Claudio Borri, full professor of Computational Mechanics of Structures, University of Florence (Italy), is President of SEFI (2005-07), President of IFEES (2006-08), Vice-Dean for International Relations and Vice-President of the Inter-university Research Centre on Building & Environmental Aerodynamics; he is author or co-author of 120 scientific publications and Editor of three books. Prof. C. Borri was awarded in 1994 with the “M. Plank Research Award” in Structural Mechanics by the M. Plank/Alexander von Humbold Foundation, founded in Germany, and in 2001 with an “Honorary Doctor Degree in Engineering Sciences” by the University of Architecture, Civil Engineering & Geodesy (UACEG) of Sofia, Bulgaria. Prof. Borri has been President and Legal Representative of E4 Thematic Network and is presently President and Legal Representative of TREE Thematic Network. Presently, Prof. Borri is also President of the EUR-ACE Implementation Project (2006-2008) within Socrates II.

Bruno A. Laporte is currently managing the Human Development and the Knowledge for Development Group in the World Bank Institute.    In his current responsibility, he oversees a number of teams focusing on Knowledge for Development, Education, Health & HIVAIDS, and Social Protection.

These programs aim at developing the capacity of client countries to access and use knowledge and to design and develop realistic and achievable strategies to address challenges in these sectors.

He joined the World Bank in March, 1985 and has worked extensively on education, training and employment issues in different countries -- Turkey, Egypt, Yemen, Algeria and Tunisia between 1985 and 1990 - - Yugoslavia, Poland, Bulgaria and Hungary between 1990 and 1995 - - Chile, Philippines, and the Caribbean between 1995 and 2000. In 1995, he transferred to the Human Development Network where he contributed to the launch of the Network, and the creation of the Education Sector Board.  During that time, he pioneered the development of a very innovative global best practice system in education, organized around Thematic Groups and the Education Advisory Service.  In 2001, he transferred to the World Bank Institute to lead the Knowledge Sharing Program, focusing on the Bank's corporate agenda in knowledge management, and providing advice and support to all organizational units across the Bank. Between 2004 and 2005, he served as an Advisor in the Office of the Vice President of the World Bank Institute, focusing on knowledge, learning and quality assurance functions.

Prior to joining the Bank, he worked as an Advisor in the Ministry of Finance and Planning in Ivory Coast.  He also worked in the private sector, with Manufacturers Hanover Trust in Paris.  He holds degrees in Business Administration from France and in Education Administration and Planning from Harvard School of Education in the USA Bruno Laporte has a keen interest in contributing to the shift in the development paradigm, based on multi-directional knowledge and learning flows, and aimed at building capacity and providing opportunities for countries to identify their own development solutions.

Quality Assurance in Higher Education: A Historical Perspective

Mehmet DurmanChair Commission of Academic Assessment and Quality Improvement in Higher Education in Turkey, Sakarya University

Mehmet Durman is the rector of Sakarya University, Turkey, chairman of the Commission of Academic Assessment and Quality Improvement in Higher Education in Turkey, and a member of the Commission of National Qualifications Framework. He also acts an academic adviser to the National Student Council. He has been involved in implementation of quality processes at the university where he serves as rector since 2002. His educational and academic background is in materials science and engineering and he has written 63 articles, conference-symposium proceedings and project reports relevant to his expertise. 36 of these are published and delivered internationally. His indexed works have been cited 130 times in Science Citation indexed articles.

