e birthplace of three

monotheistic religions

and a melting pot of civil-

isations, cultures, waves of

migration and trade, the

history of the Mediter-

ranean is indistinguish-

able from that of Europe. e Mediterranean

basin is where north meets south, and east meets

west. As the region where three continents con-

verge, it is much more than simply a European

Union border. Stability in the Mediterranean is

vital for our security and prosperity as well as

that of our Mediterranean friends and neigh-

bours.

The Barcelona Process has enabled us to

tackle various strategic regional issues. Much

has been achieved, even though a number of

common challenges remain, in particular se-

curity, environmental protection, the sustain-

ability of energy supply, the fight against

organised crime, the control of migration and

intercultural dialogue.

e challenges found in this region have to be

addressed through proactive and realistic polit-

ical action, strong and consistent commitment

and constructive dialogue.

e Commission has always argued for a stronger,

more open and more constructive relationship

with our Mediterranean partners, and we have

just set out specific proposals to achieve this.

e “Barcelona Process: Union for the Mediter-

ranean” initiative will develop a new partnership

based on the productive elements of the

Barcelona Process, enabling us to achieve our

common objectives of peace, democracy and

prosperity together.

As we open a new chapter in our relations with

our Mediterranean partners, I am pleased to

have the opportunity to share with you our

achievements and experience gained through

the regional cooperation programmes.

history of relations

Cooperation between the EU and its Mediter-

ranean neighbours goes back a long way and is

currently a topic of lively discussion. We are de-

lighted to have the opportunity to share with

you some of our experience concerning the Re-

gional Programmes the Commission has initi-

ated in the South Mediterranean region.

Our cooperation got a firm impetus in 1995 in

Barcelona. During that year's Spanish Presi-

dency, the EU and the Mediterranean partners

explicitly agreed to enter in a structured dialogue

and closer cooperation in three policy areas:

• Political and Security Dialogue

• Economic and Financial Partnership

• Social, Cultural and Human Partnership

Following the political commitments, money

was set aside and programmes were being engi-

neered. Projects were tendered and activities

took off. Initally, the primary focus was on in-

ventory actions. Subjects of mutual interest

within the policy areas were identified; the ac-

tors involved started to get to know one another

and began to share knowledge and experience

focusing on common objectives. Most pro-

grammes were succeeded by follow up projects,

in which the goals were set more precisely,

building on the experience gained.

Looking back at 13 years of cooperation, we

can indeed witness that tremendous progress has

been made. Regrettably the Middle East is still far

from being peaceful. However, in several cases

the common work has evolved to the point that

joint strategies are being prepared, defining even

more accurately what we would like to achieve in

the different fields on both sides of the Mediter-

ranean. In addition to the regular high-level po-

litical meetings, many thousands of professionals,

students, artists, civil organisations, companies

and local and regional governments worked –and

still work- together to translate the political com-

mitments into actions on the ground.

regional cooperation

Regional co-operation has a strategic impact as it

deals with issues that different Mediterranean Part-

ners have in common, while complementing na-

tional policies and promoting south-south

cooperation and integration. But above all, the Re-

gional Programmes function as a forum for dia-

logue. ey bring people from the Partner

Countries to the same table, despite sometimes ob-

vious differences, and helps them engage in discus-

sion, exchange views and experiences. rough our

programmes we have witnessed the birth of many

formal and informal networks that are difficult to

capture in statistics, but which form - alongside the

political dialogue - a steady motor behind the many

initiatives that are being initiated nowadays.

e regional approach contributes to defining -

and putting into action - policies in domains

varying from energy, environment, transport and

backing private sector activity, to gender, youth,

education or culture.

Equality between men and woman has, for ex-

ample, became an objective in most of the

regional programmes in the south mediterranean regionIntroductIon

Mediterranean neighbour countries, following

political commitments made during a ministe-

rial meeting in Istanbul in 2006. e countries

agreed amongst themselves on a follow-up

mechanism and committed to improve equality

in law and practice. In addition, a successful re-

gion-wide programme was launched to make

better use of the economic potential of women,

called "Women in economic life". Within the

projects some 30 partner organisations helped

women to get access to credit facilities, to estab-

lish micro and small enterprises, to reinforce

their professional capacities, to promote their

participation in policy debates and to create

women's networks.

