Cabinet Minister Mr Bharat Bhushan Ashu and Member of Parliament Mr Ravneet

Singh Bittu today visited the isolation centre being set up at Meritorious School,

here and took stock of the arrangements there. They were also accompanied by

senior congress leader Capt Sandeep Singh Sandhu, Ludhiana Improvement Trust

Chairman Mr Raman Balasubramaniam, MC Councillor Mr Sunny Bhalla, PEDA

vice chairman Mr Karan Warring, besides several others.

Mr Bharat Bhushan Ashu and Capt Sandeep Singh Sandhu also took a round of the

kitchen where the food for people staying inside the Isolation Centre is being

prepared. Showing satisfaction over the hygiene being maintained in the kitchen,

both the leaders along with others also enjoyed the same food.

Punjab Food, Civil Supplies & Consumer Affairs Minister Mr Bharat Bhushan

Ashu said that the food being distributed amongst the people staying inside

isolation centre is same like home cooked food. He said that it contains four

chapatis, daal, sabzi and salad. He informed that these persons are also provided

tea three times daily along with rusk, biscuits and mathis. He assured that best

facilities are being provided to these persons and there is no compromise on the

quality of food served. He said that a new setup for washing bed sheets, pillow

covers etc at this Isolation Centre is also almost ready.

Mr Ashu said that he is personally monitoring the entire situation and have deputed

MC Councillor Mr Sunny Bhalla to assist the District Administration in case they

require anything at the Isolation Centre set up at Meritorious School, here.

The leaders also interacted with the staff from the health department, district

administration as well as other departments, that have been deputed at this

particular isolation facility. They not only motivated, but also thanked them for

their service towards the society in today’s testing times.

MP Mr Ravneet Singh Bittu also interacted with the staff and handed over PPE kits

to them. He appreciated the health department officials, who have been on the

forefront, in this fight against COVID 19. He said that the Capt Amarinder Singh

led Punjab government is committed for the welfare of the residents. He said that

there is no shortage of funds when it comes to providing best healthcare to the

residents. He informed that on the basis of demand provided by District

Administration, medical equipment worth Rs 1 crore has already been provided to

the health department out of his MPLAD funds. He has also offered more funds if

the health department wants to purchase additional equipment. He assured that

there is no shortage of funds and hailed the doctors and health department officials

who have been on the forefront in fight against COVID 19.

Mr Ashu informed that he had come to know that there was requirement of

additional PPE kits at this particular isolation facility and that is why, he has

personally donated 250 PPE kits. He informed that 100 PPE kits were personally

handed over by MC Councillor Mrs Mamta Ashu on Saturday, whereas 150 kits

were handed over today. He said that more such kits would also be handed over to

the staff deputed at Isolation Centre in Meritorious School in coming days as well.

“I assure the health department staff that they would be provided best

infrastructure in the fight against COVID 19,” said Mr Ashu.

Ludhiana/ Chandigarh, May 4:

Punjab Health Minister Mr Balbir Singh Sidhu today said that the Maharashtra

Government had erred in not conducting proper screening and tests of the pilgrims

who were stranded at Nanded (Maharashtra). He said that due to the failure on part

of the Maharashtra government, the number of positive cases in Punjab rose. He

informed that he had also spoken to his counterpart in Maharashtra government,

Mr Rajesh Tope, over the phone and had expressed displeasure over this

development.

Mr Sidhu was in the city to chair a meeting with MP, MLAs, Deputy

Commissioner, Commissioner of Police and other senior district administration

officials. This meeting was held at Police Lines, here, and was attended by

Member of Parliament Mr Ravneet Singh Bittu, MLAs Mr Rakesh Pandey, Mr

Amrik Singh Dhillon, Mr Surinder Dawar, Mr Kuldeep Singh Vaid, Mr Sanjay

Talwar, Deputy Commissioner Mr Pradeep Kumar Agrawal, Commissioner of

Police Mr Rakesh Kumar Agrawal, Civil Surgeon Dr Rajesh Kumar Bagga,

besides others. During the meeting, Mr Sidhu took suggestions about the ongoing

efforts being made to check the spread of COVID 19.

