• LESLEY BLANCAS • A Science Advisor and the Director for the Americas for the Department of Homeland Security 

(DHS) Science and Technology Directorate – International Cooperative Programs Office (ICPO).  Dr.  Blancas  shares  responsibility  for  overseeing  and  managing  the  annual  academic  grant competition for international research in homeland security mission areas.  Prior to joining DHS in  February  of  2009,  Dr.  Blancas,  an  American  Association  for  the  Advancement  of  Science (AAAS) Center for S&T Diplomacy Fellow (2009-2010), served as a foreign affairs officer for the U.S. Department of State, Bureau for International Organizations, Office of UN Political Affairs where she was charged with achieving U.S. objectives on UN political issues and managing the process  of  providing  guidance  on  UN  Security  Council  resolutions.   Dr.  Blancas  began  her experience  with  the  U.S.  Government  as  an  AAAS  S&T  Diplomacy  Fellow  (2006-08)  for  the Bureau  of  Oceans,  Environment,  and  Science  (OES)  for  the  Office  of  S&T  Cooperation.  She negotiated  the bilateral U.S.  – Uruguay Agreement,  and  received meritorious awards  for her contribution  to  International  S&T  cooperation.   Dr.  Blancas  maintains  an  active  research program as an Associate  in Research for the Department of Botany and Plant Sciences at the University  of  California-Riverside.   Her  research  explores  the  evolution  of  neutral  and  non-neutral genes  in natural admixed or hybrid populations of crop and wild plant  relatives.  She has  served as a  subject matter expert  in  the area of biosafety and maize genetic diversity  in Mexico  for  Pugwash,  German  Marshall  Fund,  and  the  Commission  for  Environmental Cooperation for North America. Dr. Blancas also lectured for the California State University in Los Angeles.

 

• ELOY RODRIGUES • Eloy Rodrigues is the Director of the University of Minho Documentation Services. In  recent  years  he  has  devoted much  of  his work  to  the  development  of  digital libraries,  education  and  training  of  librarians  and  library  users  and Open  Access repositories. In 2003, Eloy Rodrigues lead the project to create RepositoriUM - the institutional  repository of Minho University and he has directed  the project ever since. At the end of 2004 he drafted the formal policy of Minho University on open access to its scientific output. 

• The other main focus of Eloy’s current activity is promoting and advocating Open Access  and  institutional  repositories  in  Portugal  and  in  the  Portuguese  speaking world. In Portugal, Eloy coordinates the technical team at Minho University that is being developing the RCAAP (Repositório Científico de Acesso Aberto de Portugal = Portugal Open Access Science Repository) project since 2008. 

• At  the  European  level,  Eloy  was  member  of  the  EUA  (European  University Association) Working Group on Open Access, representing the Portuguese Rectors Council,  and  coordinates  the  participation  of  Minho  University  in  various  FP7 funded projects, like OpenAIRE, related with Open Access and repositories.

• STEPHEN STRUTHERS

• A bachelors degree in economics and social sciences and a doctorate in sociology.  He then moved into  university administration and management, mostly at the University of Birmingham.  For the last twenty years he has been working in various positions at the Economic and Social Research Council, the principal national funder of research in the  social  sciences.   He  has  been  involved  with  international  research  and,  in particular,   the  Framework  Programme,  since  the  days  of  FP4.   He  is  currently  a member  of  the  UK  delegation  on  the  Programme  Committee  for  the  FP7  SSH Programme.

• SEAN McCARTY

• Managing Director of Hyperion Ltd. Hyperion specializes in the development of training courses for research managers. Since 1997 Hyperion has presented training courses to 35,000 research managers in over 300 research centres in 29 countries. The courses are based on over 27 years of proposal writing, project management and project administration of research projects.Since 1980 Dr. McCarthy has been involved in over 150 EU R&D Proposal, over 50 contracts and managed 16 of these.He has acted as scientific evaluator for 10 different EU R&D Programmes. Sean McCarthy is Board member of EARTO (European Association of Research and Technology Organisations) www.earto.org

