural supports and cabling for highway lighting and traffic signs)

• traffic signals ( installation a n d maintenance of permanent traffic control equipment and associated apparatus)

• communications (installation and maintenance of electrical apparatus and associated structural supports and cabling)

• cameras (installation and maintenance of electrical apparatus and associated structural supports and cabling)

• variable message signs (installation and maintenance of electrical apparatus and associated structural supports and cabling)

• Slot Cutting - (Infrastructure, installation and maintenance of associated electrical equipment) • EV Charging Equipment ( installation of equipment and associated apparatus)

Plus, any other highway electrical and associated equipment installation, maintenance and commissioning. The Level 3 NVQ Diploma in Servicing Highway Electrical Systems and Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems have been designed for highway electrical systems installers and associated equipment installers including those working in the following occupations:

• public lighting (installation and maintenance of electrical apparatus and associated structural supports and cabling for highway lighting and traffic signs)

• traffic signals (installation a n d m a i n t e n a n c e o f p e r m a n e n t traffic control equipment and associated apparatus)

• communications (installation and maintenance of electrical apparatus and associated structural supports and cabling)

It is unlikely that the Level 3 NVQ Diploma in Servicing Highway Electrical Systems and Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems will be undertaken by any learners under the age of 18, although the Level 2 NVQ Certificate in Highway Electrical Systems and Level 2 NVQ Diploma in Highway Electrical Systems may be offered to learners in the 16-19 age group.

Each of the Qualifications will enhance the ability of personnel to work safely, effectively and efficiently in the workplace, reducing unnecessary risks to themselves and others. The Qualifications are intended to be part of the relevant industry apprenticeship framework.

What are the benefits of undertaking these Qualifications? Learners undertaking these Qualifications will be able to prove their competence in highway electrical systems in their chosen specialism to nationally agreed standards – not just in terms of the qualification, but also for assessors, internal verifiers and external verifiers. The Qualifications form part of the requirements for NHSS 8 and HERS for those working in the highway electrical sector. NVQs have also been endorsed by the HSE as part of their review of routes to Competence in the Construction industry (of which we are part) carried out in 2011.

What is in the Level 2 and 3 Highway Electrical Systems qualifications? The Qualifications have been devised with the key aim for learners to successfully evidence their competence in highway electrical systems in their chosen specialism.

The qualifications have two attributes – a level and a credit value, which can be considered as follows: • Level - The qualifications are at Level 2 or Level 3 and these indicate the detail and complexity of both

learning and the application of learning – with Level 3 being at a higher level than Level 2. • Credit Value - The credit value is simply an indication of the size of the qualification. A credit value of

more than 36 automatically means that the qualification becomes a diploma. This does not mean that a diploma is better than a certificate – just that the scope of the diploma is wider.

In the Level 2 NVQ Certificate in Highway Electrical Systems, learners must achieve a minimum of 20 credits: 16 credits from the Core units and a minimum of 4 credits (1 unit) to a maximum of 20 credits (4 units) from the Group A units

In the Level 2 NVQ Diploma in Highway Electrical Systems, learners must achieve a minimum of 36 credits: 16 credits from the Core units and a minimum of 21 credits (4 units) to a maximum of 43 credits (8 units) from the Group A units:

In the Level 3 NVQ Diploma in Servicing Highway Electrical Systems, learners must achieve a minimum of 37 credits: 31 credits from the Core units and a minimum of 6 credits (1 unit) to a maximum of 18 credits (3 units) from the Group A units (excluding the Commissioning Unit).

There are two additional units that can be used to enhance the Qualification but cannot be added to the certification for the Qualification unless the minimum number of credits for achievement has already been achieved:

• Carry out emergency work on highway electrical systems.

• Coordinate the Work of Others. The Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems has eight Mandatory Units:

• Apply health and safety and environmental legislation and working practices.

• Inspect and test highway electrical systems, equipment and components.

• Maintain effective working relationships.

• Plan and prepare for the installation and maintenance of highway electrical systems and equipment.

• Commission highway electrical systems, equipment and components.

• Identify and correct faults in highway electrical systems, equipment and components.

• Install and connect highway electrical systems, equipment and components.

• Maintain highway electrical systems, equipment and components. There are two additional units that can be used to enhance the Qualification but cannot be added to the certification for the Qualification unless the minimum number of credits for achievement has already been achieved:

• Carry out emergency work on highway electrical systems. • Coordinate the Work of Others.

Are there any entry requirements for these Qualifications? No. However learners have to demonstrate they meet the underpinning knowledge requirements which are identified within the Highway Electrical Training Specification and required for registration to the Highway Electrical Registration Scheme.

How long would it take for a learner to complete the Qualifications? Competency based qualifications are intended for use by learners in the workplace and the recommended notional Guided Learning Hours (GLH) for the achievement of a single credit is 10 hours.

