information on natural resources of Gujarat which can be put to effective

use for setting up new projects.

Our website has also been re-designed so as to be more investor friendly

for providing information related to industries..

very useful not only to the Industries Department, but also for the

investors and all other Departments of the State Government and

INDUSTRIES IN GUJARATSTATISTICAL INFORMATION is published in a booklet form

by Industries Commissionerate since 1979. This publication aims at providing

statistical information on industrial progress in Gujarat and compares it with other

states and country as a whole wherever such information is available.

This issue of INDUSTRIES IN GUJARAT STATISTICAL INFORMATION 2010 covers

statistical information on industrial progress in Gujarat. It includes different

statements grouped into area and population, micro, small & medium industries, and

large industry, census of industry, factory sector, various incentive schemes,

information on natural resources, infrastructure facilities, industrial relation and

others covering all facets of industrial development. We hope the publication will be

usefull to Planners, Investors, Industries and Various Departments in the Government,

and all agencies associated in industries promotion.

INDUSTRIAL DEVELOPMENT- An Overview

1.0 Introduction

Gujarat on the west coast of India is an important State having geographical area of 1,96,024

sq.km and population of 507 lakhs as per 2001 census. The State has accelerated its overalleconomic development during last 47 years and has witnessed structural change in economic

development. The last four summits, being conducted biennially since 2003, have been a

major success and has attracted investment proposals of over US $ 370 bn The share of

Primary, Secondary and Tertiary sectors has been at 17.76%, 41.05% and 41.19% respectively

of the total Gross State Domestic Product (GSDP) in 2008-09 at current prices. As per quick

estimates at current prices , GSDP at factor cost in 2008-09 has been estimated at Rs. 337217

crore as against Rs 303734 crore in 2007-08, showing growth of 11.02 % during the year.

2.0

MSME

2.1 Government of India has introduced Micro, Small and Medium Enterprises Development

(MSMED) Act, 2006. Under the Act, Micro, Small and Medium Enterprises are classified as

2.2 The small and medium enterprises as classified above are required to file Entrepreneurs

Memorandum (EM) Part-I to District Industries Centre for starting an industrial project. On

completion of the project, the entrepreneur is required to file Entrepreneurs Memorandum

(EM) Part-II with DIC.

2.3 There were only 4130 Micro, Small and Medium Enterprise units in 2006-07. The number of

MSMEs increased to 13184 in 07-08; 17869 in 08-09; 19987 in 2009-10. The number of

Micro, Small and Medium Enterprises has increased to 61858 by July 2010. Surat leads

among districts with highest number of Micro, Small and Medium Enterprise units at 20556

constituting 33.23% of total MSME units in the State. Surat is followed by Ahmedabad with

16246 units (26.26%) and Rajkot with 5328 units (8.61%), thereby constituting 68.10% of

total MSME units among these three districts. Besides, Vadodara (3534), Valsad (2285,

Bharuch (1608), Jamnagar (1429) and Gandhinagar (1378) and Mehsana (1098) have more

than 7216 Micro, Small and Medium Enterprises units as on 31.07.2010.

2.4 Among different industrial sectors where MSME sector have witnessed impressive

development include Textiles, Machinery and Parts and Metal Products. Textile sector with18808 units continues to have prime position among MSME units. Machinery and

Equipment (6887), Apparel products (5335), Chemical & Chemical Products (4380), Basic

Metal Products[3203], Fabricated Metal Products (2777), Rubber & Plastic Products [2494],

Food & Beverage Products (2432), Non-Metallic Mineral Products (2053) Furniture Mfg.

Products (1499 Electrical Machinery and Apparels (1195), Business activities (1127) and Paper

& Printing (1050) are other important industrial sectors among MSMEs.

2.5 Industries Commissionerate has been in the process of computerizing SSI registration data

since 1993 TO September 2006. From October, 2006, it has been enacted as Micro, Small

and Medium Enterprises through online data entry and approval system.

2.6 Before 2-10-2006 The SSI registration act was implemented for the registration of industries.

The data based on that registration shows that-Gujarat has continued to witness impressive

development in the small scale sector. There were only 2169 small scale industrial units in

1961. The number of SSIs increased to 15,849 in 1970; 43,712 in 1980; 1,15,384 in 1990;

crossed a figure of 2,50,000 and were at 2,51,088 in 2000. The number of small scale

industrial units has increased to 3,12,782 by September 2006.

2.7 Ahmedabad leads among districts with highest number of small scale industrial units at

65,763 constituting 21.03% of total SSI units in the State. Ahmedabad is followed by Surat

with 47,404 units (15.16%) and Rajkot with 32,461 units (10.38%), thereby constituting 47%

of total SSI units among these three districts. Besides, Vadodara (18,498), Valsad

(15,966),Mehsana(14,602), Bharuch (14,328), Kheda (13,521), Jamnagar (13,236) and

Bhavnagar (11,821) have more than 10,000 small scale industrial units as on 31.09.2006.