Integration

One of the aims in EU policies today is the

strengthening of regional markets. e EU has

gone through a history of over fiy years of co-

operation to arrive at the point where we are

today, with a well functioning internal market

for goods, services, people and capital. Even

though the EU is sometimes criticised from

within, hardly anyone would doubt the enor-

mous increase in prosperity and security this

has brought the EU-citizens.

Within our programmes we share our expe-

rience and in many areas neighbouring coun-

tries already work amongst themselves

towards regional market structures or closer

cooperation with the EU. For example the so-

called Agadir Group, comprising Morocco,

Egypt, Jordan and Tunisia aims at entering into

a free trade agreement among themselves and

with the EU and will thus have to bring their

product requirements and production and

economic practice in line with EU-standards

and regulations. ey receive significant tech-

nical and financial support to progress in that

direction. Another example of a regional proj-

ect aiming at regional integration comprises

the Mashreq countries (Egypt, Jordan,

Lebanon and Syria). ey are working towards

a regional gas market, which is considered a

first step towards integrating their gas market

with the one within the EU.

Major donor

e EU is the region’s major donor, with the Eu-

ropean Commission providing the lion’s share

of its regional support through its EuropeAid

Co-operation Office. For the period 2007-2013

the Euro-Mediterranean Partnership is being fi-

nanced through a new instrument, the Euro-

pean Neighbourhood and Partnership

Instrument (ENPI), for which a total amount of

€12 billion is foreseen, of which approximately

10 percent is allocated for regional projects.

The ENPI allows for every country to ar-

ticulate its own ambitions in dialogue with

the EU. Some want to work towards free

trade. Others have different ambitions, for

example to work together on infrastructure,

environmental or energy related issues,

create closer cultural relations or chose to

stimulate the exchange of students, journal-

ists or other professionals.

e European Commission is committed to

taking this cooperation further through its

Regional Programmes and by providing the

platform for continuous dialogue.

Ministerial meetings

Priorities of the cooperation are jointly decided by theMinisters of EU Member states and the Ministers fromthe South Mediteranean countries.

ese ministerial meetings are supported by the Eu-roMed Committee, and Senior Officials meetings.

Apart from the Foreign Affairs ministerial meetings,there have been ministerial conferences on Economicissues, Trade, Women, Environment, Information So-

rough the projects it funds, the Regional Pro-

gramme is facilitating a dialogue between the

Euro-Mediterranean Partner Countries on sen-

sitive political and security issues. is dialogue

aims at building a shared understanding and

creating a common area of cooperation.

Six projects are funded under the Political and

Security Dialogue pillar of the Barcelona Process,

that have the ultimate goal of creating an area of

peace and stability, based on fundamental rights

and principles. ey seek to achieve change, not

only through this dialogue but also via the

strengthening of local institutions.

e projects are grouped under the policies

“justice, freedom and security”, “migration” and

“training for diplomats”. Issues such as judicial re-

form and security matters related to border con-

trol, the fight against terrorism and crime, are

acted upon, along with the study and monitoring

of migratory trends and tackling illegal migra-

tion, increase of knowledge on the Partnership

and support to the Middle East Peace Process.

euromed Justice I and II - Supporting an open

and modern justice system through strength-

ening the institutional and administrative ca-

pacity of Mediterranean Partner Countries, and

setting up an inter-professional community.

euromed Police II - Strengthening coopera-

tion between the police forces of the EU and

Mediterranean Partner Countries in the fight

against organised crime.

euroMesco - A network of foreign policy

institutes carrying out studies and seeking

to create relationships and widen the dis-

cussion, especially on the Euro-Med Part-

nership and ENP issues.

Middle east Peace Process - Support to the

efforts to promote peace and cooperation be-

tween Israelis and Arabs, mainly through ini-

tiatives impacting people’s lives.

euromed Migration I and II - Analysis and

cooperation on questions linked to migration.