The length of time it takes to achieve a competency-based qualification will depend on what opportunities arise to generate evidence through work activities. In general, learners can expect to complete a level 2 competency-based qualification within six months to a year and learners taking a level 3 competency-based qualification can expect to complete within a year to 18 months. The Qualification(s) cannot be completed in less than ten weeks.

Learners may take slightly less or slightly more time to achieve the number of credits required; the size of the Qualification(s) is based upon notional learning time and represents an average rather than a defined number of learning hours. It is important that approved providers to deliver the Qualification(s) give the appropriate time and support to enable learners to achieve. Learners may claim certification for any units they achieve irrespective of whether they have completed the full Qualification(s).

What should I do if my organisation is interested in offering these Qualifications?

Your organisation must apply to Lantra Awards to become an approved provider for the Qualification(s). If you meet the criteria set in the Application for Centre Approval, Lantra Awards will approve your organisation as an ‘NVQ Centre’, which means that you can offer the Qualification(s).

Please select all the qualifications and levels you want to be approved for at this time as you may need another provider approval visit (for which there is a charge) each time you want to add another qualification or level. For example, if you want to offer the Level 2 NVQ Certificate in Highway Electrical Systems and then decide to seek approval for the Level 2 NVQ Diploma in Highway Electrical Systems, a provider approval visit may be needed. In most cases, centre approval visits can be combined with an External Quality Assurance (EQA) visit if you simply want to add another level for a qualification for which your provider is already approved.

Learners must be registered with Lantra Awards by an approved provider Only.

The industry has agreed that training to deliver under-pinning knowledge should be through the Highway Electrical Skills Academy (HESA) Approved Trainer route in accordance with the Highway Electrical Registration Scheme (HERS) and the Highway Electrical Training Specification

What are the costs of the Qualifications?

NVQ qualification fees are based upon a combined full qualification fee* or individual unit fees depending upon the requirements of the learner. In general terms Providers base their cost of provision

based on time for Inductions Assessments, internal quality assurance, administration support, registrations and where available PPA costs (if the centre is approved to also provide this service). It should be noted that Providers may require a full upfront payment, whereas other Providers allow for a flexible approach and require payment at key stages, i.e. following induction and after each assessment. Where a Provider is not approved to deliver the PPA, you must identify if the PPA costs are included. If not, it will be incumbent on your organization to arrange the PPA’s at your additional costs before any qualification certification is approved. *A full qualification refers to the minimum number of credits and associated units required to achieve a qualification that reflects the Learner role and work activities.

Is there funding for the Qualifications? Approved qualifications may be eligible for funding from either the Young People’s Learning Agency or the Education and Skills Funding Agency (or equivalent bodies in Wales, Northern Ireland and Scotland). The Qualification is listed upon the National Database of Approved Qualifications and upon the Learning Aims Database. Funding may be available to organisations which meet the requirements of the relevant agency.

Are the Qualifications available throughout the UK, including Scotland? Yes - the Qualification is available to anyone who wishes to use it. In general, each centre works on a peripatetic basis, this should be considered in line with any Provider terms and conditions.

Some of my learners have additional needs. What arrangements can be made to support them? Lantra Awards publishes its Equal Opportunities Policy in the Policies Document sent to all NVQ Providers on approval. Providers are expected to make appropriate arrangements, including reasonable adjustments; these are detailed in the Policy to ensure that learners with additional needs can access assessments wherever possible. The Equal Opportunities Policy covers alternative assessment arrangements which can be made for learners with visual and/or auditory impairment, permanent or temporary physical impairment, specific learning difficulties or dyslexia and learners for whom English is a second language.

Practical Next Steps and Advice 1. What is the NVQ Process?

The NVQ can only be offered by an Approved NVQ Centre. In essence, the process for a learner (candidate) to gain an appropriate NVQ qualification is as follows: i. Learner (Candidate) Induction / Registration (agreeing on which units apply)

ii. Learner (Candidate) Assessment Plan / Action Plan iii. Gather Evidence – using NVQ Learner Evidence Workbooks (only available from NVQ Providers)

either solely under the qualified and occupationally competent NVQ Assessor or with the help of a suitable occupationally competent Expert Witness. (Note the qualified and occupationally competent assessor must go to site to directly observe the learner carrying out their duties and record their onsite assessor observation on their report)

iv. Review and Assess Evidence – carried out by a qualified and occupationally competent NVQ Assessor

v. Internally Quality Assure the Portfolio Evidence – carried out by a qualified and occupationally competent NVQ IQA

vi. External Quality Assurance – sampling carried out by a qualified and occupationally competent NVQ EQA

vii. Certificate Issued

2. How is the HERS portfolio evidence used?

HERS Portfolio site assessments and other site evidence – such as photos – can be used as supporting witness evidence. HERS Portfolio Training Certificates (produced in accordance with the NHSS8 and HERS Training Specification) are required to show underpinning knowledge for the relevant NVQ. Evidence must be valid and current (in date).