2.8 Among different industrial sectors where small scale sector have witnessed impressive

development include Textiles, Machinery and Parts and Metal Products. Textile sector with

66,914 units continues to have prime position among SSI units. Machinery and parts

(23,792), Metal products (23,421), Food Products [ 16,467] , Chemical & Chemical Products(15,553), Wood Products [13,498], Rubber & Plastic Products [11,780], Non Metallic Mineral

Products (11,345), Basic Metal Industries (8,795), Paper and Printing (8,244) and Electrical

Machinery and Apparatus (6451) are other important industrial sectors among SSIs.

2.8 Industries Commissionerate has been in the process of computerizing SSI registration data

since 1993-94. After the implementation of MSME act, the more facility is given to

industrialist to registered online through web site of IC Office i.e. www.ic.gujarat.gov.in and

collect the data on server situated at IC office on the bases of this facility the minit to minit

updating data of MSME registration collecting at IC Office.

2.9 Census of MSME Units (2006-07)

2.9.1 During the 2006-07, 4th All India Registered /Unregistered MSME Units Census carried out by

Central Government. In the fourth Census, the units permanently registered up to 31.3.2007

were covered on complete enumeration basis. A provisional data of this survey is published

by govt. of India. According to it, a total of 2,85,259 units were surveyed. Out of these,

2,29,831(80.57%) units were found to be working, 33,228(11.65%) units were found closed

and remaining 22,220(7.78%) were not-traceable.

2.9.2 The result showing, the total employment generated is 12,44,981 i.e. per unit 5.42 persons.

Value of Net worth found 26,505.77 crore i.e. per unit 11.53. The total Gross Output is

38,452 crore i.e. per unit value is 7.46 lakhs.

2.9.3 During the year 1999-2000, a census of SSI was carried out by Industries Commissionerate

under scheme of Govt. of Gujarat. The census covered 2,42,877 SSI units registered up to

March 2000 under SSI act. This census helped in identifying small industry clusters. There are

in all 106 industry clusters developed at different locations in the State. These clusters

together continue 28.1% of all SSI units, 20.0% of investment, 45.1 % of SSI production and

33.9 % of employment in SSI sector in Gujarat for census period.

3.0 Large Industries

3.1 All industrial units other than MSMEs are covered large industries. An entrepreneur is

required to get approval for such project from GOI under IDR Act. GOI has liberalized the

procedure of granting approval . Since introduction of new procedure in July 1991, Gujarat

has received 10,457 Industrial Approvals comprising of 9,481 Industrial Entrepreneurs

Memorandum (IEM) Acknowledgements. Letter of Permission (LOP) for 100% ExportOriented Units (EOUs) and Letter of Intent (LOI). The total investment of all these proposals

works out to Rs 8,03,472 crore. The State accounts for 12.21% in total projected investment

in the country during post liberalization period.

3.2 Gujarat has introduced a system for Monitoring of Industrial Approvals in order to know

status of all these Approvals and provide assistance for expeditious implementation of the

project. As on March 2010, there were 4,971 projects with investment of Rs. 9,07,535 crore

have been implemented. In addition, 2483 projects with investment of Rs. 5,02,754 crore areunder implementation. These comprise of 1,487 projects having total investment of Rs. 2,835

cr in the investment range up to Rs. 10 crore, 571 projects with investment of Rs. 13,879 cr in

the investment range of Rs. 10 crore to Rs. 50 crore, 125 projects with investment of Rs.

8,611 crore in the investment range of Rs. 50 crore to Rs. 100 crore and 300 projects Rs.

4,77,429 crore each having investment of above Rs. 100 crore.

4.0 Factory Sector

4.1 As regards factory sector, there were 3911 registered factories in 1960 employing 3.46 lakhs

workers. The number of factories increased to 12,456 with corresponding employment of

6.35 lakhs in 1980; 16820 factories with corresponding employment of 7.47 lakhs in 1990 and

26454 factories employing 8.66 lakh workers in 2000. The registered factories haveincreased to 34860 employing 12.58 lakhs workers in 2009(p). There has also been a trend

of industrial dispersal in the State. The districts having more than 1000 factories in each

include; Ahmedabad (9059); Vadodara (3624); Surat (3919), Rajkot (3119), Bharuch (1887),

Mehsana (2163) and Valsad (3090).

4.2 The results of Annual Survey of Industry for Gujarat State indicates that the fixed capital

investment in factory sector has increased to 1,45,400 crore in 2007-08 from Rs. 95 crore in

1960-61, the gross value of output has increased to Rs. 4,48,243 crore in 2007-08 from Rs.