While speaking to media persons, Mr Balbir Singh Sidhu said that had the

Maharashtra government informed the Punjab government on time, “We would

have been able to make arrangements accordingly. The Maharashtra government

simply tested their body temperature and had they tested the pilgrims, we would

have known how many out of them are positive and negative and subsequently,

their travel arrangements would have been made accordingly. Had they done this

exercise of segregating the positive and negative patients, the Punjab government

would have brought them separately,” he said.

He said that everyone knows about the COVID 19 outbreak in Maharashtra, and it

has become the hotspot of COVID in country and it was due to negligence on their

part that led to increase in number of positive patients in Punjab. He assured that

the Capt Amarinder Singh led Punjab government is working hard to ensure that

people in our state stay safe.

He said that the capacity of the existing government labs is being increased so that

the reports of tests come out early. He informed that soon, the COVID 19 testing at

Christian Medical College and Hospital would start, besides the government is also

tying up with private labs such as Dr Lal Path Labs, Tuli Labs Amritsar and other

such companies. He assured that very soon, the testing capacity in Punjab would

easily become more than 6000 tests per day.

Taking an aim at the Union government, the Punjab Health Minister said that they

are not providing any support to the Punjab government. He said that till date, the

Union government has allocated only Rs 71 crore to fight COVID 19 which is very

less. He said that the union government has even failed to allocate pending GST

arrears of Rs 4400 crore to Punjab.

He further said that the state government is also discussing to home quarantine the

pilgrims whose reports have come negative and assured that all facilities are being

provided to them at the isolation centres. He said that every employee of Punjab

government are working 24X7 to check the spread of COVID 19 in the state, and

the situation is completely under control. He urged the residents to stay indoors

and follow all directions of the Punjab government if they want to fight COVID 19

pandemic.

DIVISIONAL RAILWAY MANAGER FIROZPUR APPOINTED NODAL OFFICER FOR

PUNJAB

CHANDIGARH, MAY 4: To facilitate movement of stranded persons during the

lockdown period, Union Railways Ministry has decided to run Special Shramik

Trains, for which a detailed advisory has been issued.

The advisory has been issued in pursuance of Ministry of Home Affairs Order

dated 1st of May through which movement of migrants workers, pilgrims,

tourists, students and other persons stuck at different places has been allowed.

Divisional Railway Manager Firozpur Rajesh Aggarwal has been designated as

nodal officer for this purpose.

The advisory requires state governments to designate

nodel authorities and to develop standed protocol for receiving and sending such

stranded persons. In case, a group of stranded persons wish to move between

one State/ UT and another State/ UT, the sending and receiving States may

consult each other and mutually agree to the movement by rail.

The originating state will finalise the requirement of special trains in consultation

with receiving states and communicate the requirement of special trains to the

nodal officer of Railways.

The Shramik Special train shall be a non-stop train bound for a single destination.

Normally, the Shramik Special trains will be run for distances more than 500 kms.

These trains will not stop at any in between station before the destination station.

The train with full length composition with social distancing (not counting the

inside middle berths), can carry approximately 1200 passengers each.

The originating state shall plan the group of travellers accordingly. The occupancy

of train should not be less than 90 %. The consent of receiving state shall be

obtained by originating state and a copy provided to Railways before departure of

train.

Further, the advisory stipulates all the persons would be screened by the

originating state and those found asymptomatic for COVID-19 would only be

allowed to travel. The originating state will provide a certificate in this regard

along with a list of passengers including their mobile numbers/addresses. Railway

reserves the right not to allow any passenger to travel if he is found to have any

symptom for COVID-19.

Regarding the train fare, the advisory states that Railways shall print train tickets

to the specified destination, as per number of passengers indicated by originating

state and hand them over to the local state government authority. The local state

government authority shall handover the tickets to the passengers cleared by

them and collect the ticket fare and hand over the total amount to Railways.

The State government shall issue food packets and drinking water at the

originating points. It will be mandatory for all passengers to wear face

masks/face covers. The originating state will encourage all passengers to

download and use Aarogya Setu App. For trains with long journey beyond 12

hours, one meal will be provided by the railways, the spokesperson added.

