2. MURRAY-DARLING BASIN PLAN UPDATE – HON IAN HUNTER MLC, MINISTER FOR WATER AND THE RIVER MURRAY

The Hon Ian Hunter MLC has written to Council to provide an update of the outcomes from the recent Murray-Darling Basin Ministerial Council meeting held in Mildura on 17 March 2017.

An independent review will be undertaken to find ways to recover 450GL under the current Basin Plan. The review will completed by December 2017. All Basin Governments have reconfirmed their support of the full Basin Plan package agreed to in 2012, and the next Council of Australian Government (COAG) meeting will consider the Basin Plan Implementation Plan agreed upon by Basin Ministers before being released to the public mid-year 20107. The Minister’s letter appears on the following page.

Following t h e COAG meeting, I wrote to t h e Deputy Prime Ministerproposing t h a t a n independen t review b e u n d e r t a k e n o n h o w to recover therequired 450GL.

I a m pleased to advise t h a t th i s proposal h a s n o w been accepted by theMurray−Darling Bas in Ministerial Council.

All Bas in Ministers have agreed to t e r m s of reference for a n independentanalys is of h o w to recover t h e ex t ra 4 5 0 GL within Bas in Plan requirementswi th n e u t r a l o r beneficial socio−economic impacts . SA LIBERALS BETTER BOATING FACILITIES – DAVID PISONI MP, SHADOW MINISTER FOR PLANNING, TRANSPORT AND INFRASTRUCTURE David Pisoni MP has written to Council regarding the SA Liberal’s recently announced policy on creating better boating facilities into the future. The letter and policy appear on the following pages.

8 May 2017 Mayor Neville Jaensch Coorong District Council [email protected] Dear Mayor Jaensch, I write to make you aware of a South Australian Liberal Policy recently announced, aimed at improving access to funding to create better boating facilities across South Australia. As you would be aware, the State Government collects a boating facilities levy on top of every registration, inspection or survey of vessels for more than 55,000 recreational boating vessels. The Facilities Fund is used for establishing and improving boating facilities in South Australia’s coastal and inland waters, including boat ramps, temporary mooring facilities or wharves, channel improvements, aids to navigation; or 24/7 emergency VHF marine radio services. Local councils and large community organisations can apply for funding contributions from the Fund toward eligible projects with a co-contribution of no more than 50 per cent. As of 30 June 2016, $8.6 million of this levy remained unspent. The SA Liberals believe our boaters and fishers deserve better. If elected in 2018, a Marshall Liberal Government will reduce the co-contribution to access money from this program to no more than 20 per cent. BOATING INFRASTRUCTURE LEVY SITS UNSPENTSouth Australia is home to fantastic metropolitan and regional boating destinations but we need to ensure that facilities are first-class for future generations to enjoy.

The State Government collects a boating facilities levy paid on top of every registration, inspection or survey of vessels for more than 55,000 recreational boating vessels, utilising the approximate 300 boat launching facilities in South Australia.

The Facilities Fund is used for establishing and improving boating facilities in South Australia’s coastal and inland waters, including boat ramps, temporary mooring facilities or wharves, channel improvements, aids to navigation; or 24/7 emergency VHF marine radio services. The facilities also contribute to the 277,000 recreational fishers in this state, many who fish from jetties and boats.

Local councils and large community organisations can apply for funding contributions from the Fund towards eligible projects, provided a commitment is given to accept on-going ownership, operation and maintenance of the facility.

Funding assistance is usually provided at 50 per cent of the total project cost.

The State Government has a history of leaving the collected levy unspent in government coffers. More than $3 million in levy funds were collected in 2014/15. A staggering $6.4m was sitting unspent and uncommitted in a state government account at the end of the 2014-15 year.

This increased with the 2016 Auditor-General’s report revealing $8.6 million was sitting unspent in the Weatherill Labor Government’s coffers at the end of the 2015-16 financial year, clearly highlighting the need for increased expenditure.

THE STATE LIBERALS PLAN

If elected in 2018, a Marshall Liberal Government will ensure more money collected under the boating facilities levy is spent on boating facilities.