Prof. Giuliano Augusti, President of ENAEE and Coordinator of the EUR-ACE IMPLEMENTATION Project, is a Full Professor of Solid and Structural Mechanics in the Università "La Sapienza", Roma, a member of several learned Societies and technical Committees, and author or co-author of more than 200 papers on several topics of Structural Mechanics, Wind and Earthquake Engineering, and a book (Probabilistic Methods in Structural Engineering, Chapman & Hall, London, 1984). Over the years, in parallel with his teaching and scientific research activities, he has acquired a vast experience in the field of recognition and accreditation of engineering education at the national and European level, and has published and edited a number of papers and reports on the subject. Prof. Augusti was a member of the SEFI Administrative Council for many years and President in 1987/88; since several years he sits also in the Editorial Board of the European Journal of Engineering Education (EJEE). In 1994 Prof. Augusti chaired an EC Task Force in charge of investigating possible synergies between recognition of qualifications for academic and professional purposes: the report of this Task Force lead to an EC Recommendation issued in December 1994. Since 1997, Prof. Augusti has been active with continuity in European Thematic Networks on Engineering Education (H3E; 1997-99; E4; 2000-04; TREE; 2004-2007). In the TREE Network, he is the promoter of Line A “Tuning” and Leader of the Special Interest Group A5 “Accreditation of EE in Europe”. He has been the coordinator of the EC-supported “EUR-ACE” (EURopean ACcredited Engineer) project (2004-2006) and at present (2007) is active in three follow-up projects: “EUR-ACE Implementation”, “PRO-EAST: promotion and implementation of the EUR-ACE Standards in Russia” and “LEPAC: Creation of a Lebanese Engineering Accreditation Commission”. In September 2004, Prof. Augusti was awarded the SEFI “Leonardo da Vinci” Medal for “his outstanding contributions to European Higher Engineering Education and Research”.

Perspectives on the Washington Accord

Kathryn B. Aberle, CAEAssociate Executive Director of ABET,ABET Representative to Washington Accord

Kathryn B. Aberle is the Associate Executive Director of ABET (formerly known as the Accreditation Board for Engineering and Technology), responsible for ABET’s relationships with governmental and non-governmental organizations (both domestic and international) involved in accreditation and ABET’s headquarters operations. She is one of ABET’s representatives to the Washington Accord, an international agreement among engineering quality assurance organizations. She participates in the Engineering for the Americas initiative and serves as ABET’s liaison to the Council on Higher Education Accreditation (CHEA). She is responsible for ABET’s Leadership Development Series which includes issues identification, environmental scanning and strategic planning for her Board of Directors. From 1989 to 1995, Ms. Aberle was at the Society of Petroleum Engineers (SPE), an international organization. She was the Professional Development/Sections Manager and was responsible for programs and services to 136 sections and 81 student chapters, the majority outside the U.S. Kate Aberle is a Certified Association Executive (CAE). She is a member of the American Society of Association Executives (ASAE), Past Chair of the CAE Exam Committee, and current Chair of the CAE Commission. Ms. Aberle received her BA from the U. of California at Riverside and her MBA from the U. of Texas at Austin.

William E. Kelly, Ph.D., P.E., is the Manager of Public Affairs at ASEE. Prior to joining ASEE in September of this year, he was a Professor of Civil Engineering at the Catholic University of America in Washington, D.C. where he previously served as Dean of the School of Engineering. From 1993 to 2003, he served on the ABET Engineering Accreditation Commission (EAC) and was chair in 2001-2002. From 1999 to 2006, he served on the ANSI Board of Directors and chaired the ANSI Personnel Certification Accreditation Committee that is responsible for overseeing accreditation of personnel certifiers in the U.S. to the ISO 17024 standard. He has been the ASEE representative to the AAES International Activities Committee including a term as committee chair. He is currently a member of the ASCE International Activities Committee. Dr. Kelly received his PhD in civil engineering from the University of Notre Dame and received an Engineering Honor Award from his alma mater in 1999.

Dr. M. P. RavindraSenior Vice President, Head of Education & ResearchInfosys, India

Dr. M.P. Ravindra is Senior Vice President and Head E&R., at Infosys for over 5 years. He has a Ph.D. from the Indian Institute of Science, Bangalore (1974) in Theoretical Physics. He has been in the information technology field since 1977 prior to which he was in full time research in I. I. Sc. since 1968. He has held middle and senior management positions in the industry across many organizations including DOE, GOI and IT companies in India and contributed significantly to the growth of the industry in India during the last 30 years. In his current role he has been responsible of creating the engine that has the capability to provide robust competency development to the ever growing population of Infoscions.

He was elected Fellow of Infosys in 2002 in recognition of his contribution to the IT field. He is currently the Chairman of the Education Governance Council of Infosys, Lead of the Competency Council of Infosys. The work he has done in the area of strategizing and planning the Technology Competency in Infosys and work on Campus Connect has earned him an opportunity to contribute on the Board of IT Studies of AICTE as a member. He is also a member of the SITE advisory Council. The work done under the Infosys’ Campus Connect program is today recognized as one of the very few initiatives which has made a difference to the engineering education and is being adopted by several countries outside India.

