The context of resubmission may also
positively influence talks between
Russia and Ukraine, encouraging a
compromise of sorts regarding the
ownership of Crimea and the Russian
influence in Ukraine. The Germans who
support the initiative encourage
Ukraine to edit their constitution to
allow the eastern provinces to retain a
closer identity to their parent Russia
including a right to veto laws that
remove Russian as the officia l
language.

Both countries would have to accept,
acknowledge, and enforce demarcation
boundaries, and foster a restoration of
economic diplomacy—a relationship
rekindled that would reopen the free
market. Russia may be hesitant, but
Europe has announced its readiness. As
an additional worry for Russia, western
countries such as the United States and
the United Kingdom have political and
economic clout in the matter as they
are influential in international economies
far more than Russia is.

market would hurt Russia with its
scarce alliances far more than it would
hurt either the U.S. or the U.K.. In truth
it would benefit every party involved to
have the two come together on good
terms. The two western countries
want to see a more peacefu l
negotiation from Russia regarding its
relinquishing of Crimea, demanding
Russia pay appropriate compensation
for annexation of the territory.

Russia, which is today esteemed as a villain to European progress, may have no better choice than to comply. Many remain hopeful that the upcoming promotion, namely hosting of the 2018 World Cup, will reinvigorate the country with a sense of promise, others view the privilege as a danger claiming Russia is far from ready to present itself as an internationally friendly and hospitable nation.