• DORA GROO

• Dora Groo, MD, PhD, MBA Director of TETALAP, medical doctor by profession. She worked  for  10  years  in  pharmaceutical  research  and  received  her  PhD  in experimental medicine. Since 1991 she has been the program manager of the U.S.-Hungarian Science and Technology Joint Fund. After the establishment of TETALAP in 1994 she became the director of the foundation. Between 2002-2006 she worked part-time  for  EC-DG RTD as  a Project  Technical Assistant  in  the FP5 QoL  thematic programme. Representing TETALAP she has been coordinating one FP5,  three FP6 and  one  FP7  projects.  She  has  served  as  project  evaluator  in  FP6/FP7  and  is representing  Hungary  in  the  FP7  INCO  Programme  Committee.  She  was  the Hungarian  member  of  the  Enwise  (ENlarge Women  and  Science  to  East)  STRATA ETAN  expert  group  in  the  field  of  women  and  science  and  is  co-author  of  the resulting report. Dr. Groó  is member of the „Women and Science” national expert 

group and President of the Association of Hungarian Women in Science.

• WILLOW FUCHS

• Open Access Adviser• Centre for Research Communication• University of Nottingham• Willow Fuchs is a Canadian currently residing in the UK. She completed a Masters of Information Studies from the University of Toronto in 2008, and spent a year working as  a  Reference  and  Instruction  Librarian  at  the  University  of  Northern  British Columbia. She has a BA in Psychology from Simon Fraser University, and has worked as a Research Assistant in a number of higher education institutions. Since June 2010 Willow  has  been working  as  an Open  Access  Adviser  for  the  JISC  funded  Research Communications  Strategy  Project  at  the  Centre  for  Research  Communications  – University  of  Nottingham,  UK.  This  project  has  been  investigating  many  of  the emerging  themes,  ideas and developments  in  the field of  research communications (e.g. different modes of publication, OA  journals,  self-archiving,  impact,  institutional and funder mandates, licensing, copyright, etc.) at a strategic level.

• BRYAN S.CLARK

• Leads the Grants Management Branch (GMB) of the Eunice Kennedy Shriver National Institute  of  Child  Health  and  Human  Development  (NICHD)  serving  as  the  Chief Grants Management Officer  (CGMO).   Prior  to his current position Mr. Clark served as  Chief,  GMO,  at  the  National  Center  on Minority  Health  and  Health  Disparities. Prior  to  that,  he  held  various  positions  in  Grants  Management  since  1989  at  the National  Center  for  Research  Resources,  the  National  Institute  of  General Medical Sciences,  and  the  National  Heart,  Lung  and  Blood  Institute. Mr.  Clark  received  his Bachelor of Science degree from the University of Maryland in 1988 and his Master of  Business  Administration  degree  from  Loyola  College,  Baltimore,  Maryland,  in 1996.  Mr.  Clark  is  acknowledged  by  Level  IV  Grants  Management  Executive Certification.  Among other awards, Mr. Clark received the NIH Merit Award in 1998 and the NIH GMAC "Vision" Excellence in Leadership recognition in 2003, 2004, 2005, and 2006. Most recently, Mr. Clark was recognized with two NIH Merit Awards for his efforts,  dedication  and  creativity  in  successfully  managing  the  American  Recovery and Reinvestment Act (ARRA) funds while minimizing fiscal risk and for his leadership in  conducting  administrative  reviews  for  applications  to  be  funded  under  the Recovery Act.   In addition, Mr. Clark has served as  the GMAC Vision Chair and was also selected to serve as the Chair of the NIH Staff Training  in Extramural Programs (STEP) Committee.

• ENORA BENNETOT PRUVOT

• Joined the European University Association (EUA) in 2008. Within the Unit Governance, Autonomy and Funding, she focuses on income diversification in universities, and is also closely associated to work on autonomy and governance reforms. In her function of Programme Manager, she contributes to policy development in the field of higher education finances and has published on the topic of financial sustainability (“Financially sustainable universities II: European universities diversifying income sources”, EUA, 2011).

• Before joining EUA, Enora gained experience in the field of European research and development policy, working on several FP7 projects. 

• Enora holds master degrees in Political Science and European Public Affairs, and a Master of Arts in European Political and Administrative Studies of the College of Europe in Bruges.