His hobbies include reading philosophy, management books, IT consulting; evolve competency enhancement methods & tools and implement them, as also listening to music. His passion is to work with all the bodies engaged in the education governance of the country to unleash the youth power in India through suitable modifications to the education content and delivery. He is very optimistic about the future of the country.

Seeram Ramakrishna is the Dean of NUS Faculty of Engineering, which is ranked no. 8 globally by the Times Higher Education Supplement. Under his leadership the Faculty of Engineering expanded from five departments to nine departments and underwent major renewal with 25% of its members recruited over the past four years. He introduced new programs such as Bioengineering, Environmental Science & Engineering, Materials Science & Engineering and Engineering Science, Engineering Systems and Engineering Management, and double degree programs namely Engineering & Business and Engineering & Economics to give more choices to students. The Faculty attracted over $100 million R&D investments on top of $25 million annual research income.

Prof. Ramakrishna has a PhD from Cambridge and a TGMP from Harvard. He serves on various regional and international alliances for promoting engineering education and cooperation, which include engineering Deans councils of ASEAN universities, Universitas 21, American Society for Engineering Education (ASEE) and International Federation of Engineering Educators Societies (IFEES). He is a board member of Defense Science & Technology Agency (DSTA), Ministry of Defense and Temasek Polytechnic, Singapore. He is a member of advisory boards for Australian National University Engineering School and University of Bristol School of Chemistry. His expertise is regularly tapped in policy development and implementation of R&D policies in Singapore and around the world.

He belongs to the top 200 highly cited materials scientists in the world. He contributed over 120 ISI listed journal papers, 2 books, 20 book chapters and 15 patents. He delivered more than fifty invited, keynote and plenary lectures at international conferences. He advises innovation driven companies like Biomers International, StemLife, and NanoComposites, Inc. He is a Fellow of Institution of Mechanical Engineers (FIMechE), UK; Institution of Engineers Singapore (FIES); Institute of Materials, Minerals & Mining (FIMMM), UK; and American Institute for Medical and Biological Engineering (FAIMBE), USA. He received several awards and honors including Lee Kuan Yew Fellowship, NUS Outstanding University Researcher Award, JSPS, ASME Best Paper Award, IES Prestigious Engineering Achievement Award, and ASEAN Outstanding Engineering Award.

Building, Maintaining and Expanding Student Participation in Engineering Education

Nicolò WojewodaAndrej BulatBoard of European Students of Technology (BEST)Student Platform for Engineering Education Development (SPEED)

Nicolò Wojewoda is a MSc student in Engineering & Policy Analysis at the Delft University of Technology (The Netherlands). During his BSc studies in Computer Engineering at the University of Rome "La Sapienza" (Italy), he has been an exchange student at Linköping University (Sweden). He has been a first member, then coordinator (in 2005/2006) of the Educational Committee of BEST (Board of European Students of Technology) and as such, dealing with issues related to educational policies in the field of engineering. He is a member of the Management Committee and of the Scientific Committee of the TREE (Teaching and Research in Engineering in Europe) Thematic Network, supported by the European Commission in the framework of the SOCRATES Erasmus programme. He is also coordinating a Special Interest Group within the TREE Thematic Network called "Stimulating student research in the first cycle". In October 2006, he co-founded a worldwide student initiative for engineering education, which he is currently contributing to give concrete shape to. Since July 2007, he is a member of the Administrative Council of SEFI (European Society for Engineering Education). He is currently a visiting student at the Harbin Institute of Technology (People's Republic of China), in the Faculty of Technology, Policy and Management.

Andrej Bulat is a double degree Master student in Eco-Engineering, Management & Policy of both Pontifícia Universidade Católica do Rio de Janeiro and presently at Ecole des Mines de Nancy. During his B.Sc. at PUC-Rio he has studied Petroleum Engineering and Experimental Physics. He has been an

intern during 1 year in the Venture Management Team in the Exploration & Production sector at Royal Dutch Shell (Rio office). In October 2006, at Rio de Janeiro's GCEE, he co-founded a worldwide student initiative aspiring to inter-connect all stakeholders in engineering education, and which he is currently co-shaping. Also he is an active member of BEST (Board of European Students of Technology). His interests include development of viable initiatives, centered on energetic and environmental optimization of all infrastructural systems, which lead to sustainability. Ultimately he promotes effectively the bridging of the science schism and nurtures reunion with nature.  