3. What are Expert Witnesses, what do they need in order to be used and what can they

do?

Awarding Body approved CBQ_NVQ centres as part of the required assessment strategy requirements

which they must follow at all times, allows for the option to use a suitably occupationally competent

expert witness.

The CBQ_NVQ centre must ensure that they, within the assessment requirements cover the required

assessment criteria on more than one occasion, where this is not possible by the ‘expert witness’, a

second visit will be required by an occupationally qualified assessor at an additional cost

The Expert Witness Requirements

Definition

A person who holds the required level of occupational skills and knowledge with demonstrable

evidence to provide currency as specified within the Highway Electrical Training Specification

Before Expert Witnesses can be used in the assessment process, they must be

➢ Occupationally competent with supporting evidence to show they have relevant current knowledge of industry working practices and techniques

➢ Must be inducted by the NVQ Centre with evidence to prove the required check have been made.

➢ Must have no conflict of interest in the outcome of their evidence. This will be recorded by the CBQ_NVQ centre

➢ Must co-operate with the qualified and occupationally competent assessor to ensure the evidence is valid, reliable, authentic and sufficient – where evidence is deemed as not meeting the required standards, evidence will be required to be resubmitted or assessment

by a qualified assessor will be required

It is not necessary for expert witnesses to hold an assessor qualification, as a qualified and occupationally competent assessor must assess the performance evidence provided by an expert witness

Expert witnesses can therefore oversee the gathering of evidence into the workbooks and gather evidence direct from the workplace / site (e.g. by video) for reviewing by the qualified assessor. The expert witness gathered evidence is additional supporting evidence to that gained by the assessor when the assessor visits the learner carrying out their normal duties in the workplace on site to directly observe the learner. The centre is not obliged to use Occupationally qualified expert witnesses.

4. What does the assessor do?

The qualified and occupationally competent assessor must review the evidence (gathered by them alone or in conjunction with the expert witness) and the assessor must visit site to assess the learner carrying out their work through direct observation which must then be documented in the assessor observation report. They must also assess any pre-existing evidence (called APA – Accreditation of Prior Achievement) such as the HERS portfolio evidence and existing NVQ’s. They must ensure all the assessment criteria are met with evidence, which is valid, reliable, authentic and sufficient. Once the assessor is happy that the evidence supports the national occupational standards and current regulations (as applicable), the assessor will submit the portfolio and all associated evidence to the provider internal quality assurance assessor (IQA). After review, if the portfolio of evidence has satisfied the required standards, certification processes will be implemented. All portfolios are subject to the External Quality Assurance reviews by the EQA, completed portfolios cannot be released until this has taken place, and that the EQA is satisfied that the evidence complies with the required standards.

5. How does the CBQ-NVQ work with the HERS Portfolio?

The assessor should ensure that as many units as are relevant for the learner’s / candidate’s work tasks are included within the NVQ. In essence, the following would be required:

1. Defining an individual’s competencies on the HERS Application Authorisation is required

2. Optional Mapping from the NVQ units to the Site Assessment Sheets page 1 as required – following the Site Assessment guidance document

3. On-site Assessments / Oral Q’s (+ other evidence) for competencies not covered by the NVQ

4. On-going Annual Desk-Top review is required

5. On-going Biennial Third Party Technical Audit required

Where additional HERS elements (competencies) are added to the HERS online system, where applicable the additional NVQ units are required to be completed.

Introduction

Choosing the right provider is important, and should not be based on the cheapest, quality and scope of provision is

essential.

You must cooperatively work with your provider to ensure a smooth and positive experience for your organization and

the Learner.

Each provider is approved to deliver specific sector pathways, and this depends on the centre’s occupational expertise.

The check list below is a guide to ensure that you received the best level of provision and you can ensure a successful

CBQ_NVQ Provider Check List – part 2

How will the provider support you during the qualification? Note. Discuss with your preferred provider how they will support you and the Learner through the qualification process.

• up to date HESA certificates are available, and where expiry is within the duration of the qualification period, these are updated and supplied.

• a HERS portfolio is available that fully reflects the current HERS Handbook and the role of the learner and is without non-conformances/shortfalls.

• work allocations are assured for each Learner at the point of assessment to meet the qualification requirements (ensuring revisits

are not required and reduce your costs)

• at inductions, all the advised supplemental evidence is made available at the time of the induction, to reduce additional time and associated costs.

• site visits can be planned as soon as possible following the induction and workbook completion/sign off.

• the support of your occupational supervisor at all times to liaise with the centre and action planning for the learner.

• Your operatives have the correct tools, plant, testing equipment and PPE/RPE for the works.

• Your Learners have the required safe system of works, method statements and risk assessments for the works, and that they are conversant with these before any site assessments.

Note: you are pivotal for the success of the qualification and total time duration. Centre workload is generally planned 3 to 6 months in advance, any shortfalls or deviation from the list above increases the completion time considerably and you may incur additional costs for centre work and site visits.