365 crore in 1960-61, and the Net value added in factory sector has increased to Rs. 62,108

crore in 2007-08 from Rs. 107 crore in 1960-61. The ASI results indicate that Gujarats

share in all India during 2007-08 was at 10.32 % in factories, 17.20% in invested capital, 16.15

% in gross value of output and 12.90 % in net value added.

4.3 Among Industry Sectors, Manufacture of coke and Refined Petroleum Products account for

30.66 % share in total Industrial output in the State. This is followed by Chemical & Chemical

Products with 17.14 %, Basic Metals with 9.32 %, Food Product with 7.34 %, Textile and

Apparel with 5.96 %, Fabricated Metal Product 4.25%, Machinery equipment 3.32 %. Non

Metallic Mineral Products with 2.89 %.

5.0 Infrastructure

5.1 Gujarat Industrial Development Corporation has sanctioned 267 industrial estates as on

31.3.2010 and has acquired 33,546 hectares land for development of these Estates. GIDC has

allotted 18,357 hectares plot area and 12,113 industrial sheds allotted to industrial units in

the Estates.

5.2 Special Economic Zones (SEZs) are growth engines that can boost manufacturing, augment

exports and generate employment. The State Government has enacted the Special Economic

Zones Act 2004 in order to provide a hassle free operational regime and encompassing state

of the art infrastructure and support services. The GoI has also enacted the Special Economic

Zones Act 2005 and rules there under. Board of Approval (BOA) in MoCI, New Delhi has

accorded approvals to Sixty SEZs in Gujarat as one end of November 2010. The total

investment by SEZ developers is around Rs 263627.56 crore.

5.3 The present installed power generation capacity is at 11,758 MW.

5.4 The Sardar Sarovar Project of Narmada Canal, 1079.85 Km length of construction wascompleted or under implementation. In addition 2142 Km. length of Canals construction is

to be proposed which is provided 4,234 Million Liter per day in 2021.

5.5 The State has witnessed good progress in road construction. The total road length as on

31.03.04 was 74,052 kms comprising of National Highways, State Highways, District Major

Roads and others. The State Government has introduced policy for private sector

participation for road development. Similarly there was also been important development in

Port section. Of the 13th new Ports identified for green field development. Mundra in Kutch,

Hazira in Surat has become operational besides Maroli, Dholera ,Dahej, Vansi-borsi, Pipavav,

Rozi(Bedi), Simer, Khambhat, Sutrapada, Mahuva and Modhawa are under implementation.

5.6 The State Government has worked out Infrastructure Development Plan VISION-2020covering infrastructure projects in power, port, industrial parks, road, railways and urban

infrastructure sector within estimated total investment of Rs.9,14,995 crore. The projects

implementation work has been on hand.

6.0 Institutions

6.1 The state has accounts more than 18,905 degree seats in Govt., Grant in-aid or in self

financing college. In addition, 13,815 seats of diploma basis having 19,480 seats based on

Xthand 960 seats on XIIth. In addition, more than 3,440 seats of Business Administration of

Master Level and more than 1,530 seats of Computer Application of master level. In

addition, about 55,484 seats of Industrial training Institute. All these Institutions provide

sufficient and qualitative manpower of Labour, Managerial or etc. to set up new Industry.

7.0 Natural Resources

7.1 Gujarat is endowed with good natural resources which include minerals, marine, agriculture

and live stock.

7.2 The important minerals in the State include: limestone, coal, lignite, fire clay, dolomite,marbles, granite and oil.

7.3 Gujarat is an important maritime State having suitability for Aquaculture. During 2009-10,

the State produced 7.72 lakh tones of fish comprising of 6.87 lakh tones of marine fish and

0.84 lakh tones inland fish production. Out of the total production of Rs. 3,494 crore, the

State exported fish worth Rs. 1,839 crore. Gujarat is also continued to keep its leading

position.

7.4 Among agricultural resources, Gujarat is important producer of rice, wheat and maize among

cereals, tur, and gram among pulses production, ground nut, rape-seed and castor among oil

seeds, besides, cotton, tobacco and sugar cane among commercial crops. Gujarat is also

important producer of mango, chiku, citrus and papaiya, among fruits, while potato, onion,tomato and cluster beans are important vegetables; chillies, fenne, isabgul and cumins are

important spices produced in the state.

7.5 Gujarat accounted for good livestock resources.As per 2007 census the lives stock population

is 237.94 Lakh o which includes 79.76 lakh cattle,87.74 lakh Buffaloes, 20.20 lakh sheep and

46.40 lakh goats.

8.0 Other Information

8.1 The State continues to enjoy its leading position in terms of better industrial relations. The

man days loss in view of strikes and lockouts continues to be minimum.

8.2 Gujarat has promoted number of R & D and specialized training Institutes. The report

provided list of such Institutes.