Rights Commission

Chandigarh, May 4

Aiming at resolve all the issues of children during COVID-19 induced

Curfew/Lockdown, the Punjab Government today appointed Vice-Chairperson

and four Non Official members of the State Commission for Protection of Child

Rights.

Disclosing this here today, Punjab Social Security, Women and Child Development

Minister Mrs. Aruna Chaudhary said that the state government is fully committed

to protect the rights of children at any cost during all circumstances. She said that

the government today appointed Vice-Chairperson and four Non Official

members of the State Commission for Protection of Child Rights.

Mrs. Chaudhary informed that Mr. Sebi Thomas S/o Mr. Thomas Kunnappally

appointed as Vice-Chairperson, besides this Mrs. Jyoti Thakur W/o Mr. Ravinder

Singh, Mr. Ravee Singh Ahluwalia S/o Mr. Harbaksh Singh, Mr. Rimple Midha S/o

Mr. Raj Kumar Midha and Mrs. Ranjana D/o Ravinder Kumar assigned the task as

members of the Commission.

She said that the term of Vice Chairperson and Non Official Members will be for a

PUNJAB CM SEEKS PM’S DIRECTIVE FOR ENHANCING TESTING

CAPACITIES AT 6 GoI INSTITUTIONS TO 2000 EACH A DAY

Chandigarh, May 4:

To overcome the overstretched and limited testing capacities in the state,

particularly amid the movement of migrants back home, Punjab Chief Minister

Captain Amarinder Singh has sought immediate enhancement of the viral testing

capacity at each of the six premier research institutions located in the state and

Chandigarh to 2000 tests a day.

These institutions are: PGIMER Chandigarh (MoHFW), IMTECH-CSIR

Chandigarh (DST), Indian Institute of Science Education & Research Mohali

(MoHRD), National Institute of Pharmaceutical Education & Research, Mohali

(DoPh), National Agricultural Biotechnology Institute, Mohali (DoBT) and Central

University, Bathinda (MoHRD).

The Chief Minister on Monday wrote to Prime Minister Narendra Modi,

requesting him to issue urgent directives to these institutions to scale up their

testing capacity to assist the State Government in its public health response to

Covid-19. The state government, he said, was making all possible efforts to contain

the COVID-19 pandemic in keeping with the guidelines issued by the Government

of India from time to time.

In his letter, Captain Amarinder said the State Government had already

requested these institutions of Government of India located in Punjab and

Chandigarh to provide viral testing capacity of 2000 tests daily.

Notably, the state has till date conducted a cumulative of 24,908 tests for

COVID, of which about 1000 were found positive. Of these tests, 20,729 have

been conducted in Government Medical Colleges (Patiala, Amritsar, Faridkot)

which have a daily testing capacity of about 1050, while the remaining tests have

been conducted by private labs as well as central government labs. The Punjab

state labs are already overstretched with three shifts a day, thus limiting the

number of tests.

INDUSTRIES TO OPERATE IN NON-CONTAINMENT ZONES

Chandigarh, May 4:

Expressing concern over the plight of tiny, micro, cottage and small

industries amid the continued lockdown, Punjab Chief Minister Captain Amarinder

Singh on Monday sought the Centre’s permission to allow these to operate by

engaging labour from the family or the neighbourhood.

The Chief Minister has written to Union Home Minister Amit Shah to allow

such industries, located in urban areas, to function outside the containment zones,

and be subject to full COVID preventive measures as per the specified SOPs in this

regard.

This initiative would be instrumental in largely ensuring continued

employment of labour besides sustaining the MSME sector, said the Chief

Minister.

Pointing out that most industrial cities of Punjab have recently come in the

red zone, largely on account of people who have come from other states, Captain

Amarinder said these restrictions have made it difficult for industry to resume

operations. He further pointed out that there are a large number of tiny, cottage,

micro and small industries operating in the state, employing 2-5 persons who

reside in the neighbourhood, and in many cases only family labour is used with no

external workers at all.

Often these small and tiny units are vendors of large units and supply them

with some essential components, failing which even large units, even though

permitted, cannot function, he further observed, seeking amendment to the

instructions/guidelines issued by the Union Home Secretary under section 10(2) (I)

of the Disaster Management Act 2005, whereby certain industries in urban areas,

other than containment zones, have been permitted to function.