Malta seminars - Training for EU and Mediter-

ranean diplomats on key aspects of the Euro-

Med Partnership and the European Institutions.

objectivesIt aimed at supporting the de-velopment and strengtheningof the institutional and ad-ministrative capacity of thepublic administrations in theMediterranean countriesworking in the field of justice,and promoting good gover-nance.It also wanted to set up aninter-professional communityof judges, magistrates, publicprosecutors, lawyers and courtregistrars at the service of anopen and modern justice, rein-forcing the rule of law andhuman rights.

What has it done?Emphasis was given to trainingseminars, through which par-

ticipants also networked andexchanged ideas and best prac-tices. Five topics were chosen,with four seminars under each.e topics were: Cooperationand international judicial mutualassistance in criminal matters;Terrorism and interconnectionof criminal networks; Interna-tional dimension of financialprocedures; Financial and eco-nomic criminality, in particularmoney laundering; Coopera-tion and international judicialmutual assistance in civil mat-ters and Management andadministration of justice:management of procedures;computerisation. Two legal pro-fessionals, generally magistratesand/or public prosecutors, fromeach Mediterranean partner

country participated in theseminars.To promote the creation of net-works, the Euro-Med judicialtraining network and a websitewere set up, hosted by the Eu-ropean Institute of Public Ad-ministration in Maastricht.A new EuroMed Justice II proj-ect will start early in 2008 witha budget of €5 million for a pe-riod of three years dealing withthree themes: Legislative re-form in the field of access tojustice; Custody and visitingrights in cross-border familyconflicts; Reform of criminaland prison law.

EuroMed Justice Isupported an open and modern justice system through strengthening the institu-tional and administrative capacity of Mediterranean Partner countries,and setting up an inter-professional community.

objectivesIt aims at supporting the devel-opment of the MediterraneanPartners' institutional and ad-ministrative capacity and goodgovernance in the field of jus-tice; backing the modernisa-tion of justice systems, thesimplification and speeding-up of judicial proceedings andimproved access to justice. Italso seeks to develop judicialcooperation in civil matters, inparticular through assistancein the field of family law withemphasis on cross-border fam-ily conflicts; to strengthen judi-cial cooperation in criminalmatters and support initiativesfor the reform of criminal andprison law in the Mediter-ranean Partner Countries witha view to facilitating the trans-

position of the relevant inter-national conventions into thedomestic law of the beneficiarycountries and their implemen-tation; to create an interprofes-sional community ofmagistrates and law profes-sionals in order to build anopen and modern justice sys-tem that will uphold the rule oflaw and the effective imple-mentation of human rights.To achieve the objectives,the project is structured aroundthree different componentscovering the legislative reformin the field of access to justice,the resolution of cross borderfamily conflicts and the adapta-tion of legislation in line withthe relevant international con-ventions on criminal andprison law.

What does it do?e project will set up mecha-nisms in the form of workinggroups, training sessions and"on-the-job study visits", to pro-mote the consolidation of a re-gional and subregional dynamicin judicial cooperation on civiland criminal matters and the ad-ministration of justice throughcloser dialogue and exchanges ofexperience and good practicesbetween the EU countries andthe Mediterranean Partners. ethemes to be developed are: leg-islative reform in the field of ac-cess to justice, cross-borderfamily conflicts in the field offamily law and the ratification,application of the relevant inter-national conventions on civil,criminal and prison law in theMediterranean countries.

objectivesTo monitor, analyse and fore-cast migratory movement, itscauses and its impact in Europeand the Mediterranean PartnerCountries. A holistic approachwas applied, covering all as-pects of migration: demo-graphic, economic, legal, socialand political.