The SA Liberals will reduce the co-contribution needed by communities to apply for access to the fund. As a result, councils or local organisations will need to deliver a maximum of 20 per cent of the total cost of the project, rather than the current maximum of 50 per cent.

Reducing the co-contribution to apply for this funding will assist communities in accessing more money for establishing and improving boating facilities in South Australia’s coastal and inland waters.

It is unacceptable that $8.6 million of the levy sat unspent in a State Government account at the end of 2015-16. The DPTI website states that there were just three projects funded by the levy completed in 2015-16. The SA Liberals are committed to spending more of the money that is paid by boat owners on facilities and initiatives to benefit boat users and the 277,000 recreational fishers in South Australia.

South Australian boat users pay the levy every year and deserve better facilities. It is important the boating and fishing community is better consulted on how to spend the fund which they have contributed to.

The SA Liberals no longer want to see boating infrastructure projects put on hold due to financial pressures, not only impacting upon potential local jobs but important facilities for the community.

Ensuring that boating infrastructure projects are not put on hold will create local jobs and benefit the community.

1.1 Tailem Business & Tourism Minutes of Meeting, 19 April 2017

At Old Tailem Town, Tailem Bend, commencing at 6pm

1. Present: Glenn Power, Kathryn Mattner, John Wicker, Nan Berrett (secretary). Guest: Peter Squires. 2. Apologies/Absent: Mark Jericho, Nat Traeger, Tracy Piltz, Todd Downs, John Coombe, Tony Hughes, Geoff Nicholls, Jason Kidde, Trevor Morgan. 3. Minutes: Minutes of the previous meeting were accepted. 4. Presentation – Tailem Waving: Peter Squires, Old Tailem Town, presented the concept of a campaign to create Tailem Bend as South Australia’s ‘friendly’ town where residents are encouraged to wave at visitors and drivers as they pass through the town and provide a friendly greeting to those they meet in the street or shops. There was discussion on how this campaign could be developed and it was agreed that an action plan needed to be created to see if the campaign was viable. Encouragement for Tailem Waving has already been given through Tailem Topics and seems to be gaining momentum. For further discussion. 5. Railway Memorial Peter Squires mentioned a concept suggested by Keith Wood who had been responsible for the truck drivers’ memorial in Murray Bridge that there be a similar memorial for railwaymen at Tailem Bend with a possible suitable location by the Tailem Info Station. More information in due course. 6. Business Arising from previous Meeting a) TBT Website Launch Nan Berrett met with Sue Piggott, Bizboost and Joanne Frost (who has volunteered to assist with populating the website) on Wednesday, April 19, to learn how to input content into the Tailem Business & Tourism website. A deadline for most of the work to be completed has been set for the next few weeks, with a launch planned for May. 7. Treasurer’s Report No report.

a) TBT Website Launch Agreed to launch the website at Old Tailem Town cinema on Friday, May 19, 2017 at 6pm, open to all local business owners and partners. Agreed to fund $50 for tea/coffee etc. b) Visit to Phillip Island Bus trip and overnight stay (2 nights) to Phillip Island in early September for members and partners only to investigate how the motor sport event impacts on the business community. Date and itinerary with costs to be distributed by end of April. c) Future Guest Speakers Glenn to contact a prospective guest speaker from CAMS (Confederation of Australian Motorsports) to speak about the expected impact of The Bend Motorsport Park from a motor vehicle sporting perspective. Future guest speakers: Jarrod Bielby – Regional Development Murraylands & Riverland d) Breakfast meetings discussed and decided not to pursue. Prefer evening meetings and Friday evenings for networking/guest speaker events. e) Shop Locally Campaign Information to be sourced on creating a shop locally campaign. f) Tour Local / Tourist in your own backyard Campaign Information to be sourced on creating a local tourism campaign. 11. Other Business Peter Squires gave the group a short tour of Old Tailem Town, and even in the dark the buildings and surroundings were impressive. The group visited the cinema, which has excellent screen and sound and ample seating, the church, school, one of the early pioneer cottages, new saddlery display, gift shop and café and the morgue! Peter was generous with his time and information and a great host, and was welcomed as the association’s newest member. Tailem Bend residents gain free entry into Old Tailem Town. Meeting closed at 9pm. NEXT MEETING: Friday, May 19, 2017, 6pm, Old Tailem Town.