The Chief Minister has solicited Amit Shah’s prompt intervention to direct

his Ministry to amend these guidelines, under para 7 (ii) (b) wherein this relaxation

is restricted, to allow the said industries in Punjab to function.

CAPT AMARINDER SEEKS SHAH’S INTERVENTION FOR SPL TRAINS

FROM MAY 5 TO SEND STRANDED MIGRANTS BACK HOME FROM

PUNJAB

Chandigarh, May 4: Punjab Chief Minister Captain Amarinder Singh on Monday

wrote to Union Home Minister Amit Shah seeking his personal intervention to

arrange special trains for the next 10-15 days, beginning May 5, for transporting

migrant labourers stranded in Punjab to their homes in other states.

The Chief Minister has urged the Home Minister to direct the Ministry of

Railways to make suitable arrangements, since the migrant labourers stranded in

Punjab were “understandably restless to return to their native places.”

The Chief Minister’s request came as the more than 6.44 lakh migrant

workers interested in returning to their home states had successfully registered on

the state government’s specially created portal - www.covidhelp.punjab.gov.in.

In his letter to Shah, the Chief Minister said that his government would

indicate its daily requirement of trains in advance to the Ministry of Railways for

the next 10-15 days to transport all the people who had registered on the portal. At

the local level, Captain Amarinder said Punjab officers were coordinating with the

senior Railways officers and the officers of recipient states to plan the smooth

movement of the migrants.

The Chief Minister pointed out that a large number of labourers come

seasonally from UP, Bihar and other eastern States to seek temporary employment

in both industrial and agricultural sector in Punjab. These people, who were due to

leave in March, normally after Holi, could not leave due to the imposition of

lockdown this year, he pointed out.

Though the State Government had made all possible arrangements to

provide them food and shelter in the past six weeks, they were now naturally keen

to get back home, said Captain Amarinder, urging the Home Minister to

immediately intervene in view of the “special exigency.”

CHANDIGARH, MAY 4:

The Punjab Government today vehemently refuted the statement given by Mr.

Ashok Chavan, PWD Minister, Maharastra in which he claimed that the drivers

from Punjab might have infected the pilgrims from Nanded Sahib. In a press

statement Mrs. Razia Sultana, Transport Minister, Punjab dubbed the statement

of Mr. Ashok Chavan as misleading and bereft of facts.

Mrs. Razia Sultana rejected the statement of the Maharastra PWD Minister by

saying that a person holding a constitutional post must not act irresponsibly and

give any statement without verifying the facts. Mrs. Sultana disclosed that

actually the first batch of 31 vehicles (20 buses and 11 Tempo Travelers) which

ferried 860 pilgrims from Sri Nanded Sahib to Punjab were all Maharashtra

Vehicles with Maharashtra crew. She said that the first 3 groups of pilgrims which

came via private buses were arranged locally from Sri Nanded Sahib.

She said that 1st batch of 7 buses sent by Takhat Sri Hazoor Sahib Trust started its

journey for Punjab at the night of April 23. She disclosed that 2nd batch of 11

Tempo Travelers started moving to Punjab on April 24 late night and reached

Punjab on April 26 at late night. Similarly third batch of 13 buses carrying pilgrims

started their journey to Punjab from Sri Hazoor Sahib from April 25 late night and

April 26 early morning, these buses reached Punjab on April 27 late night and in

early morning on April 28.

Mrs. Razia Sultana further disclosed that Punjab Government’s buses left from

Punjab to Sri Nanded Sahib on April 25 and reached there early morning on April

27. She said that these buses started their journey back to Punjab at night on April

27 and started reaching Bathinda on April 29 afternoon onwards till April 30 early

morning.

It is a matter of fact that few private vehicles had left Sri Nanded Sahib even

before the buses started bringing the pilgrims and the passengers who traveled

in these private vehicles have tested positive including one of the drivers

belonging to Nanded.

It is pertinent to mention that Mr. Ashok Chavan, PWD Minister of Maharashtra

Government in its interview given to some media platforms had claimed that the

possibility of the Punjab drivers, who had ferried pilgrims from a Gurdwara in