What has it done?e project’s activities focusedon three distinct areas: compil-ing reliable statistics on migra-tory flows in the region andpublishing them on a website;the production and publication

of studies on migration-relatedthematic areas (legal, eco-nomic, social); and training onmigration issues, such asmedium-term migration per-spectives, integration policies,and the political and economicimpact of financial migratoryflows, via seminars and ‘Train-the-trainer’ sessions. It dealtwith the whole migratoryprocess, including countries oforigin and destination, anduses homogeneous categoriesto ensure comparability.e project developed four re-search programmes: Migration,transfers and development;

Transit migration; Border Man-agement; Diaspora and coun-tries of origin.It operated through a coordi-nating unit and a network ofscientific correspondentsbased in Mediterranean Part-ner Countries, with contribu-tions from external experts.The project prepared researchreports and analytical notes,while its information databasewas updated regularly withinformation provided by sta-tistical sources in the Mediter-ranean region, making it auseful tool for informationand communication.

objectivese project aims to strengthencooperation in the manage-ment of migration so as to buildup the Meda partners' capacityto provide an effective, targetedand comprehensive solution forthe various forms of migration.at includes setting up mech-anisms to promote opportuni-ties for legal migration, sup-port for measures to promotethe linkage between migrationand development and the step-ping up of activities to stamp outpeople trafficking and illegalimmigration, and to managemixed flows.

One of the main goals of the Euro-Med Partnership

is to establish a Free Trade Area by 2010. To back

this effort, the Regional Programme is currently

funding 25 projects under the “Economic and Fi-

nancial Partnership”, the pillar with the largest num-

ber of projects, covering different action areas all of

which are conducive to the final goal.

ese projects provide analysis of policies, sup-

port to free trade agreements between Mediter-

ranean Partner Countries (MPCs), backing of

interregional cooperation on infrastructure net-

Trade Area between the EU and its MPCs, and the

opportunities must be created and promoted,

while all priorities have to be studied and good

statistics kept.

What does it do?e EU project contributes tothe Jordan-based Agadir Techni-cal Unit’s (ATU) operating budg-et, mainly to help set it up. It alsofinances studies, especially oncoordinating the policies of thePartner Countries in key areas, aswell as training programmes andpublic awareness activities. An ac-tion plan has been developedbased on practical studies. For theimplementation of the actionplan, information is provided tothe private sector to improve itsawareness of the business oppor-tunities created through theAgreement, and business-to-business contacts within the re-gion are enhanced.e Agadir Agreement promotes

the coordination of overall andsectoral policies in the partici-pating countries, particularly in ar-eas such as tax regime, agriculture,industry, customs etc. It also helpstowards the convergence of theirlegislation, to create a favourableclimate for economic integration.

What's next?In 2009 €4 million is expected tobe allocated for a follow up, Agadir2, project. It will provide an op-portunity to build on achieve-ments, strengthen policy coordi-nation between the participatingcountries and implement more in-tensive business promotion ac-tivities between the four partnercountries and the EU.

What does it do?Its activities covered three areas:Institutional support, the cre-ation of a network, and promo-tion of regional investment.

Some 40 governmental agenciesand international networks par-ticipated in this programme. Toachieve the objectives, it workedon the global image of theMediterranean, the investor re-ception conditions in PartnerCountries and practices. Fromroad shows and seminars, train-ing and conferences, the pro-gramme moved on to technicalassistance missions.As an EU-funded RegionalProject, ANIMA ended inJune 2007. Its activities con-tinue, however, through theANIMA Investment Network,legally established at the endof 2006.

A new programme of invest-ment promotion will start inearly 2008 aiming mainly at fa-cilitating SME cooperation inthe Mediterranean region andbetween the EU and Mediter-ranean SMEs, in a restrictednumber of priority sectors. Itsmain activities will be business-to-business meetings, exchangeof best-practices and meetingsbetween business representa-tive organisations, both at re-gional (Euromed) andsub-regional (between Part-ners) level.

What does it do?It organises business-to-business meetings aiming to de-velop long-term relations andpartnerships between Small andMedium Size Enterprises (SMEs)from both sides of the Mediter-ranean. It holds workshops forEU and Mediterranean BusinessRepresentative Organisationswhich will have to create or con-solidate institutional links be-tween networks of these Businessorganisations, as well as strongerand more independent Mediter-ranean Business organisations toensure a long-term sustainabilityof the economic co-operation be-tween Europe and the Mediter-

ranean area. Networking and ca-pacity building of the key stake-holders involved in investmentpromotion are promoted.e "Invest in Med" pro-gramme, launched in April2008, will have a regional com-ponent (Euromed) as well as asub-regional one (South-South) and most of its activitieswill be organized around a sec-toral approach. objectives"Support to FEMIP" contributesto the FEMIP (Facility for Euro-Mediterranean Investment andPartnership), set up in 2002 bythe European Investment Bank(EIB), with 32 million eurosper year. FEMIP places greateremphasis on helping to fosterprivate sector activity in the re-gion as a way to underpingrowth and generate employ-ment opportunities. Financialsupport is directed towards pri-vate sector projects and also topublic projects that help to cre-ate an enabling environmentfor the private sector to flourish.