1.2 Notes from Community Team Meeting, 8 May 2017

The following notes are intended to provide updates on the projects being addressed by Council’s community development team

1.2.1 EVENT MANAGEMENT

1.1 Upcoming Council Resource bookings OPAL celebration events – 10 May at Meningie and 12 May at Tailem Bend – Emily Arbon. Volunteer event – 10 May 2017 – Anna Del Rio Coonalpyn's Biggest Morning Tea Market Day – 12 June - Tracey Strugnell

1.2 Coonalpyn Show Given the changes to LAP and OPAL funding, Council will not be able to support and attend the Coonalpyn show as its done in previous years. Options around this were discussed.

1.3 OPAL Celebration Events On Sunday the 7th May, OPAL held the first of three celebration events at the Tintinara Wool and Craft Auction. The event was well attended and the bubble soccer activity was a huge hit with the children. The Meningie event will be held on the 10th May and the Tailem Bend event will be held on the 12th May. These two events will run with a slightly different format including a PowerPoint presentation, speeches and catering will also be offered. Activities will include circus skills/demonstration, disco, photo booth, craft and kite making.

1.2.2 SPORT & RECREATION

2.1 Tailem Bend Bike Track Upgrade (youth precinct) Meeting with Open Space Landscape Architects on Monday 1/5 to discuss initial ideas for concepts plans for the development of Railway Terrace, Tailem Bend. Key areas to be included in the design include: space for skate ramp, upgrade of bike track, multi-sport structure, road safety awareness, green space, youth art elements and possibly parkour.

2.2 Murray Coorong Trail Work continues in Mowantje Willowar Reserve, rubble being laid this week. Negotiating a MOU with DEWNR to become official partners in the project, meeting scheduled for later this week.

2.3 Geocaching

Carol Bockman presented a geocaching masterclass to Nat, Emily, Tanja and Sheridan, focusing on Council being able to place caches. This group will begin to identify areas that potential caches can be placed that promote our area.

Peake – design is on-hold, awaiting delivery by consultant

Sherlock & Tintinara – both received plans and are in the process of seeking grant funds to deliver the project. OPAL is supporting these two projects with cash allocations. Sherlock Community Centre are delivering theirs and TRADE is delivering Tintinara’s.

1.2.3 SCHOOL & COMMUNITY LIBRARY BASED ACTIVITIES

3.1 Looking at using drone footage for library promotional video for social media campaign raising awareness of library services. Hub meeting scheduled for Wednesday 31 May.

1.2.5 ARTS & CULTURE

5.1 Exhibitions-Launch of Magic of Music Hall Friday 5th May, 5:30pm 5.2 Arts Awards-Creating Coonalpyn-Winner 2017 National Local Government Award.

On Tuesday 2nd May, Nat gave a presentation of Creating Coonalpyn to a panel of 7 judges who will announce the overall winner of the National Award for Excellence in June. Coorong District Council was also announced as the winner of the Local Government Professional Australia Innovative Management Initiatives with the Federation (national) Award winner being announced 24th May, Hobart.

5.3 Creating Coonalpyn-The second panel of the mosaics is now finished and the end is in sight!!

5.4 Long Story Short Application-Awaiting the outcome of the Country Arts SA application for funding for the scoping phase of the project which translates local stories into public art outcomes along the major highways of the Coorong District Council region.

5.5 Tintinara Arts Group Meeting to be held on Tuesday 16th May to discuss interest and

projects in the Arts for Tintinara.

1.2.6 TOURISM

A draft MOU has been distributed to businesses proposing a unique merchandising partnership whereby both community & business will share proceeds of merchandise sold in Coonalpyn.

1.2.7 COMMUNITY HEALTH, DEVELOPMENT, ENVRONMENTAL & ANIMAL PROGRAMS

7.1 Pilot Program – Mentorship & Club Culture, Tailem Bend Football Club

Initial discussions with the Tailem Bend Football Club to develop a pilot mentor program aimed at club culture, leadership and connectedness. Terry Connolly and Sheridan will facilitate a session with TBFC committee and leadership group.