Challenges Facing Engineering Education in Africa: The Role of the African Engineering Education Association

Funso A. FaladePresident, African Engineering Education Association (AEEA)

Dr. Funso Alphonsus Falade is a Nigerian and a Professor of civil engineering at University of Lagos, Nigeria.He earned Diploma in Quantity Surveying at Yaba College of Technology in 1978. He completed his M.Sc (Civil Engineering) at the Moscow Institute of Civil Engineering in the USSR in 1984. He returned to Nigeria to study for his PhD in Civil Engineering, gaining this qualification at the University of Lagos in 1998. Prof Falade joined the Department of Civil Engineering at the University of Ife (now Obafemi Awolowo University) in 1986 as an Assistant Lecturer. He progressed from that position to Lecturer II and Lecturer I in 1989 and 1991 respectively. He commenced teaching as Lecturer I at the Department of Civil Engineering, University of Lagos in 1992. He was appointed Senior Lecturer in 1995, Associate Professor in 1998 and Professor 2001. He has authored 40 articles on innovative construction materials and engineering education published in locally and internationally reputable journals. Prof. Falade has presented over 45 papers at workshops and seminars on such areas as Project Management, Quality Control, Maintenance of Facilities, and Contract Procurement Processes etc. He was given a certificate for good research paper presentation at the 3 rd International Conference on Quality, Reliability Maintenance, University of Oxford, England in 2000. He was given an award at the First Nigerian Universities Research and Development for the presentation of a research project of high standard and with relevance to national development. His biographical details are listed in numerous Who’s Who publications and dictionaries. Prof Falade is a member of Nigerian Society of Engineers, Nigerian Institution of Civil Engineers. He is registered by Council for Regulation of Engineering in Nigeria. He is a member of the American Society of Civil Engineers, ASCE Structural Engineering Institute and the UNESCO International Centre for Engineering Education. He is a fellow of Institute of Corporate Administration of Nigeria and a member of Council of CDIO Institute for Africa, Pretoria, South Africa. He was appointed a consultant to work for Nigeria on UNESCO Draft Programme for 2000/2001(30C/5). Prof. Falade is a promoter of engineering education. He was the initiator of African Regional Conference on Engineering Education and the Chairman, Organising Committee and the Editor of the Proceedings of the 1st African Regional Conference on Engineering Education and Sub-Regional Workshop on New Engineering Curriculum (23rd – 25th September 2002). He was also the Chairman, Organising committee for the 2nd African Regional Conference on Engineering Education that was held at University of Lagos between 20th and 22nd September, 2004. Expert on European/international higher education