What does it do?"Support to FEMIP" provides

capital to the private sector onterms that are not available lo-cally. is is done mainly throughrisk capital operations (e.g. par-ticipations via equity or quasi-equity), and facilitated throughtechnical assistance. Risk capitalis invested directly or indirectlyin order to support the privatesector or to strengthen the role ofthe local financial sector.Between 2004 and 2007, morethan 60 technical assistancecontracts were signed by theEIB through a budget of €105million which was allocatedfor this purpose.Risk capital operations have beenfinanced since the 1970s. UnderMEDA II (2000-2006), the EIBcommitted a total of €182 million

to risk capital operations.

What’s next?A budget of €32million per yearis expected to be allocated to theEIB in order to fund risk capi-tal and technical assistance, inthe period 2007-2013. Greaterfocus will be put on supportingthe private sector, in particularthrough the provision of fi-nancing instruments which arecurrently not available on the lo-cal markets.

What does it do?It aims towards strengtheningthe capacity of the national sta-tistics institutes and nationalstatistical system in the Mediter-ranean Partner Countries, tocollect updated, timely, rele-

vant and high-quality data, nec-essary for political decision-making and ensuring good gov-ernance.MEDSTAT II experts workclosely with their counterpartsin the Partner Countries in de-veloping activities, transferringknow-how and practicesthrough targeted technical as-sistance, the exchange of expe-riences and practices, work-shops and seminars on key tech-nical issues, training coursesand study visits. Other activitiesinclude disseminating statisticsvia publications and a dedicat-ed website, and coordinatingwith national work programmeactivities in the relevant stati-tistical sectors. e programme

also foresees supply of necessaryhardware and soware.

What's next?e programme will continueuntil the first half of 2009,while regional cooperation inthe field of statistics will evolvein the framework of the Euro-pean Neighbourhood Policy(ENP). Activitiesinclude the holding of semi-nars and training classes, ex-changes of experts, technicalassistance, the activation of thecivil protection schools net-work, staff exercises and the re-inforcement of sub-regionalcooperation. All its activitiestake into account the riskanalysis and risk coverage, thegeographic information systemand the development of newtechnologies, including the useof satellites for the decision

making process and the emer-gency mapping.Emphasis is given to managingdisasters such as earthquakes,torrential floods, forest fires,urban and industrial fires. Dis-cussions revolve around pre-vention, public information,research, relief operations andoperational management andcommand.

transport Efficient transport links between the EU and the

Mediterranean Partner Countries (MPC), as well as be-

tween the Partner Countries themselves, are vital for the

development of commercial exchanges, socio-economic

reform and the good functioning of the Euro-Med Part-

nership. An integrated, safe and efficient transport sys-

tem in the Mediterranean is considered key for the

development of stability in the region and an increase in

inter-regional trade. e focus is on reform and the

opening-up of transport markets, the development of

infrastructure and especially interconnections, safety

and security of transport systems and the smooth func-

tioning of the multimodal freight transport chain.

objectivesIt aims at mitigating the exist-ing imbalance in the applica-tion of maritime legislation,between the EU Member Statesand the Mediterranean PartnerCountries through the promo-tion of a coherent, effective anduniform implementation of in-ternational conventions andrules, aimed at better protec-tion of the marine environ-ment in the Mediterranean.