Suicide Prevention Network will support the TBFC to host a Suicide Prevention Day later in the season; date and further details to be finalised.

7.2 Inaugural Coorong Un-sung Hero Award

Nominations open for Unsung Hero Award have closed and we had a total of 8 nominations. Winner will be announced at the Volunteer Event held at Tailem Bend on Wednesday May 10. The award was initiated in conjunction with Volunteer Week as a way of engaging with our social media followers to identify those people who continuously provide service to their communities and make our district a better place to live. Response for this has been overwhelmingly positive.

7.3 Round 2 Community Events Grants & Donations submissions

Round two of our community grants closed on Friday 28/4. We received 8 applications for projects, with majority being community based and one sport and recreation.

7.4 Meningie Dry Area

Public Meeting held by the Meningie Progress Association on Wednesday 19/4, Attended by approximately 20 people. People in attendance were in favour of reinstating the dry area. Questions generally related to how the area is policed, where the dry area boundaries extend to, the need for CCTV cameras in the Lions Park and increasing the effectiveness of signage.

A community survey will be made available to the public towards the end of May with a Dry Area Advisory Group meeting held in June to evaluate survey responses.

7.3 Coorong Healthy Highways

The CHH project is moving along steadily while OPAL works in the background on a number of additions project. We have developed 3x table topper designs to feature in the business that promote different aspects of the project, a kids activity sheet has been designed to provide children with some entertainment when they dine in at a CHH outlet and the final item we have designed is a corflute bollard sign to be placed around a select number of poles in front of CHH outlets.

7.6 Murray Mallee Ageing Taskforce – input from Julie Wilhelm

MMAT & RADT regional meeting scheduled for Wednesday 17 May 2017 in Karoonda. Guests include: ARAS, Department of Health (TBC), NDS, TAFE SA & update on Canberra MAC.

State-wide Collaborative Project Symposium – Friday 7 July 2017 in Adelaide Theme: No one should have no one – campaign to address loneliness and social isolation. Guests include: COTA, Adelaide Uni, ECH, St John SA, SAHMRI to name a few that are confirmed.

Kate Phillips from Tend Financial Planning Community information session Friday 23 June 2017 in Murray Bridge (Tammy has contracted Kate to do a session in Tailem Bend also on that day).

2017-2018 Sector Support and Development Activity Plan in Draft with the Rural City of Murray Bridge Manager (Reg).

1.2.8 INDIGENOUS INTERACTION/PROGRAMS

9.1 Sista Girl-State Theatre Company production Friday May 26th, 1pm at Tailem Bend Town Hall. Presented in conjunction with the Tailem Bend Community Centre.

9.2 Blackscreen-Indigenous Films for Reconciliation Week. Friday June 2nd Soup and damper at 6pm followed by films at 7pm. Welcome to Country by Elder, Major Sumner.

9.3 Coming Home film screening held in Raukkan on April 23rd to 100 people. This beautiful

film is a result of the Country arts SA film-making residency held in February. The inaugural screening was followed by 2 subsequent screenings at the Mercury cinema on April 24th and 25th. A second residency is currently being planned in script-writing.

Community Facilities Update The Community Facilities team’s role is to keep our parks and gardens around the

council area looking fantastic and helping the community where they can to improve facilities and ensure Council assets are in great condition.

Last months park was St John’s Coonalpyn

This verge was given a new lease of life last year when the irrigation was reinstated after many years. Replanted with Koelreuteria Paniculata (Golden Rain trees) and with the lawn reestablishment well underway this park has the best years in front of it. Situated on the North Western end of town this park presents a welcome green entrance to the interstate motorist.

Other Infrastructure & Assets updates

Tintinara Health & Recreation Centre The asbestos boundary fence has been removed by licensed builders and replaced with a new colorbond fence.

Tintinara Aged Homes The re-decoration and refurbishment works are almost complete with a new kitchen

and appliances now almost finished. The unit can now be advertised as available for

occupation.