Dr. Guy Haug is a European university expert and one of the founders of the European Higher Education Area. He served 2001- 2006 as advisor to the European Commission for the creation of an agenda for university modernisation as part of the EU’s Lisbon Strategy for the Europe of knowledge. From 1998 to 2001 he was centrally involved in shaping the Bologna process, as Principal Advisor to the European Association of Universities. From 1991 to 1998 he was Vice-President of the Council on International Educational Exchange (CIEE, New York/Paris) and its Director-General for Europe. Before that, he worked for the EU for the inception of the ERASMUS, TEMPUS and ASIA-LINK programmes. He cooperated with the Council of Europe, the Nordic Council of Ministers, OECD, UNESCO and many NGOs and university networks in Europe, North and Latin America and Asia. He has a special interest in the fields of management and engineering education and served as Secretary General of SEFI. Chris Luebkeman refuses to be categorized. He has constantly, and consistently, occupied the ‘spaces between’ professions. He utilizes his enthusiastic belief in our “Zeitgeist” in his current position as Director for Global Foresight and Innovation at the Arup headquarters in London. His experiences have enabled him to specialize in being a generalist with a view to being "in league with the future." He was listed as one of the ten futurist speculators and shapers “who will change the way we live”, in Wallpaper Magazine, July/August 2002. As an educator, he taught in the Departments of Architecture at the Swiss Federal Institute of Technology [ETH] in Zurich, the University of Oregon, the Chinese University of Hong Kong, and at the Massachusetts Institute of Technology [MIT]. Early 2003, Xavier Fouger created Dassault Systemes’ Academy, the corporate organization supporting skills in Product Lifecycle Management and in 3D design by means of global and local education and certification programs. This organization promotes lifelong learning through a fast growing network of 140 partners providing education services and thousands of academic institutions. Prior to joining Dassault Systemes, he was working for the French embassy in Vienna -Austria to promote scientific and technological co-operations between various Austrian and French education and research institutions. He started his career at Dassault Systemes in 1990 as Sales Area Manager Germany and lateron for all of Europe. In a next position as Senior Consultant for Dassault Systemes’ Automotive Competency Center, Xavier led co-operation projects with several car manufacturers and suppliers in Germany, France and Korea. He also led a group of experts in process innovation with a special focus on advanced engineering practices for various global automotive companies. His recent work focuses on supporting engineering educators to sustain enthusiasm for engineering, to faster align curricula with emerging professional skills requirements, to invent new practices for diversity in learning and to define the new role of global engineers. He concentrates his active participations on a limited number of societies, including the “Association Française pour la Valorisation des Relations Scientifiques et Techniques”, the American Society for Engineering Education, the International Federation of Engineering Education Societies and

Maria Rimini-Döring (Italy) is currently Researcher at Corporate Research and Advance Engineering of Robert Bosch GmbH where she also supervises PhD and diploma students in her present field of activity, Human-Machine Interaction and Cognitive Ergonomics. After high school graduation both in Oregon, USA and Italy she studied Electronics Engineering at the University of Pavia as member of the Collegio Ghislieri and graduated with honours. She won several scholarships (e.g. CERN - Geneva, DAAD - Mainz and Stuttgart, Accademia di Scienze e Lettere - Milan) before undertaking her doctoral studies in Experimental Physics at the University of Stuttgart, graduating in 1991. She started her professional career as a R&D Trainee at Robert Bosch GmbH and at Bosch Telecom in Germany in the field of integrated circuit development for telecommunication.

Coming from an academic background she also got involved since 1999 with educational and curriculum issues, organising school contacts, mentoring external diploma and doctoral students and giving talks at the University in Stuttgart on "Women in Engineering and Science" for female high school students. She was invited speaker in several European conferences and activities (EUA, Tuning, Marie Curie, Engineering Deans, TREE etc.) on research training, doctoral programmes and engineering education. In 2005 she was asked to join the "Working Group on Intersectoral Mobility - Knowledge and skills development" of the European Commission in Brussels and in 2006 was appointed by the European Commissioner for Research as member of the External Advisory Group “People” for the 7th Framework Programme. Ali R. Kaylan is a professor of Industrial Engineering and the Chair of the Engineering and Technology Management graduate program at Boğaziçi University in Istanbul. He is a member of the Steering Committee of the Turkish Engineering Deans Council. He served as the General Secretary of the Deans Council for the period December 2003 – May 2006. He was the Engineering Dean for two terms (2000-2006) at Boğaziçi University. He is also serving as the Chairman of the National Quality Award Steering Committee and a member of the Executive Board of KalDer, the Turkish Quality Society. After graduating from Robert Academy in 1969, he has completed his undergraduate studies in 1973 in the Mechanical Engineering Department of Boğaziçi University. He pursued his graduate studies in the Department of Industrial Engineering and Operations Research at Syracuse University in the U.S.A. He has received his M.S. degree in 1975 and Ph.D. in 1979 both from the same University. He joined the Industrial Engineering Department of Boğaziçi University in 1979. He was promoted to associate professorship in 1984 and full professorship in 1990. He has served as the Engineering Dean, Industrial Engineering Department Chair and the Director of the University Computer Center. His current research interests are in the areas of quality engineering, system simulation and stochastic processes. He is a member of several international and national professional societies. He has also served as the President of Turkish Computer Simulation Research Foundation and the Associate Chair of the European Simulation Council.