What does it do?Focuses on ensuring the secu-rity of ships and port facilitiesin the Mediterranean region, aswell as effective flag state im-plementation. It monitors clas-sification societies and seeks toimprove the qualifications ofmaritime administration per-sonnel, through targeted train-

ing programmes and seminars.It provides technical adviceand support to Partner Coun-tries in order to develop coop-eration towards maritimesafety and security, and theprevention of pollution fromships. e project carries out awide range of training courses,from information days to mas-ter degree courses.In order to protect the marineenvironment, the situation inthe Mediterranean regardingnational legislation, implemen-tation and identification of re-sponsible authorities is beingassessed.

What's next?A follow up project,SAFEMED II, will be launchedby the end of 2008 to furtherstrengthen cooperation and

provide crucial equipment fortraffic monitoring in the re-gion. Its main expected outputsinclude 7 students aquiring rel-evant masters degrees; fieldmissions to assess implementa-tion of the International Mar-itime Dangerous Goods(IMDG) Code and the Interna-tional Safety Management(ISM) Code; a study on mar-itime traffic flows within theMediterranean and delivery ofa GIS allowing MediterraneanStates to carry risk analyses re-lated to maritime traffic; dis-semination of Guidelines onthe ratification of MARPOLAnnex vI and on the prepara-tions required to submit an ap-plication to IMO for thedesignation of the Mediter-ranean Sea as a SOx EmissionControl Area.

In Athens, in May 2008, theMinisters of Culture from bothshores of the Mediterranean searecognised this Strategy as animportant tool for structuringaudiovisual policies and endorsedthe priorities it developed.

objectivesIt aims at supporting theMediterranean Partner Coun-tries in their efforts to promoteand care for their heritage. Eu-romed Heritage I was launchedin 1998 to document Mediter-ranean heritage, promote highquality tourism and encouragenetworking between culturalbodies. It has been followed upby Euromed Heritage II andIII, with a total of 15 projects topromote cultural dialoguethrough a more thematic ap-proach and by placing particu-lar emphasis on preservingcultural heritage.

What does it do?Euromed Heritage III carried

out four projects, namelyDiscover Islamic Art,Rehabimed, Qantara, Byzan-tium Early Islam, aiming atpromoting the Mediter-ranean’s cultural heritage,increasing knowledge andthe rehabilitation of its archi-tecture. Euromed Heritage IIended in 2006.Since its inception, the pro-gramme helped establish aninventory of historical sites andcultural institutions, as well aspromoting tourism, it providedtechnical assistance andimproved knowledge of heritagethrough multimedia, informa-tion dissemination, awarenessprogrammes, and by creating acompendium of know-how,

methodology and techniques. Italso did training related to her-itage and cultural activities.

What's next?e phase Iv, under the ENPIframework with a budget of €17 M was launched beginning2008. As defined by theMediterranean partners in thestrategy paper, the new pro-gramme will be centred onthe appropriation of culturalheritage by the populationthemselves and on educationand access to knowledge ofcultural heritage.

Two major studies weremade in 2006/2007: Assessmentof National Women’s Machiner-ies, examining in particulartheir ability to address genderdiscriminatory legislations, andAnalysis of the Economic Situ-ation of Women, includingcritical factors affectingwomen’s economic participa-tion, such as family and labourlaws. It constitutes a forum fornetworking and learning, withthe insights generated and thestudies undertaken (National

Women Machinery and theEconomic participation ofwomen) used to enhanceaccountability and responsive-ness of the MediterraneanPartner Countries’ public insti-tutions to women’s economicrights. Results are collected anddisseminated, and there is asynthesis of key lessons learned,communicated through a quar-terly newsletter and a website.

What does it do?Cooperation focuses on sustain-able urban development strategyissues, the implementation of

specific urban policies andstrengthening of local gover-nance. It backs the efforts of lo-cal authorities to implement an ef-fective and modern institutional,legislative and local framework,management and control of pub-lic finances as well as staff train-ing. e Med-Pact Programmeprovides help in the definition,promotion and implementationof a strategy of sustainable urbandevelopment and supports theenforcement of specific urbanpolicies, in particular for eco-nomic development, environ-mental protection, transport andmobility and the protection andintegration of the socially ex-cluded.

