cultures, religions, languages and educational systems, must develop a
harmonized system of education. This system can be developed on basis of
common, but not identical, practices and guidelines for cooperation.

• Principle of mutual recognition stipulates that if a standard is approved in one country it is accepted in all participating countries.
• Principle of harmonization operates differently, previous national standards do prevail, but trade across borders only occurs with products fulfilling the harmonized standard.

• National higher education systems are harmonized (working towards greater comparability of higher education structures & practices) to encourage international mobility.
• Harmonizing the diverse systems of higher education in the region is an important step towards the regional integration objective.