Nine projects are ongoing:

TAIEX (Technical Assistance and Information Exchange) was introduced to the ENPI region

in 2006 to offer short-term assistance and advice to partner countries as they implement their

ENP Action Plans. It was initially set up in 1996 to provide short-term, targeted technical as-

sistance to the candidate countries.

It supports neighbouring countries in the approximation, application and enforcement of

EU legislation. It is mainly demand driven, channels requests for assistance, and contributes

to the delivery of appropriate tailor-made expertise to address problems at short notice.

Twinning is an EC initiative originally designed to help candidate countries acquire the nec-

essary skills and experience to adopt, implement and enforce EU legislation. Since 2004, Twin-

ning has also been available to countries of the Mediterranean region.

On a demand driven base, the projects bring together public sector expertise from EU Mem-

ber States and beneficiary countries, with the aim of enhancing co-operation activities.

• Assists in upgrading and modernising institutions in a beneficiary country through training,

reorganisation, and supports the draing of laws and regulations modeled aer the EU acquis.

• Includes at least some elements of approximation of the EU acquis and entails elements of

structural reform.

• Entails sending at least one resident twinning adviser from EU member state public institu-

tions to the beneficiary country, for a minimum of twelve consecutive months, to arrange

missions by public officials from member state institutions.

• Provides mandatory results as both the beneficiary country and the EU partners work to-

wards a commonly agreed result that should be measurable and precise.

Twinning projects are joint projects, shared by the two partner administrations. e bene-

ficiary country retains ownership.

ere are currently about 50 twinning projects under implementation and 50 others are under

preparation covering a large scope of domains.

SIGMA (Support for Improvement in Governance and Management) is a joint European Com-

mission and OECD initiative. Principally financed by the EU, it focuses on strengthening pub-

lic management in areas such as administrative reform, public procurement, public sector

ethics, anti-corruption, and external and internal financial control.

e NIF (Neighbourhood Investment Facility) is a key instrument in the ENP as it brings to-

gether the European Commission, the EU Member States, the Partner Countries and European

Public Finance Institutions, to mobilise additional funding for infrastructure projects mainly

in the energy, transport and environment sectors, in the Neighbourhood area. Support may

also be provided for SME development and to social sector projects.

e Commission intends to allocate €700 million to the NIF for the period 2007-2013. e Facility is

open to contributions from EU Member States so that resources are pooled and better streamlined to the

benefit of partner countries. It is expected that the Facility will generate up to €5-6 billion of lending.

NIF operations constitute a practical lever that will focus on countries with ENP Action Plans

agreed with the EU: Armenia, Azerbaijan, Egypt, Georgia, Jordan, Lebanon, Moldova, Morocco,

Occupied Palestinian Territory, Tunisia and Ukraine.

On a case-by-case basis, the other Neighbourhood Countries may also profit from NIF grant

support for projects of cross border or regional nature to which the EU and its Neighbouring

partners attach particular interest.

cross-Border cooPeratIon

CBC reinforces cooperation between regions of EU Member States and Partner Countries on

the EU's external borders.

Cross-border cooperation (CBC) is a key priority of the EU’s European Neighbourhood Pol-

icy. It covers countries of Eastern Europe, the Southern Caucasus and the Southern Mediter-

ranean with a budget of over €1.1 billion.

e CBC supports sustainable development along both sides of the EU’s external borders, to

improve differences in living standards across these borders, and to address the challenges

arising from the proximity between regions on both sides of the land and sea borders. e four

key objectives are: economic and social development, addressing common challenges, ensur-

ing efficient and secure borders and people-to-people cooperation.

It is the task of the regional and local partners on both sides of the border to analyse their

common needs and to identify priorities and the actions that are most relevant to the local sit-

uation. e management of the programmes is entrusted to a local or national authority jointly

selected by the participating countries.

In the Mediterranean region, four main programmes have been planned: one between Italy

and Tunisia, two between Spain and Morocco and a wider Sea Basin programme. e 2008-

2013 financial allocation for the latter programme amounts to €173 million. It will promote co-

operation between regional and local actors from the Southern and Northern shores of the

Mediterranean and address common challenges such as migration and environmental sus-

tainability across the whole sea-basin. e first call for proposals will be launched in the au-

tumn 2008.
